Abstract

Updating the data of voters and the establishment of the voter list, which is part of the implementation phase general election until today is still a national political issue quite seriously. This study was conducted to analyze and reveal the causes of voter lists have not been as good management that is focused on the organization of legislative elections in the province of North Sulawesi. From this research it was found that the management of voter lists in the organization of legislative elections in North Sulawesi province in 2014 have not been going well since the function of planning, organizing, and monitoring have not been fully applied in the management of the voter list. By it necessary to make improvements in the management of voter lists in planning data collection, establishment Updating Voter Data Officer, the District Selection Committee and the Voting Committee, the operational budget adjustments in the data collection stage, maximizing the internal oversight functions. Abstract

Performance is the result of the quality and quantity of work accomplished by an employee in carrying out their duties in accordance with the responsibilities given to him. Performance is affected by factors such as ability and motivation. This study aims to determine the performance of civil servants in the Sario District Office of Manado City. The methodology used for this study is qualitative research methods. The data is collected through direct interviews and field observations. The results showed that the performance of civil servants in the Sario District Office of Manado City is not maximized. This is caused by various level of workability, there’s also lack of motivation, financial or non-financial one, given by the employer. Keywords : Performance, ability, motivation

Abstract

This study aims to determine the quality of civilian personnel resources of the State in the administrative services at the Village Office Pandu District of Bunaken, Manado. The method used is a qualitative research method. Research techniques using triangulation method. The results showed that the quality of Administrative Resources in the State civil administrative services at the Village Office Pandu still not been implemented properly. This is due to the work possessed knowledge has not kept pace with the skills and ability to perform their duties, due in part to the State Civil Apparatus has not mastered the technical and operational jobs, high discipline, loyalty to the job and work responsibilities. Abstract

The purpose of this study was to determine and analyze the implementation of the policy-Mapaluse PBL program in the Village of South Karombasan. This study uses a qualitative method, which is a contextual research that makes human beings as instruments, and adapted to the situation that is reasonable in relation to data collection in general are qualitative. This study concluded that the implementation of Program Policy-Based Development Environment Build Physical and Social Infrastructure (PBL-Mapaluse) in the Village of South Karombasan not run well. This condition is constituted by: First the organization of Community Mapalus (KMM) in every neighborhood Village Karombasan South education levels of the average high school and lack of understanding of information technology, the Second Interpretation implementers and communities to guide the implementation of the program PBL-Mapalus not optimal due to the lack of funds for supporting technical guidance for implementing activities that cause less pahamnya will executor goals and objectives of this program as well as a lack of clear understanding of the technical implementation. The third application or application-Mapalus PBL program refers to the activity of providing services on a regular basis, or other payments in accordance with the objectives and policies means that there is still not good. Abstract

This study aims to assess the quality of public services with the State Civil Apparatus, using qualitative research method. Research shows that the role of government officials in relation to the public service in general can be quite adequate it is seen from the role of government officials in the performance of duties and responsibilities, system services provided, procedures and working methods of service, the ability to provide services, the behavior of officials in providing services as well as standard service charge required in general is quite good. Abstract

This study aims to determine the health services in community health centers (Puskesmas). Through the results of the study found that the health care received by the community have followed the procedures of existing services, from the aspects of reliability, responsiveness, assurance, empathy and tangible. This is supported by officers who have a sense of caring for a patient, friendly so that patients feel more comfortable being in a neighborhood health centers. Keywords: Care, Health

Abstract

farmer Group, basically, is a non-formal organization of village that grows and develops “From, by and to farmer” which have some characteristics of to know, to intimate and to trust each other. One of the basic goal that already there in all society of Indonesia is the spirit of mutual cooperation in development. The spirit of mutual cooperation pictured in activities of group of society, known as mutual assistence. The mutual assistence system in the development of village can be seen from the farmer groups as the potential organization in the agriculture Result of the initiative activities, creativity and even real action can be seen through group which has had more than one unit of trade, which dynamically can influence the income of society of farmer groups.. But, we also need to suggest the goverment to improve the agriculture technology and to prepare istitutions or economic enterprise in this case cooperation that would able to accomodate all productions  so that the market price can be controlled. Abstract

The purpose of this study is to assess and describe the behavior of government officials in the implementation of basic tasks and functions of the Secretariat of the Regional Development Agency of North Sulawesi Province. The method used is a qualitative research method. Data collected through direct interviews. The results showed: (1) The behavior of labor discipline an employee-owned Development Bureau Regional Secretariat of North Sulawesi province has not been fully realized well in the execution of duties; (2) Conduct employee morale Development Bureau Secretariat of North Sulawesi Province has not been fully optimized in the execution of duties; (3) Not yet fully optimal coordination of the behavior of employees in the execution of duties. Abstract

The purpose of this study is to analyze and explain the magnitude of the effect of the quality of the resources of the State Civil Administrative work attitude of employees in Meteorology and Geophysics North Sulawesi province. This research is a quantitative research survey explanatory research design. The results of this study indicate that the physical quality and health Apparatus State Civil partially have an influence on the work attitude of employees, knowledge and skills partially have influence on work attitudes Spiritual and kejuangan partially have an influence on the attitude of employees working at the Meteorology and Geophysics Sulawesi North. Physical Quality and Health, Knowledge and Skills, as well as Spiritual and Kejuangan simultaneously have an influence on employee attitudes. Among the three independent variables variables that most influence on the attitudes of employees working at the Meteorology and Geophysics North Sulawesi province is the spiritual and kejuangan.
