Abstract

This paper discusses the effectiveness of infrastructure development for wastewater service in decentralized Indonesia, particularly in Bandung municipality as one of the biggest cities in the country where sanitation problems persist.  Although wastewater service coverage in Bandung municipality shows a gradual improvement from 2010 to 2016, the research identifies the ineffectiveness of wastewater infrastructure development. Qualitative analyses revealed that the wastewater infrastructure development in Bandung municipality funds came from two different sources (local budget and internal donor support). We would argue that in the case of wastewater infrastructure development, the same amount of money shares different processes and results. Compared to AusAID water and sanitation program, in term of value of money, the one designed and managed by the Municipality Water Supply Agency (PDAMs) is less effective. It is concluded the newly developed decentralization laws in Indonesia could not ensure the effectiveness of public service delivery due to the absence of sound governance at local level.

Abstract

Tourism has become a major contributing sector in the economies of many countries in the world, especially Indonesia. The attractiveness of Indonesia comes from a variety of potential such as nature, local wisdom, or artificial. Those attractions make tourist can be defined as many types based on their motives and activities. This research used mixed method (qualitative-quantitative) with sequential procedure strategy. The purpose of this study is to determine the type of tourists based on the correlation between the motivation of travel with tourism activities. Data collection was done through an online questionnaire and distributed to several groups (nonprobability-convenience sampling). The collected data were then analyzed qualitatively using content analysis and quantitatively using principal component analysis, factor analysis, and multivariate correlation analysis. The results of the analysis revealed that there are six tourism motivations namely contemplation, social-exploration, restorative, culinary, opportunity, and novelty. In addition, there are four tourism activities namely physical activity, cognitive, affective, and adventure. The results of the correlation of motivation and tourism activities then form a pattern that shows three types of tourists such as explorer, pleasure seeker, and adventurer.

The result of this research is the critical land area in modification parameter is 34.317,87 ha, and parameter of P. 4/V-Set/2013 is 19.535,96 ha. General direction for land rehabilitation is vegetative conservation activity and technical civil conservation for erosion and sedimentation control. Direction for regional development in forest area is to develop PHBM through activity of agroforestry, community forest, ecotourism and medicinal plant cultivation in the forest. Direction on the farm cultivation area, especially on abandoned land and yards, is by optimization of community forest, by planting activities using perennials plant, MTPS and fruits plant, to control critical land, soil conservation and water management as well as increase community incomes by selling products from community forests.

While external factors that have a relationship with the shape and level of community participation is the role of the kelurahan, community figure, and paguyuban Batik Kauman.

This research aims to formulate the direction control of paddy field conversion in Solok. Therefore it is necessary to analyze, they are scalogram analysis, and stepwise regression analysis. Paddy fields conversion in period of 2004-2014 in the Solok city 32,28 ha, mostly in the Lubuk Sikarah District. The threat of paddy fields conversion based of RTRW Solok city 2012-2031 is 403,60 ha (41,55%). Abstract

Innovation is no longer purely a project of high-tech industries. The decade has seen a paradigm shift of the meaning and the process of innovation creation from a linear model that largely focuses on R&D, toward a non-linear model through informal and interactive processes. As a result, low-tech industries with a low level of R&D can also make innovations and benefit the regional economy. In Indonesia, such innovation may be linked to the development and survival of cultural industrial clusters. One of Indonesia’s unique cultural industries is batik. Using a qualitative analysis, this paper explores the impact of process and product innovations in the batik industry on the local economic development of Pekalongan Municipality, Indonesia’s largest batik-producing city. The study is based on semi-structured interviews with batik entrepreneurs, which show that innovations have contributed to the cutting of production costs and, thus, increasing the industrial units’ income; the emergence of new batik entrepreneurs; and an increase in tourist visits, supporting businesses and facilities.

Abstract

Development planning with equalization approach has a purpose to create sustainable and equitable development in the future. Cianjur Regency has a focus of development policy on economic growth and equity. Different from positive results in economic growth, equitable development efforts have not been implemented properly. This study was aimed to (a) analyze the level of regional development; (b) analyze equalization of development; (c) determine factors affecting development; and (d) formulate direction of regional development plans and strategies. The method used are scalogram, theil index, panel data regression, and descriptive analysis. Results of this study indicated regional development in Cianjur Regency experienced an increase in IPK, but dominated by low hierarchy sub-districts with an average of 61.67%. Condition of equity has decreased with increasing inequality of inter-regional development. Development in Kabupaten Cianjur is significantly influenced by percentage of households using electricity, population density, and number of poor families. Future development plans and strategies must take into account factual conditions that occur for the creation of equity throughout the region.

Abstract

Land use over its capability led to a watershed criticality. It was hypothesized by a lack of coordination in formulation and implementation of land use institution in watershed management. Catur watershed is one of critical watershed in Indonesia. This study aimed to formulate the development strategies of land use institution in Catur watershed. Institution analysis and development (IAD) framework was used to formulate it. The results showed land use problems in managing Catur watershed were 1) the overlap in determination of area function, 2) lack of socialization and supervision in implementing the regulation, and 3) a forum of coordination that has not been effective in accommodating the interests of each actors. Therefore, need an identification and involvement all the actors on conference of development planning (Musrenbang) to achieve a good governance.

Abstract

The condition of Green Open Space (or Open Space) in Salatiga City has not reached the minimum standard of 30%, as the public Open Space in this City was still 5.61%, and Private Open Space was 6.4%. Active Public Open Spaces were distributed in three sub districts. Minister of Public Work’s Regulation Number05/PRT/M/2008 about guidelines of Open Space providing and utilization in urban area mentions that active public open space should provide at least a park for each of administration at smallest scale of RT (neighborhood association), RW (citizens associations), Kelurahan, Sub District and City. For that reason, identification should be made on the potential location to be developed into active public open space. The compatibility of Open Space location was analyzed using Weighted Overlay analysis taking Percent of Influence value or weight with Analytic Hierachy Proccess (AHP) method to 4 exspert . The result of analysis was the map of compatibility of active public Open Space location with respective width of 26,12 % for compatible class, 59,27% for adequate class, and 12,54 % for incompatible class. This research is a new research, because the final result of determining the location of Active Public RTH in the form of 29 points of location of government-owned land using intersect analysis on GIS. This study is a follow-up for the Salatiga City government to create a disincentive policy related to the fulfillment of KDH, such as the imposition of taxes and compensation that can be used to replace green land that the government can provide.
