Abstract

The study defines leadership style and motivation as independent variables and performance as dependent variable. Leadership style in this study refers to three indicators namely: 1) directing subordinates in performing jobs; 2) participating with subordinates; 3) trusting subordinates. Motivation refers to 5 indicators that are: 1) recognition from counterparts; 2) recognition from leaders; 3) recognition from organization; 4) opportunities for promotion; 5) initiating good performance. Performance refers to 7 indicators: 1) loyalty; 2) spirit; 3) work consistency; 4) honesty; 5) work clarity; 6) teamwork; 7) capability. The research aims to determine and analyze simultaneous influence of leadership style and motivation on officials’ performance in The Department of Transportation, Communication, and Informatics of Tojo Una-Una District. Tool analysis is multiple linear regressions. Based on the results, it is found that leadership style and motivation have significant influence on officials’ performance, both simultaneosuly and partially in The Department of Transportation, Communication, and Informatics of Tojo Una-Una District.

Abstract

This research is almed to: 1) analyzing the effect of competence, communication and work culture simultaneously toward the employee performance, 2) analyzing the effect of competence partially towards the employee performance, 3) anlyzing the effect of communication partially towards the employee performance, 4) analyzing the effect of work culture partially towards the employee performance.This research is conducted as explanation research in explaining the relation between research variables which involves 58 Employees Of Education and Cultural Office Of Central Sulawesi which is taken using purposive sampling technique. Based on the result of the research using multiple regression analysis, concluded: 1) competence, communication and work culture simultaneously have a positive and significant effect toward the employee performance, 2) partially competence have a positive and significant effect towards the employee performance, 3) partially communication have a positive and significant effect towards the employee performance, 4) partially work culture have a positive and significant effect towards the employee performance

Abstract

The aims of this research are: 1). To find out about general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 2) To explore simultaneous influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 3) To explore partial influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi. The research method is panel  data regression with software Eviews 9.0. Sample consist of 11 regencies/Cities in Central Sulawesi Province in 2012-2014. The results find that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have influenced regional expenditure 0f 95.37%, While the remaining influenced by factors that are not studied. It also finds that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have simultaneous influence on regional expenditure of regency/City in Central Sulawesi. Partially, general allocation funds and and local revenue have significant influence on regional expanditure in Central Sulawesi. This in indicated by the t-value higher than t-table or probability value is smaller than 5%.

Abstract

Commmunity forest is a plantation forest in production forest that was developed by individuals or cooperatives to increase the potential and quality of production by implementing silviculture practices to ensure the sustainability of forest resources. The village of Bumi Beringin has gained a license for utilization of forest products in Community Forest by the Regent of Banggai (on behalf of the Minister of Forestry) covering 100 hectares, divided into 13 (thirteen) people who are members of forest farmers group Bersatu, but until now there is no implementation on the field due to the lack of strategies and right development patterns, so that there should be a research to obtain an appropriate development strategy in order for the the program development in Bumi Beringin Village can run good and right so as to improve the welfare of local communities. This research was conducted for 3 months starting in September 2015 until November 2015. The research was located in the Bumi Beringin Village, Luwuk Sub-district, Banggai District, Central Sulawesi. A strategy of community forest management development of forest farmers group Bersatu of Bumi Beringin village, Luwuk sub district, Banggai district is in quadrant II (2.45; 2.69) which means the diversification strategy of using strength to take advantage of opportunities or Strength-Treath Strategy (ST). The best pattern of community forest management development in Bumi Beringin Village, Luwuk Sub-district, Banggai District is a partnership pattern towards the Independence.

Abstract

The aims of this research are: 1) to explain and analyze the simultaneous influence of employee income supplement and work capability on employees’ performance in The Agency of Planning, Research, and Regional Development (BAPPEDA), Morowali Regency, positively and significantly; 2) to wxplain and analyze the positive and significant influence of employee income supplement on employees’ performance; 3) to explain and analyze the positive and significant influence of employees’ capability on their performance. The type of this study is causal that is intended to see the influence between variables studied by involving 40 subjects selected through purposive sampling method. Based on multiple linear regression test, this study finds that: 1) employee income supplement and work capability simultaneously have positive and significant influence on employees’ performance in The Agency of Planning, Research, and regional Development (BAPPEDA), Morowali Regency; 2) employee income supplement has positive and significant influence on their performance.

Abstract

The research objectives are: 1) to test and analyze the significant influence of leadership and work climate on civil servants’ performance in The Agency of Planning, Research, and Regional Development (Bappeda), Morowali Regency; 2) to test and analyze significant influence of leadership on civil servants’ performance; 3) to test and analyze significant influence of work climate on civil servants’ performance. This is a quantitative research that looking at the influence among variables by involving 39 respondents selected through census method. Multiple linear regressions test shows that: 1) leadership and work climate simultaneously have positive and significant influence on civil servants’ performance in The Agency of Planning, Research, and Regional Development, Morowaly Regency; 2) leadership has positive and significant influence on offcials’ performance; 3) work climate has positive and significant influence on civil servants’ performance.

Abstract

This study aims to analyze the characteristics of the Remote Indigenous Communities (KAT), evaluates the condition and handling practices that have been taken by the government as well as the obstacles encountered during the process of empowerment KAT since 2010-2014, formulate a poverty reduction strategy is right for KAT in the district of Rio Pakava. As this study is categorised as survey research, data were obtained by conducted interview with respondents using interview guidelines, and the list of questionnaire. This study apply quantitative. Then, Microsoft Excell is used as tool to analyse the data of this study. This study found that the characteristics of existing poverty in the district of Rio Pakava (KAT ) include (1) human resources issues, there are some key issues in this obstacle, namely: Education and Knowledge, Technology, Health, and past orientation of KAT society; (2) KAT programs that had been done since 2010-2014 are: renovating facilities and Infrastructure, improving Education, Health Care, activities in the Remote and Border, Road Infrastructure to remote indigenous community area (KAT), Improving Agricultural Extension Activity and Economic Empowerment; (3) Based on the analysis found that the IFE and EFE matrix IFE's total of strength is higher than weakness by 3.90592, which means that the District of Rio Pakava fully able to overcome the existing weaknesses by using the advantages to reduce poverty in remote indigeneous (KAT) area. Moderate to EFE matrix was found that the factor of chance based on the calculation is equal to 2.78101, with the difference in value between the total score of the opportunities and threats is 0.89481. This shows that the respondents give a high response to the opportunity factor and lower response to threat factor. The total value weighted for external strategic factor by 2.78101, mean that the District of Rio Pakava can take advantage of existing opportunities and avoid the threat of poverty alleviation efforts for KAT; and (4) Based on the matrix of IFE and matrix EFE, suitable formulation strategy to reduce poverty for KAT in the district of Rio Pakava with SWOT analysis, as follows: Building partnerships and cooperation by utilizing local natural resources that exist, Using customs and culture as a bond to strengthening the unity and cohesion, more intensively to disseminate to the public about the creative economy, agriculture and PKAT, Optimizing all the potential that exists to address accessibility issues to remote indigenous area KAT and improving all the existing facilities and infrastructures. The recommendation of this study is to further optimize the system of mentoring as one of the factors supporting the success of this program.

Abstract

This study investigated the transformational leadership of the Head of Education Office in the implementation of education autonomy in Palu City and the supporting and constraint factors of the implementation of education autonomy in Palu city. The theory which was used as the basis of the analysis porposed by Bass (2006) Transformational Leadership, consisting of  idealized influence, inspirational stimulation and individualized consideration. The research employed   qualitative method. The informan was drawn  research. Sample of this study was purposively. which consisted the Head of Education Office, four  head of office division, and 3 school headmasters. The data were collected through observation, interview and documentation. The data obtained then were analyzed by employing the three stages procedures: data reduction, data presentation, data verification or drawing conclusion. The results of the study showed that the transformational leadership of the Head of Education Office in the implementation of education autonomy in Palu City has run well, however there were  some aspects that have not been optimally implemented. The constraint factors of education autonomy implementation were the limited budget allocated from the municipal government to support the program of educational development. The supporting factors were the adequate number of staff both terms of quality and quantity, availability of economy resources, availability of demography  potency map and well managed administration organisation.

Abstract

The principal's role as an innovator and a supervisor is very important to improve the performance of teachers in Sigi. This type of research is quantitative research with correlation approach. Samples were teachers at SMPN 4 Sigi and SMPN 11 Sigi. The technique used is the study population because all the population sampled. This research data collection via questionnaires innovators, supervisor and teacher performance. Data analysis using SPSS 16 computer facilities. The results showed (1) There is a positive and significant impact of school leadership as an innovator on teacher performance of 57.60% in SMP Negeri 4 Sigi, and amounted to 18.50% in SMP Negeri 11 Sigi. (2) There is a positive and significant impact of school leadership as a supervisor on teacher performance of 34.30% in SMP Negeri 4 Sigi, and amounted to 11.10% in SMP Negeri 11 Sigi. (3) There is a positive and significant impact of school leadership as an innovator and supervisor of teachers on teacher performance of 64.80% in SMP Negeri 4 Sigi, and amounted to 18.70% in SMP Negeri 11 Sigi. This positive effect means that if the school leadership as an innovator and supervisors better then the teacher's performance increases.

Abstract

Land registration in Indonesia is covering land registration for the first time and data preservation of land registration. Land registration sistematically done by Head of National Land, assisted by Judication Committee, and land registration sporadically done by Head of National Land. Head of National Land Office and Judication Committee in making the land registration first is juridical data collection, and physical data toward the land area that has been registered. Head of National Land Office assisted by PPAT, as authorized officer to issued right transition deed of land to registered to National Land Office. Legal protection of the owner of land right's deed that has not out of land registration system, such negative system contains positive elements, means that land registration done to issued deed or certificate as strong evidence. Positive existence stels in land registration in Indonesia does not purpose to modify registration system as regulated in Agrarian Law, but it is more than to uphold the existed registration system and still give legal protection to the good faith party to registered land area.
