Selain hal tersebut sudah adakah rencana kependudukan di Indonesia ?

Abstract

Empowerment  approaches  in  order to alleviate poverty  and  promote  sustainable development are not new and still need further  research on the  concept, planning, and implementation.  Involving  the  World  Bank  and  other  non -government institutions, the Government of Indonesia since 2003 develop ed  those approaches which  are  more  integrated  and  participative  through  Squatter  Settlemen its Pilot Assistance  Project  (PPM-Squatter).  This  paper  critiques  and  corrects  the domination  of  those  non -government  institutions  in  financing  and  assisting  the project/program. This paper also shows factors that  determine the performance of empowerment  ap proaches  in  squatter  settlements  assistance,  which  are  (1) interpretation  of  concept  of  the  program  and  typology  of  squatter,  (2)  political absorption by government institutions in all level, and (3) facilitation, monitoring and evaluation.Keywords: empowerment approach, squatter settlement assistance, empirical evaluation

Abstract

As one of the promising tools within the traffic management schemes, parking control still need further research especiallu for its implementation in the developing countries city such as Jakarta. Specific characteristic of its physical, social, and economical nature need careful consideration before implementing parking control policy such as Rancangan Peraturan Daerah (Raperda) Perparkiran which apply the tariff variation system. This approach seems to hard to be implemented for this approach suffer from ‘the lack of good acceptance’ by the whole economic range of Jakarta people. So that, this article discusses some possible alternatives for parking control in Jakarta from the point of view. By discussing the advantages and disadvantages of each of the alternatives, hopely readers can be introduced to some of the possible alternative solutions.

Abstract

Dalam perencanaan dan pengembangan agrowisata yang berkelanjutan dan berbasis komunitas, prinsip yang selalu dipengang adalah adanya peran serta masyarakat lokal. Desa Wisata Kembangarum merupakan salah satu desa wisata di Kabupaten Sleman yang berhasil menerpkan pengembangan agrowisata yang berbasis komunitas, khususnya dalam hal pelibatan masyarakat. Tujuan dalam penelitian ini adalah untuk menjelaskan pengorganisasian komunitas yang terjadi dalam pengembangan agrowisata di Desa Wisata Kembangarum. Sementara metode yang digunakan dalam penelitian ini adalah metode kualitatif dan kuantitatif dengan pendekatan single case study. Hasil analisis menemukan bahwa proses pengorganisasian komunitas dalam pengembangan agrowisata ini merupakan suatu siklus yang terdiri dari beberapa tahap, yakni tahap integrasi, pemetaan isu, potensi, dan permasalahan, perancangan tindakan bersama, implementasi kegiatan, monitoring dan evaluasi, refleksi, dan adanya feedback untuk kembali melakukan pemetaan isu, potensi, dan permasalahan terkait Desa Wisata Kembangarum. Keberadaan Desa Wisata Kembangarum juga dianggap berhasil meningkatkan kapasitas pengorganisasian komunitas Desa Wisata Kembangarum dalam mengembangkan agrowisata, jika membandingkan antara periode sebelum dan setelah berdirinya Desa Wisata Kembangarum.Kata Kunci: agrowisata, pengorganisasian komunitas, desa wisata, kapasitas komunitas In planning and sustainable development of agro-tourism and community-based, which is always held the principle is the participation of local communities. Kembangarum Tourism Village is one of the tourist village in Sleman district that successfully implement communitybased ecotourism development, particularly in terms of community engagement. The purpose of this study was to describe community organizing that occurs in the development of agrotourism in Kembangarum Rural Tourism. While the methods used in this study is qualitative and quantitative methods with a single case study approach. The analysis finds that the process of organizing the community in the development of agro-tourism is a cycle that consists of several stages, namely the stage of integration, mapping issues, potential, and problems, the design of joint action, activity implementation, monitoring and evaluation, reflection, and the absence of feedback to re-mapping issues, potential, and problems related to Kembangarum Tourism Village. The existence of Village Tourism Kembangarum also considered successful in increasing the capacity of community organizing Kembangarum Tourism Village in developing agrotourism, when comparing the periods before and after the establishment of the Tourism Village Kembangarum.Keywords: ecotourism, community organizing, tourism village, community capacity

Abstract

This paper examines the possibility for urban governments in Indonesia to bolster their finance in response to the decline in national government finance due to extended crisis, as well as the policy towards local autonomy & decentralization. Derived from local public finance literature, it is argued that there are at least three approaches viable to be implemented by local government to bolster their finance namely intensive revenue mobilization, engineered efficiency improvements, and expenditure responsibility contraction. We explore the possibility of each approach to be implemented to local government within the context of socio-political setting in Indonesia. Though we haven't come to judge which approach is the best implemented, as it may come to be case & local specific, we note the importance of private role that could be played in all approaches.

Abstract

On the basis of a thorough and detailed investigation into the present condition and communal problems in Nanluogu Xiang area, the City Research Group of the Institute from Architecture and Urban Studies, Tsinghua University, has accomplish some tentative studies and produced some planning policies. This paper attempts to tackle the problems in preservation and renovation of the overall physical environment, in this area. In addition, a further discussion is made on a few common problems, such as the scale and effect of Old City preservation and renovation, redistribution of land value, public participation and support, and protection of interest of residents and the district.Situated in the southeast of Gulou (Drum Tower) of the Old City of Beijing, Nanluogu Xiang neighborhood is surrounded by Di’anmenwai Street, Jiaodaokou South Street, Gulou East Street and Kuanjie Street, covering about 84 hectares’ of land. At present, Hutong are well laid out and courtyard houses nicely preserved in the center of this neighborhood, and the entire neighborhood is one of the most important single—story courtyard house preservation areas in Beijing. .Ju‘er Hutong, which had been partly rehabilitated, lies in the northeastern comer of the neighborhood and takes up 8.2 hectares of land. With the view of working out a preservation and renovation plan of Nanluogu Xiang are, the Inner city research Group from the Institute of Architectural and Urban Studies, Tsinghua University, has conducted a thorough and detailed investigation into the physical condition and communal issues s itch as the present state of land occupation, property ownership and quality of houses, transportation, afforestation, composition and financial situation of residents, and put forward some tentative planning policies regarding the preservation and renovation of this area. This paper attempts to approach several aspects of the issue.

Abstract

Kemacetan sebagai permasalahan utama transportasi, terjadi karena pergerakan masyarakat pada lokasi/rute dan waktu yang sama yang tidak terlayani oleh sistem jaringan yang ada. Pergerakan sekolah terjadi karena kebutuhan terhadap pendidikan belum dapat dipenuhi di tempat mereka berada pada saat ini, sehingga pergerakan tersebut turut berkontribusi terhadap terjadinya kemacetan di Kota Bandung. Tujuan artikel ini adalah untuk mengetahui besarnya reduksi panjang perjalanan ke sekolah dasar apabila masyarakat Kota Bandung memilih sekolah dasar yang berada dalam area walking distance. Metode analisis yang digunakan adalah metode analisis peramalan dan analisis perhitungan biaya pergerakan sekolah sebagai implikasi dari reduksi panjang perjalanan. Analisis peramalan menggunakan metode yang dikemukakan oleh Mokhtarian yang menggunakan persamaan T = E x A x W x C untuk menghitung tingkat kesediaan masyarakat dalam memilih sekolah dasar terdekat. Hasil artikel ini menunjukkan bahwa sebagian besar siswa sekolah favorit bertempat tinggal lebih jauh dari jarak berjalan kaki yang disarankan karena kualitas pelajaran dan pengajaran yang diberikan oleh sekolah mereka saat ini lebih baik daripada sekolah terdekat.Kata kunci: fasilitas sekolah dasar, jarak berjalan kaki, reduksi panjang perjalanan Congestion is major transportation problems, occurs due to movement of people on the same site/route and times is not served by the existing network system. School movement occurs because of the need for education can not be met where they are at the moment so the movement contributed to occurrence of congestion in Bandung city. The purpose of this article is to know the size reduction of trip length to school when Bandung city choose elementary schools that are within walking distance area. The analytical method used is forecasting and analytical methods of analysis costing school movement as the implications of trip length reduction. Forecasting analysis using the method proposed by Mokhtarian using the equation T = E x A x W x C to calculate the level of community willingness in choosing a nearby elementary school. This article shows that most favorite school students residing further than the recommended walking distance because the quality of learning and teaching provided by their current school better than the nearest school.Keywords: primary school facilities, walking distance, the length of the trip reduction

Abstract

The application of strategic planning style for regional development planning that has been started in Indonesia arises a question: can the style also be applied for urban spatial planning? Some literatures have provided theoretical concepts. in addition, some urban cases in the world have concluded two models of urban spatial strategic planning:  spatial plan goes hand-in- hand cohesively with the regional development strategic plan, and (2) regional development plan acts as umbrella for all other plans including spatial plan. Based on the assessment on these two models, two alternative models for the application of strategic planning for urban spatial planning in Indonesia are proposed.
