Abstract

This study aims at determining how the implementation of School Operational Assistance Program (BOS) at the Development Division of Junior High School in the Department of Education and Culture, Central Sulawesi. This research used descriptive qualitative method and the data collection techniques were through observations, interviews, and documentations. This research used purposive sampling technique and five informants were taken. The results show that the program implementation has run well. The results also show that the program implementation were affected by some aspects according to George Edward III implementation approach, they were: 1) Aspect of communication: the implementation of School Operational Assistance Program (BOS) at the Development Division of Junior High School in the Department of Education and Culture, Central Sulawesi has been good, 2) Aspect of resources has been good. 3) Aspect Disposition has been good. 4) Aspect of Bureaucratic Structure is good.

Abstract

The purposes of this study were to determine service quality at Pasangkayu Subdistrict Office North Mamuju Regency. The research was qualitative research with inductive data analysis with 5 (five) informants comprising Pasangkayu Subdistrict officials and the people as major sources. Data analysis technique used by the researcher was descriptive data analysis, with the findings thatservice quality at Pasangkayu Subdistrict Officehad not been having good quality. It was seen from several aspects, namely: (a) Timeliness of service,including timeout; (b) Accuracy of service; (c) Easinessin providing service, namely support facilities such as computers that were still fewer in number; (d) Convenience in obtaining services relating to the place of service, parking area, information availability, and others; (e) Other supporting attributes, such as air-conditioned waiting rooms.

Abstract

This Research Target is to analyse and know the compilation effectiveness Plan The Budget Job ( RKA) at Office On Duty Earnings of Middle Area Provinsi Sulawesi.  This Research Type is research qualitative with the informan selected by the four of people. Data collecting use the technique interview and documentation. Technique analyse the data used by that is (1) Editing Data (2) Data Subdividing (3) Interpretation Mean the Data and (4) Withdrawal of Conclusion and Suggestion. Analyse the effectiveness by comparing budget and realization multiplied by]100 %. Result of Research Menunjukan (1) Compilation Plan The Budget Job ( RKA) in office On Duty Earnings of Middle Area Provinsi Sulawesi of]period 2010 - 2014 can be told by to have a criterion very effective. (2) Factors influencing Compilation Plan The Budget Job (RKA) in office On Duty Earnings of Middle Area Provinsi Sulawesi that is: (1) Resistor Factor, covering: (a) Not yet the existence of equality of mission and perception aparat from third institution that is Dispenda, Service of Raharja and Police. (b) The limited resource aparat of either through amount and also kualitas.(c) Not yet its[his] maximal is system of data and information in the field of management of finance of area earnings. (2) Impeller Factor, covering: (a) area Potency can be developed by as Original Earnings of Area (b) organizational Values like togetherness, innovate, and responsive and (c) Regulation - invitation of about area earnings

Abstract

Implementation of this research aims to identify and analyze the performance of Credit Score Assessment Team Functional Doctors Hospital Regional General Undata Palu, Central Sulawesi province. This research uses descriptive qualitative approach. The location of this research at the General Hospital Undata Palu of Central Sulawesi. Informants in this study is the party who is deemed to know in depth the various matters related research problems, so as to provide the necessary information and data as well as accurate. Therefore, researchers determine the informant is as much as five (5) members, namely those who are included in the assessment team credit points, doctor who had been working the number of credits, as well as employees of the General Hospital of Undata Palu in charge of personnel affairs. Determination of informants in this study was done by using purposive. Data collected through observation techniques, interviews, and documentation. Data analysis techniques including data collection, data reduction, data presentation, and conclusion/verification. Based on the results of research and discussion Performance Assessment Team concluded that Credit Score Functional Doctors Hospital Regional General Undata Palu, Central Sulawesi province viewed from the theory put forward by Lenvine performance, overall not optimal. This is because the responsiveness indicators and indicators Responsibilita not running optimally. While the views of the indicators have been realized with optimal Accountability.

Abstract

The main problem in this research is how the performance in the district office Nokilalaki sigi district. This study aims to determine the performance in the District Nokilalaki Sigi refers to Productivity, Quality of Service, Responsiveness, Responsibility and Accountability. Methodology This study is a qualitative method, based on in-depth interviews from several sources. To see and measure employee performance authors use the theory Dwiyanto, 2006; (1) Productivity or work, (2) Quality of Service or community satisfaction with the services, (3) Responsiveness, or the ability to recognize the needs of the community, (4) Responsibility or the suitability of execution and rules, and (5) Accountability or responsibility for performance. From the results of the study show that low levels of education and experience, the lack of employee discipline, inadequate infrastructure facilities and infrastructure, and the lack of firmness of the elements of leadership affects the level of productivity, quality of service, responsibility, responsiveness, accountability so a direct impact on the poor performance of employees of the district office Nokilalaki.

Abstract

This study aims to identify and analyze the management of inventory Blood Governments in Poso regency Regional Secretariat, referring to the opinion of Peter and Yenny (2001: 21) that, management is a process that includes planning, regulation and control as well as maintenance. This research is descriptive qualitative, based on data collected through interviews and observation and documentation, it was concluded that, management of inventory in Poso regency Regional Secretariat, has not met the aspects of planning, regulation and control and good maintenance. The tendency of every unit within the Secretariat Poso regency, in planning for the needs of inventory items adapted to the available budget, and not because of an urgent need. There are no regulations on management of inventory in the form of technical guidelines stipulated by local laws or regulations Regent. Dalamrangka control inventory management has not been effective even when applied to the way any room units make room inventory card  attached to a particular place which is easily seen. Maintenance of inventory items belonging to the region is still based on Regulation of the Minister of Home Affairs No. 17 of 2007, due to the lack of regulation of Regent and Regent Decision on guidelines for the technical management of inventory belonging to the area. Still there are some forces in the work unit environment of the Regional Secretariat who do not know their obligation to report property maintenance area.

Abstract

This reserch aims to determine and analyze: 1) the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency; 2) supporting factors and constraints in the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency. Data is collected from questionnaires and analyzed with descriptive statistics. The results indicate that the management of BOS fund in secondary schools of Rayon Parigi, Parigi Moutong Regency is in good category with mean values for each sub variabels as follow: planning of 4.13, financing of 4.22, bookkeeping of 4.53, controlling of 4.21 and financial accoutability of 4.42. The result also implies the existence of supporting factor and constraints in managing BOS fund in secondary school of Rayon Parigi, Parigi Moutong Regency. The supporting factors are socialisation of BOS fund, monitoring by local management team of BOS fund, and the availability of technical instruction of BOS fund management. Some contraints addressed are: lack of skills in the preparation of planninf documents, lack of spending compliance, lack of supervision, and untimely submissions of reports.

Abstract

This study was aims to determine the Implementation of Grants Management Policy which has been conducted by the Financial Agency and Regional Asset of Central Sulawesi Province, the informants in this study were 5 people, it consist of two Finance Agency and Regional Asset employees of Central Sulawesi Province, one councilors of Central Sulawesi and two grantees. The researcher was determinate the informants by using purposive sampling. The data were collected by using observation, interview and documentation technique. The data were analyzed by descriptive qualitative. This research shows that the implementation of the Grants Management Policy which includes Communications, Resources, disposition/attitude and bureaucratic structures were not effective yet. This study also suggested to improve the effectiveness of the implementation of grants management policy by improving the ability, the knowledge and the professionalism of the personnel resources in understanding and implementing the government policies, especially for the grants management policies, provide the technical guidance related to the management of grants to personnel resources in order to improve the competence and professionalism in order to do all of the government’s programs and policies related to the grants management policy and Standard Operating Procedure (SOP) on grant Management which has been assigned into a decision and can be used as a standard in grants management.

Abstract

This study aims to uncover simultaneous influence of motivation and competency on the performance of auction officials in The Assest and Auction Service Office of Palu by using explanative pettern to show the relationships of variabels studied. Population consists of 50 auction users from government and non-government agencies. The result shows that competency and motivation ssimultaneously have significant influence on the performance of auction officers in The Office of Assets and Auction Service in Palu of 0.618. it means that the influence of independent variables on the dependent variable is strong. While adjested R square or determinant cofficient (R2) that indicates partial influence between competency and motivation on the performance of auction officers is 0.356 or 35.6%. This means that independent variables have influence on the dependent variable of 35.6% while the reamining 64.4% is influenced by other variables that are not studied.

Abstract

This study aims to determine public attitudes towards the Workfare Program and how large the portion of Regional Revenue and Expenditure Budget (Anggaran Pendapatan dan Belanja Daerah – APBD) which was disbursed for the implementation of this program in Palu City, with purposive informant selection technique which gained 8 people, referring to the theory of van Meter and van Horn. The data collection of this study was done by means of observations, interviews, and documentations. The results show that the implementation of the Workfare Program had not been optimal, and had not reflected the ideal conditions according to the performance of the policy itself. It can be known from several aspects: a). Policy standards and objectives that still need to be improved, b). Human and financial resources that still need to be fixed, especially the human resources whose activities were still limited, c). Characteristics of implementing agencies that did not understand the operational procedures, d). The implementers attitude who seemed to be indifferent to the job when encountered a problem in the field, e). Interagency communication that was less effective, and lack of socialization to the Workfare participants, f). Social, economic, and political environments that were more dominated by social and economic factors of the society as policy goals.
