Abstract

The research is intended to explore: 1) the influence of skill and work experience on career development of officials in The Department of Education, Donggala Regency; 2) the influence of skill on career development of officials in The Department of Education, Donggala Regency; 3) influence of work experience on career development of officials in The Department of Education, Donggala Regency. This research is casual analysis that involves 34 respondents that were selected trough census sampling method. Based on the results of multiple linear regressions, it is found that: 1) skill and work experience simultaneously affect career development of officials in The Department of Education, Donggala Regency, both positively and significantly; 2) skill positively and significantly affect career development of officials in The Department of Education, Donggala Regency; 3) work experience positively and significantly affect career development of officials in The Department of Education, Donggala Regency.

Abstract

The research means to determine  and analyze simultaneous and partial influence of communication and motivation on the performance of officials in The Departemnt of Energy and Mineral Resources of Central Sulawesi Province. Sample consists of 87 officials in The Departement of Energy and Mineral Resources of Central Sulawesi regressions. Based on the results of t test and regression analysis, it is shown that communication and motivation positively and significantly influence the performance of officials in The Departement of Energy and Mineral Resources of Central Sulawesi 88.5% of officials’ performance influenced by communication and motivation, while 11.5% is influenced by other variables that are not studied.

Abstract

This study aims to determine the extent of the quality of Immunization Services in Public Health Centre of Kinovaro, Sigi Regency. This is a descriptive qualitative research. In this study, informants was determined by purposive sampling technique. The techniques of data collection in this study are Observation (observation), interviews, questionnaires and documentation. The results were analyzed by using the theory of Parasuraman et.al, while the concept used is Tangibles (physical evidence), Reliability, responsiveness, assurance (guarantees and certainty), Emphaty. The Results in this research was found that in terms of immunization services , the quality of existing services at the health center is not currently available Kinovaro optimally : (a) Services Kinovaro PHC terms of facilities (Tangibles) in immunization services still inadequate, where Kinovaro PHC can not meet the necessary of health personnel and facilities for community, especially in immunization activities; (b) Reliability of health workersin providing immunization services is not maximized, where Kinovaro PHC has given the simplicity of the immunization services procedure, but can not be carried out regularly, as well as health workers in immunization services have not been sufficiently trained to meet people's necessary for timely and keep standbye in all of work’s area; (c) Health worker’s responsiveness of immunization services at the Kinovaro PHC still not good, because health workers have not been able to provide a rapid response service to complaints receiver immunization services; (d) Security services (Assurance) given by health workers in immunization services at Kinovaro PHC, is still inadequate, because, health workers can not provide proper knowledge to society in their working area, and people do not get comfort when receive immunization by health personnel Kinovaro health center; (e) Being empathetic health workers in providing immunization services at health center Kinovaro, is still not good, where health officials Kinovaro PHC not competent to give less attention to community and understand the people’s necessary of receiving communities.

Abstract

The objectives of this research are: 1) to analyze the influence of work ethics, work discipline, and organizational commitment on civil servants performance in The Office of Housing and Spatial Planning of Morowali Regency; 2) to analyze the influence of work ethics on civil servants performance; 3) to analyze the influence of work discipline on civil servants performance; 4) to analyze the influence of organizational commitment on civil servants performance; 5) to analyze the influence of work ethics, work discipline, and organizational commitment between the civil servants and temporary employees in the office of housing and spatial planning Morowali. The type of this research is explanatory to show the influence between variables by involving 50 respondents who are selected through census method. Based on multiple linear regressions test, it is concluded that: 1) work ethics, work discipline, and organizational commitment positively and significantly influence civil servants performance in The Office of Housing and Spatial Planning of Morowali Regency; 2) work ethics positively and significantly influence civil servants performance; 3) work discipline positively and significantly influence civil servants performance; 4) organizational commitment positively and significantly influence civil servants performance; 5) work ethics, work discipline, and organizational commitment between civil servants and temporary employees show no difference

Abstract

The aims of this research are: 1) to test and analyze the simultaneous influence of human resource development, compensation, and job characteristics on civil servants’ satisfaction in The Agency of Planning, Research, and Regional Development (Bappeda), Morowali Regency; 2) to test and analyze the influence of human resource development on civil servants’ satisfaction; 3) to test and analyze the influence of compensationon civil servants’ satisfaction; 4) to test and analyze the influence of job characteristics on civil servants’ satisfaction. The type of the research is explanatory to show the relationships between one of more independent variables with dependent variable by selecting 40 samples through purposive sampling. Based on the results of multiple linear regressions analysis test, this study finds that: 1) human resource development, compensation, and job characteristics simultaneously influence civil servants’ satisfaction in The Agency of Planning, Research, and Regional Development (Bappeda), Morowali Regency, both positively and significantly; 2) human resource development has positive and significant influence on civil servants’ satisfaction; 3) compensation has positive and significant influence on civil servants’ satisfaction; 4) job characteristics have positive and significant influence on civil servants’ satisfaction.

Abstract

The problem of this study was how the public service quality of and what factors influencing Palu City Board for Integrated Licensing Services? The purpose of this study was to determine the real situation, to get an overview of various issues that arise, and to identify factors that influence the public service quality at Palu City Board for Integrated Licensing Services. The type of research used was qualitative descriptive research. The research was conducted at Palu City Board for Integrated Licensing Services. The informants of this study assigned purposively were the people of Palu City as the consumers of Palu City Board for Integrated Licensing Services and the apparatuses of Palu City Board for Integrated Licensing Services as the key informants. Data were collected through observations, interviews, and documentations. The results showed that the public services quality at Palu City Board for Integrated Licensing Services had run well, the organizational structure had run as expected, as well as the ability of the apparatuses had been quite good, and the service system had been already good. The factors that influenced the public services quality at Palu City Board for Integrated Licensing Services were the organizational structure, the apparatuses ability, and the service system.

Abstract

This research aimed at analyzing the relationship between the personnel’s work ethos, their satisfaction, their dicipline, and their job perfomance. The data were collected through observation reflecting the real condition and interview with 14 respondents representing different level of positions at the provincial general office of Central Sulawesi. The method of research was qualitative analysis in which the data taken from questionnaire were analyzed statistically by using Sperman’s Correlation and Line Analysis Model. It is found that there was a significant influence between the personnel’s work ethos (X1)and their jobperfomance (Y). However, the other variables of the personnel’s job satisfaction (X2) and their dicipline (X3) had indirect influence to the personnel’s job perfomance. These three factors tended to control the personnel’s job perfomance up to 72.99% while other factors outside the model contributed 27.01 % to their job perfomance. Based on the correlation analysis, there were two variables which have positive correlation of 0.507, namely job satisfaction and dicipline. The personnel’s work ethos, however, and job satisfaction have a positively very low correlation of 0.268.

Abstract

This research aimed at improving and explaining the phenomenon of policy implementation of Women and Children Trafficking Prevention and Treatment at Family Planning and Women Empowerment Office of Palu City.  The main guided as theory analytic is a model of policy implementation developed by Edward III which consists of aspects ofCommunication, Resources, Implementers’ Attitude/Disposition and Bureaucratic Structure. Informants of this research aredetermined purposively on Family Planning and Women Empowerment Office of Palu Cityemployees who are deemed to understand and know about aspects of this research.Research method used is a qualitative method with data colection technique conducted through observation, interviews and documentation. Dataare analysed using the Interactive Model suggested by Miles and Huberman, namely data collection, data reduction and display and conclusion/verification. The research result shows that the implementation of policy public of Women and Children Trafficking Prevention and Treatment Policy at Family Planning and Women Empowerment Office of Palu Cityis generally in good enough categories. Of the four aspects investigated, aspect of communication with the indicator of transmision, distinction and consistency has been achieved maximally. Then aspect of the resources with the dimension of amount employee reource, competency and skill of employee and facilities is effective enough. On dispotition aspect which consist of supporting, attitude and manner dimensions, has been shown good improvent. In bureaucracy structure with the dimension aspect of standard operational procedure, has not been provided by the implementor.

Abstract

The purposes of this study as follow: firstly, to determine the contribution of export commodities regional economic growth in Central Sulawesi; secondly, to determine the contribution of Central Sulawesi total exports to the economic growth of Central Sulawesi; thirdly, to determine the magnitude of the leading commodity exports of Central Sulawesi to the total exports of Central Sulawesi; lastly, to determine the effect of commodity exports on the regional economic growth of Central Sulawesi. This study apply RCA (Revealed Comparative Advantage) analysis to identify the main commodity. Then, this study is purposed to answer the contribution of main export commodity to economic growth by using contributions analysis, and this study is also conducted to identify the impact of exports on economic growth by usingthe simple regression.  The result shows that the leading commodity has a substantial contribution to economic growth in which the largest contribution of cocoa with 14.7 per cent in 2010. The total contribution of Central Sulawesi export on regional economic growth in the period 2002-2013 was lower compare to the period 2010. The economic growth in the period 2002-2003 shows that the value was fluctuated with the average contribution of 10.4 per cent. Meanwhile, the largest contribution was occurred in 2009 with 18.49 percent. This study found that cocoa is the leading commodity with the range of contribution between 11,3- 94,2 per cent in the period 2002-2013. Furthermore, simple regression shows that the Central Sulawesi commodity exports (independent variable) has positive correlation, but not significant, to         the dependent  variable swith  1,964.

Abstract

The purpose of study are: to determine and analysis the implementation of cleaning retributions policy and its contributions on local revenue of Palu City, to determine  and anaalyze supporting and inhibitng factors toward the implementation of cleaning retribution policy to increase the local revenues. The study of descriptive qualitative. The result conclude that:cleaning retribution in Palu City as one of the sources of local  revenues is organized under the coordination of Departemen of Cleaning and Landscaping of Palu City. Retribution withdrawal should be followed by better cleaning service. Factor supporting the implementation of cleaning retribution in Palu City includes: commitment of the decition makers and implementers, authority in the selection and formulation of waste managemenr policy, recousces support, cooperation between The departemen of Cleaning and Landscaping with Integrated Licencing Agency of Palu in cleaning retribution withdrawal. Inhibiting factor include low quality of recourses, low of  education and commiment and tenacity in performing the task, insufficient facilities and infrastrukture, both quality and quantities, the increased volume of waste, the demand of the community toward the improvement cleaning services, and the absence  of waste recycling technology. In addition, ineffective sanctions againt the offender of the abusive littering, the lateness of the waste transport, and minimal operational cost also hinder the implementation of cleaning retribution policy in Palu City.
