Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. JRCP covers topics related to the analysis, sciences, development, intervention, and design of communities, cities, and regions including their physical, spatial, technological, economic, social and political environments. The journal is committed to create a multidisciplinary forum in the field by seeking original paper submissions from planners, architects, geographers, economists, sociologists, humanists, political scientists, environmentalists, engineers and other who are interested in the history, transformation and future of cities and regions in transitional, developing and emerging economies.

Abstract

Cities in Indonesia, in the future, will be facing challenges to reduce and eliminate the disparities between the heed of infrastructure investment and urban services with limited state financial ability to fulfill it. Some government opportunities and potencies, especially that are related to the mobilization of revenue sources which have been utilized by regional government, are still conventional in nature, such as tax, retribution and loans. Some facts have shown that outside those sources there are other non-conventional sources that are potential to be used, such as betterment levies, development impact fees, excess condemnation, obligation, and concession.

Abstract

Formulating the right answer to the issue of rapid urban growth and degradation in urban environmental quality that ¡s related to the problem of urban productivity and poverty has become the ultimate challenge facing the urban and environmental planner in the third world. Difficult enough, because other than the classic problems of inter sectoral priority, it also has economic and political implications. Worse than these, local environmental problems are rarely understood by that local government. The effort to handle urban environmental problem should be approached from two stages of activities. First, is the needs to understand the problem and to find the solution. Second, is the need to have reformation to formulate urban environmental management and its implementation.

Abstract

In the future, there will be a shift in the pattern of managing urban development activities. Conventional method that is oriented more on the physical aspect relied more on the government ideas and initiative, referred more on the historical development trend and more "inward looking" toward the country, will not be appropriate to be used as the basis of urban development management in the future. To face all those challenges, a new breakthrough in managing urban development is needed.

Abstract

Industrial sector, especially manufacture, has continuously shown a good performance with a double-digit rate of growth for the last 25 years. Unfortunately, not all of the regions are experiencing similar rate of growth able to take advantage of the rapid growth of industrialization. The development of manufacturing industry ¡s mostly concentrated ¡n certain locations in Jawa. Recently, however, the government has given more serious attention in making industrial development more equally distributed among the regions.

Abstract

The import substitution strategy and continuous efforts to promote foreign investment, capital and advanced technology tends to concentrate the industrial investment in the core of region. Although varied in degree and in a broad sense. the strategy of growth-pole theory is an inevitable approach in regional planning for many developing countries facing the challenge of global economic. The serious consequences of this approach is the ever widening regional disparities and polarization of capital, industries and conglomeration in one or few elite group. Evaluation and re-examination of this strategy for the regional development in Indonesian are important. Exploration of a new paradigm in regional planning is challenging and re-orientation to the rural development strategy is not a faulty thought.
