Journal of Civil Engineering (eISSN 2579-9029/pISSN 2086-1206) is a new journal that preceded by the previous Civil Engineering Department ITS Journal which was well known as Jurnal Teknologi dan Rekayasa Sipil (TORSI). TORSI journal was established in March 1981. In 2009, TORSI journal name was changed to Journal of Civil Engineering. Journal of Civil Engineering is managed by Pusat Publikasi Ilmiah LPPM Institut Teknologi Sepuluh Nopember (ITS). Journal of Civil Engineering published at least five papers for each volume. Annually two volumes are published with the first volume is published within the period of January-June and the second volume is published within the period of July-December. The Peer-review process is online based using the OJS portal. Focus and Scope The Journal of Civil Engineering (JCE) publish scientific article which is specific for civil engineering. JCE article must be written either in Indonesian or English languages. The focus and scope of the journal are: 1. Structures (High-Rise Building, Bridges, Long-Span Bridges) 2. Materials (Concrete, Steel, Fiber-Reinforced Concrete, Composites) 3. Hydraulics and Hydrology 4. Geotechnics (Foundation, Embankment Stability) 5. Construction Management 6. Abstract

This paper presents the results of the study of one of the alternative decision support systems in determining thepriority of irrigation maintenance. One of the obstacles in maintaining irrigation assets is the limited budget, hence the needfor priority maintenance of irrigation. Batu City as an agricultural area, has not applied objective assessment criteria indetermining the priority scale of irrigation asset maintenance to support the success of agriculture. Especially the irrigationarea of Kali Brantas Sub Watershed which is the downstream area of Batu City, there are still many damaged irrigationassets infrastructure. This study aims to determine the priority of irrigation maintenance of Kali Brantas Sub Watershed BatuCity. Analysis using Simple Additive Weighting method with the following stages: The assessment of each criterion directly inthe field (Physical Condition, Functioning, Service Area and maintenance cost) according to Regulation of Minister of PublicWorks No. 13 / PRT / M / 2012, , determine the rating of each alternative match, normalization of alternative value of eachcriterion and ranking of normalization product with weight of importance. The result of the analysis shows that irrigationinfrastructure which become the first priority in irrigation maintenance activity of Kali Brantas Sub Watershed Batu City isGenengan Dam. For second priority up to five consecutive are; Bend Beji I, Beji II, Ngukir Mranak II and Ngukir Mranak IDam.

Abstract

Data update from Public Works and Housing Ministry records the existence of slum area in Kerantil District,Blitar City. Blitar City government has tried to address slum problem in that district, but until now slum improvementprograms still not showing significant result. Based on the existing condition, research on priority infrastructure isconducted in Kerantil slum area, Blitar City. The aim of this research is to address proper program response for Kerantilslum area, Blitar City. This research begins with determining factors causing slum in Kerantil slum area usingConfirmatory Factor Analysis. After the factors are determined, infrastructure response priority is determined by meansof Service and quality (servqual) Analysis and Importance Performance Analysis (IPA) by comparing the level ofimportance and performance about infrastructure in slum area based on respondent answer. Several factors causingslum in that area are street infrastructure, drainage infrastructure, water infrastructure, waste infrastructure, buildinginfrastructure, fire protection infrastructure, and green open space infrastructure. The other factors are government role,social, economy, society, and legality. The prioritized infrastructure in Kerantil slum area are waste infrastructure, fireprotection infrastructure, and green open space infrastructure.

Abstract

The paper disccuses an analysis study on customer characteristic and satisfaction. The analysis is performed by gapanalysis and Importance Performance Analysis.Each indicator mapped on IPA diagram to indicate the priority attributes needsto be fixed. The results showed that most customers (61%) have the purpose of training. Attributes that are identified in Aquadrant, i.e. the main priority of improvement are the wi-fi facilities (to support training activities), emergency safetyfacilities (to ensure customer with long periods staying feel secure), facilities and room furniture (to support customer tostore their goods), and also price discounts to attract more customers. Marketing approach trough advertising andpromotion will support the dissemination of information that can increase the number of residential homestead.

Abstract

he paper disccuses an analysis study on the service quality of Rusunawa Gunungsari in terms of occupantssatisfacion, condition of current management body of rusunawa, and management recommendation to improve the servicequality of Rusunawa Gunungsari. The analysis is performed by using Importance Performance Analysis (IPA) for occupantssatisfaction and 7s Mc Kinsey model as a framework to identify the current condition of management body of RusunawaGunungsari, then the results of these two analysis are used as inputs for management improvement recommendation. Theresults shows that the comparison between perception and expectation of occupant (Total Compliance Level) for RusunawaGunung Sari is equal to 74.18%, the absence of maintenance regulation or Standard Operating Procedure (SOP), lack ofoccupant rules enforcement, insufficient rusunawa management budget, and lack of cleaners are management conditions thatcontribute to management low performance.The recommendation for improving management performance based on twoanalysis before are the management body should compile and implement the Standard Operating Procedure of rusunawamaintenance,enforce the occupants rules,add numbers of cleaners, and conduct an management evaluation as a maintenancebudget reference.

Abstract

Infrastructure has a very important role as certain to instigates economic growth and regional development.Transportation serves facility for production and investment systems that enables regional services and activities. Regiondeveloped on potential itself, to support it how determines best alternative of road links is required. To obtain weight ofcriteria in this research using pairwise comparison, and furthermore the Technique for Order Preference by Similarity toIdeal Solution is used to discover preference value from each road links. This research indicates that preference inter-districtsroad Bendo-Surodakan is the main priority with value of preference 3,07, then Suruh-Pule, Gandusari-Kampak road link withscore 2,44 and 2,30, consecutively. Road link with lowest score obtained by Bangunsari-Bulu as 0,057
