Abstract

The purpose of this research was to find out and explain the inhibiting factors toward the community-based social order program in Palu city. It was investigated by using the policy implementation model by Donald S.Van Metter and Carls E. Van Horn Particulary on the aspect of standard and target, resources, the organizational characteristics of the executors, the attitudes of the executors, the communication within the relevant organizations, and the social, economic, and politic environment. This is a qualitative research in which there were 7 informants taken purposively. The research shows that the community-based social order program in Pengawu and Duyu, palu city, has not been implemented optimally due to the facts that: 1) the standard and target did not run well, 2) the human resources and funding in the implementation of this policy were limited, 3) there was no much support from the community faced by the executors from the man power and social office and the local KSBM forums, 4) the participation of most community members was low, 5) the communication for extending this program was ineffective, 6) the social, economic, and politic environment has affected the implementation of this program and also influenced the cooperation from the community members because there was no incentives in the extension program.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaporan dan temuan atas aset tetap pada Pemerintah Daerah Kota Palu. Penelitian ini merupakan penelitian kualitatif  dengan  informan  yang  digunakan  sebanyak 4 (empat) orang yang terdiri dari Ketua dan anggota Tim auditor BPK, Kepala Bidang Aset BPKAD, serta staf bidang aset BPKAD hasil penelitian menunjukkan bahwa: 1. Adanya penerapan penggunaan Simda BMD tahun 2017 belum semua data diinput kedalam Simda BMD maka pencatatan dilakukan secara manual, sehingga aset tetap kota Palu belum lengkap baik dari sisi informasi identitas aset tetap maupun informasi kondisi barang sehingga validitas data aset kurang andal. 2. Adanya pengelolaan aset tetap yang belum memadai: Pengamanan Aset Tanah yang belum dilengkapi bukti kepemilikan yang sah, aset belum diketahui keberadaannya, rehabilitasi aset tetap belum dikapitalisasi ke aset induk, proses penatausahaan belum dilakukan secara tertib, pemindahtanganan aset dalam bentuk hibah kepada Pemerintah Provinsi, pencatatan aset jalan tidak sesuai dengan daftar penetapan status jalan.

Abstract

The purpose of this study are: to know and analyze the percentages proposed program development plan proposed since musrenbangdes until musrenbang SKPD in Sigi, the cost spent on planning forums at village and sub-district to produce the proposed development program in Sigi, and allocation of funds with no accommodation of the proposed development program at the village level in Sigi years 2014-2015. The results of this study are: the percentage of the proposed program development plan proposed by each of the selected villages in each district an average of 6% -14% only the plans that can be implemented, the allocation of funds for planning forums at village and sub-district levels vary, not at par between one village to village, and when referring to the allocation of funds musrenbangdes their respective villages in three districts, that the proposed development program is set to the value of funds on average between one village to another village.

Abstract

This study aims to identify and describe the policy implementation levy Pasangkayu waste services in the city of North Mamuju regency. This type of research is qualitative. The informants are officers of Housing and Spatial Planning and the community in the City Pasangkayu. Collecting data using observations, interviews, and documentation, while data analysis using data reduction, data presentation, drawing conclusions/verifikasi.Hasil research shows the retribution policy implementation Pasangkayu waste services in the city has not shown that the maximum performance, because the aspects studied such as the size and purpose , resources, and the economic environment, social, political and not running optimally. The size and purpose of the policy is not maximized due to budget constraints resulted in a lot of programs that have not been accommodated in the work plan the budget so that policy implementation is not maximized as the size and purpose. Resources are limited, be it human resources, facilities and infrastructure and the budget provided, sertalingkungan economic, social and politikbelum fully support, because of the attitude of the public is less aware of the implementation of the policy, even related parties such as the government is still less strict in following up civil disobedience the implementation of policies.

Abstract

Coastal area Society mostly is fisherman society, identik with the poorness. condition offisherman Life in Chief of village Baiya from first to date still in a state of which enough concern because can only fulfill the its life requirement everyday. The problem in this study were (1) how the condition of poverty in Sub Baiya fishing communities; (2) What level of depth (P1) and severity of poverty (P2) fishing communities in Sub Baiya. The theory used is the root of poverty theory, fishermen, poverty, poor, poverty fishermen, social systems, economic and social life. The method used is descriptive method . The data used for the research needs in the form of data: a) primary, ie, data that reveal the reality of the roots of poverty fishermen, (b) secondary data in the form of tables and pictures that have something to do with the object of research. The population of this research is fisherman society in chief of village Baiya, amounting to 133 people and sampel specified passing by technique of purpossive sampling namely by specifying 30 people according to specific characteristic owned. The results showed that the condition of the fishermen in the village Baiya still as poor as most are still using traditional equipment such as canoes, paddles , and nets . Second job is labor and services . The number of hours worked on average ranges between 7-8 hours per day. Average savings are not memeiliki ; income is only around Rp. 800.000,00 per month to Rp . 2,200,000.00 600,000 with the lowest spending levels ,and the highest spending levels Rp.1.500.000,00.  Characteristics  of  poverty  in  fishing  communities  characterized  by  poverty natural object of study, namely poverty created by the natural conditions that are particularly vulnerable to the attitude of a person or community members in improving their standard of living . Structural poverty is poverty caused by human factors such as economic policy and the unfair distribution of production assets are not evenly distributed. Poverty is the cultural attitudes of fishermen caused by lifestyle , habits , customs and traditions. Poverty levels are still below the poverty line fishers because of the ability of family income family members have not been able to prosper . While the severity of poverty fishermen indicate that the distance between the poor and the poverty line there is an imbalance because there is still a fishing community is still far away from the poverty line and some are otherwise .

Abstract

Forests function as a regulator of the water system, namely by holding rainwater to reduce surface erosion and absorb into the soil, so it can be used by the surrounding community. Forest functions in providing water must be taken into account with a specific calculation. That function is an hydrological functions of forests as providers of clean water needs. The calculation of the value of forest land are based on the calculation of the volume of produced water from the spring that is multiplied by the specified price is the market price of existing water applied by PDAM. Based on the results of research on most of the site area of Forest Protected Mount Gawalise on Ulujadi Sub District, Palu, Central Sulawesi Province, showed that the forests produce clean water for 2,989,440.00 liters / day, equivalent to 2989.44 m3 / day utilized by the area of Sub District Ulujadi and surroundings in order to fulfill water needs. By calculating water price of Rp. 3207 obtained from the average price of water taps set in 2014, 2015 and 2016, and with the water yield of 2989.44 m 3 / day of the obtained value of the produced water Protected Forest  Mount Gawalise is Rp. 9,587,134.08 / day or Rp. 3,499,303,939.20 / year. Thus based on the above calculation result, the value of the function Hydrological Forest Protected Areas Mount Gawalise amounted to 3,499,303,939.20 / year, for an area of 4,024 hectares of forest area, or Rp. 869,608.33 / hectare / year.

Abstract

This research aims at determining the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi. The researcher uses a qualitative method with number of five informants. The researcher uses the method of observation (observation), interviews, and documentation in collecting the data. the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi uses the theory of George R. Terry consisting of management functions: planning, organizing, actuating, and controlling. The results shows that the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi is not going well in terms of planning, organizing, implementing, and monitoring. Careless planning factor, in terms of organizing, there is not any main job and function description, whilst in terms of actuating, accountability of village fund allocation is not punctual, as well as embedded control is not carried out periodically.

Abstract

This research aims to analyze the poverty pattern and the factors that cause poverty of fishermen society of Bantaya Sub-district. This research was a descriptive research using mixed method as data analysis. The results of the research showed that: 1) Poverty pattern  is formed of the fishermen society in Bantaya Sub-district namely: Subsistence poverty, Protection of poverty, and poverty of understanding; 2) Factors that cause poverty are internal factors (intellectual factors, mental factors, psychological factors, skill factors, asset factors) and external factors (land ownership factors).

Abstract

This type of research is descriptive analytic with the number of respondents consisted of 89 people, spread across two regions, such as, District Galang and Baolan. SWOT analysis and contribution analysis are used as analytical method. The results show that (1) there was 0,004063% contribution derived from marine and fisheries sector to locally generated revenue in 2014 which equal to USD 188.496.400 out of the target Rp 200.000.000 (2) SWOT analysis indicates that the internal condition consists of strengths and weaknesses. The capabilities factors include the strength of fishery processing, higher production of fisheries are supported by the potential for marine. In addition, Regional Regulation No. 4. 2012 on business license levy in fisheries and local regulations No. 7. 2012 on auction levy. On the other hand, the weakness factors include inadequate fishing equipments, conflict fishermen, fishing communities of limited resources, the fishery and collector levy and guidance to the fishing communities remains low. Meanwhile, the external conditions consist of opportunities and threats. Factors opportunities include local taxes and levies, the area of ​​the arrest, the potential of marine and fisheries that will not run out and support the government in improving the fishery sector and increase the locally generated revenue. Furthermore, while the threat factors include the threat of climate change to the catch, the occurrence of damage marine ecosystems and fisheries, marine potential retrieval of outsiders and marketing system are less supportive. The formulation strategy of increasing locally generated revenue of marine and fisheries sector Tolitoli located in quadrant I of the expansion strategy. This means that optimizing the power to take advantage by identifying several opportunities is important. This strategy aims to increase fish production by government assistance in accelerating marine and fisheries sector and optimising the local regulation No. 4, 2012 on fisheries business  licence levies in order to increase the number of fish production by utilizing the fishing area.

Abstract

This research aims to find out the implementation of tuberculosis disease control policy at Kamonji Public Health Center in Palu City. The analysis used Edward III implementation theory with inductive descriptive research method and 6 informants determined purposively. The data were collected through observation, interview, and documentation. The research result show that implementation of tuberculosis disease pervention policy has not been effective because the factor of communication was the lack of information dissemination of tuberculosis disease management on officers and communities that were not consistently implemented and method that did not yet appropriate. Aspects of bureaucratic structures were cross program officers which unsupported the discovery of tuberculosis sufferer. The resource factor of officer and financing are sufficient and disposition that is the attitude of the implementer have shown support for the implementation of policy of tuberculosis disease preventation.
