Abstract

This research attempts to examine China‘s climate change diplomacy. This paper also observes how China strengthens its interest in line with the speed of climate change impact. China should consider climate change as the threat for its national interest since it impacted to its rapid economic growth. Currently, China’s use of fossil fuel has produced the significant amount of carbon dioxide emissions. In response to this, China considered to strengthen its energy policy as a way to reduce emission through The National Development and Reform Commission (NDRC) whose job is to confirm that mitigation and adoption of climate change are standardized. Furthermore, China has issued the principle of equity in 2009 by strengthening the responsibility for historical emissions of the developed countries and the future emissions rights of the developing countries. At the international level, China played a strategic and significant role in Conference of Parties in UNFCC (United Nations Framework Convention on Climate Change). In addition, deepening a climate change cooperation with the United States was also at China’s lists.

Abstract

There are two contradictory narratives those enframe the contemporary development of International Relations (IR) theory. As the absence and discontinuity of the so-called “inter-paradigm debates”, the first narrative enframes the contemporary development of IR theory is moving toward its end. On the contrary, the other narrative celebrates the plurality of theoretical development in contemporary IR, and letting “a thousand theoretical flowers bloom”. This article seeks to reveal that both of these narratives are problematic. The main problem of the first narrative lies in the “debatism” approach as the basis of its historiography. This article shows how the “debatism” approach misrepresents the history of IR theorization. Meanwhile, the second narrative is problematic as well, since the celebration of theoretical plurality tends to neglect the philosophical foundations and concentrate on the technical side of theorization. Drawing on Fred Chernoff’s steps of IR theorization, this article proposes a new frame of IR theorization in order to leave behind the problematic “debatism” approach, while proliferate “a thousand of theoretical flowers bloom” without neglecting the importance of philosophical foundations in IR theorization.

Abstract

For many years, International Relations (IRs) has focused its discussion on politico-military theme, where the states were the main actor in this study. This tradition is known as realism. As time went by, the golden age of realism paradigm comes to an end because it couldn’t cope with the complicated problem faced by international community. That is why IRs begins to broaden and deepen its object of discussion to non-military topics, such as economics, politics, social, and environment. In a brief, IRs discourse moves from state security to human security. As what has been explained, economics is one of many sectors that get attention the most because this theme related to human activity on fulfilling their daily basic needs. But, this activity causes undesired effect to the environment, such as global warming, that should be handled as soon as possible. It encourages international community to begin paying attention to this issue at last decade. Global warming as the one of the biggest issue in environmental security is the trigger of it. This topic also made environmental issue to be IRs focus of study as well as another aspect, such as military, economics, and politics.Artikel ini memaparkan perubahan jangkauan pembahasan studi Hubungan Internasional (HI) dari tema-tema politik dan militer di mana negara menjadi aktor utama dalam disiplin ilmu ini yang kemudian berkembang menjadi tema-tema seperti ekonomi, sosial, dan lingkungan sehingga tidak lagi hanya fokus pada topik-topik politik dan militer. Dengan kata lain, disiplin ilmu HI telah menggeser fokus obyek kajiannya dari keamanan negara menjadi keamanan manusia yang meliputi tema-tema non-militer. Ekonomi menjadi salah satu bidang yang mendapat perhatian lebih karena aspek ini terkait dengan aktifitas manusia untuk memenuhi kebutuhan hidupnya. Namun aktifitas ekonomi ini juga membawa efek samping, seperti pemanasan global, yang harus ditangani seefektif mungkin. Inilah yang melatarbelakangi besarnya perhatian komunitas internasional pada fenomena tersebut dalam beberapa dekade terakhir. Pemanasan global ini juga mengantarkan tema lingkungan untuk menyejajarkan dirinya dengan aspek-aspek lain seperti ekonomi dan politik sebagai fokus kajian HI.

Abstract

This article examines the transformation of terrorist groups in the Southeast Asia, ranging from from Jama’ah Islamiyah (JI) to the Islamic State of Iraq and Syria (ISIS). It examines the movements and thoughts of the combatant leaders who fought in the battlefields and wrote books, blogging and social media to defend their jihad argument and strategically used by young generation and current terrorist groups, affiliated to JI and ISIS to recruit, consolidate and fight against so-called infidel governments of Southeast Asia and global coalition. The strategy and tactic of ISIS in the Southeast Asia vary from the networking of Syria-Iraq and Southeast Asia through Katibah Nusantara in Syria-Iraq and the home-grown terrorist networks in Indonesia, Malaysia and the Philippines. The challenge for state and civil society in Southeast Asia is greater given the current terrorist groups’ movement which mostly recruit the youth and taking advantages from the online media, blogging and social media. It challenged the security threats and counter narratives developed state and civil society. Artikel ini membahas transformasi kelompok teroris di Asia Tenggara dari Jama’ah Islamiyah (JI) ke Negara Islam Irak dan Suriah (NIIS). Artikel ini membahas gerakan dan pemikiran komandan dan tokoh kombatan yang tidak hanya terlibat dalam pertarungan tetapi juga menulis buku, blog, media sosial untuk mempertahankan argumen Jihad mereka dan secara strategis digunakan oleh generasi muda dan kelompok teroris saat ini, yang berafiliasi dengan JI dan ISIS untuk merekrut, melakukan konsolidasi dan bertarung melawan pemerintah dan koalisi global thoghut. Strategi dan taktik ISIS Asia Tenggara bekerja dalam jaringan Suriah-Irak-Asia Tenggara melalui Katibah Nusantara di Suriah dan Irak dan jaringan teroris dalam negeri di Indonesia, Malaysia dan Filipina. Tantangan negara dan masyarakat sipil di Asia Tenggara lebih besar khususnya setelah bagaimana kelompok teroris merekrut kebanyakan pada generasi muda dan mengambil manfaat besar pada media online, blog dan media sosial. Hal ini menjadi tantangan bagi ancaman keamanan dan kontra narasi yang dikembangkan oleh pemerintah dan masyarakat sipil.

Abstract

The research about China’s foreign aid for Indonesia is deemed important as the economic growth of China has been skyrocketing for past decades. This growth crowned China as the world’s new economic power. While china keeps on strengthening its economy, several countries in different parts of the world are going through stagnant economic growth. This gives new hopes for many countries to cooperate with China, Indonesia is of no exception, since Indonesia is said to be a promising land of investation.This research utilizes the qualitative method by using case study. The results obtained are, first, for Indonesia, China is bringing positive influence because China is in dire need of raw materials from Indonesia for their industry, where Indonesia is thought as a receiving market of the abundant product from China. Secondly, China left bad influence on local labour competition which creates imbalance between local labour and Chinese labour. Thirdly, China’s foreign aid is not voluntary as these helps are aimed to conduct a one belt diplomacy of China to rule over strategic route of International trading in Indonesia.

Abstract

This article tries to explain about the institution of international political economy, especially the WTO as a multilateral trade organization that has created unequal relationship between the developed and the developing countries. WTO as the only international trade organization should be able to create a fair global trade flows and balance among its member countries. But in fact, the WTO actually deepen the gap between developed and developing countries. Many of agreement that born from WTO are not implement as expectation. The implementation of WTO’s agreement just make developing countries more suffer. This resulted in the emergence of criticism from developing countries and one of the globalization’s figure, especially transformasionalist-globalist i.e Joseph E. Stiglitz. Seeing the reality of injustice in WTO, Stiglitz then argued for reforms the structure and system inside of WTO, so it can be an institution of fair trade and friendly to the developing countries.

Abstract

This study is trying to project some trends of U.S. foreign policy based on the results of presidential election in 2016. The United States had recently held presidential election on November 8, 2016. The victory of Republican candidate Donald Trump shocked the world that he defeated Democratic Hillary Clinton, who had excelled in some polls before the election. Various controversies raised by Trump did not prevent him from becoming the president-elect, as the global community soon became concerned with the possibility of the unstable international politics. After describing Clinton and Trump’s stand on foreign policy during their campaign, the study will present the results of the presidential election. Trump’s foreign policy is expected to show “the great American power,” but at the same time his favor of protectionism could threaten international economic cooperations involving the United States. The U.S. could see its image of “world police” reduced, but this would not automatically make the world safer. Under the leadership of Trump, American foreign policy will face many problems and challenges that are not easy to solve. Tulisan ini mencoba untuk memproyeksikan beberapa kecenderungan kebijakan luar negeri Amerika Serikat berdasarkan hasil pemilihan presiden tahun 2016. Amerika Serikat baru saja menyelenggarakan pemilihan presiden pada tanggal 8 November 2016. Kemenangan kandidat Partai Republik, Donald Trump, mengejutkan dunia. Ia mengalahkan kanditat partai Demokrat Hillary Clinton, yang unggul dalam beberapa jajak pendapat sebelum pemilu. Berbagai kontroversi yang disampaikan oleh Trump tidak mencegahnya memenangkan pemilihan, membuat masyarakat dunia segera menjadi khawatir dengan kemungkinan politik internasional yang kacau. Setelah menggambarkan posisi Clinton dan Trump pada isu luar negeri selama kampanye mereka, studi ini akan menyajikan hasil pemilihan presiden tahun 2016. Kebijakan luar negeri Trump diharapkan menunjukkan “kekuatan besar Amerika,” tetapi pada saat yang sama kecenderungan proteksionismenya bisa mengancam kerja sama ekonomi internasional yang melibatkan Amerika Serikat. AS akan melihat bahwa citra “polisi dunia”-nya bisa berkurang, tapi ini tidak akan otomatis membuat dunia lebih aman. Di bawah kepemimpinan Trump, kebijakan luar negeri Amerika akan menghadapi banyak masalah dan tantangan yang tidak mudah untuk dipecahkan.

Abstract

This article seeks to comparatively examine the military coups happening both in Egypt in 2013 and Turkey in 2016. Two problems discussed in this paper are: firstly, concerning the trigger causes behind the two coups and, secondly, the reason why those phenomena are different, in which the coup was successful in Egypt and failed in Turkey. In order to answer these questions, this paper reviews some aspects related to social condition and the political turmoil before the coups exploded, ranging from the economic crisis, the autocratic policies, the stance of civil society, until the nature of the armed forces itself. The two military coups indicate that the democratization process in the Moslem world is highly determined by the political actors, in which the most important parts of them is the armed forces, in addition, to be shaped by the doctrine of Islam itself Tulisan ini menganalisa secara komparatif kudeta militer yang terjadi di Mesir tahun 2013 dan Turki tahun 2016. Dua pertanyaan yang didiskusikan adalah: pertama, terkait dengan faktor yang mendorong terjadinya dua kudeta tersebut, dan kedua, alasan mengapa dua fenomena tersebut berbeda, kudeta berhasil di Mesir dan gagal di Turki. Untuk menjawab dua pertanyaan tersebut, tulisan ini melihat sejumlah aspek yang terkait dengan kondisi sosial dan kekacauaan politik menjelang kudeta, mulai dari krisis ekonomi, kebijakan non-demokratis, sikap masyarakat sipil sampai karakteristik angkatan bersenjata kedua negara. Dua kudeta milter yang terjadi ini menunjukkan bahwa proses demokratisasi di dunia muslim sesungguhnya sangat ditentukan oleh aktor politik, di mana peran terpenting dimainkan oleh angkatan bersenjata, selain itu juga dibentuk oleh doktrin Islam sendiri

Abstract

This article tries to elaborate the strategic position of Indo-Pacific in the current international relations. This region has become a new crucial theatre for the global sea lanes of communication. As a littoral country in the Indo-Pacific, Indonesia relies heavily on the SLOCs in the Indo-Pacific. Indonesia, as a developing economy, requires a steady supply in oil and gas from the Gulf. A sudden disturbance in oil resources would have a catastrophic effect on energy security in Indonesia, which could lead to other security implications. Indonesia has mostly been active in safeguarding the Malacca Strait, one vital SLOC in the Indo-Pacific. This article also elaborates President Jokowi’s maritime axis as a guarantor of maritime security not only in Southeast Asia, but the entire Indo-Pacific.

Abstract

The Arab States has faced political turbulence since January 0f 2011. This political event began by suicide action from a youth named Mohammed Bouazizi (Tunisia)until it spread to the other states such as Egypt, Syria, and the like. The political event became the beginning of the people power to fight against dictator regime in most of the Arab States. The rise of the people power succeeded to end the power of some tyrannical regimes, beginning from Tunisia, Zein Al-Abidin Ben Ali, followed by the end of Mubarak’s regime in Egypt, Syria still having political turbulence until now in order to overthrow Bashar al-Assad’s regime, and some other Arab States which can’t be irrespective from the political turbulence. This political event is called “The Arab Spring”, that is the coming of the hope for the better life with a democratic system. This writing tries to discuss chronology of that event and also tries to find out factors becoming cause of the political turbulence.
