Abstract

Regional Disaster Management Agency as an agency formed by the government as a forum for disaster management. One of the actions taken by BPBD to cope with flood disasters is through coordination with the Medan City Public Works Department. This study aims to describe the coordination between BPBD and the Medan City Public Works Agency in post-flood disaster management in Medan City including the stages of rehabilitation and reconstruction. The research method used is descriptive qualitative research, while the data collection techniques used are observation, interviews and documentation. The results of the study indicate that the coordination between BPBD and the Public Works Agency in the post-flood disaster implementation in Medan City has not been maximized.

Abstract

After the stipulation of COVID-19 as a national disaster, the government through the Ministry of Social Affairs launched the BST program for communities affected by the COVID-19 outbreak. This study aims to describe in depth the effectiveness of the Cash Social Assistance Program for Communities Affected by the COVID-19 Pandemic in Timbang Galung Village, Siantar Barat District, Pematangsiantar City. The method used in this research is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation, and documentation. The results showed that the Effectiveness of the Cash Social Assistance Program to Communities Affected by the COVID-19 Pandemic in Timbang Galung Village, West Siantar District, Pematangsiantar City, has not been effective. This can be seen from the data collection carried out that still does not meet the accuracy of the program due to the lack of accuracy of program managers in the process of collecting data on program participants. In addition, the socialization between program managers and the community did not go well because there was no socialization implementation. Thus, the linkage of these elements results in inaccuracy of program targets, lack of performance of program managers, and not achieving program objectives.

Abstract

The development of the tourism sector that is carried out properly will have an impact on the economic sector and encourage development for other sectors. This study aims to determine and describe the Coordination of Sectoral and Regional Planning in Tourism Infrastructure Planning in the Bukit Lawang TNGL area, Kabupaten Langkat, North Sumatra. The research method used in this research is descriptive qualitative. Data collection techniques were carried out through interviews and observations as well as documentation and literature. The results showed that the Coordination of Sectoral and Regional Planning in Tourism Infrastructure Planning in the Bukit Lawang TNGL area, Kabupaten Langkat, North Sumatra has not run optimally. This is because the tourism infrastructure is still not optimal in developing Bukit Lawang tourism at this time.

Abstract

The PORA team is a team consisting of several agencies that have duties and functions related to the presence and activities of foreigners. The coordination between the PORA Team and the Manpower Office is to strengthen the supervision of foreign workers from administration to field supervision, but internally, the PORA Team still has problems. This study aims to identify and describe the coordination of the PORA Team in the supervision of legal TKA educators in Medan City. The research method used is descriptive qualitative method. The results of the study indicate that coordination in the supervision of foreign workers requires an approach between members and inter-institutional meetings. In the agency's business indicators, the coordination of the PORA Team caused internal problems due to a lack of understanding of the main tasks and functions of the members. In the unit of action indicator, the existence of sectoral egos such as the Manpower Office acts by itself in the supervision of foreign workers. On the indicators of shared goals, the agencies that are members of the PORA Team designate Immigration as their leading sector. However, there are findings in the field, that there is an agency under the auspices of the Medan City Government which forms a Foreigner Monitoring Team.

Abstract

The Family Hope Program (PKH) is a conditional social assistance provided to poor families with components of health (toddlers and pregnant women), education (elementary, junior high, and high school children), and social welfare (elderly and socially disabled). This study aims to determine and describe the effectiveness of the Family Hope Program (PKH) in an effort to reduce the burden of spending on poor families in Nagori Kandangan, Pematang Bandar District, Simalungun Regency. The research method used is a descriptive method with a qualitative approach. Data collection techniques were carried out by interview, observation, and documentation. The results showed that PKH in Nagori Kandangan is still not effective. In terms of achieving goals, there are still delays in the distribution of PKH funds and the inaccuracy of PKH targets. In integration indicators, PKH is still not fully integrated and there is still a lack of understanding of KPM related to PKH due to the lack of socialization held. In the adaptation dimension, PKH is still not able to adapt to the wishes of KPM, especially in opening a business.

Abstract

The Keltana Program is a program that makes kelurahans self-sufficient in adapting to and dealing with disaster threats, as well as recovering quickly from the adverse effects of disasters. This study aims to describe the capacity of the Medan City Regional Disaster Management Agency (BPBD) in the Disaster Resilient Village Program (KELTANA) in Aur Village, Medan Maimun District. The research method used is descriptive method with a qualitative approach. Data collection techniques were carried out by interviews, observation, and documentation. The results of the study show that the capacity of the Medan City BPBD in the Keltana Program in the Aur Village is still not good. From the dimension of human resources (HR), the training has not been carried out routinely. In the dimension of organizational strengthening, the utilization of personnel has not been maximized because Village Volunteers do not have adequate facilities and equipment. In the dimension of institutional reform related to economic and political rules, there are still many poor people who live on the banks of the river who still throw garbage into the river and the Keltana program has not been able to change the habits of the Aur Kelurahan community.

Abstract

Subsidized fertilizer distribution is the process of distributing subsidized fertilizer from fertilizer subsidy implementers to farmers as final consumers. This study aims to determine and describe in detail the effectiveness of implementing subsidized fertilizer distribution policies for farmers in Bangun Purba Village, Lembah Sorik Merapi District, Mandailing Natal Regency. The research method used is descriptive method with a qualitative approach. Data collection techniques were carried out by interviews, observation, and documentation. The results showed that the implementation of the subsidized fertilizer distribution policy in Bangun Purba Village still needed improvement because it was not yet effective. In terms of the source approach it is still not effective because there are inadequate staff in providing information to farmers, but in terms of fulfilling facilities it is said to be effective. In the process approach, the implementation of the distribution of subsidized fertilizers is still experiencing delays, then the subsidized fertilizers that are distributed are also not in accordance with the needs of farmers, the price of subsidized fertilizers has also increased which is a difficulty for farmers. In terms of the targeting approach, the distribution of subsidized fertilizers has been effective because the retailers in Bangun Purba Village only provide subsidized fertilizers to registered farmers.

Abstract

This study aims to find out and describe how the capacity of the Social Service in overcoming the eruption of Mount Sinabung through the distribution of life insurance and the filling of permanent housing for the people of Berastepu village. The method used is a descriptive method with a qualitative approach through data collection such as interviews, observations, documentation, and literature studies. The results of research in the field, researchers found that the capacity of the Social Service in disaster management of the Mount Sinabung eruption through the distribution of life insurance and the filling of permanent housing for the berastepu village community has not been maximized. The Social Service Office has distributed assistance to the people of Berastepu Village, but there are still problems seen from human resource indicators that have not been maximized where the employee's educational background is not in accordance with the placement of positions, then facilities and infrastructure, especially work rooms that have not provided comfort for employees, and organizational management indicators, especially information collection, have not been maximized where there is a lag in some community data so that resulting in late distribution of aid.

Abstract

This study aims to analyze community participation in the PAMSIMAS community-based water supply and sanitation program in Jandiraya Village, Dolog Masagal District and to describe research on PAMSIMAS and analyze community problems regarding the need for clean water in Jandiraya Village, Dolog Masagal District, Simalungun Regency. The method used is descriptive qualitative research method through data collection such as interviews, observation, documentation, and literature studies. The results of field research concluded that community participation in the PAMSIMAS provision program had been completed so that there were real results from PAMSIMAS development. Community participation in development has been quite good, as seen by the community still carrying out PAMSIMAS development so that construction is complete. It's just that the level of community participation is still relatively low so that it is not optimal in carrying out this PAMSIMAS development. This lack of community participation is due to the work done by the Jandiraya village community to meet the needs of the village community.

Abstract

In public policy about tourism it is mentioned tourism is not only building infrastructure but protect human right, cultural diversity, local wisdom and community local empowerment. Therefore, the implementation of tourism must have an impact on the lives of local communities and its implementation must involve the community to participate in implementing these policies. For this reason, it is necessary to implement local wisdom-based community empowerment in tourism activities so that the community structure that participates in tourism can be independent and prosperous.The purpose of this research was to determine the implementation of community empowerment based local wisdom policies in tourism activities at Lumban Suhi-Suhi Toruan village, Samosir Regency. The method used in this study is descriptive qualitative using the theory of M.S. Grindle stated that implementation can be seen from several indicators, namely related interests, type of benefits, degree of change to be achieved, location of decision making, program implementers, resources used, power, interests and actors involved, character of institutions and regimes those in power, and the level of compliance and response from the implementer.The implementation of community empowerment based on local wisdom policies in Lumban Suhi-Suhi Toruan village like Martonun Sadari, Hita Do Hutaraja and ulos weaving training have not been optimally. The obstacle factor because the lack of resources owned by the village and regional governments, along with the weaving ulos group, causing the benefits of the policies obtained to be less felt by the empowered community.
