Abstract

Government Internal Supervisory authorities in this case the Regional Inspectorate Bolaang North Mongondow in the implementation of the internal control system as an effort on the implementation of control policies have been carrying out their duties in accordance with what is expected. This research using qualitative methods aims to identify and analyze implementasikebijakan supervision over the implementation of internal control which is expected to contribute ideas to the concept of local government control policies for the improvement of government services and community development.Results of the study revealed that the aspects of the system of internal control is a factor that can help control policy implementation as the problems that occur when the Government Internal Supervisory Apparatus Regional Inspectorate conducting oversight of all programs and activities of local governments in the course of the duties and functions of local work unit funded by the local budget. In fact the Regional Inspectorate is one of oversight institutions whose activities are carried out in the scope of his agency alone, the success of internal control is predicated not only on the design of adequate controls to ensure the achievement of organizational goals but also to everyone in the organization to take fairness and propriety, and considering the size , complexity, and nature of the duties and functions of government agencies with regard to the five main aspects, namely internal control: control environment, risk assessment, control activities, information and communication, and monitoring.Keywords: System, Control, Supervision.

Abstract

Community Eye Health Center of North Sulawesi province as a government agency entrusted to serve and handle the eyes of the public health need to make improvements through organizational restructuring to better direction. As for which is the goal of this research is to explain and analyze the organizational structuring Community Eye Health Center of North Sulawesi Province.In this study researchers used a qualitative research design, the purpose of this study can reveal, decipher and understand the structuring organizations exist. The conclusion of this study is the arrangement of organizations in Community Eye Health Center of North Sulawesi province with regard to the availability of resources of employees in terms of quality and quantity, availability and use of technology and culture or employee culture that supports the provision of services have not been going well.Keywords: Structuring the Organization, Employee, Technology, Culture.

Abstract

Implementation of health services in North Sulawesi province level through the Pharmaceutical and Medical Devices that are structurally no longer / not stand alone as a field service or sexy but melted in a particular field. This research aims to study and analyze the organizational restructuring of the Department of Health Pharmaceutical Sector North Sulawesi Provensi henceforth expected to enter the development of the science of public administration management.The conclusion of this study is the organizational restructuring of pharmaceutical department of North Sulawesi Provincial Health Office has not performed well based on the structure and organizational processes through the provision of additional duty in the Field of Health Care Development Efforts in the current structure handles pharmacy services. Recommendations research iniyaitu communication and coordination with relevant agencies in handling pharmaceuticals and as rare fore need to make structural changes to restore the fields of pharmaceuticals, food and beverages on the structure of the health department.Keywords: Organizational Restructuring, Pharmacy, Structure, Work Process.

Abstract

Society Sports Health Center North Sulawesi province is one of the Regional Technical Implementation Unit of North Sulawesi Provincial Health Office as one of the health care facility has a strategic role in the effort to accelerate the improvement of health, the people of Indonesia. Using qualitative methods, this study aims to reveal and analyze the implementation of policy formation Society Sports Health Center of North Sulawesi Province.This study concluded the implementation of policy formation Society Sports Health Center of North Sulawesi province has not run in an effort to create a society that is healthy, fit, quality, productive and competitive through sport. does socialization through the use of communication media, adding that employees have an educational background as a health care professional sports, Putting the hall in a more strategic location, make improvements by adding equipment and operational funds, outlining the duties and functions based on a clear organizational structure, to make improvements the structure organsiasi with more technical focus on public health services and undertake the preparation of a Standard Operating Procedural guidelines and sports health care.Keywords: Implementation, Sports Health Center, Community.

Abstract

This study aims to gain knowledge and understanding of the scientific basis through an analysis of the effectiveness of budget planning in North Sulawesi Provincial Health Office are useful for the development of knowledge management development resources. With the method used in this study is qualitative.Based on the results and discussion, this study concludes that the achievement of the effectiveness of budget planning has not fully pay attention to aspects of quantity, quality and impact of services. Effective budget planning yet seen the success of the program has not Adequacy Ratio Power Dentist, Infants aged 0-6 months exclusively breastfed, proportion of population aged 15-24 years (married/unmarried) who have comprehensive knowledge about HIV-AIDS and the number of districts/municipalities implementing HMIS technology.Keywords: Effectiveness, Budget Planning, Health Services.

Abstract

Competence is the ability and characteristics possessed by a civil servant so that civil servants are able to perform their duties in a professional, effective and efficient which includes the provision of services at the village level.This study was carried out to reveal and analyze the competence of employees working in the Village Government Rurukan I Sub East Tomohon This study used qualitative methods. From research conducted found that employees in the Government District of Tomohon Village East Rurukan I have not shown good job competence due to the placement of employees who are not in accordance with the rank and class, educational background that does not comply with existing positions, as well as the employee fails to demonstrate analysis and human relations skills in the work.Keywords: Competence, Employees, Government.

Abstract

Agricultural extension essentially implemented to help farmers to be able to solve the problems faced by itself. The role of agricultural extension as a facilitator, motivator and supporter of the motion of farmers is the central point in outreach to farmers. However, reality shows that agricultural extension is a member or staff of institutions such task is not uncommon in doing more work oriented to the interests of the department in the interests of farmers. In response to this, the need for extension workers who have good working productivity and maximum.By using qualitative research design in expressing and analyzing labor productivity Extension Agriculture, Fisheries, Forestry and Food Security in Tomohon in counseling rice plants was found that labor productivity Extension Agriculture, Fisheries, Forestry and Food Security in the extension of rice plants in Tomohon not yet fully based on efficiency and effectiveness. This is evident in the lack of a special FEA on food commodities, lack of budget for extension activities, no definite schedule owned by farmers on extension activities, extension when dropped spaciousness just visiting as well as any other activities in conjunction with time extension resulting in extension activities are not carried out.Keywords: Work Productivity, Extension, Rice.

Abstract

Farmer groups as a forum for organizations and cooperate among members has a very important role in the life of a farm community, because of all the activities and problems in trying farmer carried out by the group simultaneously. One of the work done by the farmer groups in Tomohon is in the management of cut flowers such as roses, carnations, gladiolus, chrysanthemum, antherium, daisies, Hébras, tuberose, orchid, lily, Alstromeria, and molucella.This study was conducted to elucidate the cause of professionalism farmers group manager Chrysanthemum cut flower in Tomohon has not been achieved as a development resource management of scientific development, especially in the study of resource management. Through the use of qualitative methods found that professionalism farmer groups in pengelolah Krista cut flowers in Tomohon has not been achieved yet terbuntuknya caused by the commitment, creativity, innovation and responsiveness.Keywords: Professionalism, Farmers Group, Chrysanthemum.

Abstract

Partnership activities are broadly aims to increase revenue, business continuity, improve quality resource partner groups, the increase in the scale of business, in order to foster and enhance the ability of independent partners group looks not as expected. This study aims to reveal and analyze partnerships undertaken by the farmer groups with the Department of Agriculture, Livestock Fisheries on business activities of Integrated Crop Field School (FFS-ICM) in Tomohon.The data in this study were obtained through interviews with informants farmer groups and employees of the Department of Agriculture Livestock Fisheries betangungjawab on partnership activities. The results of this study indicate that partnerships undertaken by the farmer groups with the Department of Agriculture, Livestock Fisheries on business activities of Integrated Crop Field School (FFS-ICM) in Tomohon in the form of co-operation to improve poduktivitastanaman rice and maize have not done well as the principles of trust, respect and expectations.Keywords: Partnerships, Farmers Group, Integrated Crop Management.

Abstract

The work shown by the Center for Health Care Support will determine where the level of health and prevention on health problems faced and the other circumstances relating to the results - the results of laboratory tests. This study aimed to analyze the quality of service at the Center for Health Care Support North Sulawesi province in the development of management science of public administration.The conclusion of this study is the quality of service at the Center for Health Care Support North Sulawesi either do not fully seen from the dimensions of tangibles, reliability, responsiveness, assurance and empathy. Advised him to make improvements and additional work space and room service, adding laboratory test equipment adapted to existing testing activities, which include employee training specifically on the feasibility examination of laboratory equipment, placing employees who serve as customer service as well as receive complaints on service and foster the spirit of professional ethics to all employees through training component service excellen.Keywords: Quality, Health Services, Testing Laboratory.
