Abstract

South Bolaang Mongondow Regency is one of several regencies in North Sulawesi province, where this area is often referred to by observers as a non-zom area or there is no precise season to predict. So that hydrometeorological disasters, especially floods, are very likely to occur if there is no prevention stage in disaster management. The flood incident that submerged almost all areas in the sub-district on July 24, 2020 proved that preparedness was needed in dealing with the flood disaster which caused 93 houses to be heavily damaged and 165 people evacuated (DIBI, 2020). The level of disaster risk looks at how the index of the hazard, vulnerability, and capacity of a disaster can be, so that the level of risk of a flood disaster can be known. In determining disaster risk, using the policy of the Regulation of the Head of the National Disaster Management Agency Number 2 of 2012 concerning General Guidelines for Disaster Risk Assessment. The results of the existing risk level will then be used as recommendations for later flood disaster mitigation, both structurally and non-structurally. The level of flood risk resulted in 3 villages with a high level of flood risk, 14 villages with a moderate level of flood risk, and 42 villages with a low level of flood risk. Disaster mitigation that adapts to the level of risk from disasters where villages with high flood risk are recommended to make plans for physical (structural) development in an effort to reduce the danger from flooding, then villages with moderate flood risk are recommended for additions or improvements regarding physical form ( structural) flood control that already exists or does not exist, and areas with low flood risk, it is recommended to improve the physical (structural) form of existing flood control, but not optimal in the implementation system.KEYWORDS : Mitigation, Flood Disaster, Structural, Non-Structural, Risk Level

Abstract

Bitung City, as an urban area, is characterized as a cluster of built-up areas that are relatively dense and has several residential concentration clusters and high-density service centre points scattered in several zones. So, in theoretical understanding, the city of Bitung is allegedly identified as a Polycentric city. However, when the covid-19 pandemic occurred, the city of Bitung became one of the affected. The spread of exposed areas in the city was relatively fast and provided a traumatic experience for the community. This traumatic experience also encourages changes in people's perceptions, preferences, and behaviour in travelling both within the city and in and out of the city. Undoubtedly, there has been a significant change in the daily movement patterns of local people during this pandemic in the city of Bitung. Changes in the pattern of a community movement that occurred must have impacted changes in the spatial structure of Bitung City. The purpose of the study was to identify whether or not there was a change in the type of spatial structure in Bitung City based on indicators of daily movement patterns of local people in the Period before the pandemic, the peak of the pandemic, and after the peak of the pandemic whether the change will be permanent or temporary, and identify problems based on existing conditions and associative spatial policies with the type of spatial structure of Bitung City in the future in the post-pandemic era. The analysis method was the Origin-Destination Survey method with the division of the Travel Destination Survey questionnaire and comparing based on 3 (three) pandemic times such as 1) The Period Before the Pandemic; 2) The peak of the pandemic; and 3 (three) Period After pandemic peak. The results showed that (1) The shape of Bitung city space structure in the Period before the pandemic and after the peak of the pandemic tended to be in the form of a polycentric model, while at the peak of the pandemic, the city of Bitung tended to be in the form of a Monocentric model; (2) There were several urban problems that the city of Bitung must face as a city with a tendency of Polycentric Cities based on existing conditions, and some problems during the covid-19 pandemic but not continuously. Keywords : Spatial Structure, Daily Movement Patterns, Origin Destination

Abstract

Talawaan District. Kalawat, and Tombulu are sub-districts located on the outskirts of Manado City which are affected by Manado City, one of which is the increase in housing and settlements. In the Regional Spatial Plan of the three sub-districts, development is directed into new settlements that are able to accommodate the shortage of houses in Manado City. This study aims to identify the physical conditions in the rural urban fringe area and analyze the development pattern of fringe settlements in the rural urban fringe area. The survey method used in this research is descriptive and qualitative which is supported by quantitative analysis to analyze the data in digital form and can also be measured based on the standard used and also using spatial analysis spatial analysis by using descriptive qualitative method and a map of the use of land for settlements, with the aim of describing the development and expansion that has occurred, which is then analyzed for the pattern of distribution of settlements that occurs using the closest-neighborhood analysis. The results of the analysis are expected to be a reference for the government to treat development restrictions and supervision so as not to interfere with spatial patterns and spatial structures in the three sub-districts in the next few years. Keywords: Rural Urban Fringe, Fringe Settlements

Abstract

Abstract

Tourism in Indonesia is one of the important factors that support the development of an area in terms of economy, social or environment. In Central Sulawesi Province, especially Morowali Regency, there is a myriad of potentials that can become a pillar of regional development, one of which is in the tourism sector, namely the Sombori Islands Conservation Area which is a marine conservation area of 41,341 hectares. Composed of a group of natural islands with various potential tourist attractions. The purpose of this study was to determine the characteristics of the Sombori Islands Conservation Area and to examine the potential possessed by tourist destinations in the Sombori Islands Conservation Area with ecotourism directions. Data collection is divided into primary and secondary data, obtained through literature and policy studies, observations, interviews, documentation, and questionnaires distributed to selected respondents. This research was conducted with a descriptive quantitative approach, through Descriptive Analysis and ADO-ODTWA, to show the value of 4A namely Attraction, Amenities, Ancilliary and Accessibility. The results of this study identify the characteristics of the Sombori Archipelago Conservation Area which is composed of a group of karst islands, rock cliffs, white sandy beaches and "warehouses" of tourism potential, which are divided into 8 tourism potentials namely Allo Cave, Diamond Cave, Mata Air Kiri, Pulau Kayangan, Kokoh Island, Kayangan and Narinta Peaks, Sombori Lagoon and Mini Blue Hole and the index of the potential value of the 4 components supporting tourism objects in the Sombori Islands Conservation Area reached 83.41%, which means it is included in the category of high potential classification. Keywords: Tourism Potential, Sombori Conservation Area

Abstract

Marbun Toruan Village, Tipang Village, and Pearung Village have various tourism potentials as well as unique local wisdom, namely nature tourism, culture, history, culinary and unique social life so that it has the potential to be developed as a tourist village. However, the management of tourism potential has not been maximized so that area planning is needed to integrate every potential it has in order to become a tourist destination. Planning the potential of tourism villages based on local wisdom is one of the efforts to synergize between the village government and the community to care for and participate in managing tourism resources. The purpose of this study is to identify the potential of the village and the plan is based on local wisdom. The research method used is descriptive qualitative by using the SWOT analysis method and qualitative data analysis methods which include data collection, data reduction, data presentation, and drawing conclusions. To achieve the objectives of this research is to determine the strengths, weaknesses, threats, and opportunities based on the variables studied and determine the development strategy by considering the existing conditions. The results of the research obtained state the priority of tourism village planning strategies based on local wisdom which focuses on planning tourist attractions, accessibility, accommodation, amenities, and supporting infrastructure for tourism activities. Keywords: tourism planning, tourist village, local wisdom

Abstract

Covid-19 is a new disease that causes a serious pandemic disaster. In theory, transmission of infectious diseases is often facilitated by congested areas. This raises a question whether the density theory applies conceptually in Manado City, which is the capital as well as the main gateway with the largest population in North Sulawesi Province. Population density is one of the important indicators in identifying the spatial structure of a city. And going forward, it is very necessary to develop an ideal urban spatial structure and respond to a pandemic. The purpose of this study was to analyze the relationship between density indicators, both static and dynamic, and the distribution of Covid-19 in Manado City. The method used is quantitative-qualitative which consists of the origin-destination preference survey method as an identification of the movement pattern of the Manado City population which becomes the dynamic density and Pearson correlation as an analytical tool. The results showed that there was no correlation between population density on built-up land (static density) and the distribution of Covid-19 cases in Manado City. However, the results of the identification of the type of spatial structure of Manado City which tend to be mono-polycentric based on indicators of population movement (dynamic density) correlated with the distribution of existing cases. Especially for the trip to work, recreation, and to health facilities, it has a significant correlation coefficient with the increase in cases during the peak (first wave) Covid-19 in Manado City. Based on the research findings, the recommended spatial structure model to prevent and reduce problems arising from the pandemic is themodel Polycentric City.Keyword : Static Density, Dinamic Density, Covid-19, Pearson Correlation

Abstract

Abstract

The potential for special interest tourism in Minahasa Regency is contained in the 2011-2031 RTRW as a supporter of the local economy. However, there is still a lack of effort from the local government that has not been maximized in promoting the wmk resulting in the potential for special interest tourism that is not developed optimally. With quantitative descriptive research method that is explorative, this research uses Touliang Oki Village, Leilem Village, Pulutan Village, and Kolongan Atas II Village as case studies. The data collection methods used include field surveys and secondary data to see the potential characteristics of supporting the development of WMC objects, as well as primary data conducted on business actors and craftsmen in the form of questionnaires that will be processed using scoring, followed by weightings that have been ranked based on stakeholder opinions. (government), until it is processed using swot to get the final result in the form of a development concept. The results include that the potential supporting characteristics seen from the 8 aspects of tourism development in each case study area generally have the same drivers and obstacles, then the results of the questionnaire obtained a SWOT factor for the turn-around strategy (WO) which was later revealed to be a development concept. This research also produces the concept of spatial and non-spatial development. This research is also expected to be able to offer a 'tourism development concept', especially special interest tourism in supporting community empowerment and elevating the superior potential. Keywords: craftsmen, potential development characteristics, RTRW Minahasa Regency, special interest tourism, the concept of tourism development.
