Abstract

This classroom action research applies cooperative learning model of STAD. Its aim is to know whether the application of cooperative learning model of STAD can increase the students’ ability in presenting a local history research report. The subject is the students of TKJ 1 consisting of 40 students, 15 girls and 25 boys. The procedures  follow the cycle consisting of planning, acting, observing, and analysing and reflecting.  This research is carried out in 2 cycles, cycle 1 consisting of 4 meetings and cycle 2 concisting of 3 meetings. Every meeting implements the procedures of learning model of STAD. Data is collected through the result of quiz, the students’ group presentation, observation sheets, and discussion. In cycle 1 the result of observation sheet to the students’ activities show that the students’ achievements are around point 1 and 2 (not yet appear and  already appear). This influences the students’ achievement either in the quiz or in the presentation of the groups’ research report . The quiz result is 80.05%  and the result of students’ group presentation  reach only 66,67% to 83,33%, meaning that the average is 72,91%. The achievement does not reach the criteria of succeess, consequently the research is continued to cycle 2. In cycle 2, there is a significant change to the result of the students’ groups’ presentation. The achievement is 86,45%. It is supported by the result of the observation on the students’ activities. It reaches 3 and 4 (develop and accustomed) or the percentage is 95%. The result of quiz reaches 93,2%. These show that the application of the cooperative learning model  of STAD can increase the students’ ability in presenting  a local history research report.

Abstract

AbstractRural Infrastructure Development Program (PPIP) is a program of rural infrastructure development assistance directed to boost the rural economy. PPIP implemented participation where the public can choose the desired infrastructure. With a participatory approach, the infrastructure priorities depend on society's ability to vote. This study aimed to evaluate the results of the implementation of the PPIP using evaluation criteria Dunn effectiveness, efficiency, adequacy, equity, rensponsiveness, appropriateness and also to see the benefits of the program on improving the local economy by taking a case study in the village Korobonde, Korowou and Wowopada District of Lembo, This study uses descriptive qualitative data analysis techniques using Likert Scale. Results showed that the Rural Infrastructure Development program has been able to increase public access, yet the program has not been able to increase the welfare of the poor.

Abstract

This study aims to determine the quality of air transport services In Palu Mutiara Airport Office. The theory used to analyze problems in this study is the theory which cohabited Suhady look at the quality of service indicators Exactly, Fast, Cheap and Friendly. The research method used is Qualitative Research. Informants in this study consists of the Head Office of Palu Mutiara airport and the staff and service users Mutiara Airport Palu. While the techniques of data analysis is data reduction, data presentation, and describe and infer and verify the data. that the quality of services provided Mutiara Airport Palu is not maximized it can be seen from the first: accuracy, precision provided Palu Mutiara Airport service is not right for the services provided are usually frequent delays, Second: Fast. In providing services at Mutiara Airport Palu has not so fast, third: Cheap. Services provided include Palu Mutiara airport is reasonably priced and a fourth: Hospitality means the attitudes providers at Mutiara Airport Palu was friendly enough but still need to be at the level again. While the limiting factor of the quality of service Palu Mutiara Airport is the ability of the Human Resources service provider inadequate forces, and the second is the inadequate facilities available at Mutiara Airport Palu.

Abstract

Hasil penelitian menemukan bahwa dalam pelaksanaan pemberian Bank Garansi, permasalahan atau kendala yang dihadapi oleh pihak Bank BRI Cabang Palu adalah kontraktor/pemborong yang melakukan wansprestasi. Adapun alasan-alasan yang menyebabkan sehingga kontraktor melakukan wansprestasi adalah Faktor teknis, yaitu : Keterlambatan penandatangan kontrak dan faktor alam (cuaca). Adapun faktor non teknis, yaitu : dana yang digunakan tidak sepenuhnya digunakan untuk pembiayaan proyek, serta  kontraktor/pemborong yang memiliki lebih dari satu proyek. Adapun upaya penyelesaian dalam penerbitan bank garansi, jika nasabah melanggar janji atau wanprestasi, maka Bank dapat mangajukan klaim kontra garansi (jaminan lawan) kepada pihak Asuransi Jamkrindo Palu, untuk mencairkan dana sesuai dengan perjanjian yang telah disepakati bersama. Sebab untuk menjamin perlindungan hukum tehadap bank, maka pihak bank mensyaratkan adanya jaminan lawan (kontra garansi) yang nilainya ditentukan oleh kebijakan bank namun biasanya setara dengan nilai jaminan yang tercantum dalam garansi bank.

Abstract

This research aims to describe how the implementation of Seeds Subsidy Grant Program in Increasing of Paddy Productivity in Torue Sub-district. Parigi Moutong Regency. The research employs descriptive qualitative method with data collection covering observation. There are 6 informants as the sample who selected through purposive sampling. The research result indicates that the implementation of seeds Subsidy6 Grant Program in increasing of Paddy Productivity in Torue Sub-district, Parigi Moutong Regency with model evaluation approach by Bardach namely efficiency and effectiveness of policy not optimal yet. There are some factors influencing, sush as: 1). From technical feasibility, the lateness in distributing and seeds volume given in not appropriate 2). From economy factor it has increased productivity but still not significant felt by farmers, 3). From political aspect, have not been implemented optimally from the aspect of socialization and coaching, and supervision, 4). From administration operation, the operators of program have got commitment and ability organizationally

Abstract

The study is aimed to determine and analyze significant influence of the application of regional financial information system, internal control, and human resource competency simultaneously on financial performance of governmental working units in Sigi District; significant influence of the application of regional financial information system, partially on financial performance of governmental working units in Sigi District; significant influence of internal control, partially on financial performance of governmental working units in Sigi District; significant influence of human resource competency, partially on financial performance of governmental working units in Sigi District. The results of the study highlight that the application of regional financial information system, internal control, and human resource competency simultaneously have significant influence on financial performance of governmental working units in Sigi District; the application of regional financial information system significantly influence financial performance of governmental working units in Sigi District; internal control significantly influence financial performance of governmental working units in Sigi District; human resource competency significantly influence financial performance of governmental working units in Sigi District.

Abstract

This study aims to analyze: (1) form of community participation, (2) the mechanism of community participation and school efforts to increase community participation in the implementation of school-based management in SMP Negeri 1 Palu. The research method used is a survey method with the approach used is qualitative descriptive. Sampling is done by simple random technique. Data collection metho in the researcher are, interviews and questionnaires. The data obtained from the results of interviews, observations, document recordings, complete field notes are then made data reduction then followed by data presentation then a temporary conclusion is formulated. The results showed that community participation in the implementation of school-based management  in SMP Negeri 1 Palu were: (1) participation in the form of taking decisions, participation in the form of planning, implementing and evaluating school activities, namely people involved in meetings between giving input/suggestions and criticisms of planning the school program then participates in the implementation and evaluation of activities (2) Mechanism of community participation in supporting the success of school-based management in SMP Negeri 1 Palu, namely decision making, implementation that mobilizes funding resources, administrative activities, coordination and elaboration of programs, benefit taking, and evaluation. (3) Efforts to increase community participation are holding friendships with parents, calling parents if there are difficulties experienced by the school, establishing intentional communication, and holding consultations with parents.

Abstract

The purpose of this study is to investigate and provide a clear description of the implementation of the Family Hope Program in South Palu Sub-district. This research also aims at determining the factors that affect the program implementation. The type of this research is qualitative with descriptive approach. The research question is how the implementation of Family Hope Program in South Palu district. The informants were taken by using purposive sampling technique carefully so that they are relevant to the research structures, in which the sample was chosen according to the specific characteristics and particular characteristics, as many as 14 people. The data analysis is done through data reduction, data presentation and conclusion. The theory used is sourced from George C. Edwards III to determine the factors that influence implementation including communications, resources, executive attitudes (disposition) and bureaucratic structure. The results of this research indicate that the implementation variables (communication, resources, executive attitudes and bureaucratic structure) affect the implementation of the Family Hope Program in South Palu district either partially or simultaneously. There are other factors which affect the implementation of the Program, they are: the role of the companions and operators, coordination among institutions / agencies as well as budget / funding operational support. The research results show that the implementation of the program was implemented well although there were some obstacles due to weak coordination among institutions at the institutional level of Palu and among institutions / agencies in Central Sulawesi province to the central government but in general the Program in Palu Sub-district still runs dynamically and specifically the essence of the implementation namely the provision of health and education services to RTSM / KSM PKH participants carried out well and gone in a good manner.

Abstract

To achieve a better regional economic growth, the government should encourage the growth of sectors that have competitive advantage and take into account the development of an economic sector that is based on the ability of regional conditions or potential and available resources. This study aims at analyzing the economic growth trends, identifying the classification of potential economic sectors in sustaining economic growth during 2008-2013 and determining the elasticity of potential employment sectors. The method of this research analysis is descriptive, Typology Klassen, LQ, Shift Share, overlay, and analysis of employment elasticity. The results show (1) the economic growth of Mamuju Utara during the 2007 to 2013  has a positive direction and tends to increasing every year. (2) the classification of economic sectors is divided into three classifications, the manufacturing sector into the quadrant I which is the advanced sector and grows rapidly, agriculture, electricity, gas and water, construction, trade, hotels and restaurants, transportation and communication, finance and, leasing and business services, and the services sector go in quadrant III, potential sectors that can still be developed rapidly while entering the quadrant IV, the mining sector is relatively underdeveloped sector. (3) The manufacturing sector is a potential sector in sustaining economic growth in  Mamuju Utara regency (4) the elasticity of employment opportunities in potential sectors are in agriculture and the manufacturing sector. For the agricultural sector in 2011-2012 was inelastic and 2012-2013 was elastic while the manufacturing sector in 2011-2012 and 2012-2013 is elastic.

Abstract

The objectives of this study is analyzing accountability of public service in managementIdentity Card at tatanga District Office and the obstructed factors. The method used in this study is qualitative research, to describe the phenomena based on the fact in the research focus. The population of this study is the stake holders of Tatanga District and the public service users. Sample selection used purposive technique by selecting 6 (six) informants. Technique of data collection in this study consisted of observation, interview and document. The result of the study showed that the accountability of public service in management Identity Card at the offfice of Tatanga District was less maximal. This was proved by 3 (three) indicators considered to be  a starting point, they are service reference, attention to the public and solution. Only 1 (one) indicator showed the accountability of service is the solution. It was given by the goverment of the Tatanga District for the public service users had been maximally implemented. While indicator of service reference and attention to the public had not got maximal categories yet. The factors that obstructed the accountability of public service in management Identity Card at Tatanga District offfice which is found in this study were unavailability of equipment to create ID card. Thus, the duty of the District government officials in service only confined to ID card. Then the people have to complete it to another district office or Civil Registration in Palu. Besides, the service provided from district government in management Identity Card still oriented on arrangement or simply impressed very normative, less committed to adjust servicing values or norms that exist in society in order to create a quality of service that is oriented on customer satisfaction.
