Abstract

This study aims at determining the performance of organization in the service of e-ID at the Sub-district Office of Sindue Tombusabora, Donggala. This research uses qualitative methods. The informants of this study are the apparatus and the the people in Sindue Tombusabora Sub-district, Donggala, the research data used in this study are primary and secondary data through observations and interviews towards The informants of this study are the apparatus and the the people in Sindue Tombusabora Sub-district, this research uses the theory of Agus Dwiyanto which consists of five aspects: Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. The organization performance in the service of e-ID based on the results of this research related to apparatus service is not good and still far from the expectations of society. The results of the study reveal that the performance of the apparatus is not good yet it is closely related to productivity, quality of service, responsiveness in providing the service is still very low. While the responsibility and accountability describe poor performance towards the Public Service.

Abstract

This research aimed to realizing program of distribution Raskin and obstacle factor on the poor at Balaesang District of Donggala Regency. This research using descriptive qualitative method by using table distribution of frequency. The research sampling are 101 family as a responden from representation each subdistrict at Balaesang. The results of this study indicate that distribution of Raskin wasn't yet maximum accomplished. By the six indicators set, only three accomplished namely: (1) timely indicator, (2) indicator of administration requirements and (3) indicators of the quality of rice. The obstacle factor the implementation of the program is on: (1) target indicators, (2) timely indicators and (3) the indicators sufficiency. The cause not on time because the only BPS data was used without verification through village official consultation, not timely due to the delay in the distribution of Raskin still three days or a week or more, not just the right amount because it is still the discovery of some public recognition Raskin recipients who felt less in adequate. The supporting factors of implementing the Raskin program namely community support and attention of government in carrying out their duties, public enthusiasm in response the program and good coordination between the implementing institution of the program.

Abstract

The objective of the research is to analyze the policy evaluation of school operational assistance to elementary schools at District of Palu Timur. The method of the research is qualitative method. The informants of the research are Sector Chiefs of Elementary Education, Head of Sub- Administarative Program and planning, principal at SDN 24 Palu, Principal at SDN 15 Palu, School Comittee,and parents. The data of the research are primary data and secondary data. The techniques of data collection are observation, interview, and documentation. This research describes BOS fund at the schools assest using policy evaluation, namely effectiveness, efficiency, adequacy, flattening, responsivity, and accuracy. Based on six criterias above can be known that from the objective of BOS fund policy is running well. But, it is not optimal yet in the implementation, it can not show an increasing to good and excellent education services.

Abstract

This study is aimed at recognizing efectivity of civil servant mutation at BKPPD Central of Celebes Province and in addition, to identify the dominan factors affecting the civil servant mutation. This research used deskriptive qualitatif method, which is expected to be able to present variables and the sign that was achieved for secondary data and primary data through in dept interview and observation in the research location (in BKPPD Centrall of Celebes Province). Variable chosen for explaning mutation are authority and procedural system. The informan  used in this study involves 7 people and Head of BKPPD as a Key Informan. The data analysis model is cualitative analysis to predict all datas, to reduction datas, to inspection the valid of datas, and the last is to explanation datas so that getted information needed. The independent variable or free variable is the mutation become the main indicator, first, legalicy is capable of someone or organization based on moral authority  because profession formal, skilled, eithers norms or personal popularity to maked or do decition and to command obidient decition according to consecuent and second procedure system, to hokked with regulations client , to organize step or conduct a man out off organization who’s had interest towards organization activity. Based on the result research analysis, it can be said that the independency of intra-regional goverment mutationn in the autonomy era is fully continued ih the regions themselves, that seems as narrow regional cooptation related to other regions. Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh simultan dan parsial dari karakteristik budaya dan kompetensi terhadap kinerja karyawan pada Samsat Palu. Penelitian ini melibatkan 70 orang karyawan sebagai responden. Metode analisis yang digunakan adalah pendekatan deskriptif dengan menggunakan analisis regresi berganda. Hasil penelitian menunjukkan bahwa : variabel karakteristik budaya dan kompetensi secara simultan dan parsial berpengaruh signifikan terhadap kinerja karyawan pada Samsat Palu.

Abstract

Abstract This research aimed at finding out and analyzing the e-Goverment of Central Sulawesi Province and to what extent the e-government has been implemented. This research used descriptive method employing qualitative approach. The informants were taken purposively, which means that they understood well about the subject matter and those who got involved in the e-goverment. The technique used was qualitative data analysis in which the researcher’s own reasoning for connectin facts, data, and information was used. In this research, implementation of E-Government in Central Sulawesi Province Government has not run optimally and effectively, because it is not supported by the quality and capacity of Human Resources (Human Resource Skills) consequently less data is valid and up to date. In addition, the Internet network running optimally in accessing data from outside because it is not supported by device policy for the Governor of Central Sulawesi. Financing e-government in the province of Central Sulawesi done in stages in accordance with what has been planned to the area 2011-2016.

Abstract

This study aims to determine the effect of GDP, development spending, and the total production population at PAD Regency / City in the province of Central Sulawesi. Data used in the study is secondary data in the form of time series data from 2013 to 2015. Variable independents consist of gross regional domestic product, development expenditure, and the number of productive population, while dependent variable of the study is local revenues. Data collected through observation, interviews, and documents, data is analyzed with multiple regressions analysis with partial and simultaneous tests. The finding show that gross regional domestic product, development expenditures, and the number of productive population simultaniously have positive and significant influence on local revenues. Development expenditure partially has significant influence on local revenues. Gross regional domestic product has dominant influence on local revenues in central sulawesi.

Abstract

This research intends to explore and analyze simultaneous and partial influence  of work discipline,leadership style, and work satisfaction on teachers’ performance in SMAN 7 Palu. Sample of this study consists of 42 teachers and its data analysis technique is multiple linear regressions. The results show that work discipline, leadership style, and work satisfaction simultaneously have significant influence on teachers’performance in SMAN 7 Palu.  Partially,Work discipline has significant influence on teachers’ performance in SMAN  7 Palu: Leadership style has significant influence on teachers’ performance in SMAN 7 Palu; Work satisfaction has significant influence on teaches’ performance  in SMAN 7 Palu. The value of adjusted R –squer of 0,611 indicates that 61,10 % of teachers’ performance in SMAN 7 Palu is affected by work discipline, leadership style, and work satisfaction. While 38.90%  affected by other variables that are not studied.

Abstract

After the implementation of the act of number 25 th of  2004 on the national planning systim, The implementation of the work plan expected arrgement of stakeholder engagement both in organization and community. This process it is a guarantee inception harmonisation organization in achieving a good performance.Hence this study attempts to actualize renja 2014 to set out in budget work plan 2014 and described the impact of implentasi of the performance of the forestry office and plantation Donggala. The methodology used is descriptive qualitative.Excavation data over technique interviews, observation, and study documentation, conducted in two stages.The first stage with variable-variable used is the quality of the work plan, the KUA and PPAS, and budget plan work variable bound us and officials involved in the process of implementation variable free us. The second stage is measuring performance by the effectiveness of, the quality of services and responsibilitas as variable bound and the and staff at the office of forestry and plantation and other stakeholders as variable free.To research there are also variable moderator the local regulations the way the process budgeting until performance. The conclusion of this study is it turns out that the implementation of the work plan year 2014 on the performance of the forestry office and plantation donggala happened inconsistency of work plans and the budget work plan so it influences the effectiveness of , the quality of services and responsibilitas in public service and the technical the forestry office and plantation donggala. The cause was the low quality of documents work plan, that has not been coordination between related agencies involved in budgeting, the domination leadership of skpd and council in priority setting activities and poor participation officials skpd and the community in the process of drafting the and activities. Advice who writers proposing is required the increase in coordination and capacity building officials involved either directly or indirectly in the process of developing a budget and work plan on the skpd level need to the reduction of the domination power in the process of drafting the work plan budget.

Abstract

This research was conducted in the Mori Atas sub-district North Morowali Regency using the theory of Merilee S. Grindle through the Content Policy such as affected interests, the type of policy impact, policymaking layout, and resources used. In addition, the Policy Environment of this theory sees it from the characteristics of the institution and its ruler. This research uses descriptive qualitative research method with research interviews type which is selected intentionally adjusted  to the focus of the research, the informants are the farmers, village government of Mori Atas, officials of Land Office of  Morowali, and the Government of North Morowali. Furthermore, the data were collected through observation, both primary and secondary data, and documentation. The results showed that the implementation of Palm Estate Tenure Policy PT.PN XIV / PT.SPN is not successful, it is due to neglect of the interests of the policy namely the target group of the policy by looking at the impacts of the policy both ecological and social development that a relationship public access to the environment will be lost, in terms of policy decisions explains that from the superstructure realm between legal-political, while a lack of success of this policy is nonuse of a great resource in the implementing the policy that the target group in this case are rural farmers. In policy environment, this research finds the tendency of the repressive attitude towards the implementation of the policy properly, but it is on the contrary. The policy recipients refused Estate Tenure Policy that has been implemented.
