Abstract

This study investigates the moderating impacts of the three levels of management commitment (top, middle, and low levels) on the structural relationships among the constructs— six critical success factors of TQM (quality improvement program, supervisory leadership, supplier involvement, management commitment, training to improve products/services, cross-functional relationships); world-class performance in operations (world-class company practices, operational excellence practices, company non-financial performance); and company financial performance. It uses a sample of 1,332 managers in 140 strategic business units (SBUs) within 49 oil and gas companies in Indonesia. The empirical results indicate that the goodness-of-fit of the unconstrained model is much better than that of the constrained model, and this is an indicative that the three level of management moderates the structural relationships among the constructs. Those are, three levels of management act as a moderator variable between critical success factors of TQM, world-class company practices, operational excellence practices, company non-financial performance, and company financial performance. Results further reveal that world-class performances in operations (world-class company practices, operational excellence practices, and company non-financial performance) were positively mediated the impact of critical success factors of TQM on company financial performance. Results also point out that five of six critical success factors of TQM positively associated with world-class company practices and operational excellence practices under the three levels of management (top, middle, low). World-class company practices and operational excellence practices have direct and significant effects on company non-financial performance (productivity, operational reliability). Furthermore, empirical results suggest that there is a positive and significant relationship between company non-financial performance and company financial performance. Abstract

This paper examines efficiency of Indonesian term structure as imposed by the country’s central bank. The rate, widely understood as the Bank Indonesia (BI) Rate varying from 30-day, 60-day, and 180-day, usually stated as the plain-vanilla cost of capital of interbank debt financing depending on their time length. In general, this rate will consequently impact various other sorts of interest rates in the country’s debt market as a whole. When dealing with market efficiency, statistical inference shows that short-term BI Rate’s is not the best predictor of its long-term one due to some uncertain asymmetric information. This finding may lead to further adjustment in risk management strategy for hedging with interest rate. Abstract

Abstract. This paper represents one effort to systematize the use of terminology of entrepreneurial behavior and innovative behavior and to clarify how they relate each other. A clearly stated set of relationship and dynamics on these two concepts is necessary for scientific understanding, explanation and prediction. An agreed-upon relationship between entrepreneurial behavior and innovative behavior makes it easier for investigators to build on each other’s work, and for practitioners to decide whether research finding are applicable to them. Author first reviews some of the existing definitions on entrepreneurial behavior and innovative behavior and illustrates how they are mutually explaining and overlapping. Various terms used to describe the phenomena of interest are clarified. Endorsing, refining, and shepherding entrepreneurial opportunities are more related to idea generation phase of innovative behavior. While the other behaviors, identifying, acquiring and deploying resources needed to pursue entrepreneurial opportunities are more related to idea implementation phase of innovative behavior. Using the theory of socio-cognitive approach, pattern recognition and regulatory focus, the study details the discussion and concludes the overlap between entrepreneurial behavior and the innovative behavior. Abstract

Abstract. Market globalization, competitive product and services, high economic crises are the most critical factors that influence the success of the manufacturing companies in global market. Therefore it is critical to the manufacturing companies to be efficient in production and lean tool may used to achieve that.  The most frequently used is the Total Preventive Maintenance (TPM), even though there are many studies have been conducted in relation to the TPM but there is limited research in investigating the effects of the TPM on operational performance. However, the result of the studies was not consistent, where TPM practice may have positive and negative impact on operational performance. Among the reason is the culture of the organization that influenced the implementation of TPM and operational performance. Due to that this study attempts to investigate the influence of organizational culture on the TPM implementation and operational performance.  Rasch model is used in this study due to its ability in interpreting and analyzing the ability of respondents in performing the difficult items. The online questionnaires were distributed to 63 randomly selected automotive companies located at Northern Region of Malaysia.  Results of the study revealed that the organizational culture has influenced on the successful implementation of TPM and operational performance. Abstract

The needs for SMEs to measure their performance is to improve their service to customers, employees, societies and stakeholders. The purpose of the study was to investigate the implementation of Balance Score Card as the performance measurement system in SMEs. In this study, 1000 mailed questionnaires were sent to health care services in Malaysia. Out of this, only 105 responded and data collected were analyzed. Using factor analysis with varimax rotation technique, the study found four factors with eigenvalue value more than 1.0. Those factors that explained total variance of 69.346 percent, indicated the four components of BSC implemented by SMEs in Malaysian Health Care Services. Those components are as follows: learning and growth, mission and vision, customer and internal business perspective.Key words: Balance Score Card, Performance Measurement, Small and Medium Enterprise

Abstract

Deficient maintenance management can severely affect competitiveness of an organization byreducing throughput, increasing inventory, and leading to poor performance. Performancecannot be managed without measurement: it provides the required information to themanagement for effective decision making; and is used by industries to assess progressagainst set goals and objectives in a quantifiable way for effectiveness and efficiency. For thepalm oil mills to stay competitive, it is imperative that they elevate the maintenancemanagement role; from a cost center to the strategic partner in business. Abstract

Abstract. The aim of this  study  is to  design a business process oriented Knowledge Management System (KMS) in government training institutions using knowledge modeling methods  and  knowledge  infrastructure  process  design  of  Strohmaier. Lecturer  (WI) business process is the main case study for this research. The preliminary identification and analysis showed that 7 of 10 business processes have not been fully identified in terms of their knowledge  processes. Further analysis showed that  in  general,  all  business processes have not been optimized yet to fulfill all the components of knowledge creation to knowledge application. The results of the completed knowledge process design showed that there are 53 stages of the process (there are new additional 19 stages of the process). The new processes are largely on the knowledge transfer and knowledge application that have been defined.  In  addition,  KMS  architecture  and  IT  tools  as  supporting  knowledge infrastructure designs  are  defined.  The  IT  tools  are  expected  to  support  two  knowledge process strategies :the codification strategy with the  supporting  IT  Tools : content  management  system ,  information  retrieval  system,  expert  locator  and  the personalization  strategy with  the  supporting  IT  Tools such as community of practice tool, virtual work space application and discussion group based application.Keywords: business processes, knowledge process, knowledge management system, knowledge infrastructure, IT Tools

Abstract

To build a strong local economy, good practice tells us that each community should undertake a collaborative, strategically planned process to understand and then act upon its own strengths, weaknesses, opportunities and threats. From this perspective we start with the local communities but how is this related to the perspective from the Helix model in which three actors are explicitly introduced: the Government, the Industry and the Universities? The purpose of local economic development (LED) is to build up the economic capacity of a local area to improve its economic future and the quality of life for all. To support  the Local Economic Development in remote areas,   a program  has been developed based on the LED frame work of the world bank. This approach and  the experiences over  the past years with this program are  described in the first part.  In the second part of the paper, We analyse work done with that program with the help of the social capital concept and the triple helix model.  In all cases it is important to pay attention to who is taken the initiative after the first move (and it is not always the governance as actor) and for the triple helix we suggest  that the concepts of (national) Government, Industry and University need a translation to Local Governance Agency, Cooperation or other ways of cooperation of local communities and Local Universities. Although a push from outside might help  a local region in development the endogenous factors are  also needed. Abstract

Abstract.As Malaysia races against time to achieve Vision 2020 to be a developed nation, there is an urgent need for highly-skilled human resources to fulfill the requirements of the industry. This calls for an expansion of the engineering technology program to increase the number of technical graduates.  However, various challenges are faced by the institutions in the implementation of the Engineering Technology programs, which have significant negative impact on the nation in general and in particular the graduates from the programs. Data was collected from a brainstorming session between six organizations involved in providing engineering technology education in Malaysia and the UniversitiTeknologi Malaysia (UTM) and a convention on Engineering Technology Future in Malaysia. Abstract

Knowledge management (KM) is one of the leading approaches used for organizationalimprovement in which a range of specific processes and practices for identifying, capturing,acquiring, organizing and preserving knowledge and for making it available for transfer, sharingand reuse across the organization are being used. KM can help research and development (R&D)organization to intensify innovation by using information and communication technology (ICT) tofacilitate the knowledge flow. Even though KM is a new management paradigm in MINT, the KMstructure, policy, objectives, strategies and initiatives has been established. However implementationrate is rather slow and the impact of KM initiatives is not readily felt. This paper has identified andcompared KM case studies. These are analysed and assessed based on their challenges, strategiesand lesson learnt from an ICT perspective. The analysis and assessment of the case studies is used todevelop action plans to improve MINT KM implementation.
