Abstract

This paper aims to examine how the issue of disasters in Indonesia can be modified into a positive social capital to solve social, economic, political and social culture’s problems in disaster prone areas. Indonesia is very vulnerable to natural disasters. Some of the latest and most destructive natural disasters are the earthquake followed by tsunami that hit Aceh Indonesia on 2004, earthquake hit Yogyakarta and Central Java earthquake on 2006 and volcanic eruption of Mount Merapi Yogyakarta and Central Java 2011. Using qualitative approach, this paper found that Indonesia’s disaster managements get worldwide recognition and increases Indonesia’s competitiveness toward other countries. These recognitions become the sources of Indonesia’s soft power, and can be used as a strategic instrument to build international cooperation and collaboration.

Abstract

This paper rejects the determinism of the realist position. Domestic politics or the nature of the regime does influence the foreign behavior of the states, and in turn, the probability of war, peace, and international security. In supporting the liberal argument, it will be argued that the spread of democracy will contribute to the promotion of international security. The argument is based on three main reasons:first, the persuasiveness of “democratic peace” thesis, secondly, the strong evidence of the existence of the democratic peace, and, thirdly, the failure of realist critique. Following the logic, the more the states in the world become democratic, the wider “the zone of peace” will emerge and the less the likely are conflicts and war among states

But in the course of history, due to elitism in the Soeharto era, made foreign policy to be elitisized. Influence from people muted. The policies were run almost personally by President Suharto so that Indonesia’s foreign policy became uninstitutionalized. The changes of political system in the Reformasi era (reforms) since the fall of President Suharto created opportunities to reformulate and to institutionalize Indonesia’s foreign policy. Meanwhile, during the first decade of Reform era in Indonesia (1998-2008) world political scene has undergone many changes and dynamics that presents opportunities and challenges toward Indonesia’s foreign policy, particularly the transformation of economic globalization and international issues. Ambiguity of Indonesia’s foreign policy profile at the beginning of the Reformasi era became an intellectual challenge, namely how to explain the “profile” that often be simplified as just “no-profile”. Reforms provides an opportunity to the spirit of populism to back in, however the implementation of Indonesia’s foreign policy sometimes seems elitist. It’s a challenge for scientific analysis. Therefore, this work also specifically describes the factors forming the profile of implementation of RI’s foreign policy in the era of the Reform.

Thus, it can bridge parallel discourses, whether they be realist and constructivist, or realist and liberal. It can also provide a socially oriented understanding of the role of great powers – an understanding that provides a much more subtle interpretation of what Indonesia offers the region, and the challenges it faces there.
