Abstract

Fulfilling the education right in Indonesia as stated in the constitution faces a lot of problems. The problems include lagislation and policy, budgeting of education , fair distribution and easy access to education covering gender equality in getting and accessing education in area of conflict, boundaries, and remoted area. Problem of legislation related to law and national education policy and noble ideal of independence and the Constitution 1945, Instrument and National and International Standard of Human Right which are not in line yet, results in the condition that the education development is not based on the human right. The education budgeting relates to government commitment to allocate the amount based on the law, fair distribution and wide access to education covering the unit capacity and providing equal opportunities to all learners from different social, economic background, place of living, intelectual capacity, physical condition and gender. Those problems lead to unfulfilled education right as stated independece goals.

Abstract

This study aims to determine the level of understanding, implementation and trouble Teachers MI (madrasah) se-Jabodeta (Jakarta-Bogor-Depok-Tangerang) in the character-based learning. The method used was a survey. Samples studied was 10% of the population are selected by cluster sampling technique. The research instrument used was a test and questionnaire. The results showed that 87% of teachers turned a Jabodeta MI-based learning to understand the character. In terms of character-based learning implementation that includes aspects of both the character design and the selection and preparation of assessment, 71% of teachers implement MI Jabodeta a character based learning and have the means to carry it out. The percentage of the total, was 52% of teachers Jabodeta MI as difficult to implement character-based learning, both in the exemplary aspects, monitoring, measurement of success, methods of cultivation of character, the character of the integration process, preparation of instructional design, guide books, and the identification of the value of character.

Abstract

This writing is to elaborate the idea of reconstructing system of Pesantren. This is due to the demand of real social needs and competition on the quality among educational institutions. As a result, reconstructing education system of Pesantren is a must in order to prepare Pesantren to be modern educational Institutions that are ready to compete with other educational institutions. Therefore, Pesantren needs one comprehensive education system that makes it function as a transmission either in form of formal or non-formal education. As the impact, Pesantren can actualize the essence of human life that is always involved in various changes in times since the dynamics of Pesantren in the future cannot be separated from the process of globalization. In this case, the existence of both traditional and modern Pesantren in the future will be determined by its ability to integrate culturally with the international system characterized by a more rational, dynamic and competitive relationship system.

Abstract

This study aims to assess policies and programs WASDALBIN, constraints in WASDALBIN implement the policy, the steps in implementing policies WASDALBIN PTAIS. The method used descriptive analytic. The unit of analysis of this study determined purposively, is in 3 areas Kopertais I Jakarta, Banten West Java II, and IV Surabaya, which is considered to represent the whole territory of Indonesia. Data were collected through interviews, documentation and observation studies. The result of the research shows that communication is less effective WASDALBIN policy. The policy implementers assume that WASDALBIN policy is less clear, consistent and appropriate. The quality and the proportion of inadequate resources. Performance of policy implementing is less than optimal. The structure of the bureaucracy in the implementation WASDALBIN still convoluted, making it less efficient. This weakness is almost evenly in all regions studied WASDALBI, with slight variations. Conclusion This study shows that the policy WASDALBIN on Kopertais not be implemented optimally.

Abstract

School levy is a concept that can be used as an alternative model which is applied in education funding management practices, particularly in searching for additional sources of financing education. The basic concept of school levy is financing of school education supported by property taxes. Property tax is the property tax paid by people who have a relative excess/wealth. These people, in Islam belong to the group of people who are obliged to pay zakat. The core of school levy is funded by the public school which is in Islam, similar to the financing of education taken from the people in the form of the potential payment of zakat, infak, sadakah, waqf (Ziswa) and the like. Applying school levy model helps the education funding issues that still have not been sufficiently overcome yet by empowering Muslims which basically has Ziswa concept. If this concept is managed properly, it will be an abundant source of education funding and be available continuously.

Abstract

This paper is to explore Muhammad Abduh’s thought regarding Islamic education form. The approach used is discourse and figure analysis. The result of the studies towards a number of textbooks shows that education reform by Muhammad Abduh was initialized by formulating foundation the epistemology of Muslim beliefs throught Tajdid al-Fahm (Renewal Islamic Understanding). It meanas that the basic values and principles of variety in Islam are only about the essence that need to be maintained. While the aspect of institutional historicity should be maintained actual fit with the present time, context, and world dynamic. In the context of education, Abduh implemented the priciples above by omitting dualism in education. The principle is that public school should provide religion leason and religion achool asould develope the knowledge. In organizing the materials, the fulfillments to brain and should needs should be kept balanced.

Abstract

Modern science and technology is considered contributing to the transfer of positivism, materialism and belief of “The Death of the God.” However, factually this science and technology has become learning materials in madrasah. Therefore, it is found urgent learning science and technology on education Islamic perspective that reflects tawheed values or gratitude to God, or motivating people to be be thankful to God. It is the learning science and technology that do not exploit, instead cultivating, making use this nature for human walfare in order to develop the realization to God power on His all creatures. This learning science and technology “model” should be the centre of learning in madrasah (boarding school), so the expected competence students internalized is not only the mastery of knowledge (cognitive) but also gratitude to God (affective and psychomotor).

Abstract

This article tries to discuss the possibility that Islam philantropy can contribute to the development of education in Indonesia. In the context of Islamic education in Indonesia, the tradition of philantropy can be found in alms and benefaction for educational institution. Therefore, Dompet Duafa established Lembaga Pengembangan Insan (Human Resource Development Institution), Rumah Zakat Indonesia designed Sekolah Juara (School for the Champions) and breeding program of reciting Quran had BASIQ program (Scholarship for students who learn Quran), EKSPOR (Productive Economy of Pesantren) and Daqu School (Darul Quran School). These Islamic philantropy institutions had put no concern on Islamic University as main partner yet. Whereas their involvement to support research in university level, specifically regarding Islamic studies, is significantly needed since it provides balance to the development of Islamic studies in the West which is also funded by Muslim philantropists such Bin Laden family and Abassi family and the Saudi Royal family.

Abstract

The research is an exploratory study to real condition STAI Cianjur students who find the difficulties whileBalagha by using the book which is intended for the native Arabs. Due to that reason, the researcherconsiders that it is necessary to design Balagha Curriculum which is easily understood by the students inIndonesia. The solution proposed is presenting the materials of Balagha contrastively: that is, by comparingthe similarities and differences with Indonesian Language system. The method used in this study is quasiexperimentalmethods. The experiments were carried out through giving pre-test and post-test to the students.Pre-test is to determine students’ prior understanding before the contrastive approach in learning Balagha isimplemented. Post-test is to determine students’ comprehension after the use of the approach. The result showsthat presenting Balagha materials through contrastive approach improves students’ learning outcomessignificantly. Thus, the development of Balagha teaching materials through contrastive approach can improvestudents’ understanding of Balagha materials.

Abstract

This study is based on the reality that learning process of Arabic in UIN Sunan Gunung DjatiBandung has not been able to reach the expected result. It is indicated in the result of languageproficiency test of the students who learn Arabic in a number of departments and programs in UINSGD Bandung. Therefore, it is necessary that appropriate model of curriculum be found as asolution to improve the quality of the graduates in mastery Arabic skills; that is, the curriculum forteaching learning Arabic that facilitates students to achieve the goals, content standard, teachinglearning process, and evaluation system. This study utilizes Research and Development method,since it focuses on curriculum development of Arabic in UIN SGD Bandung.
