Abstract

This research aims knowing the community participation in development plan meeting in Kelurahan Mamboro, subdistrict of North Palu. Ericson’s theory on participations used in this study consist of participation, and participation during the period of use. This research employs qualitative design. Informants of this research are head of Mamboro subdistrict, the head of economic and Development Section, the head of Community Empowerment Institution and Community that are sampled using purposive technique. While technique of data collection of this research includes observation, in-depth interview and documentation, the technique of data analysis includes data reduction, data presentation, and inference or verification. The result that community participation in development plan meeting is still low. The community seems to be active in pre-meeting. However they tend to criticize and to question the meeting that does not give any significant contribution to them. Community participation during program implementation also seems very low. They were not included in the process of implementation rather the government does all parts of the work. Community during this period takes a role only as controller of development process. Community participation during the period of use is also very low They are still lack of awareness to maintain the development result, and this type of attitude will become and obstacle for the development process.

Abstract

The research aims to determine and analyze the accountability of fund Management of Community-Based Total Sanitation Drinking Water Supply in Health Department of Sigi District and determine and analyze the cause of absorption of fund for Community-Based Total Sanitation is not 100%. To achieve those aims, the research components are divided into for aspects, namely: preparation, planning, implementation, and the stage of accountability. Type of research is qualitative descriptive with phenomenological approach. Data collecting method is in-depth interview on six informants and secondary data is taken from monthly, semester, and yearly reports. The result highlights that the analysis of fund management of community-based total sanitation drinking water supply in Health Department of Sigi District from preparation planning, implementation, and the stage of accountability has been well-implemented; then, some causes of fund absorption does not reach 100%, among other, due to the remaining honorarium of working unit, the remaining travel expenses, third party waste, and the remaining funds due to a cancellation of one auction package.

Abstract

This study aims to explore and analyze simultaneous and partial influence of training, teaching experience and compensation on teachers’ professionalism in SMK Negeri 3 Palu. Also, this study intends to analyze professionalism differences among teachers who in charge for normative, adaptive and productive subjects in SMK Negeri 3 Palu. Type of the research is explanative and it uses census-sampling method with multiple linear regressions analysis. The result indicates that training, teaching experience and compensation simultaneously and partially influence teachers’ professionalism in SMK Negeri 3 Palu. Also, there are no differences on professionalism among teachers who teach normative, adaptive and productive subjects in SMK Negeri 3 Palu.

Abstract

The objectives of this study are :1) to find out the development of capital expenditure, good and service expenditure on budget surplus in districts/cities in Central Sulawesi; 2) to find out and analize simultaneous influence of capital expenditure, good and service expenditures on budget surplus  in districts/cities in Central Sulawesi; 3) to find out and analyze partial influence of capital expenditure on budget surplus in districts /cities in Central Sulawesi ; 4) to find out and analyze partial influence of good and service expenditures on budget surplus in districts/cities in Central Sulawesi. Population of this study consists of 13 districts/cities in Central Sulawesi and 11 districts/cities are selected as sample based on purposive sampling method. The research method used is verivication by means of multiple linear regressions analysis. The results of the test show that 50,40% of budget surplus is influenced by capital expenditure and good and service expenditure : while 49,6% is influenced by other factors, Multiple linear regression tests indicate that capital expenditure, good and service expenditures simultaneously and partially have significant influence on budget surplus in districts/cities in Central Sulawesi.

Abstract

The aims of this research are: 1) to determine and analyze the simultaneous influence of training, work experience, and work discipline on civil servants’ performance in The Agency of Staffing, Education, And Training, Morowali Regency; 2) to determine and analyze the influence of training on civil servants’ performance; 3) to determine and analyze the influence of work experience on civil servants’ performance; 4) to determine and analyze the influence of work discipline on civil servants’ performance. The type of the research is survey and causal that involves 42 respndents who are selected through census method. Based on the multiple linear regressions test, the study shows that: 1) training, work experience, and work discipline simultaneously have positive and significant influence on civil servants’ performance in The Agency of Staffing, Education, And Training, Morowali Regency; 2) Training has positive and significant influence on civil servants’ performance; 3) work experience has positive and significant influence on civil servants’ performance; 4) work discipline has positive and significant influence on civil servants’ performance.

Abstract

This research aims to find out the development economy activity on spatial structure in central Palu. This was a descriptive research with qualitative method. Analysis used was descriptive comparative functions to see the relation between aspect of spatial structure and aspect affect city economy using two periods of time 2005 and 2015. The data analysis technique would be obtained in these two periods of time. The research results indicate that economy activity developed in Palu from 2005 to 2015 was industry activity, commercial and service and settlement. The third development is economy activity that involves land convection from open space and horticulture farming to constructed space so impacted to open space quantity decrease and horticulture farming activity in the area. Land conversion that occurred change land usage pattern and road network of Palu become denser. The pattern change of land usage and road network from 2005 to 2015 showed the happening of city development in this area which affecting structure model of spatial in Palu, therefore, in needs review on spatial plans of Palu of 2010 to 2030 due to the dynamic system of city activity which is very influential on the growth of Palu.

Abstract

The objective of this research is to identify and analyze the Implementation of Firearms and the Psychological Implications to Firearms Holders in Palu Resort Police Department, Central Sulawesi Provincial Police Department. It is a qualitative research with 4 informants. The data was collected through interviews and documentations. The analysis techniques adopted comprised (1) Data Editing, (2) Data Grouping, (3) Data Interpretation and Conclusion and Recommendation. The results of the research showed that (1) the firearms abuse by police officers was due to failure to follow standards, mechanisms and procedures, (2) the measures taken to prevent firearms abuse by police officers were preventive through socialization of Police Regulation Number 8 Year 2009, and repressive to affect sanctions to any firearms abuser in attempt to prevent further abuse, and (3) the psychological implication to police officers was that it could enhance their (over confidence) in enforcing law in the field

Abstract

The purpose of this study was to determine the State Civil Administrative Work Motivation in the Faculty of Social and Political Sciences, University Tadulako. The theory used as a reference is the motivation theory of Frederick Herzberg, This study was descriptive with qualitative approach gained from in-depth interviews. The location of research at the Faculty of Social and Political Sciences. The informants as much as 7 (seven) employees with data sources include primary data and secondary data and data collection through interviews, observation, and documentation. Data analysis using descriptive data analysis model with a qualitative approach. The results showed that the motivation of employees, already well into the implementation of excellent service although there are some that have not been maximized, but the employees are motivated to work to serve the community in accordance with their respective duties because of a desire to provide services to the maximum in accordance expressed Herzberg is a motivator consists of achievement, recognition, work, responsibility and progress while the success factor is the relationship between superiors, engineering supervision, administrative policies, salary/wages and personal life. However, they still lack the motivation of some employees to earn achievements.

Abstract

This research aims to explore and analyze simultaneous and partial impacts of workload, wor environment, and motivation on employee performance in Bina Marga Agency of Centra Sulawesi. It involves 99 employees as respondentsand applies multiple linear regressions analysis with descriptive approach. The results indicate that workload, work environment, and motivation simultaneously and partially have significant influence on employees’ performance in Bina marga Agency of Central Sulawesi.

Abstract

The aim of this research is to analyze the quality of customer service in providing loans to its costumers. The number of informants in this study was ten people consisting of six employees and four customers. Technique used in determining the informants was purposive sampling method that the informants were selected deliberately. Data collecting techniques in this study were observations, interviews, and documentations. The result shows that the quality of customer service in providing loans at Veteran Unit of Palu Branch Office of BRI had not been carried out optimally because it had not satisfied its costumers in delivering credit service. This was proven with five indicators which became the parameter in this research where there were two aspects it had not fulfilled well; they were reliability that the employees need more training from Bank Rakyat Indonesia to support the service delivery and there were some of its employees that could not provide good sense of security in collecting debt of the costumers in arrears, another obstacle was assurance that some costumers did not punctually fulfill their responsibility of the credit requirements. The other three indicators like responsiveness, empathy, and tangible already supported the service quality optimally at the Bank Rakyat Indonesia at Veteran Unit of Palu Branch Office.
