Abstract

This study aims to determine or find out now far implementation of Community Empowerment Program Policy Implementation in the Village of South Lolu District of South Palu Palu City. The method used in this research is a type of qualitative descriptive method. Determination of informants with purposive sampling technique type of data is primary data and secondary data, the technique of collecting data through observation/observation interviews/interviews, documentation and triaangulasi Based on the research that the implementation of the Program for Community Empowerment in South Lolu village of Palu, has not been fully implemented properly and not in accordance with Palu Major Regulation Number 27 Year 2013 on Guidelines for the Implementation of the Regional Program for Community Empowerment if it is associated with the theory of Van meters and Van Horn that of 6 variables that influence a policy implementation is communication between the relevant parties (stakeholders) in implematation policy experience ineffectiveness and Resources financially inadequate, Disposition program implementers and Structure Bureaucracy implementing becoming more important in application of Palu City Mayor Regulation No. 27 of 2013, which in accordance with the procedures, strategies, principles and approach to the implementation of programs and activities.

Abstract

The purpose of this research is to determine the Service Quality of  Family Card Management in Population and Civil Registration Agency, Palu. This research is classified as descriptive research with a qualitative approach. This research was held on Population and Civil Registration Agency, Palu. The theory used to measure the quality of service is a theory proposed by Suhady (2000: 25), the dimensions of service quality include accuracy, speed, hospitality and expense. The data used are primary data and secondary data. The data retrieval and collection were done through observations, interviews, and documentations. The data analysis was conducted by collecting data, data presentation, and conclusion. The results of this research indicate that the quality of service with accuracy indicator has shown a good condition, while the speed indicator, hospitality and expense indicators need to be improved or are in unsatisfactory condition.

Abstract

This research aims to analyze the economic growth convergence and spatial dependency in the districts/municipality in Central Sulawesi Province 2010-2014 period. The analysis used panel data regression with Fixed Effect Model and Moran Statistics approach. The results show, firstly no σ-convergence of economic growth in the districts/municipality in Central Sulawesi over the period. These result indicated by the standard deviation and coefficient of variation per capita GRDP is increasing. Second, there is β-convergence conducted by absolute convergence and conditional convergence on economic growth in all district/municipality in Central Sulawesi. Third, life expectancy, mean years of schooling and roads have significant impact on economic growth in the districts/municipality in Central Sulawesi. Fourth, there is no spatial dependency on economic growth among districts/municipality in Central Sulawesi Province.

Abstract

This research aimed: 1) to find out community service quality in tha issuing of vehicle (STNK) and vehicle tax (PKB)  in the samsat Office Palu, 2) to find out restricting factors of that service quality implementation. Qualitative research have to know and describe about Samsat employer to tax obligatory in to go out/sent out STNK and PKB. This research is to have with qualitative where is the data and the information that be collected used work matriks instrument and interview with choosing information, with the research lacation focused to Samsat Office Palu. The result of the research showed that coorperation among employees still less well served. Therefore, factor restricted the service quality of vehicle license (STNK) and vehicle tax (PKB) in the Samsat Office, Palu was service mechanism which inappropriate with service process set in instruction with three ministers.Mechanism, Service Process and Services Quality

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan cara guru dalam menerapkan pendekatan pembelajaran konstruktivistik untuk meningkatkan hasil belajar siswa kelas XI IPS SMA Muhammadiyah 1 Palu dalam pembelajaran sejarah.  Jenis penelitian ini adalah penelitian tindakan kelas (PTK), dengan mengacu pada model Kemmis-McTaggart melalui 4 (empat) tahapan dasar yang saling terkait dan berkesinambungan dalam setiap siklus yaitu: (1) perencanaan (planning), (2) pelaksanaan (acting), (3) pengamatan (observing), dan refleksi (reflecting). Subjek penelitian adalah Kelas XI IPS dengan jumlah siswa sebanyak 24 orang. Alasan memilih Kelas XI IPS karena rendahnya minat belajar siswa pada mata pelajaran Sejarah yang disebabkan penggunaan metode belajar yang tidak optimal sehingga mempengaruhi hasil belajar pada diri siswa. Penelitian Tindakan Kelas (PTK) ini dinyatakan berhasil, apabila telah memenuhi indikator: (1) Indikator kuantitatif. Apabila daya serap individu telah mencapai minimal 75 dan ketuntasan klasikal mencapai 85%; dan (2) Indikator kualitatif. Apabila aktivitas guru dan siswa telah mencapai minimal kategori baik. Hasil penelitian memberikan gambaran penggunaan pendekatan pembelajaran konstruktivistik untuk mata pelajaran sejarah pada siswa Kelas XI IPS SMA Muhammadiyah 1 Palu dapat meningkatkan hasil belajar siswa, ditandai dengan nilai rata-rata kelas mengalami peningkatan dari siklus pertama pertemuan 3 (75,63) naik menjadi (86,42) pada siklus kedua pertemuan 3 dan telah memenuhi standar nilai yang ditentukan untuk mata pelajaran Sejarah di SMA Muhammadiyah 1 Palu adalah minimal 75. Ketuntasan belajar klasikal pada siklus pertama pertemuan 3 mencapai (58,33%) dan pada siklus kedua mencapai (100,00%) menandakan semua siswa sudah tuntas.

Abstract

This study aims to determine the performance of the Food Security How Donggala. This study used a qualitative approach to the informant as much as five (5) persons within the Food Security Agency Donggala. Data collected by using observation, meaning that the researchers directly observed according to a predetermined location research. Location research done purposively. The collected data were analyzed in stages based on the data information from the informant obtained through observation, interviews and documentation. The results showed that all five aspects used in measuring the performance of the Food Security Donggala in the public service, namely productivity, quality of service, responsiveness, responsibility, and accountability, There are three aspects that have not been going well, namely Productivity Aspect, Aspect and Aspect Quality of Service Accountability. Yet all three of these aspects very significant effect on the performance of the Food Security District. In the aspect of productivity is still a lot of programs and services that are not run effectively and efficiently in the implementation of the basic tasks and functions of the Food Security Donggala. For the aspects of quality of service, level of education and experience factors Food Security Agency employee Donggala still low so that affects the run basic tasks and functions. While the aspect of accountability is not going well, this is due to lack of understanding of employees who do not obey the rules set by the head.

Abstract

The study aims to : 1) determine financial performance as represented by independence ratio,  effectiveness,  efficiency, harmony, and local revenue of Donggala Regency: 2) determine the level of community welfare as represented by human development indeks of Donggala community.The Study uses secondary data in the form of budget realization report of the APBD of Donggala in the year of 2008-2015 from The Office of Revenue. Financial Administration, and Local Asset of Donggala Regency,while data of human development index is taken from Stastistical Bureau of Donggala from 2010 to 2015. Data analysis used is trend analysis of financial performance includes:a.independence ratio, b. effectiveness ratio, c. efficiency ratio,d. harmony,e. Growth ratio. Meanwhile, indicators of community welfare include: a. Life Expectancy, b. school expectancy and the everage length of school, and c. spending per capita. The results find that:1) financial performance from independence aspect shows very low level of independence;2) effectiveness aspect averagely shows a very high level; 3) efficiency aspect shows a very efficient financial level; 4) harmony aspect of governmental spending shows that the average of indirect and direct spending is quite harmonious; 5) the growth of local revenue shows unsteady even a negative growth. The results on community welfare show that: 1) life expectancy aspect implies an increase on community life ecpectancy; 2) school expectancy and the everage length of school shows an increase; 3) the everage spending per capita shows an increase everagely.

Abstract

This study aims to determine the factors that cause the motorcycle gang to commit crimes in the city of Palu and effort penanggunalangannya and motorcycle gang behavior as a form of delinquency of criminological perspective. This research was conducted in the city of Palu with empirical legal research methods. Data collection through field study is to conduct interviews and circulate koesiner. Data analysis technique used qualitative analysis. The results showed that the factors causing the motorcycle gang to commit crimes in the city of Palu due to the low level of education, as well as the age of the perpetrators are still juvenile, social environment adolescents unfavorable conditions less harmonious family and the lack of supervision from parents, in addition to the influence of mass media which is often menanyangkan violence. Efforts to control the crimes committed by motorcycle gangs carried out with effort pre-emptive such as the planting of values ​​and norms that both the adolescents, establishing a harmonious relationship between the fellow members of your family and choose the social environment is good, preventive measures such as the activation of positive activities for young people, raid and counseling to schools and efforts of repressive sanctions and the provision of guidance. While the behavior of a motorcycle gang in the city of Palu as a form of delinquency among others to disturb public order, action mugging and persecution.

Abstract

This research is aimed to seek and analyze: 1) the implementation of regional’s assets reporting in Donggala Regency; 2) factors that impede the implementation of regional assets reporting in Donggala Regency. Type of the research is descriptive qualitative and its population consists of 58 governmental instution units that manage the regional assets in Donggala Regency. The research applies census-sampling technique by whuich all population selected as respondents. The results show that : 1) the implementation of regional’s assets reporting in Donggala Regency from various dimensions such as communications, resource, and bureaucraticstructure has not been implemantend properly, but disposition; 2) factors the impede the implementation of regional assets reporting in Donggala regency include low-skilled human resources in using SIMDA BMD and lack of standardized administrative supporting facilities such as computers that can contribute to reporting system inefficiency.

Abstract

The aims of this research are: 1) to determine and analyze the influence of human resource development, work discipline, and work environment on the performance of employees in the Inspectorate Office of Morowali Regency; 2) to determine and analyze the influence of human resource development on the employees’ performance; 3) to determine and analyze the influence of work discipline on the employees’ performance; 4) to determine and analyze the influence of work environment on the employees’ performance; 5) to determine and analyze the influence of human resource development, work discipline, and work environment on the performance of civil servants and contractual employees. The type of the research is survey and causal and it involves 42 subjects who are selected through census method. Based on the test of multiple linear regressions, it is shown that: 1) human resource development, work discipline, and work environment simultaneously have positive and significant influence on the performance of employees in the Inspectorate Office of Morowali Regency; 2) human resource development has positive and significant influence on employees’ performance; 3) work discipline has positive and significant influence on employees’ performance; 4) work environment has positive and significant influence on employees’ performance; 5) there is a difference of human resource development between civil servants and the contractual employees; and there is no difference of work discipline and work environment between civil servants and the contractual employees.
