Abstract

The paper disccuses an assess the sustainability level, to identify important and priority factors of Community Based Water Supply System (CBWSS) management. Public and stakeholders perception are the main data needed for the analysis, and these data are collected through observation and structured interviews. The consideration aspects to measure the sustainability level consist of technical,institutional, financial, social and environmental aspects.This study used several analysis methods, i.e. Index Formulation (measuring sustainability level), Relative Importance Index and Confidence Interval (identifying important factors) and Development Priority Index (determining priority factors).The results indicate that CBWSS management is generally quite sustainable, with the highest sustainability value on environmental aspect, while the lowest one is on social aspect. The most important factor in the CBWSS management is the existence of community retribution and the development priority factor lead to the management transparency.

Abstract

Road Minimum Service Standards (MSS) is a road’s technical measure that must be realized by the road administrator so that the roads are able to operate in accordance with the service standards stipulated. The stipulation of road MSS is regulated through Regulation of Minister of Public Works No. 01/Prt/M/2014 on Minimum Service Standards of Public Works and Spatial Planning that have two indicators basic road service are the level of good and medium provincial road conditions as well as the connection between activity centers and production centers (connectivity) in the province. This research aims to discuss about evaluation the condition and connectivity of the road that is implemented in the provincial road segments in Kendari City. The method that used in this research are indentified about the existing condition and connectivity of the road and distribute questionnaires to the road users to knowing about their perception about the service of Province’s road in Kendari City with using secondary datas from Dinas Sumber Daya Air dan Bina Marga Provinsi Sulawesi Tenggara dan primary datas from observation on provincial roads in Kendari and questionnaires distribution to road users. Evaluation factors consisting of public services factors that have been implemented on the provincial road segments in Kendari with the Discrepancy Evaluation Method that direct comparison between the data obtained from the observation and interviews with the target achievement stipulated in Ministerial Regulationof Public Works No. 1/PRT/M/2014. The result of this research on 10 (ten) provincial roads in Kendari City shows the level of good and medium provincial road conditions as well about 55,60% with the standard is 60%, the level of the connectivity in the province about 89,40% with standard in the regulation is 100% and according to the perception of road users, level of service road conditions about 49,25% and level of connectivity of the provincial roads in Kendari City is about 81,2%.

Abstract

Delays are the global phenomena occur in the construction industry. Delays negatively affect project performance. Based on the category which causes delay, this research especially discussing about Non-Excusable Delays, in which contractors holds the responsibility for the delay. The purpose of this study is to analyze the relation between factors, and its effects on delays in Manado. Model development is based on previous research and literature review. Primary data collection was done through distribution of questionnaires to project managers, site managers or implementers of contractors who had or are currently dealing with building construction projects in Manado. Data was analyzed using Partial Least Square. The results reveal that Improper Execution Planning directly and positively influence Construction Project Delay. On the other hand, Improper Execution Planning is influenced by Inefficient Site Management while Inefficient Site Management is significantly influenced by Poor Contractor Competencies

Abstract

Water supply in southern part of Lamongan Regency, i.e. Mantup District (Mantup Village), Tikung District (Takeranklating and Bakalanpule Village), and Kembangbahu District (Puter Village) will be served by PDAM from Mojolamong Regional Water Supply System. About 70% villagers in these rural area use groundwater well and others sources of water, while the rest 30% get their water from Hippam. PDAM of Lamongan Regency purchased treated water from Mojolamong Regional Water Supply System and then distribute it to the customer. One of basic principle in the determination of water tariff is full cost recovery, i.e. calculating all basic costs collected from investation, operation, and maintenance, so that the earned income can replace all cost have been spent. Study result show that water tariff rate based on full cost recovery with 9.48% of MARR generated NPV value on Rp.2,876,367,948 (NPV>0), IRR value at 10.74% (IRR≥MARR), and Payback Period through 19 years operation is determined with water tariff at Rp.3,700/m3.

Abstract

The contribution of the Surabaya construction sector to the growth of the Surabaya economy over the past few decades is highly phenomenal, but many of construction projects in Surabaya are experiencing delays. While much research has been done about the cause of the delay, but the chronic problem of delay time is still very difficult to clearly discovered. The primary objectives of this research are to identify the main factors of non-excusable delay in construction projects and analyze the interdependence relationships of one factor with another. Based on literature, structural model has been developed and then use Partial Least Square to analyze the relationships with quantitative impact value among identified factors. In order to collect the data on the measured attributes, a questionnaire survey was designed in the form of an affirmative question. Respondents for this study are selected from a project manager, head project and director in the Surabaya construction firms were worked on building projects and experienced of dealling delays problem. The results of the research suggest that poor field management is one of the most significant factors significant affecting construction project delay. While path coefficient of poor capability of contractors and improper planning indicated possitive, neither of these two factors has any impact on time delay. On the other hand, poor capability of contractor to be one of the key contributing factors resulting in improper planning and improper planning affecting in poor field management.

Abstract

The paper disccuses an analysis study on customer characteristic and satisfaction. The analysis is performed by gap analysis and Importance Performance Analysis.Each indicator mapped on IPA diagram to indicate the priority attributes needs to be fixed. The results showed that most customers (61%) have the purpose of training. Attributes that are identified in A quadrant, i.e. the main priority of improvement are the wi-fi facilities (to support training activities), emergency safety facilities (to ensure customer with long periods staying feel secure), facilities and room furniture (to support customer to store their goods), and also price discounts to attract more customers.  Marketing approach trough advertising and promotion will support the dissemination of information that can increase the number of residential homestead.

Abstract

Rencana kontijensi merupakan bagian dari konsep manajemen resiko bencana sebagai upaya mitigasi yang berupa dokumen sebagai pelengkap rencana penanggulangan kedaruratan bencana. Rencana kontijensi merupakan upaya sistematis yang bertujuan untuk kesiapsiagaan bencana, misalnya bencana tanah longsor. Pada tanggal 2 Januari 2011, longsor terjadi di Desa Kalikuning yang berjarak sekitar 16 kilometer ke arah timur laut Pacitan Kota. Tidak ada korban pada waktu itu kecuali beberapa rumah mengalami kerusakan. Namun, menurut penyelidikan sebelumnya, longsor berpotensi akan terjadi. Jika tanah longsor terjadi, kemungkinan daerah yang terkena adalah di Rukun Tetangga (RT) 1, 2, 3 dalam Rukun Warga (RW) IX yang terletak di dalam "mangkuk" longsor yang potensial terjadi. Untuk menyiapkan segala sesuatu apabila hal tersebut benar terjadi maka perlu dilakukan penyusunan rencana kontijensi. Metode yang digunakan adalah dengan Focus Group Dicussion (FGD). Kegiatan tersebut dilakukan dengan melibatkan beberapa stakeholder, yaitu perwakilan Komunitas di Kalikuning, Lembaga Swadaya Masyarakat (LSM), dan dinas pemerintah setempat yang terkiat dengan kesehatan, informasi, transportasi, konstruksi, sosial, termasuk lembaga militer. Berdasarkan hasil FGD, dokumen rencana kontingensi didirikan melibatkan beberapa langkah, yaitu penilaian bahaya, penentuan insiden bahaya, penentuan skenario, penentuan kebijakan, dan perencanaan alokasi sektoral. Perencanaan alokasi sektoral dibagi dalam manajemen dan koordinasi, evakuasi, logistik, kesehatan, transportasi, komunikasi, dan infrastruktur. Kelima sektor tersebut bergerak atas instruksi Bupati Pacitan atau yang ditunjuk, dengan koordinasi utama ada pada sektor manajemen dan koordinasi. Selain itu, ada beberapa kesenjangan antara kebutuhan dan ketersediaan sumber daya seperti kurangnya kantong mayat, alat evakuasi, dll. Sedangkan kebutuhan yang telah melebihi kebutuhan adalah terkait dengan jumlah tenaga medis.

Abstract

Achieving projects on time and within budget is critical for PT. XYZ to meet its work plan and production targets. The company undertakes massive, simultaneous development projects, requiring effective project management to prevent sharp production declines. Projects executed under unit-price Construction Service Contracts must be closely monitored in terms of scope, schedule, and cost. Moreover, these contracts entail long lead times (~6 months from tender to contractor mobilization), so early and accurate duration estimates are essential to avoid contractor unavailability. This study applied Earned Value Management (EVM) to integrate scope, time, and cost data for forecasting project completion. Three EVM-based schedule forecasting methods were compared: Planned Value (PV), Earned Duration (ED), and Earned Schedule (ES). Five well development projects (A–E) were analysed as case studies. The results show that PV and ED provided the most accurate duration forecasts. PV was consistently the top performer, with very low mean absolute percentage error (MAPE) for projects A, B, and C (0.3–1.2%). While PV’s accuracy dropped for the delayed projects D (35.5% error) and E (9.4%), its forecasts were still far more accurate than those from ES. The ED method was also reliable (MAPE < 12% for A–C) and showed a similar decline in accuracy for projects D and E.
