Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

Discussions about public transportation are inseparable from the global definition of public transport or transportation activities that serve the public or the general public. It appears that public transportation arises because of traffic congestion effects, so that five transportation diseases arise, namely congestion, chaos, pollution (air and noise), accidents and high costs. Effective public transportation systems in some developed countries are supported by the involvement of enormous government subsidies. This study aims todetermine the level of public interest in the availability of public transportation facilities in Muara Bungo. The type of research used is descriptive quantitative research. This analysis uses data processing in the form of scoring and uses statistical analysis using SPSS software. 16. The level of public interest in the availability of public transportation facilities in Muara Bungo, based on findings from 300 sample respondents, 97% of respondents have a supporting opinionthe implementation of the Public Transportation System in Muara Bungo area. The form of preference (choice) of the Muara Bungo Moda public transportation mode, from the research findings, shows that the choice of respondents in the type of vehicle suitable for public transportation is Intermediate Bus by 43%. Theoretically, this type of research can be used as a preliminary study in developing public policy. For the Bungo District Government, it is necessary to conduct a study of the public transportation systemfeasilibily, referring to research findings that show the high interest of respondents on public transportation facilities.

Abstract

The purpose of this study was to investigate the effect of the improved leadership training program designed for lower level public service managers on the quality of public service in which the local wosdom of Mo’odelo leadership was treated as an intervening variable. This research employed a qualtitative approach using an explanatory survey technique. Data were collected through questionnaires and interviews. The were analysed using PLS (Partial Least Square) technique with the help of SmartPLS 3.1 software. The population consisted of lower level managers within the Gorontalo Provincial Government and ASN personnel at the Gorontalo Province Training Agency amounting to 520 people. Eighty-four sample respondets were drawn from the population. The results showed that: (1) the Newly improved leadership program for lower level did not directly affect on Public Services Quality; (2) the effect of the new leadership program on Public Services quality was mediated by indigenous Leadership Competency called Mo’odelo. This study therefore recommends that Gorontalo Provincial Government should complement the leadership development program with Mo'odelo as local wisdom if the objective is to include improvement of public service quality.

Abstract

Family planning counsellors are an important factor in carrying out family planning programs, but the performance of family planning counsellors towards Department of Control of Population and Family Planning in Makassar City are still not optimal. Based on these problems, this research aims to determine and analyse the performance of family planning counsellors at the Department of Control of Population and Family Planning in Makassar. The research method used in this research is descriptive quality method. Data collection methods used in this research are interviews, document review and observation. Meanwhile, data collection instruments used in this research are interview guidelines, guidelines for reviewing documents and observation guidelines. Moreover, data analysis techniques used in this research are conducted by means of data reduction, data presentation, conclusions drawing and verification. After that, the validity of the data is tested by using the triangulation technique. The results of this research indicated that the overall performance of family planning counsellors was in a good category but there were still several indicators that need to be improved to maximize the performance of family planning counselors.

Abstract

Tax audit success is determined by performance of tax auditors. Therefore, to achieve optimal tax audit results, some efforts are needed to increase performance of tax auditors. Performance of tax auditors is influenced by several factors, including professionalism, work experience and organizational commitment of tax auditors. Several previous studies have shown that professionalism, work experience and organizational commitment influence performance of tax auditors. But there are also some previous studies show professionalism, work experience and organizational commitment do not influence performance of tax auditors. This study aims to determine the effect of including professionalism, work experience and organizational commitment on performance of tax auditors at Bulukumba Small Tax Office. The Population of this study are 37 tax auditors at Bulukumba Small Tax Office. The number of samples is determined by total sampling technique, which is taking all the population of 37 respondents. The data collection technique is questionnaire. Data analysis used is through multiple linear regression analysis with partial and simultaneous hypothesis tests. The results indicate that there is a positive and significant influence on professionalism, work experience and organizational commitmentto performance of tax auditors. This means that performance of tax auditors at Bulukumba Tax Office is generally influenced by professionalism, work experience and organizational commitment of tax auditors and the others is influenced by other factors not included in this research model

Abstract

The delivery of public services is an attempt by the State to fulfill the basic needs and civil rights of every citizen of the goods, services, and administrative services provided by the public service providers. This study aims to determine how the quality of public service in subdistrict office tabir ulu merangin regency. Method This research uses descriptive research with a qualitative approach. Research data collection techniques by observation, interview and document review with informants totaling seven people. The results showed that the quality of public services in the Tabir Ulu Sub-District Office has not been well implemented overall, judging by the five dimensions of quality of public services, which are tangible, reliability, responsiveness, assurance, and empathy. Tangible, the waiting room is not yet equipped with air conditioning such as air conditioning, so that people do not feel comfortable in the waiting room. Reliability, the speed of employees in administrative management has been classified as good, seen from the ability and expertise in the use of technology in the office as a tool in the process of serving the community. Responsiveness, in serving the community, cannot yet be fully felt by the community, because officers in performing services are not in accordance with the right time and there are still some complaints from the community that cannot be responded quickly. Guarantees, there are still services that have not been guaranteed to be completed within the allotted time. Empathy, special treatment is still found for people who have kinship relations.

Abstract

This study aims to determine the extent of the readiness of the competency of the Civil Servant (ASN) in the implementation of the Budget Sector Medium Term Expenditure Framework (KPJM) of budget field on financial and regional income department of west sulawesi. The method used in this study is a qualitative method with a descriptive approach, where this study uses interview guidelines as the main instrument of data collection. The informants in this study came from the staff of the budget department of BPKPD west sulawesi one person, secretary of BPKPD one person, the head of the budget department one person, the head of the sub-sector of the budget three people, the budget staff seven person. The results of the research are that the Medium Term Expenditure Framework system program is ready to be applied in the Budget Sector of the West Sulawesi Province Finance and Regional Revenue Management Agency as one of the needs in streamlining the management of the budgeting process, as well as the required competencies which have been a concern in terms of the ability to operate the Medium Term Expenditure Framework system is ready, only a little constrained by the absence of socialization or training and the absence of work guidelines for the application of (KPJM) as a reference for operating the (KPJM) system.

Abstract

One of the factors that affects patient satisfaction in health care is the communication done by healthcare personnel. The purpose of this research is to analyse the therapeutic communication relationship of nurses from the aspect of openness, empathy, nursing support, positive attitudes of nurses and equality between nurses and patients with the satisfaction of inpatient patients in Wotu Puskesmas Luwu Timur district. the type of research is analytical observational research, with cross sectional study design. The population and samples in this study were 87 respondents (saturated samples) with Purposive Sampling technique. The results of this study showed that the therapeutic communication of nurses from the aspect of openness, empathy, nursing support, positive attitudes of nurses and equality between nurses and patients are linked closely to the patient satisfaction in Wotu Puskesmas. The Wotu Puskesmas can increase patient satisfaction by increasing the skills of nurses in the Wotu Puskesmas inpatient installation.

Abstract

Home care services at midnight many residents complained and there is no distribution of home care officers at the Bara-Baraya Public Health Center in Makassar. The focus of research in this study is the evaluation of the implementation of home care programs at the Bara-Baraya Public Health Center in Makassar City. This study aims to evaluate the implementation of home care programs at the Makassar City of Bara Baraya Health Center. The approach used in this study is a qualitative approach that describes and observes deeply the evaluation of the implementation of home care programs at the Makassar City of Bara Baraya Health Center. This research also uses applied research design. The data source in this study was taken from four home care officers at the Bara-Baraya Public Health Center in Makassar City and four people who use home care services. The results showed that the input sub-variables can be quite good. Medical devices such as thermometers, tensimeters, and stethoscopes function properly and are suitable for use in home care health services. Then operational funds such as staff salaries are paid according to the number of visits to the community. The doctor for Rp. 100,000 / visit and nurses 75,000 / visit. But in the aspect of home care officers is still inadequate. Home care workers have a dual role between serving the community at the puskesmas, as well as serving the community at the residence. In the process sub-variables, it can be quite good. In the call center aspect, people can easily call the call center because this service is toll free. Home visits and observations have been carried out carefully. But the division of duties of home care officers is not optimal. In the output sub-variable, it can be said to be good because the public can directly benefit from home care services.

Abstract

Clinical pharmacy service is one of the patient-oriented health services so that it needs to be done in accordance with clinical pharmacy service standards to create quality and quality services. The purpose of this study was intended to find out how compliance with Clinical Pharmacy Services at RSUP Dr. Wahidin Sudirohusodo is in accordance with eleven clinical pharmacy service indicators based on Minister of Health Regulation No. 72 of 2016. The research method uses qualitative approach. Data collection was conducted at Dr. RSUP Wahidin Sudirohusodo Makassar with in-depth interviews, observation and documentation. The research informants were the Head of Pharmacy Installation, the Person in charge of Drug Information Services, the Responsible Department of Depos, Pharmacists, and Patients. The results found that ten indicators of clinical pharmacy services were assessment and prescription services, tracking drug use history, drug reconciliation, drug information services (PIO), counseling, visite, Drug Therapy Monitoring (PTO), Monitoring of Drug Side Effects (MESO), Evaluation Drug use (EPO), dispensing sterile preparations; and Monitoring of Drug Levels in Blood (PKOD) has been carried out well although there are still indicators that are not optimal. Only one indicator that has not yet been implemented is monitoring blood drug levels because it is constrained by the financing of facilities and infrastructure which are quite expensive. Compliance Clinical Pharmacy Services at RSUP Dr. Wahidin Sudirohusodo Makassar has done quite well but there are still a few things that need to be addressed by the hospital, including the need to increase human resources, scheduling more intense visite, adequate budgeting for the procurement of medical devices and educational media products.

Abstract

Abstract Health inspection activities on the workforce is still a challenge in its application because no initial health checks and special health checks on the workforce. Based on these considerations, this study aims to evaluate the application of labor inspection in the Center for Occupational Safety and Health Development, in accordance with Minister of Manpower and Transmigration No. 02 of 1980 concerning health checks and work safety management. The research method used was qualitative discussion material that discussed health issues at the Center for Occupational Safety and Health Development. Data sources analyzed were the results of interviews, direct observations in the field of services, the general field of labor and document review at the Makassar Center for Occupational Safety and Health Development. Research results related to the implementation of medical examinations in companies are still ineffective because they apply initial and special health examinations, the discussion offered by researchers for BBPK3 to revise or amend, Law No. 1 of 1970 concerning work safety and the application of ISO 15189 on clinical laboratory accreditation so that companies can examine initial, periodic and special occupational health, examine the workforce health of workers to improve efficiency and improve workforce performance higher.
