Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. JRCP covers topics related to the analysis, sciences, development, intervention, and design of communities, cities, and regions including their physical, spatial, technological, economic, social and political environments. The journal is committed to create a multidisciplinary forum in the field by seeking original paper submissions from planners, architects, geographers, economists, sociologists, humanists, political scientists, environmentalists, engineers and other who are interested in the history, transformation and future of cities and regions in transitional, developing and emerging economies.

The concept of 'good governance' was introduced by some national and international institutions. They defined this concept into some principles. Accountability and transparency are two principles of good governance which need to be prioritized in the implementation of good governance concept. These two principles have close relationship and support each other. Without transparency, there will be no accountability and without accountability, transparency has no meaning. The preparation and publication of Spatial Plan of Bandung city 2010 has been formally finished in February 2003. However, there is a doubt in the public's eye as to whether or not this spatial plan had been formulated in a transparent manner. Considering that transparency as a significant principle in good governance is important in the spatial planning process, the level of transparency in the planning process of the Spatial Plan of Bandung City should be assessed. Based on specific criteria and indicators formulated from spatial planning related regulations, the assesment come to a conclusion that the planning process of the Spatial Plan of Bandung City did not fully comply the principle of transparency. Annual activity planning forum, Musyawarah Perencanaan Tahunan (MPKT) of Kabupaten Bandung 2003, is a new development planning system that is supposed to improve now defunct system called P5D. The principles of good governance, particularly transparency and accountability, are the main guidance in its implementation. However, based on an assessment of transparency and accountability of the process, it is found that the implementation of MPKT in 2003 is still not quite transparent and accountable, particularly in the decision making process

The issuance of Hinder Ordonantie (HO "” Nuisance Act) for non-conforming location of Factory Outlet apparently has generated negative externalities to the public. As a result, Nuisance Act has not been an effective too to control the commercial activities from generating undesirable negative externalities to the public. It is expected that the implementation of accountability and transparency principles from good governance, in the mechanism of issuance will increase its effectiveness. Based on an assessment of accountability and transparency of HO's issuance mechanism it is found that the entrepreneur 's knowledge about HO is limited to only administrative procedure without understanding the technical, retribution, and regulation aspects of HO. The ownership of HO has little meaning but just a formality, showing the legal status of FO activities

Alongside the economic boom experienced in Indonesia during the 1980s and the early 1990s, a remarkable land development for residential purposes has taken place. In Jakarta and its surrounding areas, for instances, the formal private developers were able to sell an average of more than twenty five thousand housing units annually and to transform 16.6 thousand hectares of land into residential areas within 20 years alone. However, due ti the unsound loan management this massive land development is believed to be one of the factors triggering economic crisis in Indonesia. For almost four years now the government intervenes with a measure attempting to recover the housing market that has been collapse since the economic crisis hit in 1997. The government set up an ad hoc institution and bailed out most of the debt created by the excessive of the government intervention in the housing market. The paper argues that the government intervention has never been effective particularly because the socio-political and economic condition of the country is still uncertain. In this circumstance the intervention benefits only small minority developers and ignoring the large majority of low-income potential buyers.Keywords: formal housing market, public intervention, perumnas

Infrastructure, unemployment, and other social issues in Jatinangor may potentialy reduced the image of Jatinangor as a university town and implied the decline of the land value. Many concepts have been tried to solve the problems declining image Jatinangor. One of the concept that can be applied on Jatinangor is city marketing, a concept introduced by Philip Kotler and also Ashworth and Boogd. City marketing is a private sector's concept which is adapted to public sector. This paper proposes a city marketing's approach to solve the problem of Jatinangor by exploring the perception of university's student in Jatinangor based on two criteria: performance and importance.

Tourism has an important role in regional development particularly in the improvement of quality of life and human life. Many tourism activities have been developed in hazard areas and consequently it has risks to the disaster. Disaster in tourism areas influences the performance of tourism particularly the number of tourist who visit the areas. The impact of disaster depends on disaster characteristics, vulnerability, and capacity of tourism areas. The impact will be experienced not only by tourist and tourism employees but also by other sectors and population in the area, as well as other related areas. As the consequences many planning products are not based on a proper data in terms of availability, reliability, compatibility in Indonesian context about the digital data for planning.
