Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

Public service delivery in Indonesia often overlooks the specific needs of vulnerable groups, such as elderly citizens, persons with disabilities, and pregnant women. Despite policy commitments to inclusivity, such as those outlined in Law No. 25 of 2009 on Public Services, implementation at the village level remains limited, revealing a gap between regulatory intent and service practice. This study examines how inclusive service design can bridge that gap through the creation of a dedicated “services cape” at the Minasa Baji Village Office, Maros Regency. Anchored in the framework of inclusive public administration, the study explores how physical space and participatory planning contribute to equitable service access. Using a qualitative approach involving interviews, observation, and documentation, data were collected from village officials and representatives of vulnerable groups to co-develop a specialized service room. The initiative, trialed for 11 days with minimal funding, yielding preliminary insights that would guide future improvements. This change project successfully improved public service quality by reducing average waiting time by over 66%, increasing accessibility by 100%, achieving near-perfect information clarity, enhancing visitor satisfaction, and improving operational cost efficiency, with an overall success rate of 87.2%. The findings demonstrate that low-cost, community-driven innovations can effectively enhance inclusivity and service efficiency. Theoretically, this study advances the discourse on inclusive governance by highlighting the role of participatory spatial design in promoting equitable access within grassroots public administration contexts.

Abstract

Digital transformation has driven significant changes in work systems, including the implementation of the Work From Anywhere (WFA) concept, which enables technology-based work flexibility. This work model is not only applied in the private sector but is also being adopted in public services to improve efficiency and accessibility. However, the implementation of WFA in the public sector faces challenges such as the digital infrastructure readiness, data security, and changes in work culture. This study aims to analyze the development of research related to Work From Anywhere (WFA) in optimizing public services in the digital era through a bibliometric approach. The method used is bibliometric analysis with a quantitative technique using data from academic databases such as Scopus and Web of Science. VOSviewer software is used to map research trends, collaboration between researchers, and identify research gaps in this topic. The results show that the publication trend on Work From Anywhere (WFA) in the public sector has increased significantly since 2020, in line with the COVID-19 pandemic that encouraged remote work policies. The analyzed studies reveal that the success of WFA implementation in the public sector is highly dependent on technological readiness, flexible policies, and results-based evaluation systems. In addition, the main challenges faced are the digital divide between regions and the need for stricter regulations related to cybersecurity. In conclusion, Work From Anywhere (WFA) has significant potential to improve the effectiveness of public services if supported by appropriate regulations, adequate technological infrastructure, and human resource readiness. Therefore, an adaptive policy strategy is needed to ensure this work system can be optimally implemented without compromising the quality of public services.

Abstract

Stunting is a chronic nutritional problem with widespread impacts on the quality of human resources and sustainable development. One of the regions with the highest stunting rates is Enrekang Regency, South Sulawesi Province. Enrekang Regency has consistently recorded one of the highest stunting prevalence rates in South Sulawesi from year to year and has yet to achieve its prevalence reduction target. This study examines the implementation of the Collaborative Governance Regime (CGR) in managing stunting in Enrekang Regency. It aims to analyze the dynamics of multi-actor collaboration as well as the supporting and inhibiting factors affecting program effectiveness. This qualitative case study collected data through interviews and observations, which were then analyzed interactively and validated using triangulation techniques. The results indicate that inter-agency collaboration in Enrekang has been established through the three main dimensions of CGR: principled engagement, shared motivation, and capacity for joint action, which are manifested in integrated programs such as the Bapak/Bunda Asuh Anak Stunting (Stunting Children Foster Parents) initiative and cross-sectoral Convergence Actions. Since its inception, this collaboration has successfully reduced stunting rates from 28.50% (2019), 23.30% (2020), 21.50% (2021), 19.45% (2022), to 19.04% (2023). These results indicate that the dynamics of collaboration involving specific and sensitive interventions can increase public awareness in stunting management. However, obstacles were found in the form of budget constraints, government dominance in deliberative processes, and data collection challenges. Adaptation was carried out by focusing interventions on priority locus areas, optimizing the role of posyandu (integrated health post) cadres, and strengthening institutional coordination. It is concluded that strengthening fiscal capacity, involving non-governmental sectors, and improving the data collection system are key to the sustainability of collaborative stunting reduction at the regional level.

Abstract

This study aims to analyze how regional policy innovation contributes to the implementation of human rights-based inclusiveness in Wonosobo Regency, Indonesia, and to identify the gap between formal policy commitments and substantive implementation. The study focuses on accessibility governance, inclusive education, and disability-based economic empowerment at the district-government level. This research employed a qualitative case study approach within a constructivist paradigm. Data were collected through in-depth interviews, field observations, and documentation studies involving local government officials, disability organizations, education stakeholders, and regional policy documents. The study examined accessibility inspections in public facilities, inclusive education practices in schools, and disability-based Micro, Small, and Medium Enterprise (MSME) empowerment through the Difabel Mart program. The results show that regional policy innovation in Wonosobo Regency has expanded formal access and institutional recognition for vulnerable groups. Accessibility inspections were conducted in 24 public facilities, inclusive education services expanded to 184 schools serving 466 students with disabilities, and disability-based MSME programs increased participation and market visibility for persons with disabilities. However, significant implementation gaps remain. Several accessibility facilities were only partially functional, institutional readiness among schools was uneven, and the sustainability of disability-based MSMEs remained dependent on government facilitation and event-based promotion. This study concludes that the main challenge in implementing human rights-based inclusiveness in Wonosobo Regency lies not in the absence of policy commitment, but in the uneven transformation of inclusive policies into substantive and sustainable governance practices.

Abstract

This study aims to analyze the relationships among regional leadership, public policy innovation, and regional autonomy within the context of governance transformation. Using a Systematic Literature Review (SLR) approach guided by the PRISMA framework, this study synthesizes recent literature to identify theoretical patterns and conceptual alignments among the main variables. The findings indicate that regional leadership functions as a strategic node that unlocks autonomous space, while policy innovation serves as a mechanism that transforms authority into enhanced governance performance and policy effectiveness. In this context, regional autonomy plays a dual role: as an enabler that creates opportunities for innovation and as a structural constraint that limits innovation through regulations and institutional capacity. Thematically, the study identifies a shift from transformational leadership to adaptive and collaborative leadership, alongside a transition from technology-based innovation toward collaborative governance. Based on this synthesis, the study develops an integrated analytical framework called the Transformation Loop. This framework connects five key variables: leadership, regional autonomy, policy innovation, governmental performance, and policy effectiveness within a dynamic and reciprocal relationship. The novelty of this study lies in the integration of three major dimensions into a single conceptual model capable of explaining regional governance transformation systematically rather than partially. These findings contribute to the advancement of public administration literature and offer practical implications for strengthening strategic leadership and policy innovation in the autonomous regions.

Abstract

Equal access to education is an important indicator in human resource development and reducing regional inequality in Indonesia. Differences in geographical conditions, socio-economic factors, and availability of educational infrastructure may create disparities in educational participation across provinces. This study aims to analyze the pattern of educational participation inequality across provinces in Indonesia and to identify regional groupings based on education participation levels.This research employs a quantitative approach using provincial educational participation data by education level in 2025. The analysis was conducted through descriptive statistical analysis, spatial mapping, and regional clustering using the K-Means clustering method.The results show that participation at the basic education level is relatively evenly distributed, with an average participation rate of 98.06 percent at the primary school level and 94.66 percent at the junior secondary school level. However, participation declines at the senior secondary level to 76.75 percent and decreases more significantly at the higher education level to 29.48 percent. The clustering results identify three regional groups consisting of a high participation group with two provinces, a medium participation group with twenty-four provinces, and a relatively low participation group with twelve provinces. This study contributes theoretically by integrating spatial analysis and unsupervised machine learning in examining educational inequality, thereby advancing the application of computational approaches in public policy analysis. From a policy perspective, the findings provide an empirical basis for data-driven governance and support the formulation of place-based education policies aimed at reducing regional disparities in educational participation.

Abstract

This study aims to analyze the development of research on public participation in election monitoring using a bibliometric approach. This study is particularly important in light of the increasing demands for transparency, accountability, and integrity in democratic governance. The method employed is bibliometric analysis of 332 documents indexed in the Scopus database for the period 2014–2025, using analytical techniques including publication trends, citation analysis, author collaboration, and thematic evolution, supported by VOSviewer and Biblioshiny software. The results show a significant increase in the number of publications, with an annual growth rate of 9.57%, indicating growing academic attention to this topic. Citation analysis reveals that earlier publications have a higher scientific impact, while journal distribution demonstrates a multidisciplinary character, with a strong presence in sustainability and governance-related fields. In addition, the author collaboration network remains fragmented, and research contributions are predominantly dominated by developed countries. The thematic analysis indicates that the main focus revolves around “public participation”, “citizen participation”, and “civic engagement”, with a gradual shift toward more specific and interdisciplinary approaches. In conclusion, research on public participation in election monitoring has developed progressively and remains highly relevant in modern democratic contexts. This study recommends strengthening international collaboration and enhancing the integration of digital technologies to promote more effective public participation.
