Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

This research aims to determine government communication through the hashtag #EnergiBerkeadilan on social media Ministry of Energy and Mineral Resources (EMR). Research with a qualitative approach with a case study method on social media Ministry of EMR, d ata collection techniques with primary and secondary data. Primary data from interviews with key informants and secondary data in the form of literature reviews such as journals, books and related regulations. The results of the research revealed that the hashtag #EnergiBerkeadilan is a summary of Article 33 of the 1945 Constitution and President Joko Widodo's Nawa Cita, which is a tagline from the Ministry of EMR and is continued to become a hashtag on social media of the Ministry of EMR. The hashtag #EnergiBerkeadilan (1) was considered not to change how we spoke verbally or non-verbally on social media, (2) it became a campaign related to programs and performance achievements of the EMR sector on social media Ministry of EMR, (3) it could be used or made content search sources, (4) require activities that are planned and carried out broadly, to become a new means of social networking hashtag #Energiberkeadilan which makes people interested in participating in these activities, and (5) the Ministry EMR regularly carries out Temu Netizen activities, to change how build virtual communities.

Abstract

Focus of this research is to describe civil service system reform process in one country, by finding the detreminants of successful factors in transforming and developing civil service system in China. Descriptive qualitative analysis by study literature and examining secondary data as a data collection method use in this research. The result show that there are four determinants of successful: political, legal, bureaucratic, and economic factors. Best practices can be adopted from every factor (1) The political factors such as commitment, consistency, and leadership ability (2) The legal factors such as; Related to the main rules, supervision, and approval, (3)The bureaucratic factors such as: professionalism, implementation of a merit system, and improving welfare, and (4) The economic factors such as: pragmatic policy selection and economic development that encourage investment

Abstract

The implementation of government procurement of goods / services through e-tendering in Indonesia is still experiencing several problems. As with the implementation of e-tendering at the Regional Procurement Service Unit of the Ministry of Finance of South Sulawesi Province, which experienced a failed tender. In 2016, the number of failed tenders was as many as six failed tender packages amounting to IDR 4,695,581,000.00. Then in 2017, the number of tender packages failed as many as four packages amounting to IDR 36,531,445,000.00. In 2018, four packages experienced failed tenders valued at IDR 23,407,124,000.00. Until August 2019, there were two failed tenders with a value of IDR 2,061,932,000.00. In addition, there are still suppliers' conspiracy to participate in tenders. This study aims to evaluate the implementation of E-Tendering at the Regional Procurement Service Unit of the Ministry of Finance of South Sulawesi Province using a qualitative descriptive approach through interviews, observation and documentation study. The results showed that there was a delay in the completion of the tender, and the implementation of the reverse auction was not in accordance with the provisions. Adequacy of costs and results in the implementation of e-tendering has been fulfilled and there is also an even distribution of activities and benefits for all parties directly involved in the e-tendering process. The satisfaction of the parties in implementing e-tendering is the ease of system access, open competition and processes, and the ability to reduce workloads. Network maintenance that interferes with the tender schedule, the fairness of the Pokja ULPD honorarium, and the process of providing an explanation are not in accordance with the provisions. The implementation of e-tendering at the Regional Procurement Service Unit of the Ministry of Finance of South Sulawesi Province has been carried out quite well but there are still several things that need to be addressed, including the ad hoc status of the ULPD Working Group, competency of the parties, coordination between PPK and Pokja ULPD, network maintenance, fairness of value. honorarium for Pokja ULPD, and implementation of the stages of giving explanations..

Abstract

The Directorate General of Customs and Excise, in this case the Office of Makassar Customs and Excise Supervision and Service Office has set up a mechanism for enforcing discipline on officials and employees in all work units which has started to be implemented. In that way, discipline in uniform and sports clothing (for Friday morning gymnastics exercise), discipline in attendance and working hours, and discipline in attitude and behavior could be maintained. The problem that occurs inits implementation is that the process of recording employee violations by the Disciplinary Enforcement Team is still in manual mode, not paperless, and requires transparency that can be accessed in real time over the discipline control of all employees. The purpose of this study is to create an application system for recording violations in an electronic discipline enforcement process that makes it easy for the Disciplinary Enforcement Team to conduct violation administration. This research is a form of applied research conducted with a qualitative approach. Data were collected through observation, interviews, document reviews, and documentation in order to obtain information regarding the development of employees. Three informants were involved in this study. This research resulted in an application as a solution to facilitate the implementation of disciplinary processes that are based on applications, accessible via mobile devices, thus, expected to improve employee discipline, as well as a means of monitoring by leaders about the scale of discipline violations. Therefore, for effective enforcement of employee discipline within the organization, it is necessary to use SIPEDIS (Discipline Enforcement System) as a means that is able to provide convenience in its implementation.

Abstract

This study aims to capture the profile and competence of functionaries in the fields of Information and Communication Technology (ICT) and Public Relations in South Sulawesi, Southeast Sulawesi, Maluku, and Papua Provinces. Current research uses quantitative and qualitative approaches. Data collection was carried out by survey methods on 280 respondents, interviews with 50 informants and FGD in four provinces in 2018. Data were collected, presented, and described using interactive analysis techniques. The results showed that on average, the functionaries studied had an undergraduate education level and were relatively young. The majority of them are General Functional Officials, not Specific Functional Officials. Their work experience in their respective fields varies from less than 1 year to more than 10 years. ICT functionaries do office work, using word, numbers, and presentation processing applications. Public relations functionaries, predominantly use word processing applications. More than half them have never attended training in their respective fields, so only a few of them who have competency certificates. Their competencies have been measured in the range of 'beginner' to 'capable' levels. The efforts that have been made by the provincial government have not been many, but each the functionaries has tried to be able to work well by self-taught learning. The Provincial Governments’ person in charge admitted that they need support from the central government in order to improve the ICT and Public Relations competencies of the functionaries.

Abstract

The number of early marriages (15 years) is recorded highest in South Sulawesi. The figure reached 6.7% compared to the national figure of only 2.46%. The consequences of early marriage include the loss of children's rights such as education and being protected from exploitation, as well as the emergence of health problems. The purpose of this research is to describe the strategy of preventing early marriage through PIK-R at SMK Negeri 1 Bulukumba. The method used is qualitative method with case study design. Data obtained through structured interviews and document review. The informants in this study were 14 people, namely principals and teachers of SMK Negeri 1 Bulukumba (4 people), parents of students (5 people) and students (5 people). The data were analyzed with thematic analysis. The results showed that PIK-R has been implemented in SMK Negeri 1 Bulukumba through three strategies, namely child empowerment in school, family empowerment through parental supervision and emphasis on social factors that are at risk at early marriage. In its application this second strategy has not been optimal. The third strategy is to increase students' knowledge through formal education whose application has not been implemented, although students consider that knowledge related to early marriage is very important. This study recommends empowering the role of families, creating a local content curriculum related to reproductive health and prevention of early marriage, as well as follow-up research involving students who have not been involved in PIK-R activities.

Abstract

Abstract : A country generally performs fundamental changes in line with its economic, political, cultural, and social circumstances. As a part of changes, tax reform is an important step in the development of a country. Certainly, the implications for each country vary according to characteristics that country. Therefore, it will be very interesting if we compare tax reforms among countries before formulating a better approach to tax reform in the future. This paper aims to provide a flow of analysis to compare tax reforms based on the perspective of driving factors, expectations, and elements.Keywords : Tax reform, Analysis flow, Driving factor, Expectation, Element. Abstrak : Sebuah negara umumnya melakukan perubahan penting sejalan dengan, situasi politik, budaya, dan sosial ekonomi. Sebagai bagian dari perubahan, reformasi pajak merupakan langkah penting dalam pembangunan suatu negara. Tentunya, implikasi untuk masing-masing negara berbeda sesuai dengan karakteristik negara tersebut. Oleh karena itu, akan sangat menarik jika kita membandingkan reformasi pajak di antara beberapa negara sebelum merumuskan pendekatan reformasi pajak yang lebih baik di masa yang akan datang. Makalah ini bertujuan untuk memberikan alur analisis dalam membandingkan reformasi pajak berdasarkan perspektif faktor pendorong, harapan, dan elemen. Alur ini akan membantu kita menemukan - dengan cara yang sistematis - kesamaan pelaksanaan reformasi pajak antar negara. Kami mensimulasikan alur ini untuk mengidentifikasi kesamaan tersebut di antara negara-negara transisi, maju, dan berkembang berdasarkan literatur dan penelitian sebelumnya. Sebagai hasilnya, kami menyoroti dengan jelas kesamaan reformasi pajak antara negara-negara tersebut dalam perspektif faktor  pendorong, harapan, dan elemen.Kata kunci : Reformasi pajak, Alur analisis, Faktor pendorong, Harapan, Elemen.

Abstract

Abstrak : Untuk kepentingan penyelenggaran pemerintahan dan  pembangunan, diperlukan adanya institusi/lembaga teknis yang memiliki kapasitas fungsi kelitbangan dalam rangka memadai dalam pelaksanaan dan peningkatan kualitas serta pemanfaatan hasil kelitbangan dan  inovasi daerah. Oleh karena itu penelitian ini bertujuan untuk membahas dan  menganalisis peningkatan  kapasitas fungsi  penelitian dan pengembangan inovasi daerah. Penelitian ini menggunakan pendekatan kualitatif dengan jenis  penelitian studi kasus. Hasil penelitian mengungkapkan bahwa aspek sistem kebijakan pada dasarnya cukup memadai, namun masih terdapat kebijakan yang cenderung melemahkan kapasitas fungsi kelitbangan dan memerlukan penataan, penyempurnaan. Aspek  organisasi/kelembagaan cukup memadai, namun masih terdapat permasalahan yang memerlukan penataan dan penguatan pada aspek struktur organisasi, sarana dan prasarana serta anggaran. Aspek sumber daya manusia cenderung sangat lemah dan tidak mencerminkan postur organisasi “techno-structure” atau lembaga teknis daerah. Adapun aspek fungsi kelitbangan masih lemah dengan indikasi kapasitas fungsi serap IPTEK belum diaktualisasikan, kapasitas fungsi penelitian dan pengembangan pada dasarnya sudah dilaksanakan namun masih belum maksimal, dan kapasitas fungsi diseminasi dan publikasi belum diaktualisasikan.Kata kunci : Peningkatan Kapasitas, Pengembangan Kapasitas Organisasi, Penelitian dan Pengembangan Inovasi. Abstract: For the purposes of organizing governance and development, it is necessary to institutions / technical institute which has a capacity of research  and development functions in order to adequately in implementing and  improving the  quality  and utilization of kelitbangan and innovation area. This study aims to discuss and analyze the capacity of research and development functions of regional  innovation with a focus on the case of Agency for Research  and Development of South Sulawesi province in the position and function as a local technical institute in the field of research  and development of regional  innovation. This study used a qualitative approach with a case study. Results of the study revealed that aspects of the policy system is basically adequate, but there are policies that tend to weaken the capacity of kelitbangan function and  requires structuring, improvement. Aspects of the organization/institution are adequate, but there are still issues that need restructuring and strengthening the aspects of organizational structure, infrastructure and budget. Aspects of human resources tend to be very weak and do not reflect the posture of the organization “techno-structure” or a local technical institute. While aspects kelitbangan function is still weak with indications: the capacity of science and technology absorptive function has not been actualized, the capacity of research and development functions is basically already done, but still not up, and dissemination and  publication functional capacity also yet actualized.Keywords : Capacity Building, Organizational Capacity Development, Research  and Development Innovation.

Abstract

Abstrak : Penilaian efektivitas organisasi merupakan suatu kegiatan yang sangat penting karena dapat digunakan sebagai instrumen dalam mengukur keberhasilan pencapaian misi organisasi tersebut. Penelitian ini mengangkat masalah mengenai kepemimpinan, disiplin dan motivasi pegawai Badan Kepegawaian Daerah (BKD) Provinsi Sulawesi Selatan. Oleh karena itu, penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi efektivitas organisasi pada  BKD Provinsi Sulawesi Selatan. Penelitian ini menggunakan metode kuantitatif-asosiatif. Motivasi pegawai, kepemimpinan, dan disiplin pegawai memiliki hubungan positif dengan efektivitas organisasi. Hal ini dapat dilihat dari hasil penelitian menunjukkan bahwa pengaruh variabel motivasi sebesar 3,96%, pengaruh variabel kepemimpinan sebesar 3,61% dan pengaruh variabel disiplin pegawai sebesar 3,24%.Kata kunci : Motivasi pegawai, Kepemimpinan, dan  Disiplin pegawai. Abstract : Assessment of the organizational effectiveness is an important activity because it can be used as an instrument to measure success  in achieving the organization’s mission. This study raised the questions of leadership, discipline and motivation faced by the Regional Employment Board (BKD) of South Sulawesi Province. Therefore, the objective of the  study  was  to understand factors (motivation, leadership, and employee’s discipline) affecting the effectiveness of BKD of South Sulawesi Province. This research using quantitative-associative methods. The result of the study showed that motivation, leadership, and employee’s discipline positively correlated  with  organizational effectiveness, in which motivation has the most influence of 3,96%, leadership of 3,61%, and employee’s discipline of 3,24%.Keywords : Employee’s motivation, Leadership, and Discipline.

Abstract

Abstrak : Perbankan mempunyai peranan yang penting dalam perekonomian seiring dengan fungsinya untuk menyalurkan dana dari pihak yang mempunyai kelebihan dana kepada pihak-pihak yang membutuhkan dana. Apabila sistem keuangan tidak bekerja dengan baik, maka perekonomian menjadi tidak efisien dan pertumbuhan ekonomi yang diharapkan tidak akan tercapai. Penelitian ini bertujuan untuk menganalisis variabel paling dominan dan pengaruh variabel kualitas pelayanan, kemudahan fasilitas, produk, biaya, brand image, bunga dan kelengkapan, terhadap keputusan nasabah dalam memilih produk jasa perbankan di PT. Bank Internasional Indonesia Tbk, cabang Makassar. Metode yang digunakan dalam penelitian adalah asosiatif dengan melakukan survai terhadap seratus delapan puluh satu nasabah yang terdiri dari nasabah yang memilih menutup dan membuka rekening di PT. Bank Internasional Indonesia Tbk, cabang Makassar. Hasil dari penelitian ini menunjukkan bahwa faktor-faktor seperti kualitas pelayanan, kemudahan fasilitas, produk, biaya, bunga dan kelengkapan, berpengaruh signifikan terhadap keputusan nasabah dalam memilih produk jasa perbankan di PT. Bank Internasional Indonesia Tbk, cabang Makassar. Adapun faktor yang paling dominan adalah kualitas pelayanan.Kata kunci : Kualitas pelayanan, Produk jasa perbankan, Keputusan nasabah. Abstract : Banking has an important role in the economy along with the  function to channel funds from parties who have excess funds to the parties that need funds. If the financial system is not working properly, then the economy becomes inefficient and the expected economic growth will not be achieved. This study aims to analyze the most dominant variables and variables influence the  quality of service, ease of facilities, products, pricing, brand image, interest  and premium, against a decision in choosing products customers of banking services  at PT. Bank Internasional Indonesia Tbk, a branch of Makassar. The method of this research is a field survey by interviewing one hundred and eighty-one customers that consists of customers who has chosen to close and open accounts at Bank Internasional Indonesia Tbk, Branch of Makassar. The result of this study indicates that factors such as quality of services, ease of facilities, products, costs, interest and premium, has significantly influenced customers’ decisions in choosing a banking service product at PT. Bank Internasional Indonesia Tbk, Makassar branch. While, the most dominant factor is the quality  of services.Keywords : Service quality, Bank service product, Customer’s decision.
