This study intends to identify the Village Fund Allocation Management in Luhu Village, Telaga District, Gorontalo District. This research was conducted at the Luhu Village Office. The research method used is a descriptive study technique with a qualitative approach in which descriptive research describes the conditions and atmosphere of incidents in the field in a systematic and careful way. The research results prove that the results obtained are tied to the management of village fund allocations in Luhu Village, Telaga District, namely programming Village Fund Allocations, implementation of Village Fund Allocations, and accountability information in accordance with applicable determinations and listed villages that are fast both in administration or stipulations and speed on document collection.

The problem of social welfare, especially poverty which continues to increase from day to day, the Indonesian government through the Ministry of Social Affairs of the Republic of Indonesia issued a form of mitigation effort through community empowerment in the development of Productive Economic Enterprises (UEP). This study aims to identify and analyze community empowerment through the joint business group (KUBE) program to reduce poverty in Bandar Utama Village by the Tebing Tinggi City Social Service. This study uses a descriptive research method with a qualitative approach. The research method used is descriptive research with a qualitative approach. Data collection techniques were carried out by means of observation, interviews and documentation. The data obtained was then analyzed using triangulation as a data validation technique. This research is based on empowerment indicators according to Edi Suharto who argues that community empowerment can be achieved through enabling, empowering, protecting, and supporting. Based on the research results, it can be seen that community empowerment through the Joint Business Group (KUBE) program to tackle poverty in the Bandar Utama Village, Tebing Tinggi City, can be said to be still not running optimally.

Land has an important meaning in human life, this is because almost all aspects of human life cannot be separated from the existence of land. Every year population growth increases, resulting in an increase in the need for land and results in an increase in problems related to the land sector. Problems that often occur make the government issue a policy to make it easier for the community to process land certificates, namely the Complete Systematic Land Registration (PTSL) program in Article 3 paragraph (4) of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Acceleration of the implementation of Complete Systematic Land Registration (PTSL). The method used in this study is descriptive qualitative with data collection techniques in the form of interviews, observation and documentation. The results of the research conclude that the effectiveness of the implementation of the Complete Systematic Land Registration program in Issuing Land Certificates at the Land Office of Deli Serdang Regency has been carried out. Judging from the achievement of the goals within the period of time that was carried out in a year and there are still several certificates that have not been issued. Process integration in its implementation has also been carried out and the socialization that has been carried out has not been said to be successful because the socialization is carried out only in villages that are selected to be carried out annually, so not many people know about the complete systematic land upgrading program. In adaptation to increasing the capacity of land office employees, capacity building is not carried out because the process of implementing the complete systematic land registration program is the same as usual activities and the infrastructure used by employees to get off the ground has already been provided by the land office.

Program evaluation is a unit of activity that aims to collect information that implements a policy, takes place in a continuous process, and occurs in an organization that involves a group of people for decision making. Program evaluation aims to determine the achievement of program objectives implemented. Based on the Instruction of the Ministry of Home Affairs of the Republic of Indonesia Number 470/837/SJ concerning the Population Administration Movement, the main objective of this movement is to increase public awareness in the field of population administration towards an orderly society, an effective and efficient government and a competitive state. Regarding the GISA program in Sibolga City, it was found that there were still people who did not have an orderly population administration, the target of the GISA program did not know the program's objectives, the programs carried out were not targeted at the community and there was no increase in document ownership from 2019 to 2020 in the administration of KIA ownership. For this reason, this study will identify and describe in detail the evaluation of the GISA Program at the Population and Civil Registration Office of Sibolga City. This study uses a descriptive research method with a qualitative approach. Data collection techniques used are interviews, observations and documentation related to the evaluation of the GISA program at the Population and Civil Registration Office of Sibolga City. The data obtained were analyzed qualitatively by examining all the collected data, studying the data, and compiling the data obtained using the approach proposed by D. Stufflebeam using the CIPP evaluation model, namely, Context, Input, Process and Product. Through this research, it is known that the evaluation of the GISA program at the Population and Civil Registration Office of Sibolga City on the context dimension of the GISA program can be found that there are still people who are not aware of the importance of ownership of population documents so that the necessary needs are not met. The input dimension for the evaluation of the GISA program found was that the facilities and infrastructure were not optimal enough to fulfill the implementation of the GISA program, so that the technical implementation of document formation was not carried out properly. In the Process dimension, there are still people who do not know the GISA program about the importance of ownership of population documents and the schedule of activities is not carried out properly due to the Covid-19 pandemic. The Product Dimensions found to have the effect of this program have not been conveyed to the community as a whole.

The performance of public organizations is always considered by the wider community, public organizations must have good service performance in order to have public trust. This study aims to identify and describe the performance of the Residential Area Housing and Spatial Planning Service in the Implementation of the Uninhabitable House Rehabilitation Program (R-RTLH) in Sunggal Village, Medan City. The method used in this research is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation. The results of the study show that the performance of the Medan City Residential and Spatial Planning Office in the Implementation of the Uninhabitable House Rehabilitation Program (R-RTLH) has been running quite optimally, but is still constrained by limited human resources, funding sources and also lack of socialization. still closed. The productivity indicator for program implementation has reached 100% in the first six years, but in 2020 it could only reach 25.45% and in 2021 it was 68.29%. The quality of services provided has followed established procedures. Then the Medan City PKPPR Office has been responsive in understanding what the needs of the people who receive assistance from the Uninhabitable House Rehabilitation program. Responsibility has been seen from the suitability of the activities carried out with the legal basis that has been made in carrying out activities. Accountability already refers to the implementing guidelines that have been established with fairly accountable services.

Citizens fell difficult to access Sihobas. Online services which should make it easier to take care of the required population documents. The purpose of this study was to describe the effectiveness of the Population Administration Information System (Sihobas. Online) at the Simalungun Regency Population and Civil Registration Service. This study use a qualitative descriptive research method. The data obtained were then analyzed using the Martani and Lubis theoretical approach, which focused on the process approach as viewed from Human Resources, Facilities and Infrastructure and Population Documents. Through this research, it is known that Sihobas. Online is not running effectively, this is because currently Sihobas. Online is not activated and cannot be accessed by the public in an indefinite period of time.

The drinking water grant program is an effort to accelerate the addition of new house connections (SR) through the application of output-based or measured performance. The drinking water grant program is intended as an additional fund for the Provincial Government or Regency/City Government so that they can carry out their roles and responsibilities in the provision of drinking water services. This study aims to describe the implementation of the coordination of the drinking water grant program between agencies authorized to regulate this matter. The program's target is Low-Income Communities (MBR) in Pematangsiantar City. This study uses a descriptive method with a qualitative approach where the data collection technique uses observation, interview and documentation methods. The data were analyzed through data reduction, data presentation, data triangulation and drawing conclusions. Based on this study related to the direct relationship variable, it was found that there was no evaluation and projection process in program implementation. Based on the Continuity variable, it was found that the target of installing one hundred percent clean water connections that had been targeted earlier was not achieved. The dynamism variable found that the Project Implementation Unit officials had not been able to provide sufficient funds for the construction of the distribution pipeline. The supervised leadership variable found that there was still a sectoral ego so that the coordination that was built did not go well.

Coordination is carried out to create a uniform and harmonious effort on the target that has been determined. The ideal coordination in tourism development is coordination that is able to establish effective cooperation and communication between related organizations so that each organization is able to carry out its duties in order to achieve effectiveness in the implementation of tourism development, one organizational unit will not be able to run alone without cooperating with other organizations. The research method used in this study is a descriptive research method with a qualitative approach. By formulating the theory put forward by Dann Sugandha, namely units or organizations, potential sources, movement of activities, unity, harmony, the same direction (target). By using data collection techniques carried out by means of interviews, observations, and documentation The results of this study are that in developing the Paris Beach destination in Tigaras, the Department of Tourism and Culture coordinates directly with the Department of Transportation to regulate land and water traffic, which then coordinates also with the Department of Public Works regarding Spatial Planning, facilities and infrastructure, and coordination as well. carried out to the Tourism Awareness Group and the tourism management community in managing tourist destinations. The coordination of the development of these tourist destinations has the same direction and target, namely to make Paris Beach a tourist destination that will be taken into account and attract a lot of tourists, of course, with improvements such as road access to Paris Beach, the available rides are still suitable for use, and comfort of visitors on Paris Beach. From the results above, the coordination of the development of the Paris Beach has been carried out well but needs to be maximized.

The formation of the Ombudsman in Indonesia became a milestone in the start of reformation in government institution aimed at overseeing government performance. This study aims to see how the effectiveness of the Ombudsman Republic of Indonesia representative of North Sumatera in the supervision of public services. The research method used is descriptive research method with qualitative approach. Data collection techniques are done by interviewing, observing and recording documents related to supervision of public services carried out by Ombudsman Republic of Indonesia representative of North Sumatera. The data obtained are then analyzed qualitatively by reviewing all the data that has been collected supported by the results of the interview, observation. From the results of the study it can be seen that the performance of Ombudsman Republic of Indonesia representative of North Sumatera in the supervision of public services has not been effective. This is known by the number of resources both human and budget are small, limited authority of Ombudsman, the usefulness of the Ombudsman for North Sumatera, the amount of quality and output produced and the supporting facilities and infrastructure.

Leadership is an activity to influence the behavior of other people so that they want to be directed to achieve certain goals and is a process or series of activities that are interconnected with one another, even though they do not follow a systematic sequence, the series contains activities to move, guide, direct, and supervise other people in doing something either individually or together. The method used in this research is quantitative descriptive, this method was chosen because it is based on the research object in question, the purpose of this study is to determine the role of village leadership in stimulating the community and developing the village, while the number of respondents in this study is a sample of 30 respondents and the total population is the entire community of West Rabadompu Village, Bima City, while the results of the study are surplus agricultural production as excess of the needs of farming families that are sold to meet non-primary needs. public health by empowering individuals, families and communities to foster healthy living behavior as a motivator in the village is something important where, the role or contribution of the energy and mind of a leader to provide a motivation for the community.
