Abstract

For some decades, small-scale enterprise has been instrumental for economic growth, poverty alleviation and the promotion of more pluralist societies. For the whole economics system, small-scale enterprise may be regarded as ‘safety valve’ since it guarantees people feeling of having a job and reduces the level of insecurity. The success of small-scale enterprise development depends on the support from the government and other stake holders.

Abstract

Abstract. Pekanbaru is the capital of Riau which is well known as a business city with a strategic location between the trade routes of Sumatera. The city obviously has Siak River as its tourism potential. However, the river, which is one of the deepest and longest rivers in Indonesia, lately is no longer be the face of the city and is not managed optimally. This study can support the reviving of the river through riverfront tourism development. This study will discuss the consideration of development elements of riverfront tourism for Siak River, focusing on the urban villages of Kampung Bandar and Kampung Dalam, Senapelan Sub-district as the study location. The elements consist of function, image, theme, geographic factor, authenticity, accessibility, community perception and management which is based on a modification of the theories of Toree (1989) and Wren (1983). This study uses a mixed method approach, using a quantitative approach for community and visitors perception about the location and a qualitative approach for the analysis of riverfront tourism development elements. The data is collected through questionnaires, field observation, and interviews with relevant stakeholders. Based on the analysis, the study location already has the elements to form a riverfront tourism area and has the potential to be developed as the riverfront icon of Pekanbaru, yet it still needs strategies for improvement to build a new destination. The recommendations of destination development strategies consist of attraction development, facility development, accessibility development, and community empowerment through tourism, and also additional development strategies consisting of promotion and tourism organization development. Kota Pekanbaru merupakan ibukota Provinsi Riau yang dikenal sebagai kota bisnis dengan lokasi strategis di antara jalur perdagangan Sumatera, nyatanya memiliki potensi pariwisata berupa Sungai Siak. Namun, Sungai Siak yang merupakan salah satu sungai terdalam dan terpanjang di Indonesia serta membelah Kota Pekanbaru menjadi dua bagian ini, nyatanya mulai berkembang menjadi tampak belakang kota dan tidak dikelola secara maksimal. Artikel ini menjadi salah satu studi yang dapat mendukung penghidupan kembali fungsi sungai melalui pengembangan pariwisata di pinggir sungai (riverfront). Artikel ini akan membahas konsiderasi elemen pengembangan kawasan pariwisata riverfront Sungai Siak dengan fokus lokasi di Kelurahan Kampung Bandar dan Kampung Dalam Kecamatan Senapelan. Elemen pengembangan kawasan riverfront yang terdiri dari fungsi, citra, tema, faktor geografis, autentisitas, aksesibilitas, persepsi, dan manajemen berdasarkan modifikasi teori oleh Toree (1989) dan Wren (1983). Metode yang digunakan adalah metode campuran di mana pendekatan kuantitatif dilakukan untuk menganalisis persepsi masyarakat dan wisatawan terkait dengan kawasan pengembangan, sedangkan pendekatan kualitatif digunakan dalam menganalisis kepariwisataan terkait dengan elemen pengembangan kawasan pariwisata riverfront. Teknik pengumpulan data yang dilakukan terdiri dari kuesioner pada kedua pihak, observasi lapangan, dan wawancara dengan stakeholder terkait. Berdasarkan analisis yang dilakukan, kedua kelurahan telah memiliki elemen-elemen tersebut dan dapat menjadi awal mula pengembangan kawasan pariwisata riverfront di Kota Pekanbaru, namun masih memerlukan strategi pengembangan sebagai sebuah destinasi wisata baru. Rekomendasi pengembangan yang disarankan terdiri dari strategi pengembangan destinasi meliputi pengembangan daya tarik wisata, fasilitas kepariwisataan, aksesibilitas pariwisata, dan pemberdayaan masyarakat melalui pariwisata, serta strategi pengembangan tambahan meliputi pengembangan promosi dan organisasi kepariwisataan. Abstract

 Karena negara-negara mengalami keterbatasan sumberdaya, para peneliti dan pemerintah mencari alternative skema dan pola pembangunan. Dalam bidang Ilmu Regional, yang dimulai lima decade yang lalu, konsep kutub pertumbuhan yang muncul telah memperkenalkan fenomena multiplier effects dan trickling down. Ide ini telah diterjemahkan ke dalam berbagai konsep pembangunan, termasuk Kawasan Perdagangan Bebas (KPB). Tulisan ini bertujuan untuk memahami factor-faktor penentu yang berkontribusi secara signifikan pada performa ekonomi dan spillover extend KPB. Menggunakan analisa statistic, tulisan ini mempelajari perbandingan antara faktor-faktor kompetitif dan performa ekonomi dari tiga KPB di wilayah Asia, yaitu Batam (Indonesia), Subic (Filipina), dan Shenzhen (China). Dalam menentukan faktor-faktor kompetitif, tulisan ini mengikuti konsep Neo-klasik seperti local endowment, modal infrastruktur dan manusia, dan juga pendekatan kelembagaan dengan variabel-variabel termasuk kebijakan pemerintah and akses pasar. Penelitian ini mendapati bahwa performa ekonomi KPB bergantung pada kekonsistenan kebijakan pemerintah nasional dan local dan ketersediaan infrastruktur.Kata kunci: Kawasan Perdagangan Bebas, Geografi Ekonomi, Statistik perdagangan Batam As countries are limited on resources, governments and researchers seeks alternative schemes and forms of development. In the regional science subject, started in more than five decades ago concepts of growth pole emergence that introduce multiplier effects and trickling down phenomenon. This idea has been translated to various forms of development concepts, including the free trade zones (FTZ).This paper aims to understand the determining factors that contribute significantly to FTZ economic performance and spillovers extend. Using statistical analysis, this article studies the comparison of competitive factors and economic performances on three FTZ in the Asia region, which are Batam (Indonesia), Subic (Philippines), and Shenzhen (China). In determining competitive factors, this paper follows the idea of Neo-classical such as local endowments, infrastructure and human capital, and also institutional approach with variables including government policies and market access. The research found that economic performance of FTZ depends on local and national government policies consistency and infrastructure availability.Keywords: Free trade zone, Economic Geography, Batam Trade Statistics

Abstract

As one of the most influential philosophers of the 19′th century, Henri Lebfebre shows his significant contribution to the recent thinking of urban space. His thinking was built on the basis of his critiques to the development of urban space which according to his view was dominated by he called as “single force”, “single center”, “monocentric strategy”, alias “world market strategy”. Under such mainstream of urban force, the urban spaces then have been produced as “space of consumption” which further leads to the “consumption of space”. This phenomenon was viewd by him as dangerous situation where the city will destroy itself in the future. This paper aims to discuss his main ideas and thinking in terms of (i) spatial justice and the right to the city, (ii) multi dimensional of urbanism, (iii) urban everyday life and space demand, (iv) dialectic of abstract and concrete spaces, (v) metropolization, (vi) space and centrality, (vii) space and global capital, (viii) space of flow, (ix) right to difference of space, and (x) politics and space. Lefebre ends up his critiques with three main proposals: (i) mobilization of difference in a single movement, (ii) bringing-together of dissociated elements, and (iii) unifications of disparate tendencies. The thinking of Lefebvre contributes much to the development of recent concept of urban space. It teaches us that the core problem of urban spaces is laid on its own contradictory space; without knowing this core problem any problem, any solutions to the urban spatial problems will remain in big questions. Lefebvre believes that urban planning is still relevant to be taken as a way of solution to the contradictory spaces. Urban planning should develop a new method of work. it should work on the basis of empirical problems by knowing contradictory situations of urban space, and not to start with normative and theoretical propositions. Urban planning should bring a city to a situaton what he called as “appropriation” and not “domination”

Abstract

Kampung Naga in West Java is well-known place of living that preserve its traditional values. Houses in Kampung Naga mainly made of bamboo and woods construction. An interviewand field observation are conducted to know the components of their traditional heousing constructions as well as their lifestyle. Some information is then traslated into CO2 emission that found equal to 3kg, a quite law emission. This is due to the fact that they use the materials from its surrounding environment under a strict rule of the group led by a key-person of the group.

Abstract

Dalam dasarwarsa terakhir ini, banyak kota besar di negara-negara berkembang menghadapi masalah kekurangan yang serius di bidang penyediaan perumaha dan prasarana oleh pemerintah. Sebagai reaksi terhadap masalah ini, lembaga-lembaga swadaya masyarakat (LSM) dan lembaga-lembaga kemasyarakatan (LK) telah muncul sebagai mitra aktif untuk mengembangkan inisiatif masyarakat setempat dalam pengadaan perumahan dan prasarananya. Beberapa tahun terakhir ini telah banyak di kenal proyek—proyek partisipasi masyarakat dan gotong-royong yang inovatif.Di banyak negara berkembang, masyarakat miskin bertanggung jawab atas perencanaan dan pembangunan perumahan dan lingkungan mereka sendiri. Ini tidak hanya terjadi di pedesaan, tetapi juga di kota-kota besar yang sedang tumbuh dengan pesat. Dalam hal ini peran LSM adalah sebagai pendorong usaha swadaya masyarakat dalam pengadaan perumahan dan prasarana. LSM juga dapat berperan mendukung kegiatan masingnmasing rumah tangga atau kegiatan masing-masing rumah tangga atau kegiatan lembaga-lembaga kemasyarakatan (LK), dan dapat berperan sebagai pemrakarsa, pendukung atau fasilitator, atau sebagai pengelola proyek atau program.Peran mereka sebagai penengah sering menghasilkan koalisi antara badan-badan pemerintah, kelompok masyarakat dan sektor swasta/usaha. Tetapi tidak semua pemerintah mengakui hak-hak warganegaranya untuk mempersatukan diri dalam lembaga-lembaga kemasyarakatan agar dapat mengatur sendiri atau dengan bantuan LSM-- hal-hal penting seperti pengkaplingan lahan bangunan, pengadaan prasarana tepat guna dan pembangunan perumahan mereka sendiri, sehingga tidak hanya menunggu uluran tangan pemerintah saja.

Abstract

Manado is a nodal of   Northern Sulawesi Region where Manado itself  has  predominant  function   ascenter  for  administrative,socio-economic  development  andpublic  services.  Those functions seem to be overloaded if the area of the city is still limited, so in 1988 the area of municipal Manado has extended to surrounding area into approximately 6.64 time (Government Decree 22, 1988). The extension of the urban area has some doubtful to discussed both for academician and practitioner. LQ analysis has been known well for practitioner as general investigation methods of the comparative advantage among the regional economic sectors or activities. The Evaluation Method for regional economic sector comparation (LQShare LQShift Analyis) has developed base on the regional economic analysis called Shift-share Analysis compounding vocational quotient and its derivate. This Evaluation Method aimed to identified the role and shifted the regional economic sectors within period of time, and we can detected which are the most competitiveness among the sectors. The modesl have the similarity with the original model of LQ analysis, so practically those model interdependency to identify the competitiveness of the role‟s sector. Based on these models we can predicts the shifting sectors and it‟s comparative competitiveness in the future and also able to predicts the impact of certain extention area into larger region such as extention of urban area into regional economic performance aswhole.Keywords: Sectoral specialization/concentration, sectoral development, income distribution.
