Abstract

Food security is one of the main pillars of developing resilient and sustainable economic development. Food security itself refers to the availability of food and ones access to it. Food autonomy at the household level, requires special attention as it forms the foundation of food autonomy of food at the national level. Food Autonomy Action Programme , is one of government interventions tailored toward achieving national economic resilient and security. The program targets directly the poor as they often experience food insecurity. The objective in overcoming food insecurity in Bantul district. The study specifically examined and identified factors which contribute to the effectiveness of the program implementation. The research used descriptive qualitative methods. The location of the research was was in two villages., Muntuk Village Dligo Sub-District and Selopamioro Village Imogiri Sub-district, which were categorized as food insecure that. Findings showed that the implementation of the Food Autonomy Action Programme in Bantul district has been effective. This is reflected by an analysis of both output indicators the implementation of program proved relevant to target population as well as outcome decrease in food insecurity of the population relative to the level of food at the society level.

Abstract

Grassroot people are development actors who determine course of development so that it will bring about a more valuable change. That is the basic argument as why people autonomy and participation are the keywords for the development achievement. Research and experience showed that development programs and projects failures are usually because lack of people participation. This article is based on the assumption that local culture and local participation should become the guidance for policies and on-going development processes. To improve people participation in development, local culture should be strengthened by : (1) utilizing local social and cultural institutions, (2) ecudating local people, and (3) creating participationâ culture. Development ideas tend to be more implementable if they can be enculturized through traditional institutions such as indigeneous ceremony and religious rituals. People participation can be encouraged through the established institutions so that there is no need to create specific institution to serve government interests. Intensive people education which aimed at renewing peoples ideas and knowledge would be more effective to change their apprehension for development. In this important effort , there should also perspective change among bureaucrats. Then, participative culture in all variety should be appreciated and cultivated by giving incentives and rewards for individuals, groups and institutions. As such, development moral should be in accordance with the people moral.

On one side it is a pure health phenomenon but on the other side it is loaded with political-economic drives.The mechanism distributing drug determines the eminence of health services. An appropriate rystem convinces people to get wide access consuming drug smarty. Interestingly, it involve huge amount of capital invested by private sector. The profit comes to corporations is shaped by the rystem. Thisfail urges corporations to work closer with the entities which able to support them politically. Rent seeking refers to the efforts of private sector obtaining political resource from polly maker. What have been done by the corporations has not only changed the polig makingprocess but also the decision taken byit).triciarzr pointing out drugs for their patients. The medical doctors choose drug is based on economic consideration rather than medical reasons. It deteriorates health services. Since the rystem of drugdistribution is rootingfor market, it puts people on a position in which unable empower them. The gstem causes the health services less accessibleforpeople.

Abstract

This research aims to understand the effect of policy implementation through Law No. 18 of /997 to the performance of local government finance. The case study is Pemalang regency. Contrary to the assumed policy goals, this research shovrs that during 2 years of its implementation in Pemalang the local original income (PAD) has virtually decreased. Although the nominal budget of the local government has increased, the PAD has contributed less. In effect, the policy has resulted in the decline of local government income from local taxation and charges, the overall fiscal effort and the degree of fiscal decentralization. It is recommended that the current policy problem should be addressed by determining the target of local taxes and charges with the real local potentials. The local government has to focus on the effective and efficient taxes that are linked to the local development budgets and the local gross domestic product.

Abstract

This paper attempts to assess various initiatives tailored toward strengthening bureaucratic reform at the local level. Some of the problems which characterize local bureaucracies include low professionalism, domineering influence of local government beads and politicians on key positions in the local bureaucracy. Though not new, the issue is still not accorded the attention it deserves. With respect to relations of the local government heads bureaucracy, there has emerged a tendency of diluting the bureaucratic culture, which has a become more common in the wake of the implementation of government policy in Act No. 32/ 2004 on local government, which allows direct election of local government heads. Professional bureaucracy emphasizes the importance of legal-rational system of meritocracy. Consistency of merit system should promote fair competition for all. However, the intervention of the local government executives in appointing career members of the local bureaucracy who assume structural position, has hampered efforts at improving the professionalism ideal. Worse still, incumbent local government heads have undermined the neutrality of the local bureaucracy by filling important positions with handpicked political supporters. To that end, bureaucracy in many regions is increasingly being filled with bureaucrats who share affiliations with local government heads. Inevitably, cleavages in the bureaucracy have emerged as fractions are formed that support and appose the incumbent local government head. Consequently, discrimination in treatment occurs within the bureaucracy, which culminates into the promotion and demotion of personnel on the basic of affiliation rather than merit and capability. Enhancing professionalism in the bureaucracy calls for effort to ensure that high ranking officials in the bureaucracy be free from intervention from political pressure groups or politicians officials.

Abstract

Artikel inl tidak bermaksud menawarkan cara untuk melakukan perampingan organisasi (downsizing) tetapi sekadar memberi penjelasan kepada para pemimpin mengenai pentingnya proses perampingan dalam organisasi mereka. Dua pertirnbangan pokok dalam hal ini adalah bagaimana menciptakan persepsi mengenai pentingnya perampingan dan bagaimana melaksanakannya sehingga is akan lebih banyak memberikan manfaat. Ini perlu diingat karena dalam kenyataan para pegawai yang bisa temp bertahan dalam proses yang mereka bend alcan menjadi penenru masa depan organisasi. Pengembangan taw kerja yang memiliki kinerja iinggi membutuhkan segenap empati dan daya-pikir agar diperoleh keyakinan dan komitmen pegawai sehingga organisasi mampu melakukan inovasi dalam melaksanakan, mengorganisasi dan memanajemeni orang. Sebagaimana dipaparkan dalam artikel ini, untuk mewujudkan ildim yang penuh dengan kepekaan hubungan antar-pribadi, komunikasi, pemberdayaan dan artikulasi visi dan misi organisasi sernacam itu, para pegawai harus mampu menjawab tantangan-tantangan berat sehingga tercipta pola perilaku yang diperlukan untuk mengejar efektiviras dan efisiensi

Abstract

This paper aims to study the system of social security in Indonesia. Social security represents the elementary rights of every citizen which is guaranteed by the state, like in section 27 article 2 UUD 45 and the laws of System of Social Security National (SJSN). Practically, the social security and social services prggram run by government framework not yet clearly with asocial policy which should be integral and continual Government has been trapped in current of liberalism and capitalism so that state role becomes progressively minimize. From 95 million labor force only 24,6 million obtain to get the social security, or newly 12% from resident amount. To overcome the weakness, resistance, and barricade in execution of social security Drstem in Indonesia, National Social Security needed to embrace the principle of government--bodies, deputizing stakeholders in this case competitor! worker, and government. Gathering and fee organizer require to be supported by openness, carefulness, accountability, and eficien. Entangling of various kind of stakeholders actor of vital importance as principal applying form of governance, the model executed by Indonesian government according should be to its society characteristic. Though financing system conducted by sharing across population, the government remain involved in the goodness in arrangement, observation, and also its financing.

Abstract

This article examines protests to village head election from a good government perspective. The villagers embarked on protests because of suspicion that elections were fraudulent. On one hand the protests can be seen as the struggle toward village democratization. To that end, the spread of protests is a reflection of the strong participation of village in the village political process. Protests can also be seen as the awakening of villager’s courage against the authoritarian and repressive government. However, it must be regarded as means of strengthening the aspiration of village people who demand village government to appreciate good governance values, which among other include transparency, accountability, responsibility, and participation. Dialectically, implementation of god governance values is prerequisite for innovation, creativity, and expression on one hand, and a source of encouragement for the configuration of democratization in the government, on the other.

Abstract

Koperasi Kredit Marsudi Mulyo, adheres to trust, honesty and cooperation as core values with respect to its establishment, membership, business management and conduct of social activities. Specifically for membership, principles encompass self-responsibility, equality, open and voluntary membership, democratic, autonomy, freedom, togetherness and the opportunity to undergo training and education; in business management principles employed include self-reliance, economic participation, justice, solidarity, transparency, honesty, tolerance and cooperation; while in the conduct of social activities, principles used encompass solidarity,mutual help, mutual aid and concern. The values and principles create an atmosphere of kinship, mutual help and mutual cooperation in generating trust, which allows fellow members to cooperate in developing networks by exchanging virtues based on shared values.
