Abstract

Tujuan penelitian ini yaitu mengetahui pola pemanfaatan lahan Pulau Hoga dalam menunjang kegiatan wisata bahari, dan upaya yang dilakukan untuk keberlanjutan wisata bahari di Pulau Hoga. Metode yang digunakan yaitu analisis spasial dan analisis deskriptif. Hasil penelitian menyatakan bahwa pemanfaatan lahan Pulau Hoga yang menunjang kegiatan wisata dilakukan dengan  menambah atraksi wisata seperti olahraga selancar, meningkatkan sarana transportasi, pengadaan fasilitas pendukung kegiatan wisata bahari sehingga dapat memberikan kenyamanan bagi wisatawan, menciptakan tenaga profesional dengan cara pengembangan sumber daya manusia untuk meningkatkan promosi kepariwisataan.

Abstract

Muhammad Idham Handa G2F1 011 017 Needs Green Space Based on population growth andAdded Number of motor vehicles for Regional Development in Kendari, under the guidancecounselor Mrs. Weka Widayati as I and Mr. La Baco Sudia, as supervisor II.The need for green open space in urban areas is very meaningful to the people who are on it,causing a variety of multifunctional green space in urban tend to be kept and preserved andallocated. Aesthetic function, the function of water absorption, keeping the microclimate and donot forget to also function providers of oxygen (O2) for a living. In fact population growth is one ofthe factors that cause a reduction in green space, on the other hand increase the number of motorvehicles also require the presence of green space as an absorber of pollutants (CO2) so it needs away out to overcome this problem.The purpose of this study was to analyzed existing condition green space in the city of Kendari, thesecond is to analyze the need for green space based on population growth and the rate of motorvehicle in the city of Kendari, and the last is to analyze the balance of the needs and theavailability of green space and green space allocation plan in Kendari on future to come. Theanalysis used in its entirety is a qualitative descriptive analysis where the growth of populationand the number of vehicles projected and green space per resident in need of analysis inaccordance with existing regulations and previous research.The results showed that the condition of the existing green space in the city of Kendari in 2011covering an area of 3777.46 Ha is, each spread over ten (10) districts with diverse typologies.Kendari City residents need green space in 2011 amounted to 511.625 ha while the need for greenspace by the growing number of motor vehicles is 0.28 ha. Balance of green space needs based onthe remaining population of 2470.49 ha, in the 30 years to come RTH allocated to areas with ahigh density and on roads with high density.Keywords: Green Open Space, Population, Added Motor Vehicles, Existing green space and greenspace needs

Abstract

This study aimed to (1) analyze the future needs for electricity in Kendari city in the sectors ofhousehold, commerce, public, and industry; (2) analyze the capaity of power plant than can serve the whole cityof Kendari today: and (3) analyze the plan for developing electricity in Kendari city based on Rencana TataRuang Wiayah Kota Kendari (RTRW) 2010-2030. The study was conducted by analyzing electrical needs invarious sector of electricity consumers in Kendari city, the capacity of electricity power plant that servedKendari city in 2015, and the plan for developing electricity in Kendari city as well as the spatial plan forKendari city in the RTRW of Kendari city for 2010-2030. Based on the results of data processing and analysis,it could be concluded that (1) the needs for electricity in Kendari City will increase from year to year in 2016-2025. Ranked from the largest to the smallest, the needs for electricity in Kendari City were in the followingsectors: households, business, public, industry, and special services, and the total consumption of electricity inKendari City in 2025 is 575.96 GWh and the needs for power is 156.5 MW; (2) The existing power plant (85,4MW) will only be able to serve the city until 2017. In 2018, PLN have to build new power plants, complete theconstruction of PLTU, or revitalize non-functional power plants. New power plants with a capacity of 33.8 MWto the minimum will be needed within a period from 2022 to 2025; (3) The plan for constructing new powerplant in the subdistrict of Abeli and creating a new network in the subdistricts of Abeli, Poasia, Baruga, Kambu,Wua-Wua, Kadia, and Puuwatu as stated in RTRW of Kendari City for 2010-2030 is considered correct, sincethe needs for electricity in those areas will continue to grow with the developement in industry, warehouse,redinteal areas with high density, residential areas with medium density, business areas, and office complex.KeywordS: electricity need, capacity of power plant

Abstract

This study aims to determine the quality of hospital wastewater that has gone through processing, toknow the effectiveness of Hospital Wastewater Treatment Plants in Kendari City, to know the distribution ofHospital Wastewater Treatment Plants based on the quality of their wastewater and develop managementstrategies. This type of research is qualitative descriptive with a survey approach. In this study, sampleswere taken in the inlet pipe section and the hospital wastewater treatment plant with BOD5, COD and TotalColiform test parameters. The results showed that based on the COD and BOD5 parameters of 8 (eight)hospitals that have only 1 (one) hospital wastewater treatment plant whose test results exceeded the qualitystandard based on KepmenLH no.05 of 2014. Total Coliform parameters were 8 (eight ) hospitals that havea Waste Water Treatment Plant have 2 (two) hospitals whose test results exceed the quality standards basedon KepmenLH no.05 of 2014. Effectiveness of hospital wastewater treatment plants based on BOD5 testparameters which have effectiveness between > 67-100% there are 6 (six) hospitals, the effectivenessbetween > 34 - 67% there is 1 (one) hospital and the effectiveness between 0 - 34% there is 1 ( one) hospital.Effectiveness based on COD parameters, effectiveness between > 67-100% there are 5 (five) hospitals,effectiveness between > 34 - 67% there is 1 (one) hospital and effectiveness between 0 - 34% there are 2(two) hospitals. Effectiveness based on total coliform parameters, effectiveness between > 67-100% thereare 3 (three) hospitals, effectiveness between > 34-67% there are 3 (three) hospitals and effectivenessbetween 0 - 34% there are 2 (two) hospitals. 2 (two) hospitals cannot evaluate their effectiveness becauseIPAL is not functioning / not functioning. Abstract

Kawasan permukiman dapat juga dikatakan kumuh apabila saluran drainasenya tidak berfungsi dengan baik, untuk itu diperlukan perencanaan sistem Drainase (jaringan drainase) agar dapat berfungsi secara optimal sesuai dengan Standar Pelayanan Minimal (SPM) guna menampung debit aliran air yang normal, terutama pada saat musim hujan dan terjadi pasang air laut sehingga tidak mengalami genangan atau banjir. Penelitian ini bertujuan untuk mengetahui eksisting jaringan drainase, area genangan, dan merencanakan pembangunan drainase yang optimal sesuai standar di Kelurahan Lapulu. Hasil penelitian menunjukkan eksisting jaringan drainase masih banyak ditemukan tidak berfungsi dengan optimal, seperti letak saluran drainase yang lebih tinggi dari pekarangan warga, adanya saluran drainase yang tersumbat oleh sampah, tertimbun tanah dan pasir, terputus karena pergeseran air dan rusak. Jumlah total jaringan drainase yang terdapat masalah yaitu sebesar 5.388 meter dengan prosentase 92,7% dan 250 bangunan yang disekitarnya terdapat genangan atau 43% dari seluruh bangunan. Perlunya sosialisasi oleh instansi yang terkait, Lembaga Swadaya Masyarakat, pemerhati lingkungan, maupun Perguruan Tinggi melalui kegiatan pengabdian kepada masyarakat. Guna menumbuhkan kesadaran masyarakat akan pentingnya menjaga kebersihan lingkungan, tidak membuang sampah di saluran drainase dan selalu menjaga saluran drainase agar tetap bersih sehingga dapat dengan lancar mengalirkan air pembuangan dari permukiman, air hujan dan genangan. Kata Kunci : Permukiman Kumuh, Sistem Jaringan Drainase.

Abstract

Penelitian ini bertujuan; untuk mengetahui hubungan kondisi wilayah dengan kejadian pencurian kendaraan bermotor di Kecamatan Mandonga. Kondisi wilayah yang dimaksud yaitu jumlah penduduk, kepadatan penduduk, aksesibilitas, lampu penerangan jalan, jumlah perdagangan barang dan jasa, rasio polisi terhadap jumlah penduduk dan rasio polisi terhadap luas wilayah. Metode analisis yang digunakan adalah analisis statistik menggunakan korelasi, uji Chi-Square, dan analisis spasial dengan SIG.Hasil penelitian ini menunjukan bahwa variabel jumlah penduduk dan rasio polisi terhadap jumlah penduduk mempunyai hubungan dengan kejadian pencurian kendaraan bermotor, sedangkan variabel kepadatan penduduk, aksesibilitas, lampu penerangan jalan, jumlah perdagangan barang dan jasa serta rasio polisi terhadap luas wilayah tidak mempunyai hubungan dengan kejadian pencurian kendaraan bermotor. Kata Kunci : Kondisi Wilayah dan Kejadian Pencurian Kendaraan Bermotor

Abstract

The potential of plantations can be developed as one of the assets of excellence in regional developmentprograms melalaui decentralization policy that can be used as part of the plantation sector for the economycontributes to effective contribution of plantations as a source of localrevenue Konsel. The purpose of this studywas to determine the commodity plantation crops and plantation crops commodity development strategies inKonsel. The data used in this research is secondary data obtained from multiple sources by taking the existingstatistical data and other documents relevant and necessary.This study was conducted in Konsel, from October to November 2015 regarding the developmentstrategy for the commodity of plantation crops in Konsel. The data used in this research is secondary dataobtained from multiple sources by taking the existing statistical data and other documents relevant andnecessary The results of this study indicate that: (1) The main commodity of plantation crops in Konsel that canbe developed in 2010-2014 was an average oil commodity LQ value of 1,136% cacao / cocoa amounted to1.214% and 1.5612% of the pepper plant. (2) Commodity crop plantations have direct relevance to future valueis the highest coconut,Suggestions for Konsel government needs to focus on the development of the leading sectors as sectors(agriculture, plantation, animal husbandry, forestry, and fisheries), (mining and quarrying) and (Trading,andindustrial). In order to develop Konsel particularly necessary strategies and policies appropriate to thedevelopment of both the leading commodity and not a feature.Keywords: Commodity Crops Development Strategy

Abstract

This study analyzes the management of the Village Joy Program in Kabaena Selatan District,Bombana Regency, based on the application of its functions in the process and stages of activities includingplanning, organizing, actuating, leading, coordinating , Commanding and Motivation (monitoring), andcontrolling (controlling), as well as the management of Gembira Desa funds for the 3 main components ofthe Gembira Desa program include: (1) infrastructure program activities; (2) Development of economic,socio-cultural activities; (3) Strengthening apparatus and community services. This research uses qualitativeresearch design, data collection techniques used are document studies, interviews and direct observation.The research informants were determined by the snowball sampling technique, including technical actors atthe district level, actors in the sub-district, village actors, community institutions and community groups. Theresults showed that (1) The management of the village's happy program had not gone well, where theGembira Desa program managers had not yet coordinated with each other, especially in the management offunds that were not transparent, so that good communication was needed so that the program officials andmanagers could run according to what is expected and the outcome of the village happy program outcomecan be achieved; (2) Management of the Gembira Desa program budget is seen in terms of allocation andrealization of funds, the program of activities has been carried out 100%, both infrastructure developmentactivities, economic, social and cultural development and, strengthening apparatus and community services.In terms of long-term benefit principles, the management of village happy funds is still far from expectations.Keywords: Program Management, Gembira Desa

Abstract

Implementasi Program Pengelolaan Hutan Kemasyarakatan (Studi Kasus Hutan Kemasyarakatan Desa Ambololi Kecamatan Konda Kabupaten Konawe Selatan). Dibimbing oleh R. Marsuki Iswandi dan Hasbullah Syaf. Tujuan penelitian ini adalah menganalisis implementasi program pengelolaan hutan kemasyarakatan dan faktor-faktor yang mempengaruhinya di Desa Ambololi, Kecamatan Konda, Kabupaten Konawe Selatan. Penelitian ini dilaksanakan di HKm Desa Ambololi Kecamatan Konda Kabupaten Konawe Selatan, menggunakan metode deskriptif. Jumlah responden adalah 45 orang yaitu 30% dari jumlah pengelola HKm (151 orang) yang dipilih menggunakan teknik random sampling. Hasil penelitian menunjukkan bahwa implementasi program pengelolaan HKm Ambololi menurut masyarakat setempat, sebagian besar cukup dipahami, cukup terealisasi dan cukup berhasil. Namun masih terdapat beberapa kendala teknis dalam pelaksanaan program di lapangan sehingga perlu memperhartikan beberapa saran dan masukan yang diajukan masyarakat. Faktor-faktor yang mempengaruhi implementasi program pengelolaan HKm Ambololi yaitu kurangnya sosialisasi sehingga tingkat pengetahuan masyarakat tentang HKm Ambololi dan peraturan perundang-undangan masih rendah, beberapa bantuan  pemerintah dalam rangka pelaksanaan program pengelolaan mengalami keterlambatan, pengawasan, pendampingan dan pemantauan belum maksimal, permodalam untuk operasional belum memadai dan beberapa pengurusan perizinan harus melalui proses yang cukup panjangKata Kunci : Implementasi, Program, HKm

Abstract

Implementasi RTRW dalam Penyusunan Program Pembangunan Kabupaten Konawe Selatan. Dibimbing oleh La Baco Sudia dan Lukman Yunus. Tujuan penelitian ini adalah untuk menganalisis implementasi RTRW dalam penyusunan program pembangunan di Kabupaten Konawe Selatan dan untuk menganalisis faktor-faktor yang mempengaruhi implementasi RTRW dalam penyusunan program pembangunan di Kabupatek Konawe Selatan. Lokasi penelitian ini adalah di Kabupaten Konawe Selatan Provinsi Sulawesi Tenggara tepatnya pada Badan Perencanaan Pembangunan Kabupaten Konawe Selatan dan beberapa SKPD lingkup Kabupaten Konawe Selatan yang terlaibat dalam penyusunan program pembangunan. Waktu pelaksanaan penelitian ini yaitu selama 3 (tiga) bulan yakni bulan April-Juni 2016. Jenis penelitian ini adalah penelitian kualitatif yaitu penelitian tentang riset yang bersifat deskriptif dan cenderung menggunakan analisis. Sampel dalam penelitian ini merupakan responden dari tiap-tiap SKPD yang dipilih dengan sengaja sebanyak 3 orang/SKPD. SKPD tersebut yaitu : Badan Perencanaan Pembangunan Daerah, Dinas Pekerjaan Umum, Dinas Pertanian, Dinas Kelautan dan Perikanan, Dinas Kehutanan, Dinas Pertambangan dan Energi dan Badan Lingkungan Hidup. Hasil penelitian menunjukkan bahwa RTRW telah terimplementasi dalam penyusunan program pembangunan di Kabupaten Konawe Selatan. Hal ini terlihat pada kesesuaian seluruh program kerja SKPD dengan RTRW Kabupaten Konawe Selatan. Faktor-faktor yang mempengaruhi implementasi RTRW Kabupaten Konawe Selatan yaitu pemahaman akan urgensi RTRW dalam penyusunan program kerja, adanya sosialisasi RTRW, adanya sistem pengawasan dan evaluasi dalam penyusunan program kerja, pengatahuan akan RTRW, adanya penegakan hukum dalam implementasi RTRW pada penyusunan program kerja dan ketersediaaan SDM dalam penyusunan RTRW dan program kerja.  Kata Kunci : Implementasi RTRW, Program Pembangunan
