Retrieved from kominfo.go.id, the Director of Information Services of International Directorate General of Public Information and Communication, Selamatta Sembiring, said that 95 % of internet users accesses social networking sites. The most accessible social networking sites are Facebook and Twitter. This research uses descriptive qualitative approach by using methods which are data collection, interview, and documentation. The interaction in interpersonal communication on Facebook tends to be similar to the daily interpersonal communication. Both of them have similar steps of daily interpersonal communication process as proposed by Devito (1997:233) which are contact, involvement, familiarity, destruction, and termination. The next development is that the connectivity among Facebook users is no longer based on known people who live far away. Facebook expands the reach of connectedness based on specific needs of humans. As shown on the early development of Facebook, that connection is expanded on university students. It can be seen from the specific need of university students that is the need of educational information. The existence of new media, especially Facebook, cannot be underestimated by public relations. It can be a chance to optimize its role and its function internally and externally or publicly. The existence of new media repositions public affairs function which tends to be closed and one-way communication to be open and two-way communication. This new situation requires public relations to have the appropriate interaction competence in the public as well as effective interpersonal communication on social media, especially Facebook. Based on the preliminary survey I conducted at RSUD M. Yunus Bengkulu, there were a number of patients who complained to the services provided by the inner disease clinic. They were unsatisfied with the readiness of officials in giving services and the irregular schedule for medical check –up. They also complained with the time provided by the officials in giving services, which was too short, i.e. starling from 8.00 to 11.30 west Indonesia time. Indeed, the officials often give services star from 9.00 (one hour delay from the schedule), so that the patients felt that the officials carried out the services unprofessionally. This research aims to describe the quality of services provided by the nurses, doctors, and administrative staff in the clinic of inner disease at M. Yunus hospital, Bengkulu. Samples in this research were selected by using accidental sampling method. The data were collected using questionnaire. The collected data that were then analyzed using descriptive qualitative method. The finding shows that the services provided by both nurses and administrative staff were not satisfying. The medical services provided by the doctors in contras were in good quality.Keywords : quality service of nurses, doctors, and administrators.

This research aims to investigate the implementation and factors that impede the implementation of Corporate Social Responsibility (CSR) which is based on the principle of Good Corporate Governance Good Corporate Governance (GSG) in PT. Bio Nusantara Teknologi. This research uses a descriptive method of analysis with a qualitative approach and data collection performed by the method of instrumental case studies, documentary studies, and natural observation (observation depth). The results show that six areas of activity that the CSR programs have been implemented by PT. BNT to improve well being communities are Education, Social Affairs / Religion, Health, Infrastructure, Economic and Environmental Affairs. Second, funds budgeted in the implementation of CSR programs at the PT. BNT were fit with the intelligence of UUPM No.25 Tahun 2007 in the amount of 1-5% of the company's profit after tax. Third, the social sector undertaken by PT.BNT to the CSR programs simply touch the community, where it is seen from the social program / religion that has been done, the areas of health and education.As for the program of environment and the economy has not been so touching peoples. Fourth, CSR applied by PT. BNT based GCG show that the implementation is not visible transparent principles, accountability, responsibility and fairness. Fifth, the existence of CSR programs in the form of community development that has been carried out by PT.BNT still lacks of impacts and benefits to improve the welfare of the local community, because of lack of fulfilling wishes of local communities, especially in the fields of economics, education and infrastructure development.And sixth, the implementation of CSR programs in the form of community development in the PT.BNT reap many obstacles and challenges, such as lack of budget funds and the scope and location of the village area around the company, so that distribution is not equitable relief. This research is started from the legislative election that was held simultaneously throughout Indonesia, especially in the general election of 2014, the socialization and familiarization of each candidates to the public are important to do. Political campaign conducted by politicians will certainly look different to create a certain effect on a large number of audiences. In this case, the transformation in the level of knowledge or cognition and the transformation in attitude bring sympathy and then change audiences’ behavior concretely. As seen from political points of view, new politicians and politicians who are incumbent have the same chance in winning votes in the general election. Because of that, incumbents have to prepare good strategies to win people’s hearts in the legislative election. The researcher uses a qualitative approach using a case study to describe the case researched. The supporting theory used is a symbolic interaction theory, social consideration, and concepts regarding political campaign and political communication. In this study, the researchers involves three main informants, who are Ali Saftaini, Antonius Dalle, and Husni Thamrin as members of legislative assembly running for reactivating in the legislative election from the Golkar Party consisting of the first, second, and third constituencies. The results show that (1) The team is selected by the consolidation of family relationship that is a close family having good communication in everyday life, the big family of father and mother. The party chooses a very trustworthy person having emotional closeness and maintaining communication. (2) The target election identifies targets in constituencies and establishes permanent voters, constituent for five years, as well as establishes the vote center that is the place where the voters are domiciled, developed village and the big family, and have an interest which is community organizations, farmer groups, taklim, and youth organization in constituencies. (3) The message is delivered positively and negatively and is well packed. It mainly discusses comprehensively. (4) The tactic can be divided into two: direct communication and indirect communication. Direct communication can be implemented by face-to-face communication, visiting people, and “blusukan.” Meanwhile, indirect communication can be implemented through media, newspaper, billboards, calendars, name cards, party and non-party T-shirts.Keywords: political campaign, incumbents, legislative election

Basically, to state an employment agreement is considered valid or not it’s obliged to pay attention to the provisions of article 1320 of the Civil Code. The provisions of the employment agreement at least benefit workers as stipulated in the labor legislation, company regulations, or collective agreements. A revised agreement between the governments of Malaysia and Indonesia provide some benefits for migrant domestic workers but failed to provide some degree of protection related to low wages and high cost of recruitment. A series of violent cases received widespread attention led Indonesia in June 2009 to prohibit new recruitment of domestic workers to work in Malaysia until the new protection is applied. This agreement includes a positive change where workers are allowed to keep their passports instead must submit passports to the employer, and ensure workers to get their weekly rest. This study was conducted to describe the prosperous families in Lintang society as well as to describe Lintang society perceptions towards a prosperous family in their cultural values system. This study explored and analyzed the views and perceptions of Lintang society toward prosperous family and cultural values system that influence the behavior of a prosperous. This research was a qualitative descriptive study. Research targets were families in Lintang society. Data were collected by interviews, observations and documentation techniques. The result of this study showed that the families prosperity in Lintang society was always changing. Besides influenced by the crop and coffee prices, the prosperity wass also influenced by cultural values that influence people's behavior in building a prosperous family. Some of the most striking things were: Musim Kawo (coffee season), the harvest of coffee that increased the prosperity and consumption levels of society, Musim Sedekah (summer party) after the harvest season, a season in which people competing to organize a massive party, Musim Bejudi (gambling season), at the time the party was also followed by a period of gambling, and Musim Paceklik (dry season) because the crop was up, people didn’t have any savings so that people experiencing difficulty in meeting the needs of everyday life, this kind of thing goes annually.Keywords: Prosperous Family, Lintang, Cultural Values System

Service is the main task of the state apparatus. The scope of services and public services covered broad aspects of community life. This task has been clearly outlined in the preamble of the 1945 Constitution that is in the fourth paragraph. In practice, public services in Indonesia have not been going well. The provision of public services by government officials to the public is actually an implication of the state apparatus functions as a public servant. Therefore, the position of the government apparatus in public services is very strategic because it will determine the extent to which the government is able to provide the best possible service to the community, which thus will determine the extent to which the state has to perform its role properly in accordance with the purpose of founding. The indicator of public services quality are punctuality, ease of filing, the accuracy of error-free services, and service charges. Counseling activities should be performed by counseling teacher that has been trained and educated in the field. In fact, studies teachers who also acted as a tutor didn’t understand the concept of tutor commonly called counselor, because of their educational background were not Guidance and Counseling Study Program. In the course of counseling, teachers needed to understand the elements of respect, empathy, audible, clarity and humble in running the guidance. Writer wanted to know the effectiveness of communication run by Subject teachers in performing the role of a counselor. This is a qualitative research. Data was collected by using observation, interviews and documentation techniques. The results showed that: (1) the understanding between teachers and students has been established as Civic Education teachers attempted to understand the counseling activities, (2) there’s a sense of fun between Civic Education teachers and students when they are running the counseling, (3) a change in attitude after the counseling on students, (4) good social relations, (5) after the communication, students can change the attitude or act according to the direction of Civic Education teachers who acts as a Counselor.Keywords: Communication, Guidance, Counseling

This study aimed to determine the Empl oyee Ethical Decision Legislative Council Secretariat Bengkulu province. The research method was qualitative. Informants in this study were all secretariat employees of th e Regional Representatives Council of Bengkulu p rovince. Data was collected by using pur posive sampling technique through interviews. Data analysis was performed through three (3) st ages: reduction, display, and inference and verification. The results showed that ethi cal decision on the Secretariat of Bengkulu Province Council seen from benefits criteria, some decisions are tied to the interest of Council’s member. Seen from rights criteria, the Council membe rs didn’t focus on the rights and interests of all organization or instances and employees. If it’s seen from fairness criteria, the fairness doesn’t applied well for the lazy and diligent employees receive the same honorarium. In addition the appointment of PPTK (Official Technical Users Activity) only employees who are close to the leaders who were appointed. However, because it’s the leader’s decision, all employees must comply. Public Relations Department of Bengkulu City assigned to form the image of Bengkulu City Government through a variety of media used. In practice, the PR Department of Bengkulu city has not carry out all the roles and tasks entrusted optimally because of the tendency to deliver the information is still one-way. Several of the barrier factors are: political factor, the existing organizational structure in the Bengkulu City, inadequate infrastructure to support public relations activities, and lack of coordination between the public relation departments that exist in the Provincial and City Government of Bengkulu. While some of the supporting factors of the role and duties implementation are: the funding is sourced directly from Bengkulu City budget in the implementation of public relations activities of the city of Bengkulu, and the motivation to improve the quality and quantity of human resources.Keywords: Public Relation, Image
