JKAP (Jurnal Kebijakan dan Administrasi Publikasi), dengan nomor p-ISSN: 0852-9213, e-ISSN: 2477-4693, adalah jurnal multidisiplin berskala nasional yang mencakup berbagai pokok persoalan dalam kajian ilmu-ilmu administrasi publik. Secara khusus JKAP menaruh perhatian pada pokok-pokok persoalan tentang perkembangan ilmu kebijakan dan administrasi publik, administrasi pembangunan, otonomi daerah, birokrasi dan aparatur negara, desentralisasi, ilmu ekonomi dan studi pembangunan, manajemen publik, kebijakan dan pemerintahan, serta ilmu sosial lain mencakup ilmu kesehatan masyarakat, politik fiskal, dan perencanaan wilayah.

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menyebabkan Pemerintah Kota Kupang kurang transparan atas informasi Pengelolaan APBD miliknya. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian studi kasus Instrumental dan prosedur pengumpulan data menggunakan wawancara mendalam, dan studi dokumen. Hasil penelitian menunjukkan bahwa tingkat sekresi/kerahasiaan informasi pengelolaan Anggaran Pendapatan dan Belanja Daerah (APBD) Pemerintah Kota Kupang tergolong cukup tinggi, sehingga sulit diakses oleh publik (over secrecy). Alasannya, dokumen keuangan seperti dokumen Rencana Kerja dan Anggaran (RKA), Dokumen Pelaksanaan Anggaran (DPA) dan Laporan Realisasi Ang- garan (LRA) merupakan dokumen rahasia negara sehingga perlu mendapatkan persetujuan/rekomendasi dari kepala daerah atau sekretaris daerah jika akan diakses oleh publik. Hal ini disebabkan beberapa hal, di antaranya permasalahan sosialisasi, ketiadaan perangkat hukum yang mengatur mengenai infrastruktur di bidang keterbukaan informasi publik, dan ketiadaan sumber daya serta adanya persepsi yang dimiliki oleh sebagian besar birokrat Pemerintah Kota Kupang mengenai kerahasiaan dokumen pengelolaan APBD.

Dengan berkembangnya teknologi komunikasi yang didukung teknologi televisi, komputer dan arus informasi yang berlangsung super cepat, para manajer publik tidak punya pilihan lain kecuali harus mampu menyesuaikan diri dan menanggapinya melalui pengembangan latar budaya, ekonomi dan politik organisasi publik secara lebih berani, inovatif dan perspektif yang strategis. Isyarat perubahan menuju paradigma baru ini dengan demikian dirancang dan berlangsung untuk menemukan metode-metode pencapaian kinerja yang balk, mempelajari kasus-kasus nyata keberhasilan suatu organisasi, ukuran-ukuran kinerja yang tepat, serta redefinisi sistem pertanggungjawaban dan kepemimpinan profesional yang jelas (Stupak, 1996). Artikel ini dimaksudkan untuk menunjukkan bahwa organisasi publik sekarang ini benar-benar sedang membutuhkan proses reorganisasi ââ¬â atau lebih tepatnya proses rekayasa ââ¬â dan bahwa kunci keberhasilan penerapan rekayasa tersebut adalah kepemimpinan transformasional yang akan mengubah organisasi melalui pengenalan nilai-nilai dan praktik kerja yang diperlukan agar mampu terjun dan tetap bertahan dalam keadaan yang penuh dengan perubahan yang cepat atau turbulensi pada abad ke-21. Dalam situasi perkembangan teknologi yang demikian cepat, pelayanan oleh organisasi publik tidak mungkin lagi dapat dikelola dengan rencana-rencana kerja, arus kerja, mekanisme pengawasan dan struktur organisasi yang kaku. Organisasi publik harus dikelola dengan model dan praktik kerja yang dirancang untuk situasi perubahan yang . cepat dengan inovasi serta pengutamaan pada kualitas pelayanan.

This paper discusses decentralization and its impact on the environment. It states that decentralization has emerged environmental degradation. Since decentralization took place, illegal logging, illegal mining and many other natural resources exploitation had occurred worse than ever before. Local elites (political, bureaucracies, and industries) together with the local community engage to exploit the natural resources for increase their prosperity. This is pushed for four reason: 1) legacy from the New Order period that earn money though easy way; 2) return for their campaign fund for the elected official such governor or regent; 3) patron client relationship between the elected official
and their supporters which is the former give that material resources (licenses, contract, etc) and the later give their loyalties; and 4) revenge for poverty that the have ever around as marginalized local people in New Order period. To figure out this problem, the writers argue for four alternatives: 1) enhance the legal consciousness and raise the awareness for preserve the environment; 2) increase in controlling mechanism and give strict sanction for disobediences; and involve the third parties (NGO, both local and international) for overcoming the environmental crisis.

The problems concerning the state owned corporations are very closely related with the role of the national economy in development activities. Generally, the role of the national economy as reflected by the existence of the state owned enterprises is so, because oldie lack of the private sector to handle particular public problems. In Indenesio, the existence of :he state owned corporation is intended to manage the necessities of life for many people, as provided by Article 33 fine 1945 constitution. in developing the mission which must be handled by these state owned enterprises however, the role of the state owned corporations as agents of development is not achieved. This writing attemps to look normative concepts which must apply to the state owned corporations as public corporations and loosen the alternative criteria to evaluate the work of state owned corporations.
Basing on this analysis, it can be concluded that the major role of the state owned enterprises in future is to shift to the provision of public services, but not the extraction of natural resources any more. For this reason therehre, standard for evaluating the work of these state owned corporations must also be developed relating to the dimensions of public services like: efficiency, effectiveness, justness and perception.

This brief article represent the idea brainstorming and interesting offers on submiting various alternative about the new design of management system of civil servant that proposed by observer and bureaucrats but apparently it can not touch the problems that most basic, detailed and profound in characters.
For the policy makers both at central or district, should "immediate" making review even if needed performed special research on correction and completion upon the existing weakness at the management system of civil servant in Indonesia such as those suggested in this article.

Krisis ekonomi dan keuangan baik secara global maupun kawasan telah memberikan pengalaman yang penting bagi semua negara. Beberapa pengalaman tersebut menunjukkan bahwa untuk meredam dampak krisis ekonomi, negara perlu mengembangkan program perlindungan sosial. Program ini tidak hanya memitigasi, tetapi juga membantu menjaga menjamin keberlangsungan pembangunan ekonomi di suatu negara. Indonesia, sama dengan beberapa negara telah mengembangkan program perlindungan sosial sebagai salah satu strategi untuk menanggulangi kemiskinan. Namun demikian program yang diinisiasi tersebut masih bersifat ad hoc dan belum masuk daam skema pembangunan reguler. Hal ini diperparah dengan anggapan bahwa program-program yang bersifat sosial hanya membebani anggaran negara dan tidak mempunyai dampak yang signifikan terhadap perekonomian, serta tidak berkelanjutan. Namun demikian, dari berbagai pengalaman pelaksanaan program menunjukkan bahwa program perlindungan sosial seperti PNPM Mandiri, Raskin, PKH, Jamkesmas, dan BOS telah terbukt mpu mengurangi dampak krisis dan menjaga keberlangsungan perekonomian. Oleh karena itu program perlindungan sosial perlu dikembangkn secara mapan dan mendapatkan dukungan politis dan finansial yang memadai sehingga dapat lebih efektif menjangkau masyarakat

The history of Nusantara was since 1600s broken down by the Europeans, so that it has developed not in a "natural" way, in which the governmental style in the independence Indonesia was always in the tendency to centralism, and this has demolished the individual and also local governmental creativities. To make Indonesia back to its "own" socio-political development, the author argues that the decentralisation policies were not satisfied enough and suggests four perspectives on the relation between Kabupaten-Province-State in the 21" century: firstly, the relationship between them should be based on the subsidiary principal, not hierarchical but co-operative, coordinative and many-sided; secondly, the election system should be districtly and the election of the governmental chefs directly; thirdly, the capital city of every governmental level should be moved each 15-20 years; and fourthly, every political actor should be educated so that s/he is

Law No 14/ 2005 on teacher certification is one of the efforts to the government to enhance professionalism of teachers. However, the reality is that the implementation of the program in NAD province has face many obstacles. One of the factor, is the condition on the ground in the wake of the conflict and tsunami disaster, which is still characterized by multiplicity of crises. Findings of the study indicate that teacher certification program has shifted in value. First is initial goal was to increase teacherâs professional development, but today, the objective has shifted to increasing teacherâs welfare. To that end, the main objective of teacher certification program has not been achieved. Thus, the existence of teacher certification program does not have any influence on teacher quality. Moreover, the law on teacher certification, has in part been influenced by political vested interests, which is the why the program is not based on god political will of the government to increase teacher professionalism.

Current issues which reflecting the difficulties in establishing efficient, responsive and accountable government are partly because of too much orientation on economic development while neglecting administrative and political reformation. Lack of attention to administrative and political reformation which create the so-called ââ¬Ëadministrative stateââ¬â¢ has brought about bureaucratic pathology and practical collusive and corrupt behaviors. Power and authority, which concentrated within the public bureaucracy have also obstruct people political capability to control the government.
This article offers cultivation of bureaucrat ethics as a strategy to create an efficient, responsive, and accountable government. Bureaucrat ethics could be a fundamental code for public bureaucrats so that they would be able to make policies which in response to public interest and peopleââ¬â¢s original values. Only if this public ethics is institutionalized then bureaucrats would have a good guidance in applying discretionary power, even when political control and regulation are no longer effective.
