Abstract

The Purposes of this research are to give the understanding about the form and process of  free healthy program and to analyze the implementation of Buol Regent Regulation Policy No.05 Year 2010 about Free Healthy Service Guarantee System in Buol Region. The research was carried out at Regional Public Hospital Buol Region as the hospital of patients reconciliation which was  from 11 local government clinics spread in Buol Region. Whereas the technique of data collection was done through observation, deep interview, and documentation. All data will be inventorized and proceeded and analyzed using qualitative descriptive data analysis.Deal with the research result, that the implementation of free healthy service guarantee from Regent Regulation No. 5 Year 2010 was not effective to the public interest level, at least there were some factors that influenced the implementation of the policy namely; content of policy which consisted of interest affected, types of benefis, extent change of envisioned and resources commited. In relation to the content of policy, intended to be through politics manipulation process, so that it could give benefit to the executor. This is one of the indicators that indicated the unsuccessful implementation of the policy, because public gets difficulty and unsatisfaction to have free healthy facility as assigned by the regulation. Therefore, the service generallly did not give positive impact to the public. Finally, it can be stated that the Grindle theory is still applicable and relevant to be used in the field.

Abstract

The study is conducted in the government working units of Sigi Regency especially towards the financial administrators who preparing the financial statements in their working units. The aims of this study is to determine and analyze the influence of compensation (X1), controlling environment (X2), and competency of financial administrator (X3) on the quality of financial statements (Y), and to identify which variable that has dominant influence on the financial statements’ quality. This study expects to be beneficial in the country’s financial management and administration in accordance to the government regulations and The Ministry of Finance about financial statement. The study is descriptive quantitative that analyzed with multiple linear regression. The data used are primary and secondary data that are gathered from interviews and questionnaires distributed to 117 respondents from 42 governmental working units in Sigi Regency. The result shows that compensation, controlling environment, and competency of financial administrator simultaneously and partially have significant influence on the quality of financial statements. Of three independent variables, compensation given to and the competency of financial administrators dominantly influence the quality of financial statements in the governmental unit in Sigi Regency.

Abstract

The research aims to investigate: 1) the influence of motivation, work experience, and stress on employees’ productivity in PT. PLN Palu; 2) the influence of motivation on employees’ productivity in PT. PLN Palu; 3) the influence of work experience on employees’ productivity in PT. PLN Palu; 4) the influence of stress experience on employees’ productivity in PT. PLN Palu. This research is descriptive causal that involves 68 samples that were selected trough census sample method. The result of multiple linear regressions indicate that: 1) motivation, work experience, and stress simultaneously have positive and significant effects on employees produktivity in PT. PLN Palu; 2) motivation positively and significantly affects employees productivity in PT. PLN Palu; 3) work experience positively and significantly affects employees productivity in PT. PLN Palu. 4) sress negatively and  significantly affects employees productivity in PT. PLN Palu.

Abstract

The purpose of this study was to determine and analyze the Athletes Performance Improvement Policy Implementation and Training Development Center Regional Student (PPLPD) and the Regional Sports Office of Central Sulawesi Province. The main theory as a reference in this research is the theory of policy implementation that includes Edward III; (1) communication, (2) resources, (3) the disposition, (4) a bureaucratic structure. The research method using descriptive qualitative approach. The research location is housed at the Center for Student Development and Training Area (PPLPD) and the Office of the Provincial Sports Central Sulawesi with an informant as much as 5 people were selected purposively. The data collection was done by interviewing, observation, and documentation. Analysis using Interactive model of Miles and Huberman. Based on the results of research, policy implementation Improved Performance Athlete Development Center and Training Student Area (PPLPD) Department and the Regional Sports Central Sulawesi province when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the structure of the bureaucracy , indicating that it is not effective, because there are still aspects that have not been run, namely communication, resources and disposition, bureaucratic structure goes well, just need to be improved in order to carve the highest performance and won the gold medal at events nationally and internationally in the future will come as expectations that can boast of athletes, officials and governments PPLPD Central Sulawesi.

Abstract

The study intends to determine and analyze simultaneous and partial influence of leadership roles and motivation on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter. Respondents consist of 113 officers. Method of analysis is descriptive with quantitative approach and using multiple linear regressions of SPSS 16. The result indicates that leadership roles and motivation simultaneously have significant influence on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter. Partially, both leadership roles and motivation have significant influence on service quality at PT. Bank Negara Indonesia (Persero) Tbk of Palu Headquarter.

Abstract

Local governments should be able to prioritise the sub-sector and the preferred crop, prime and which is considered as a sub-sector basis to optimise the economic advantages in the region. Understanding the development planning priorities and commodity sub-sector of agricultural  in Tolitoli Regency, then it is necessary to acknowledge which the prime subsector of agricultural sector and the main commodity of agricultural sector in Tolitoli Regency. The research was conducted in the period 2014 - 2015 by several methods of analysis: 1) Location Quotient, 2) Analytical Hierarchy Procces (AHP) 3) Exponential Comparative Method /MPE. The criteria used is based on 12 normative criteria of  the Indonesian  Ministry of  Home Affair,  Number 9, 2014. The results show that the plantation sub-sector  is the only sector basis  in the period 2009-2014 of the survey with the value of LQ=1,3694 or LQ>1. Similarly, the plantation subsector is nominated as the prime subsector in Tolitoli regency with weight priority value of  0,2927. In addition, the cloves commodity is the most popular commodity in Tolitoli Regency with the MPE total weight of 13,1416, and this commodity is nominated  as commodity basis with the LQ value of 13,5754. It is understandable because this area has long been well known as cloves plantations.

Abstract

The aim of this study; (1) Great to know simultaneously influence the performance of the quality of service in the Department of Population and Civil Registration of North Mamuju regency; (2) untukmengetahuibesar partial effect on the performance quality of service at the Department of Population and Civil Registration of North Mamuju regency. Theory of performance used from T.R. Mitchell in Sedarmayanti (2009: 51), while the service quality theory of Parasuraman et al. (1988: 23) This type of research inikuantitatifdenganpendekatan survey. This study population pegawaidan society, in which 32 people while the number of employees totaled 45 796 community mental drawn using formulas to 100 people. Employees using census sampling, while for people to use simple random sampling, and data analysis techniques using multiple linear regression. The results showed; (1) The effect of simultaneous performance of the quality of service in the Department of Population and Civil Registration Mamuju Utara determined by the dimensions of quality of work (quality of work), promptness (timeliness), initiative (initiative), capability (ability), communication (communication) because the calculated F value is greater than the value of F table with a big influence 87.2% with the level of relations between variables are very kuat.Artinya if the performance increase of the unit, it will improve the quality of service; (2) The effect of partial performance of the quality of service in the Department of Population and Civil Registration of North Mamuju regency is determined by the quality of work (quality of work) significantly affects the quality of service for the value of t is greater than t table. Promptness (timeliness) significantly affects the quality pelayanankarena t value greater than t table. Initiative (initiative) significantly affects the quality pelayanankarena t value greater than the value t tabel.Capability (ability) significantly affects the quality pelayanankarena t value greater than t table, and communication (communication) significantly affects the quality pelayanankarena value of t count is greater than t table.

Abstract

Compensation  is  a  very  sensitive issue,  compensation  can  influence people performancewhether increase it or vice versa. Compensation needs a clear mechanism. Communication is an important part of organization; an integrated communication can lead an organization to minimize its risk to the very low level. Communication is needed mostly by every pary and level of organization, because some information may be needed not only by a section but also by other sections in an organization. Good communication practice in an organization may indicate that it has good internal organization relationship. Furthermore this will directly lead to better work performance of an agency. As there are a lot of different thought in an organization, they are needed to be united with organization’s vision and mission to lead the organization into the better future. This research utilizes a multiple regression analysis as a statistical tool to assess each variabel effect. The studyresults conclude the independent variables (compensation and internal communication) both simultaneously and partially influence dependent variabel. (employee’s performance). Meanwhile, compensation has dominant effect on employee’s performance.

Abstract

This research aims to know the quality of public services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City. By using the theory of (Parasuraman 2001) with 5 indicators to be a benchmark in the study i.e. Tangibles, Reliability, Responsiviness, Assurance, Emphaty.This research Uses Qualitative Research Methods. Informants in this study amounted to 5 persons include: citizens and employees in The Office Of  Neighborhood Nunu, Subdistrict Tatanga, Palu City. Technique used in determining the informant was purposive technique with the techniques of data collection Techniques in the study uses observations (observation), interview and documentation.The results showed the quality of public services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City evidenced by 5 indicators i.e. the Tangibles are not yet well in the value of the facilities and infrastructure that does not yet support officer in the Ministry of population administration document cover letter. As for the from indicator Realibility, Responsivines, Assurance, and Empaty already well underway it caused to the four indicators based on results of research services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City.according with the results in the expected citizens ranging from the speed employees serving the public, responsiveness, friendliness and politeness and attitude of attentionon serving employees so that the four indicators are already well underway.

Abstract

The research aimed to describe and analyze the process of policy implementation in the civil service disciplinary Provincial Service Civil Agency of Central Sulawesi Province and supporting factors and obstacles in the process of implementation disciplinary policy of civil servant. The method used qualitative research with descriptive method,  five informants and was chosen by purposive sampling. The data collection technique consisted of interviews, observation and documentation.  Results of the research explained that the implementation of the Civil servants discipline because four dimensions that were examined, there were four dimensions were not going well, namely: first, especially communication socialization aspect was not optimal, both for human resources sufficient quantity, funding, facilities and infrastructure showed inadequate results. Third, dispositions were attitudes that supported the implementor include honesty, demokratif and commitment have been done by the implementor but has not maximum yet, therefore,  its implementation has not became effective yet. Fourth, the bureaucratic structure that the main duties and functions were clear that there was  not fragmentation and be flexible.
