Journal of Civil Engineering (eISSN 2579-9029/pISSN 2086-1206) is a new journal that preceded by the previous Civil Engineering Department ITS Journal which was well known as Jurnal Teknologi dan Rekayasa Sipil (TORSI). TORSI journal was established in March 1981. In 2009, TORSI journal name was changed to Journal of Civil Engineering. Journal of Civil Engineering is managed by Pusat Publikasi Ilmiah LPPM Institut Teknologi Sepuluh Nopember (ITS). Journal of Civil Engineering published at least five papers for each volume. Annually two volumes are published with the first volume is published within the period of January-June and the second volume is published within the period of July-December. The Peer-review process is online based using the OJS portal. Focus and Scope The Journal of Civil Engineering (JCE) publish scientific article which is specific for civil engineering. JCE article must be written either in Indonesian or English languages. The focus and scope of the journal are: 1. Structures (High-Rise Building, Bridges, Long-Span Bridges) 2. Materials (Concrete, Steel, Fiber-Reinforced Concrete, Composites) 3. Hydraulics and Hydrology 4. Geotechnics (Foundation, Embankment Stability) 5. Construction Management 6. Abstract

The Air transport demand still increasing continuously both of number passengers, cargo and aircraft movementswill have a direct impact on the capacity of the airport. Juanda International Airport has one runway that serves about 35-40aircraft per hour. The number of aircraft movements cause the problem of delay and wasting fuel. Delay can reduced theproductivity airport services and airlines. This goal of this paper is to analyze the airport capacity, delay and effect of delay onthe aircraft's fuel consumption. Calculations using simulation software arena with arrivals and departure modelling. The resultsshowed that in the calculation of the existing runway capacity as much as 44 scheduled aircraft movements during peak hoursthere are only 33 aircraft for 1 hour with an average delay of 29 minutes. Simulations using the software arena, delay for arrivalvaried between 0.6 minutes to 4.2 minutes and delay for departure varied between 0.8 minutes to 19 minutes. Aircraft fuelconsumption A320 for the queue 1 to 4 of aircraft varied between 67.56 lb to 270.26 lb. While fuel consumption B737-500 forthe queue 1 to 4 of aircraft varied between 131.31 lb to 525.26 lb.

Abstract

The increase of vehicles is one of the impacts of activity growth in a region. The high number of vehicles has animpact on the high saturation rate and the decreasing level of effectiveness and performance through Gajah Mada MedanStreet. One of the solutions offered for performance improvement in Gajah Mada Street is the construction of flyover.Therefore, it is necessary to analyze the performance alteration due to the constructed of flyover.The analysis processdevelopment in Gajah Mada Street is conducted on the number of vehicles, speed, capacity, and delay analysis at theintersection. From the analysis result obtained the volume roads, degree of saturation, travel time and forecasting from GajahMada Street.

Abstract

The contribution of the Surabaya construction sector to the growth of the Surabaya economy over the past fewdecades is highly phenomenal, but many of construction projects in Surabaya are experiencing delays. While much researchhas been done about the cause of the delay, but the chronic problem of delay time is still very difficult to clearly discovered.The primary objectives of this research are to identify the main factors of non-excusable delay in construction projects andanalyze the interdependence relationships of one factor with another. Based on literature, structural model has beendeveloped and then use Partial Least Square to analyze the relationships with quantitative impact value among identifiedfactors. In order to collect the data on the measured attributes, a questionnaire survey was designed in the form of anaffirmative question. Respondents for this study are selected from a project manager, head project and director in theSurabaya construction firms were worked on building projects and experienced of dealling delays problem. The results of theresearch suggest that poor field management is one of the most significant factors significant affecting construction projectdelay. While path coefficient of poor capability of contractors and improper planning indicated possitive, neither of these twofactors has any impact on time delay. On the other hand, poor capability of contractor to be one of the key contributingfactors resulting in improper planning and improper planning affecting in poor field management.

Abstract

The paper disccuses an assess the sustainability level, to identify important and priority factors of Community BasedWater Supply System (CBWSS) management. Public and stakeholders perception are the main data needed for the analysis,and these data are collected through observation and structured interviews. The consideration aspects to measure thesustainability level consist of technical,institutional, financial, social and environmental aspects.This study used severalanalysis methods, i.e. Index Formulation (measuring sustainability level), Relative Importance Index and Confidence Interval(identifying important factors) and Development Priority Index (determining priority factors).The results indicate that CBWSSmanagement is generally quite sustainable, with the highest sustainability value on environmental aspect, while the lowest oneis on social aspect. The most important factor in the CBWSS management is the existence of community retribution and thedevelopment priority factor lead to the management transparency.

Abstract

The purpose of this study is to describe the effect of Reduced Beam Section in vierendeel panel element in STFsystem’s inelastic behavior based on earthquake load analysis. STF system is applied to 4, 6, and 10 storey building thatserved as office building. The structure’s system used Special Moment Resisting Frame (SMRF) system in longitudinaldirection (W-E) and STF system in transversal direction (N-S). The analysis method that used in this study is nonlinearpushover analysis. Application of RBS in vierendeel panel element showed that by the increasing of storey number, theductility of the structure was increased in both directions, while N-S direction has bigger ductility than W-E direction.Dissipation energy of the structure was also increased, especially in N-S direction. The first yielding process occurred invierendeel panel element, and then followed by truss and diagonal chord around vierendeel panel element, while the criticalcondition showed still at life safety level
