Abstract

Public service is a very crucial and interesting issue to discuss because it always exists in a state where the state and the administration stands. The implementation of public service is still far from the ideal expectation of the public. The identification of the unexpected services is visible in terms of the waiting and public services which often face uncertainly. It is very difficult to estimate when the services can be obtained, and on the other side it sometimes needs some unofficially fee to undergo the process of getting the services. This research aims to find out the quality of public services at the office of population and civil registry in Bengkulu Tengah regency. This research uses a descriptive qualitative approach. The data used in this research is secondary and primary data. In the data collection, the researcher uses triangulation technique and the researcher uses informants by purposive sampling technique.  The data process and analysis were carried out by means of data reduction, presentation, and making conclusion. From the research results and discussion, the poor quality of public services in Bengkulu Tengah was caused by; 1) low level of consistency between the waiting time and the processing time, 2) common mistakes about the accuracy of the services especially regarding errors in the printing of the document, 3) lack of courtesy and hospitality of the employees as well as lack of mutual respect of the clerk, 4) the employees have weak sense of responsibility in providing services, especially regarding discipline employees, 5) the administration wares of making identity cards shows that it is easier to get, but it is different from the wares of making the family cards, in which it shows some more difficult, 6) it is still rather difficult to get the services, the frequent discriminatory attitudes, the lack amount of employees, and moreover the wares such as computer and other facilities are still limited, 7) no variation of service model, 8) the low level of personal services provided by the officers, 9) there is no comfort in obtaining the services, 10) the unavailability of supporting facilities, clean environment and enjoyable circumstance. Then, the environment also has lack of regularity, neatness, tidiness and cleanliness. Based on the conclusion above, the government should develop the human resources in both the quantity and the quality in order to be able to improve the services including the employees’ discipline enforcement, improving apparatus’ mental through the provision of punishment and reward, and structured of the standard of procedure operational, the increase in the means of supporting driven computerized technologies and a more adequate office lies in a strategic area and circumstance.Keywords : quality of public services, civil registry

Abstract

This study was conducted to describe the prosperous families in Lintang society as well as to describe Lintang society perceptions towards a prosperous family in their cultural values system. This study explored and analyzed the views and perceptions of Lintang society toward prosperous family and cultural values system that influence the behavior of a prosperous. This research was a qualitative descriptive study. Research targets were families in Lintang society. Data were collected by interviews, observations and documentation techniques. The result of this study showed that the families prosperity in Lintang society was always changing. Besides influenced by the crop and coffee prices, the prosperity wass also influenced by cultural values that influence people's behavior in building a prosperous family. Some of the most striking things were: Musim Kawo (coffee season), the harvest of coffee that increased the prosperity and consumption levels of society, Musim Sedekah (summer party) after the harvest season, a season in which people competing to organize a massive party, Musim Bejudi (gambling season), at the time the party was also followed by a period of gambling, and Musim Paceklik (dry season) because the crop was up, people didn’t have any savings so that people experiencing difficulty in meeting the needs of everyday life, this kind of thing goes annually.Keywords: Prosperous Family, Lintang, Cultural Values System

Abstract

This Study aimed to determine the etnography of communication in marriage between Javanese ethnic and Lembaknese ethnic. Informants were determined by using purposive sampling technique with the number of 13 informants. From the research, it could be seen that the communicative situation in Javanese and Lembaknese traditional wedding occurred several times, that is at the time of Lamaran (marriage proposal) in which male family were welcomed by the female family, Akad Nikah (Solemnization), Pijak Telur (eggs stampede) which symbolizes the beginning of family life that could produce a future generation, Sungkeman (kneeling) that is requesting prayers of both parents for the blessing, and Dahar Klimah which symbolizes that the bride and groom will live together in every situation. In addition, other communicative acts can be found from the ceremony is the giving message (advices) from the elders to the bride and groom about living in harmony in the household despite coming from different ethnics.  Keywords: ethnography of communication, traditional wedding ceremony, Javanesse, Lembaknese

Abstract

This study aimed to determine the communication patterns between punk community member in Curup Rejang Lebong. This study used qualitative research methods, with descriptive research approach. Informants in this study were four members of the punk community. Data collection techniques used by researchers were observation, interviews and documentation. The results showed that the patterns of communication used by members of punk were: one-way communication pattern, two-way communication pattern, and multidirectional communication pattern. In the pattern of one-way communication, punk community members act as listeners or communication made in the form of instructions through mobile media (handphone). This two-way communication patterns better clarify the pattern of one-way communication where the causal direction alternates for their feedback whether the message could be understood and accepted. Multidirectional communication patterns occur in this community go well, because here they exchange ideas or discuss and receive advice among fellow community through consultation conducted every month to pull out the ideas that could be useful for the progress of the punk community members and strengthen the relationships between community members.

Abstract

The aim of the study was to determine the Village Head's Performance in the village Physical Development (Study in Renah Panjang Village, Lubuk Sandi Sub-District, Seluma Regency). The method used in this study was descriptive qualitative research. Furthermore, data collection techniques were carried out by means of in- depth interviews, observation and documentation. After the research results were obtained, they were analyzed by means of data reduction, data presentation and drawing conclusions. There were 5 informants in this study consisting of 2 key informants and 3 main informants. This study uses the theory according to performance according to Wibowo (2009: 376) in his book as follows: Attitude Approach in planning village physical development with the coordination of village heads, village officials, BPD members and village community leaders are involved with the results of joint deliberations to determine the implementation development in the village. Even though not all of the community was involved, those who still had a close relationship with the village head were invited to hold discussions. Those who disagree or agree are not involved at all. Behavioral Approach in terms of the information provided by the village head regarding the disbursement of the Village Fund, it was not transparent to the community, only village officials knew when the disbursement of the funds was disbursed. Whereas the community only found out or were informed when there was a deliberation on the planning and implementation of the village's physical development, and even then, the village head who was present, such as community leaders and BPD members, was invited. The Hasi Approach there are some members of the community, such as village officials, community leaders, and BPD members who are involved in the process of planning and implementing village physical development. Meanwhile, some communities are not involved in the process of planning and implementing village physical development directly because there is a lack of closeness with the village head and village officials. The Human Resources Contingency Approach in village officials is still lacking in serving the needs of the community because the average education of high school graduates and Package C school, no one graduated from D3 or S1. Mastery of technology such as computers or laptops, most village officials cannot use or operate, except the village secretary.

Abstract

This Community Service (PKM) aims to provide knowledge and insight to security guards who are carrying out Diksar (basic education) about public services, the rule of law, information technology, and the use of the Indonesian language that is good and right. The benefits of PKM activities are aimed at security guards (security) so that they can provide an understanding of public services, as law enforcers and comply with applicable laws or regulations, understand currently developing information technology and be able to use good and correct Indonesian according to situations and conditions . The results and conclusions of this PKM are that this PKM activity has educated and provided in-depth knowledge about the important role in terms of service and knowledge of security guards as law enforcers and obedient to rules, security guards can understand and apply information technology that is currently developing, and provide an understanding of the proper use of the Indonesian language according to the situation and conditions.

Abstract

Community Service (PKM) is carried out in the form of public dialogue with activity participants consisting of students, lecturers and education staff at the Public Administration Study Program, Dehasen University, Bengkulu. This PKM activity aims to provide insight and knowledge about the form and meaning of Social Solidarity for the Millennial Generation in the Public Administration Student Association Organization, Dehasen University, Bengkulu. This activity was carried out in one day at the Dehasen University Bengkulu Teaching Farm. The benefit of this PKM activity is that participants can understand the importance of knowing the meaning of solidarity, so that by knowing and understanding the meaning of solidarity in the organization it is hoped that this meaning can indirectly be embedded and imprinted in the souls of HIMAPLIK members and administrators themselves. It is also hoped that with this activity, HIMAPLIK members and administrators can become HIMAPLIK as a forum for forming responsible and disciplined characters, and encouraging them to be able to develop positive activities for the betterment of the organization.
