Abstract

The results of the Collaborative Governance study in the development of the Keprabon Village Tourism Village were carried out with several things, namely: 1) Face-to-face dialogue as a communication tool in collaboration in developing tourist villages in Keprabon Village is very important for building trust, solving problems together, and designing effective strategies. Local communities involved in this dialogue will feel ownership and responsibility for tourism development, which in turn will strengthen the sustainability of the tourism village. 2) Building trust in collaborative tourism village development in Keprabon Village is a process that requires open communication, active community involvement, consistency in action, and commitment to project sustainability. Well-built trust will enable all parties to work together more effectively and realize inclusive and sustainable tourism village development. This trust must be continuously fostered through transparent and accountable management, as well as respect for existing local wisdom. 3) Commitment to process in collaborative tourism village development in Keprabon Village is very important for the success of this project. All parties involved must have the same awareness of the importance of carrying out the process with full responsibility, from planning to evaluation. This will ensure that tourism village development can take place in a coordinated manner, overcome emerging challenges, and provide sustainable benefits for the community, government, and private sector. Abstract

Hasil penelitian menunjukkan bahwa pelayanan administrasi di Kantor Kelurahan Nglames Kecamatan Madiun secara umum sudah cukup optimal, dengan reliabilitas yang baik, daya tanggap petugas yang memadai, dan empati yang tinggi terhadap masyarakat. Pelayanan administrasi dijalankan dengan prosedur yang jelas dan bukti fisik yang terorganisir dengan baik. Namun, masih ada ruang untuk perbaikan, terutama dalam meningkatkan kecepatan dan ketepatan waktu, transparansi, serta sosialisasi prosedur kepada masyarakat agar pelayanan dapat lebih optimal dan memenuhi harapan warga. Hambatan dalam optimalisasi pelayanan administrasi persuratan di Kelurahan Nglames meliputi keterbatasan jumlah petugas yang menyebabkan antrian panjang dan pelayanan yang kurang efisien, infrastruktur yang kurang memadai terutama dalam teknologi yang memperlambat proses administrasi, kurangnya pemahaman masyarakat tentang prosedur yang berlaku, komunikasi yang kurang efektif antara petugas dan masyarakat, serta tingginya jumlah permohonan yang menyebabkan beban kerja berlebihan bagi petugas. Kata Kunci : Reliability, daya tanggap, jaminan, empati, bukti fisik dalam Pelayanan Administrasi Persuratan ABSTRACT The results of the study indicate that administrative services at the Nglames Village Office, Madiun District, are generally quite optimal, with good reliability, adequate responsiveness of officers, and high empathy towards the community. Administrative services are carried out with clear procedures and well-organized physical evidence. However, there is still room for improvement, especially in increasing speed and timeliness, transparency, and socialization of procedures to the community so that services can be more optimal and meet residents' expectations. Obstacles in optimizing administrative services for correspondence in Nglames Village include the limited number of officers which causes long queues and inefficient services, inadequate infrastructure, especially in technology which slows down the administrative process, lack of public understanding of applicable procedures, ineffective communication between officers and the community, and the high number of requests which causes excessive workload for officers. Abstract

ABSTRAK Peranan infrastruktur sangat penting dan dibutuhkan publik dalam rangka memudahkan akses perubahan-perubahan lebih baik. Salah satunya tentang Infrastruktur Alat Penerangan Jalan. Komitmen Pemkab Madiun dalam menyediakan infrastruktur Alat Penerangan Jalan (APJ) ditunjukkan dengan dikeluarkannya Peraturan Daerah Kabupaten Madiun Nomor 2 Tahun 2022 Tentang Penyelenggaraan Kerja Sama Pemerintah Daerah Dengan Badan Usaha Dalam Penyediaan Infrastruktur Alat Penerangan Jalan Umum. Tujun penelitian untuk mengetahui dan mendeskripsikan implementasi Peraturan Daerah Kabupaten Madiun Nomor 2 Tahun 2022. Jenis penelitian deskriptif kualitatif. Sumber data diperoleh secara primer berdasarkan hasil wawancara di lapangan, observasi, dan dokumentasi. Analisis datanya yaitu reduksi data, display data, dan verifikasi data dan penarikan kesimpulan. Hasil penelitian ini yaitu Implementasi Peraturan Bupati Madiun Nomor 14 Tahun 2024 berdasarkan pada teori Edward III yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Komunikasi dengan indikator transmisi, kejelasan, dan konsistensi sudah baik dan lancar mulai dari sebelum dan setelah ditetapkan Peraturan Daerah. Sumber daya yang ada sudah lengkap dan optimal, terbukti dengan berhasilnya dipasang 7.459 APJ. Disposisi telah tepat sasaran untuk pengangkatan birokrasi yang sesuai dengan keahlian masing-masing personil. Sedangkan untuk insentif tidak diberikan dengan tujuan untuk menghindari adanya korupsi pada Proyek Penyediaan Alat Penerangan Jalan. Struktur Birokrasi tentang Standar Operasional Prosedur berjalan dengan baik, terbukti dengan dasar pelaksanaan kebijakan Proyek Penyediaan Alat Penerangan Jalan (APJ) ini mengacu pada Peraturan Daerah Kabupaten Madiun Nomor 2 Tahun 2022. One of them is about Street Lighting Infrastructure. The Madiun Regency Government's commitment to providing road lighting infrastructure (APJ) is demonstrated by the issuance of Madiun Regency Regional Regulation Number 2 of 2022 concerning the Implementation of Regional Government Cooperation with Business Entities in Providing Public Street Lighting Infrastructure. The aim of the research is to find out and describe the implementation of Madiun Regency Regional Regulation Number 2 of 2022. This type of research is qualitative descriptive. Data sources were obtained primarily based on the results of interviews in the field, observation and documentation. Data analysis includes data reduction, data display, data verification and conclusion drawing. The results of this research are the implementation of Madiun Regent Regulation Number 14 of 2024 based on Edward III's theory which includes communication, resources, disposition and bureaucratic structure. Communication with indikators of transmission, clarity and consistency has been good and smooth starting before and after the Regional Regulations were stipulated. Existing resources are complete and optimal, as proven by the successful installation of 7,459 APJ. Disposition has been right on target for bureaucratic appointments in accordance with the expertise of each personnel. Meanwhile, incentives are not given with the aim of avoiding corruption in the Street Lighting Equipment Provision Project. The bureaucratic structure regarding Standard Operational Procedures is running well, as evidenced by the basic implementation of the policy for the Road Lighting Equipment Provision Project (APJ) referring to Madiun Regency Regional Regulation Number 2 of 2022.
