Abstract

Cash Social Assistance is assistance provided by the government to people affected by the Covid-19 pandemic. The problems that occur are the presence of duplicate data in the community, the lack of updating community data, to the lack of effective and efficient services provided. This research aims to describe the monitoring and evaluation of the Medan City Social Service in administering of Cash Social Assistance program policies to people affected by the Covid-19 pandemic in the Eas Helvetia Village. The method used is a descriptive qualitative. Data collection techniques by doing interviews, observations, and document records. Data obtained were analyzed qualitatively by examining all data collected that supported by interviews with the William Dunn (2000) theory approach which suggested that monitoring and evaluation could be seen by compliance, inspection, accounting, and explanation. The result of this research indicate that the monitoring and evaluation is not going well. This can be seen from the determination of the potential recipients has not been in accordance with technical instructions, socialization has not been carried out, between targets and realization are not balanced, and from the results of the evaluation there has been no real action.

Abstract

Tarumanagara University (UNTAR) always carries out the process of marketing activities in order to get new students every year. When the COVID-19 pandemic hit in March 2020, marketing activities that originally focused on offline activities had to be carried out online. This research is included as a qualitative research with a case study approach. Data collection was carried out in two ways, namely conducting in-depth interviews with UNTAR's marketing division and digging up secondary data in the form of archives or documents both physically and non-physically. This study reveals that UNTAR focuses its marketing communication strategy on the digital side, by focusing on advertising, interactive internet marketing, and sales promotion.

Abstract

North Sumatra Province-2 priority development programs for 2019-2023, namely increasing and fulfilling access to education. Evaluation of priority development programs in the education sector of North Sumatra Province is aimed at knowing the realization of program achievements, to find out the inhibiting factors in program implementation, to determine the evaluation of development priority programs in the education sector of North Sumatra Province. The research method used is descriptive qualitative. Data collection techniques were carried out by interviews and documentation. The data obtained is then analyzed by examining all the data that has been collected which is supported by the results of interviews with the CIPP theoretical approach by Stufflebeam (1966), namely context, input, process, results. The results of this study have not gone well. This is due to the refocusing of the North Sumatra Province APBD for the construction of new school units in 2020, the limited number of teachers both in quality and quantity, the limited number of scholarships from the North Sumatra Provincial Government, and the lack of synchronization between OPDs in implementing priority programs.

Abstract

The results of this study have not gone well. This is due to the inability of the Medan City Transportation Service to provide strict sanctions so that there are still people (public transport drivers) who do not periodically test their vehicles. along 245.1 KM which causes a lack of supervision at every point in Medan City.

Abstract

The purpose of the study was to find out the portrait of the SOP on the management of E-KTP from the aspects of transparency, accountability, and the rule of law at the Medan Amplas Sub-District Office, Medan City. This study uses descriptive qualitative research methods with primary and secondary data collection techniques. The results showed that the SOP for the management of E-KTP at the Medan Amplas sub-district office was not optimal in providing services to the community. This is evidenced by the complaints from the publik regarding the procedure and time for completing the E-KTP and the unsatisfactory attitude of the employees.

Abstract

The Medan City Government Resilience Service is responsible for the implementation of food which is structurally the authority of the Medan City Food Security Service. according to the main task and function, the Medan City Food Security Service must be able to empower all existing regional components/devices. Thus, with coordination among development actors, the implementation of food security in Medan City can be implemented successfully and efficiently. The research method used is descriptive qualitative. Techniques for collecting data were interviews, observations, and document recording. The data obtained are then analyzed by examining all the data that has been collected which is supported by the results of interviews with the effective coordination theory approach by Tripathi and Reddy (1994), namely direct relationships, initial opportunities, continuity, dynamism, clear goals, simple organization, formulation of authority and responsibility, effective communication, and effective supervisory leadership. The results of this study have not gone well. This is due to the inability of the Medan City Food Security Service to vary food, this program also causes dependence so that people do not have an effort to improve their nutrition, and the lack of supervision by the City of Medan so that there are people who misuse aid..

Abstract

This study aims to determine and describe how the Performance of the Technical Implementation Unit of the State Museum of North Sumatra Province in Increasing the Number of Museum Visitors in Medan.The method used in this research is descriptive qualitative, with an approach using the indicators proposed by Dwiyanto Agus, namely Productivity, Service Quality, Responsiveness and Accountability as indicators to find out what the results of employee performance are.The results showed that the employee's performance in increasing the number of museum visitors at the Technical Implementation Unit of the State Museum of North Sumatra Province was still optimal, because it had made performance improvements in terms of time, cost as well as processes and procedures. This can be seen from the quality of service provided by the museum to visitors who can provide satisfaction.

Abstract

The issuance of trading business licenses in Indonesia has not been fully implemented properly in accordance with the objectives of public services. This study aims to describe the effectiveness of public services in the process of issuing trading business licenses at the investment office and PTSP Medan City. The data were analyzed qualitatively by using the theory of effectiveness according to Duncan (Steers 1985:53). From the research results, the issuance of trading business licenses is still not effective because the time for completion of permits exceeds the existing standard time and the socialization carried out is also not fully evenly distributed, but the existing facilities and infrastructure are very supportive as supporting services in the management of trading business permits.

Abstract

This study aims to find out and describe how the results and impacts of the implementation of the Village Owned Enterprise Program (BUMDes) have been running in Sidodadi Village, Langsa City.The research method used is a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation. The results of this study indicate that the Village Owned Enterprises (BUMDes) program in Sidodadi Village, Langsa City is not yet fully optimal for increasing income and empowering the government and the community to need new policies to increase village income. The government's effectiveness indicators welcome suggestions from the public. In the efficiency indicators, the community is very helpful and feels involved in the process. In the indicator of the adequacy of the value empowerment program, it plays a good role in helping the community's economy. In the indicator of equity, the community assesses that the decisions taken by the bumdes are fair enough. On the indicators of responsiveness, the clarity of the program made by bumdes is very good. On the indicators of the accuracy of the empowerment program in the village of Sidodadi, it has been going well, but it must be bolder to develop the potential of the village.

Abstract

The handling of the Covid-19 problem in the city of Padang has not been maximized. This is due to the lack of cooperation from various parties, from the government, private sector to the community. This study aims to explain the implementation of collaborative governance principles, and to explain the factors that influence the implementation of collaborative governance in handling the COVID-19 pandemic in Padang City. The research uses qualitative methods. In determining the informants used purposive sampling technique. In this study, interviews and documentation studies were used to obtain data. Data analysis was performed using manual data analysis procedure (MDAP) techniques. The validity of the data was tested by triangulation of sources. The results of the study indicate that the implementation of collaborative governance in handling the COVID-19 pandemic in the city of Padang has not been running properly. This can be seen from several principles that have been implemented well and there are also principles that have not been implemented properly. Factors that influence the implementation of collaborative governance are cultural factors and political factors.
