Sexual harassment has wide meaning. It is from seeing someone in such a way, to physical abuse. Sexual harassment is susceptible occurred in workplace; coming from the employers and also other employees. Sexual harassment is very disturbing. Therefore, legal protection is crucial for employees. This writing is discussing kind of sexual harassment in workplace and legal protection on victims of sexual harassment.

Child-friendly city is a development system of an administrative area which integrates commitments and resources of the government, society, and business worlds in the fulfillment of children’s rights in a planned, comprehensive and sustainable way. The implementation is done by putting children matters in the first and foremost place. In individual level, this can be done easily. However, it is not that easy in governmental policy level. The awareness of children protection has existed since long time ago. However, when it comes into a state policy, it is only a partial system, not yet a comprehensive one. In Ponorogo children protection program has been implemented. However, there are no a task force of Child-friendly city, no regional action plans, and no local regulation on the protection of women and children. That’s why Ponorogo has not yet got a reward of Childfriendly city. However, the preparation for the reward is getting more mature. Only a few aspects are not ready yet.

Law is a part which always adhere to human being. It is forcing; accepted or not accepted. Take for example, Minah’s case. She stole 3 pieces cacao and she was charged one and a half month of imprisonment, and three month of probationary period. There was also such a stealing case happened in Sidoarjo. The doer was free of any charge. The stealing was considered as a shared responsibility of the society. There are two different dimensions on these two cases. In one hand, lawis obeyed as it is. On the other hand, law is an authentic moral decision. This writing will explain reobservation about the function of law in accordance to moral; the right law enforcement; the relevance of those two cases with law maturity; and the position of Pancasila in seeing those two cases in the context of justice.

Indonesian and female workers are the source of foreign exchange of this country. On the other hand, there are many problems arouse dealing with their family and children. The children’s education can also be a bet. This writing use a survey with a qualitative methodology. The source of the data are from the secretary of labor office of Trenggalek, some people of Indonesian/female workers’ family, and some former Indonesian/female workers. The objectives of this writing are describing: (1) the origin of the existence of Indonesian/female workers in Trenggalek, (2) Indonesian/ female workers’ role in increasing economic capability of the family and society, and (3) negative impacts on the family life, especially on the children education. The results of this research are: (1) the nature is not fertile enough, in which the people can only plant perennials on dry land and look for fire wood, or become fishermen; (2) Indonesian/female workers have a crucial role in increasing economic prosperity, in which the children can get better and higher education; (3) the children of Indonesian/female workers have too little love and affection, which impacts on the children’s psychology.

Women empowerment effort is an integral part of national development. Therefore, women empowerment effort is an on-going attempt in accordance to the dynamics of rapid economic and social culture changes in this modern era. The targets of women empowerment are to develop women’s potentials which enable them to take the benefit of their right and opportunities the same as men do; and to use their right and potentials the same as men do on development resources. In this way, women can develop their own capacity for actulizing their roles as men’s equals partners for family and state development. President as the state organizer can establish a state institution which can give the president advice, although the institution is not in the state government. The amendment of Constitution of 1945 has eliminated Supreme Advisory Council, which was the permanent state institution. In the state governance practice there is Presidential Advisory Council. This institution is not set in the Constitution of 1945 (called as non-permanent state institution). The existence of this institutionbecome problematic. It is due to the fact that non-permanent institution is the same as the permanent one.

In this globalization era, cooperative relationships spread. The relationship between one country and another is as if no border. Problems arousing are also more complicated as the increasing of the people’s needs. Law has very important roles in regulating those relationships. International law is crucially needed in maintaining harmonious relationships among people and countries. This writing is focusing in the definition of international legal system; principles, source, and subject of international legal system; causative factors and ways how to solve international disputes.
