Abstract

AbstrakTransparansi pada proses pengadaan barang dan jasa pada Unit Layanan Pengadaan (ULP) Kota Pekanbaru belum menyentuh kerangka yang substansial. Transparansi pada ULP Kota Pekanbaru secara proses walaupun sudah mengintegrasikan e-goverment dengan memanfaatkan teknologi informasi dan komunikasi (TIK) dalam pengadaan barang dan jasa, yang mempermudah penyedia dalam mengakses paket pengadaan. Tetapi dengan rangkap kerja para personil di ULP berimplikasi terhadap kualitas pengadaan yang dilaksanakan. Preferensi personil yang lebih berorientasi kepada peningkatan pendapatan maka komposisi personil di ULP juga menjadi incaran aparat (pegawai). ULP belum menjadi organisasi yang permanen tetapi masih bersifat ad-hoc. Secara produk pengadaan barang dan jasa ULP masih menjadi lembaga direct yang berfungsi sebagai unit pelayanan dan sekretariat administrasi pengadaan. Pertanggungjawaban produk pengadaan barang dan jasa belum melakukan uji publik sehingga kegiatanya belum terukur.  Kata kunci: good local governance, transparansi.Kata kunci: e-government, transparansi, ULP Kota PekanbaruAbstractTransparency of the procurement becomes an important indicator in a good governance. Basically  in the process of procurement, the governmen is expected not favoring to specific individuals or groups. Conversely, the procurement of services and  goods  for public infrastructure still needs the intervention of the elite government to appoint the providers. The transparency in the procurement process of goods and services in Procurement Services Unit (ULP) Pekanbaru city has not touched its substansial framework. Transparency of the procurement process in ULP Pekanbaru recently applies the integrate e-government using of information technology in order to facilitate the providers to access the procurement package. But the double work of the personnel in ULP has implications for the quality of procurement undertaken. Personnel preferences preferably has  orientation to increase their income, so the composition of personnel in ULP also to be the target of apparatus  (employee). ULP does not become a permanent organization but an ad-hoc. In the process of procurement of goods and services , ULP still has a function as a direct agency that serve as the service unit and its administrative secretariat. The accountability of product procurement has yet to the public test so that its activity is not measurable.Key word: good local governance, trasparency

Abstract

AbstrakTirto Adhi Soerjo juga dikenal sebagai tokoh pelopor pergerakan nasional yang sangat cerdas, terutama dalam pengembangan nasionalisme Indonesia. Tirto Adhi Soerjo berpikir bahwa bangsa Hindia Belanda dipersatukan bukan oleh kesamaan agama, etnik atau hubungan darah, akan tetapi, oleh kesamaan pengalaman sebagai “orang terperintah” --- penjajahan dapat eksis karena feodalisme dan penguasaan sumber-sumber ekonomi oleh perusahaan Belanda yang saat itu karena lemahnya kontrol kaum priyayi. Selaras dengan itu, penulis menggunakan metode penelitian kualitatif dengan pendekatan fenomena sosial --- sehingga tampak dengan jelas, betapa keluhan-keluhan dan penderitaan yang dialami oleh rakyat bangsanya disuarakan lewat Medan Prijaji yang juga sebagai alat untuk memajukan dan mempersatukan bangsa pada proses perjalanannya dapat membuahkan hasil. Usaha Tirto Adhi Soerjo membangkitkan kesadaran bangsanya lewat alat yang lebih modern dapat dilihat sebagai kesadaran bagi bangkitnya gerakan pembebasan. Karena lewat koran inilah gagasan nasionalisme tertulis pertama kali dan dibaca dan menjadi pembentuk kesadaran awal tentang nasionalisme melampaui perbedaan agama, suku, dan organisasi.Kata kunci: Tirto Adhi Soerjo, Gerakan Politik, NasionalismeAbstractTirto Adhi Soerjo also known as the pioneer leaders of national movement that is very smart, especially in the development of Indonesian nationalism. Tirto Adhi Soerjo think that the nation Indies united not by a common religion, ethnicity or blood ties, however, by their common experience as “the terperintah” --- colonization can exist as feudalism and control of economic resources by the Dutch company then because of the weak control of the gentry. Accordingly, the author uses qualitative research methods to approach social phenomena --- so that it appears clearly how complaints and suffering experienced by the people of the nation are voiced through Medan Prijaji also as a tool to promote and unite the nation in the travel process can produce results. Tirto Adhi Soerjo effort to raise awareness of his people through a more modern tool that can be seen as an awareness to the rise of liberation movements. Because the newspapers, is the idea of nationalism was first written and read and be forming early awareness of nationalism goes beyond differences of religion, ethnicity, and organization.Keywords: Tirto Adhi Soerjo, Political Movement, Nationalism.
