Abstract

Corruption is a classical phenomenon but still interesting to be discussed. Corruption does not only contribute to negative impacts on the economic growth but also generates negative impact on the moral ground of the entire country. Many studies have investigated the determinants of corruptive behaviors. Of toe studies, two dominant approaches have been used including by previous scholars to explain corruption phenomenon; economic approach and organizational behavior approach. In this study the organizational behavior approach is used including the use of social information processing theory to theoretically explain why good people are trapped to corrupt when they are part of public organization. Detailed reason why this approach is used and how the social information processing theory explains logically the corruptive behaviors in organization ate further discussed.

Abstract

This paper drives from the environment risk and knowledge literature a model that integrates organizational form and epistemological of public agencies responsible for addressing innovation. Practically, the model in making connections between knowledge management and innovation and provides public agencies manager with a systematic framework for relating democratic context knowledge production processes to particular local government organization.

Abstract

Artikel ini bertujuan melakukan konfigurasi pemangku kepentingan dalam masyarakat dalam menyediakan lokasi atau tempat. Penilaian cara masing-masing pemangku kepentingan berperan dalam proses penentuan lokasi atau tempat dengan mengadakan analisis ketersediaan dana dalam rencana anggaran. Untuk memerikan gambaran untu tentang pemerintah dalam pembangunan, penrhtungan kmprehensif dilakukan guna menentukan ketersediaan dana yang dibutuhkan dalam rencana anggaran belanja nasional dan dikombinasikan dengan struktur rencana anggran belanja pemerintah lokal. Penggunaan persamaan ICOR membantu menunjukkan jmlah dana yang dibutuhkan untuk mmbiayai pembangunan. Berdasarkan hasil dari perhitungan itu, akan membantu membuat kesimpulan tentang sejauh mana pemerintah berperan dalam pembangunan dan pada gilirannya dalam penentu tempat atau lokasi.

Abstract

The availability of professional apparatur is expected to anticipate the very fast changing environment. The changing environment requires the capability of apparatus to grasp opportunities in order to optimize economic growth sustainably. However, professionalism can only be achieved if there is political will from the government to change the philosophy, value, structure and procedure of bureaucracy. In the case of tourism, new approaches are essential to develop the performance of tourism compatible with market. However, we still have to maintain socio-cultural aspects which are the main factor of tourism.

Abstract

The existence of social capital is really important in development because social capital plays a role to achieve sustainability development. It also applies in community development process. Community development strategy can be implemented through empowering the institution and civil society organizations. Those are form of social capital that develops in society. Bali province government has been adapting the existence of social capital through the empowerment of Pakraman village. Pakraman Village is an indigenous community that is formed on the socio-religious bound. The most common way to empower society is based on the establishment of village credit institutions (Lembaga Pengkreditan Desa: LPD) One of the LPD that shows its existence in the midst of intense competition with other financial institution is LPD Pakraman Batuaji Kawan Village in Tabanan, Bali Province. Thus, this paper is aimed to elaborate the contribution of social capital in management of LPD Pakraman Batuaji Kawan Village. The research methodology that had been used in this paper was qualitative descriptive with case study approach. Meanwhile, data collection techniques that had been used in this research were interview, observation and documentation. The result of this research show that social capital has a positive role in supporting the management of LPD such as the planning and budgeting activities, personnel recruitment process, the lending process, the process of resolving non performing loans, the process of supervision and accountability. Based on these result, the adoption of social capital in the process of community empowerment plays significance role in maintaining the community empowerments program.

Abstract

Automotive industrialization is the most relevant topic for discus to understand the development of industrialization in Indonesia. Because, automotive industry has specific character as representation of Indonesian strategy that is sensitive influenced by political factors. Many interests and missions have to accommodate in automotive industry have made automotive industry become dynamic and uncertain sector to be influenced. This research intended to understand the dynamic changing of automotive policies among 1966-1996, that are contains many controversial policies, with policy study approach. This approach does to answer the research question: how political contect will affect policy making process in Indonesian automotive policies. The research analysis focused on the understanding of factors interaction in policy making process by observing the patterns of the interaction among the government, business man, political and economical enviroment. Based on the research result, political context of automotive policies among period 1966-1996 was influenced by strong patronage in the Indonesian automotive policy making process because the interest in: nativism, foreign capital pressure, and nepotism.

Abstract

Proses kolonialisasi pada akhir abad XIX dan awal abad XX bukan hanya rnenimbulkan persoalan internal di kalangan pemerintahan Hindia-Belanda, tetapi jugs berdampakpada proses aplikasi kebijakan dengan dalih Etis". Periode 1870-1930-an adalah merupakan periode dalam sejarah politik pembangunan Indonesia yang sangat penting untuk melihat betapa krusialga proses kolonialisme di Indonesia. Pertama, bahwa mekanisme kebijakan lebih diarahkan sebagai bentuk recovering pembangunan akibat Kebijakan Tanam Paksa 1830-1870. Kedua, bahwa dalam praktiknya, kebijakan yang digulirkan justru sangat pradoks pada tingkat publik. Munculnya berbagai ketegangan sosial, ekonomi bahkan politik (Colonial Strained) bersamaan proses pembangunan pada awal abad )0( memberikan nuansa lain. Artinya antara kebjakanpublik (public policies) dengan ranah publik (public spaces) belum menjadi konstruksi kebijakan kolonial secara menyeluruh dan sangat bias kolonial.

Abstract

In the recentyears, the implementation study is facing a difficult time since its emergence for several deracks ago. This challenging, as a matter of fact, is caused by of various factors. Among of these factors, only to mention several of them, are.-first, the emergence of new public administration (NPM) in the 1990s. Some scholars argued that NPM souk/ be utilized to remedy iheprohlems of implementation, which mainly is seen as the probkm of administrative and management. This development subsequently raises a critical question to the implementation stuch, whether this study should be continued or not. Second, the declining of the domination of the government as the sole agent which is responsible to implement the government polity as the consequence of the need for democratisation. The second development gives new pressure to the government to invite more active role of the civil society and private sectors, not only to implement the government polity, but also to set up policy agenda and to formulatepoliry. The involvement of various organisations in implementing government policies means that the administrative and management approaches to understand the problems of implementation are not relevant any longer. After discussing all of these problems, this article then argues that the implementation study should renew its approach if this study still wants to maintain its existence. To do so, this article suggests that the scholars who carryout research on this theme should understand the problems of implementation not only as administrative and management as such, but also as political problem as well. This means that the problems of implementation should be understood also as the dynamic of the relationships among the stakeholders who have interest to a certain kind of policy within the policy cycle.
