Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan penyusunan Anggaran Pendapatan dan Belanja Daerah Kabupaten Mamuju Utara. Jenis penelitian ini kualitatif. Informan penelitian terdiri dari Kepala Badan Perencanaan Pembanguan Daerah, Asisten Bidang Pembangunan dan Perekonomian, Kepala Bidang Akuntansi dan Pelaporan, Kepala Seksi Perundang-Undangan, dan Kepala Sub Bidang Anggaran  yang ditentukan secara purposive. Pengumpulan data menggunakan pengamatan, wawancara, dan dokumentasi, sedangkan analisis data menggunakan reduksi data, display data, dan mengambil kesimpulan. Hasil penelitian menunjukkan implementasi kebijakan penyusunan Aanggaran Pendapatan dan Belanja Daerah di Kabupaten Mamuju belum berjalan maksimal, meskipun komunikasi sudah jelas dan konsisten, sumberdaya yang memiliki kemampuan dan didukung oleh anggaran, sikap pelaksana yang memiliki kesadaran untuk menjalankan kebijakan dengan baik dan adanya respon ke arah penerimaan kebijakan, namun terjadi kendala pada struktur birokrasi, di mana struktur birokrasi belum berjalan maksimal karena masih terjadi keterlambatan dalam penetapan Aanggaran Pendapatan dan Belanja Daerah, meskipun sudah dijalankan berdasarkan panduan pelaksanaan seperti Peranturan Menteri Dalam Negeri, namun keterlambatan Aanggaran Pendapatan dan Belanja Daerah juga masih terjadi seperti tahun-tahun sebelumnya.

Abstract

This research aims to: (1) know and analyze the effects of environment, environment, compensation, and motivation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province. ,(2) know and analyze the effects of environment on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; ,(3) know and analyze the effects of compensation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; ,(2) know and analyze the effects of motivation on employees’ performance in Madani Regional Hospital of Central Sulawesi Province. This is a descriptive and causal research involving 180 employees as the sample which has been determined using proportional random samping method method. To collect data, this research employs means of questionnaire and multiple linear regression as analysis method. The result show that : 1) environment, compensation, and motivation simultaneously have positive and significant effects on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 2) environment positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 3) compensation positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province; 4) motivation positively and significantly has partial effect on employees’ performance in Madani Regional Hospital of Central Sulawesi Province.

Abstract

The study aims to analyze simultaneous and partial influence coaching and work environment on officers’ performance in The Department of Education, Youth, and Sport Tojo Una-Una. Respondents consist of 41 officers in The Department of Education, Youth, and Sport Tojo Una-Una. Tool of analysis is multiple linear regressions. The results indicate that both simultaneously and partially, coaching and work environment have insignificant influence on officers’ performance in The Department of Education, Youth, and Sport Tojo Una-Una.

Abstract

Cultural heritage is a legacy that needs to be preserved by protecting ang preserving objects and buildings of cultural heritage. Therfore, the government identifies the cultural heritage through the program of protection, development, maintenance and utilization of cultural heritage to be registered as a national cultural heritage. For that reason, the research was cunducted with the aim to see how the implementation of protegtin program, development, maintenance and utilization of heritage in central sulawesi province. The type of research used in this study is qualitative by using descriptive method. The informants in the study consistedd af head of department of education and culture of central sulawesi province, head of mission, 2 section heads and 2 staffs who are considered capable of providing answers to this research. Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used ini this research is the theory of policy implementation developed by Edward III. The resurts showed that from four aspects of policy implementation according to Edward III, there are aspects that looks good, namely the aspects of communication, disposition aspects and aspects of bureaucratic structure. While the aspect of resources is considered poor because of insufficient human resources in the implementation of registration and budget resources are very limited in supporting the implementation of the program

Abstract

This research is aimed to know the influence of Cooperative Learning Model of STAD to the learning result of students at SMPN 4 Sigi. This research was Conducted at SMPN 4 Sigi. Using research method that is quasi Experiment Sampling was obtained as propouses sampling from 66 students act divided inter 2 groups, that are Experiment group and control group. Instrument of experiment (average = 83,86 and standart deviation = 5,773) more higt then group control (average = 74,125 and standart deviation = 5,657) and after Condaction ‘t’ test, attained score ‘t’ as 3,0214 whie table ‘t’ at Significancy level 0,05 as 2,00 or t-couret > t-tabel so, it could be unferred that rejectionald Ho and recerved Ha. In this case, the data scored that Cooperative Learning of STAD Can Influence Student Learning result at SMPN 4 Sigi.

Abstract

This study aims to seek and analyze the influence of competency, independency, and ethic on the performance of Internal Governmental Supervisor at The Regional Inspectorate Office of Parigi Moutong District, both simultaneously and partially. Primary and secondary data are collected from questionnaires, interviews, and document study and analyzed with multiple linear regressions analysis. The result indicates that: 1) competency, independency, and ethic simultaneously have significant influence on the performance of Internal Governmental Supervisor at The Regional Inspectorate Office of Parigi Moutong District; 2) Competency has significant influence on the performance of Internal Governmental Supervisor at The Regional Inspectorate Office of Parigi Moutong Distric; 3) Independence has significant  influence on the performance of Internal Governmental Supervisor at The Regional Inspectorate Office of Parigi Moutong District; 4) ethic has significant influence on the performance of Internal Governmental Supervisor at The Regional Inspectorate Office of Parigi Moutong District.

Abstract

The objective of this research to figure out result of evaluation of school based curriculumpolicy in SMA Negeri 1 Ampibabo examined based on William Dunn theory using variables such s1) effectiveness, 2) efiiciency, (3 adequateness, 4) equality, 5) responsiveness and 6) accuracy. This was a qualitative research with 5 informants. The research result showed that the implantation of school bsed curriculum in SMA Negeri 1 Ampibabo have not been optimal due to the lack of facilities supporting in the school as the complementary of school Based Curriculum in SMA Negeri1 Ampibabo. The researcher also suggested that the teachers need to understand comprehensively the implementation of school Based Curriculum either in concept, arrangement or the practice in the field.

Abstract

The research questions in the study were (1) how was the proofing of state financial loss based on Recommendation by the supreme audit agency in central sulawesi province? (2) what were the problems faced by the investigators in proofing the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province? The objectives of the research were (1) to identify and analyze the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province, and (2) to identify and analyze the problems faced by the investigators in proofing the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province. It was juridical normative research. The results of the research showed that (1) the proofing of state financial loss was undertaken by the investigators – prosecutors, by the assistance of auditors in the development finance controller (BPKP) in central sulawesi province to calculate the state financial loss in a crime, the problems concerned wth different perceptions among the investigator, prosecutors and BPKP auditors who persisted on their own scientific principles. Based on the research findings, it is recommended that (1) BPKP auditors in central  sulawesi province be involved in the investigations as auditors in criminal cases in order that the investigators and prosecutors collect the results of the results of calculation of state financial loss more quickly, and (2) BPK auditors and BPKP auditors be exclusively positioned as professionals in their discipline to defend their auditing results, support other relevant experts in the line with the imposition of the laws in parallel with the inconsistencies against the prevailing law and state regulations.

Abstract

The objectives of this research are to know and analyze the effects of competency, job discipline and work experience simultaneously and partially on personnel performance at Regional Office of Income, Financial Management and Asset Palu City. This study involves 141 respondents that have been determined using censusmethod sampling. Analysis technique used in this research is multiple linier regressions. The results show that competency, job discipline and work experience simultaneously and partially perform significant effects on personnel performance at Regional Office of Income, Financial Management and Asset Palu City. Determination coefficient which is indicated by adjusted R square 0.577 meaning that 57.7% personnel performance in Regional Office of Income, Financial Management and Asset Palu City is affected by competency, job discipline and work experience and 42.3% is affected by other variables that are not investigated in this research.

Abstract

This study aims to determine whether the monitoring conducted by the Regional Inspectorate of Central Sulawesi Province has run well/effectively or not. This research is a case study with a qualitative approach. The determinations of research location and key informants were done purposively. The data collected were analyzed in stages based on the information from the informants obtained through observations, interviews and documentations. The results show that of the three indicators used to measure the monitoring effectiveness at the Regional Inspectorate of Central Sulawesi Province using H. Emerson theory: Achievement to Monitoring Goals, Achievement to Monitoring Targets, and Timeliness of Monitoring, two indicators: Achievement to Monitoring Targets and Timeliness of Monitoring, were not yet effective. While factor Achievement to Monitoring Goals had already been running well or effectively because the Regional Inspectorate in conducting special monitoring had followed the mechanism and the auditor team had been having understanding about the object to be examined as well as had been using its professionalism in determining the form of content and the intensity of communication so that the object being examined quickly took remedial measures as directed by the auditor team. The results also reveal that the monitoring effectiveness of the Regional Inspectorate of Central Sulawesi Province had not been effective, for some indicators are still experiencing problems therein.
