Abstract

This study uses data from the Cameroon Survey on Employment and the Informal Sector (CSEIS) carried out in 2010 by the National Institute of Statistics (NIS) to examine the determinants of informal sector employment in the urban areas of Cameroon. The study applies a multinomial logit model to analyze gender and age group differences. Abstract

Women in poverty discourse are considered as a highly vulnerable group. Women empowerment through micro-financing program is the appropriate way to solve the issue of woman poverty. Women, who often had difficult credit access in a formal financial institution, become facilitated in accessing capital to improve her business by the existence of woman cooperative (Koperasi Wanita). Cooperative is an organization who depicts social capital, which has important elements that refer to network, trust, and norm. The objective of this study was to found out the effect of network, trust, and norm as social capital dimension toward women empowerment and its impact toward poverty. This study used quantitative approach through questionnaire and documentation. The population of this study consists of members of Kelompok Pengusaha dan Pedagang Kecil (KPPK) Kopwan SU “Setia Budi Wanita” in East Java, with samples using 251 respondents. Based on Partial Least Square (PLS) analysis result, it showed that network, trust, and norm social capital dimensions has positive and significant effect toward women empowerment. Network, trust, and norm social capital dimensions have negative and significant effect toward poverty. Abstract

This article critically and pragmatically analyze and expose the concept and basic principles of caring economics as a new paradigm of economics as opposed to neo-liberal economics and its implications to economic education in Indonesia. The analysis and exposition based on unobtrusive research techniques, i.e. comparative content analysis and historical notes among references used here and in the context of Pancasila and UUD 1945. The implications of the study in this article are formulated into three key recommendations: (a) the need to review and operational translation of Articles 33 and 34 of the UUD 1945 (Amendment IV, 2002); (b) the need to review the curriculum, learning approaches and tools, and practices of  learning economics in schools in order that caring economic becoming educational character of the national economy; and (c) the need to campaign of introduction to paradigm and practice of caring economics in the universities, both as an academic study or studies the development of teaching-learning models based on caring economics, through collaboration of higher education, school, community and local government.Keywords: caring economics, neo-liberal economics, pendidikan ekonomi,Pancasila, UUD 1945JEL Classification: B51, P51

Abstract

This study aims to analyze the phenomenon of tax evasion in Indonesia by using game theoretical model and referring to Indonesian Tax Laws. This study uses Inspection Game used by Tsebelis and its refinement by Pradiptyo. The game played by 2 representative agents, namely taxpayer who represents all possible parties that can involve to evade and tax investigator who represents all possible parties that concern with taxes, criminal offenses of taxes, and law enforcement. In line with the refined inspection game, the study finds that increasing the severity of penalty may affect the probability of public (taxpayer) to offend (evade) if certain condition fulfilled, according to the Mixed Strategy Nash Equilibrium of the game. Another policy to decrease the probability of taxpayer to evade his tax expense is applying tax incentives policy. The result shows that tax incentives policy is effective rather than increasing the severity of punishment. Because the game is played by players whose scope is wide, it is suggested to develop the game into more specific players and into the next stage of bribery and extortion game which often happen in Indonesia when the taxpayer plays evade and tax investigator plays investigate.Keywords: Tax Evasion, Game Theory, Inspection Game, Refined, Inspection GameJEL Classification: H26, E62

Abstract

This study aimed to analyze the contribution of forest production and challenges in forestry accounting. This study was conducted on the regional GDP of Oromia national regional state based on 10 years data. The result shows that market value of forest production and its contribution to GDP of Oromia showed continuous increment. Forest products are used as a source of fuel, production of timber and source of construction materials. On an average, forest production contributed about 6.10% to GDP and became the second least contributor to the GDP of Oromia. Reduction of forest coverage due to deforestation, underestimation of value of forestry products and existence of missing attributes of forestry in the SNA are the main challenges in forestry contribution to GDP of Oromia. Thus, Bureau of finance and economic development of Oromia should re-examine how economic growth can be achieved through contribution of forest production, taking awareness of existing capacity to increase growth and alleviate poverty. Resources should be directed into areas where there is adequate evidence of potential growth. This will be achieved through enhancement of conservation and wise use of forest resources so that it can contribute more to the domestic income directly and indirectly through its contribution to other sectors.Keywords: GDP, Contribution, Oromia, Forest Production, Deforestation, UnderestimationJEL Classification: R11, Q56

Abstract

Fiscal decentralization as a delegation form of fiscal authority from the central government to the regional government is expected to accelerate the regional economic growth in accordance with the respective characters in each region. The overspreading potency in utilizing the transfer funds from the central government is more likely to be higher if the regional budget is not designed effectively and efficiently to support the acceleration of regional economic activities. This study aimed at investigating the influence of unconditional grant, regional revenue, gross regional domestic product, and population density towards the regional budget in East Java Province during the implementation of fiscal decentralization. Model specification used was an overview of regional budget, in which the flypaper effect was detected by comparing the coefficient of unconditional grant regression and the regional revenue. It was done by using econometric-model panel data for 33 districts in East Java Province during 2001 – 2005. By using fixed-effect model estimation, this study figured out that there was a flypaper effect indicated by the higher elasticity number of unconditional grant than of regional revenue towards the regional budget in East Java Province.Keywords: fiscal decentralization, flypaper effect, panel data analysisJEL Classification: C23, E62

Abstract

This paper calculates, presents and discusses on import components and the impact of final demand change on Indonesian imports using Indonesian 36 sector input-output tables of years: 2000, 2005, 2010 and 2014 from World Input-Output Tables. The results showed that firstly, Indonesian import components of input were, on average, more than 20 percent; meaning that input that locally provided were less than 80 percent. Secondly, Indonesian import of input had increased significantly from US$ 36,011 million in 2000 to US$ 151,505 million in 2014. Thirdly, Indonesian imports have been dominated by Sector-3: Manufacture of food products, beverages and tobacco products, Sector-4: Manufacture of textiles, wearing apparel and leather products, Sector-24: Construction, Sector-25: Wholesale and retail trade and repair, and Sector-26: Transportation and post services. Fourthly, by country of origin, Indonesian imports have been dominated by Japan, Korea, the USA, Australia, and China. Imports from Australia, Japan, and the US have been decreased significantly, but import from China has steadily increased. Finally, highest sectoral import multipliers occurred if final demands change in Sector-1: Crop and animal production, forestry, fishing and aquaculture, Sector-2: Mining and quarrying, Sector-23: Water collection; sewerage; waste collection, treatment and disposal activities, and Sector-30: Real estate activities, but there was no significant difference of import multipliers for country origin of import.Keywords: import components, sectoral import multiplier, spatial import multiplier.JEL Classification: C67, D57, F17

Abstract

This paper investigates the uniformity of corporate governance practices towards international code of best practices. The top 5 trading partner countries with India and export network worldwide have been selected, then from each country, 5 companies are selected which are leading in merchandise export.  This study is based on secondary data sourced from published annual reports of the listed companies for the financial year from 2015 to 2017. The study employs descriptive statistics and ANOVA to evaluate the uniformity of corporate governance practices namely; some board characteristics, board committees, listing abroad, international segment or branch, and international governance indicators. It has found that there is statistical significance at the level of 5% that companies follow uniform corporate governance practices relating to board characteristics, board committees, listing abroad, having international segment, and international governance indicators except for executive members, risk management committee, corporate governance and grievance committee, total assets and sales of the company. Abstract

ASEAN Economic Community (AEC) is formed on the basis of an agreement in order to create a relationship of closer cooperation among ASEAN countries. The agreement covers four strategic, namely: (1) the achievement of a single market and a unified production base, (2) a competitive economic region, (3) equitable economic growth, and (4) integrated with the global economy. This research aimed to identify the readiness of SMEs Facing the ASEAN Economic Community (AEC), which will begin to be realized in December 2015. This research is a qualitative descriptive research. The researcher took a case study on SMEs in Bulungan Regency by selecting informants by using Purposive Sampling. 36 SMEs domiciled in Bulungan Regency were taken as the research subject. The data used in this research was a combination of primary data obtained in the field through interviews and secondary data adapted from various sources as a reference for research writing. Data analysis techniques used was data reduction and validity techniques using triangulation. The result of the research shows that the problem of SMEs in Bulungan Regency is the problem of the production process, capital, marketing, and permit. Further research results indicate that Bulungan Regency Government has been trying to encourage the development of the SMEs, but the implementation of government policy is not maximized. Abstract

This study was intendedto: 1)investigatethe influence of government spending on education index, health index and income index of regional governments in East Java; 2) investigate the influence of government spendingon the development of under-developed and developed regionsin East Java; 3) investigatethe influenceof government spendingon the development of citiesand districtsin East Java. This study employed a quantitative approach using the Fixed Effect Model and Random Effect Model as the panel data analysis method. There were 38 cities and districts used as the analysis units during 2010-2015. The result of this study shows that government spending on education, health, and economic has a positive and significant influence on every component of human development index. In addition, government spending on infrastructure has a significant influence on the education index and income index yet it does not significantly influence the health index.
