Abstract

In response to a widespread pressure for political reform, the military has abandon its predominant role in Indonesian politics in the past Yet the incompetence of civilian politician to govern a deep and extensive conflict embedded within the process of democratization, paradoxically, has driven the need for inviting a military "came back". While positively supporting the military attempt to be politically impartial, this article itemizes four agendas: (1) for recruiting national leaders which are, on the one hand, democratic, but on the other hand, decisive, (2) engaging in a trust-building process among various factions; (3) institutionalization of political mechanism which is effective in handling conflict of interests, and (4) creating a more open political recruitment Under its new paradigm, the military suits to facilitate those processes to take place.

Abstract

This paper discusses the concept of power adhered to by the South Sulawesi community and explains the power struggle which had occurred both in the past and present. The South Sulawesi community’s conceptiontraditional power on power signifies a strong, transcendental relationship between themselves and supernatural powers, wherein all objects possessing certain peculiarities are inseparable from the stable and unchanging cosmic world. Thus, gaukang holds a significant position in the life of the South Sulawesi community, particularly pertaining to matters of power struggle. The waxing and waning of traditional power in South Sulawesi is determined by at least three factors: firstly, a change in power patterns with the emergence of new elites having a commoner background; secondly, incessant resistance to feudalistic rule; and lastly, the application of modern bureaucratic model. The general conclusion of this paper emphasizes the position of gaukang as a central point affecting the various power struggles that occurred throughout the history of the South Sulawesi community. The enactment of Regional Regulation (Perda) No. 5 year 2016 on the Organization of Gowa Regency Local Cultural and Customary Institution provides a peek at how bureaucratic power had dismantled traditional power in Gowa Regency, which included, consequently, the transfer of authority over the royal heirlooms or gaukang of the Gowa Kingdom.

Abstract

This paper attempts to explain two basic analyzes related to the central conflict of Revenue Sharing between East Kalimantan Province with the central government. Firstly, the factor in revenue-sharing conflict between producing regions and the central government. The decentralization policy which is followed by fiscal decentralization makes the revenue sharing obtained under Law No.33 of 2004 on Financial Balance. Unfortunately, the policy is felt to be unfair to the area, because it is not comparable to the impact of the area, and there is no positive correlation to the public welfare. Secondly, the impact of the conflict other than to bear the social and environmental impact on natural resources exploitation also the potential of threatening disintegration. Vertical conflict between regional and central government, it can affect the horizontal conflict if the maintenance of the conflict is not good and don’t find the best resolution.

Abstract

This research reveals the strategy of the people in Palu City in realizing the integration and harmonization among those with diverse cultural backgrounds. This research has an important position considering the conflict that had taken place in Palu City. Therefore, qualitative research was conducted via in-depth interviews in Palu City community, selecting the main informants from the two major ethnic groups, namely Kaili ethnic as indigenous ethnic and Buginese ethnic as ethnic migrants. The informants asked several questions about the social interaction between the local ethnic and the ethnic migrants and their socio economic and political lives. This interview technique was supported by observation and literature studies related to this research problem. The data was then analyzed descriptively qualitative. The result of the research shows: (1) Palu City community is open to multiculturalism, (2) integration strategy is done in the form of joint activities at Rukun Tetangga (RT, neighbourhood, is the lowest administrative division of Indonesia under Rukun Warga/RW)/Rukun Warga (RW, hamlet) level such as Cleaning Saturday, Sport and Art Contest in RT/RW level, RT/RW gathering, (3) the government cooperates with society to realize social harmony in Palu City.

Abstract

News about terrorism appears to be a hot topic in the media. However, the issue of terrorism is still a debate when it appeared in the news room. The issue is related to truth and objectivity of information. Accuracy of information in the process of news coverage in the media were key in putting a story viewed objectively. This article discusses the dilemma faced by journalist in reporting about terrorism and changing pattern of framing of news on terrorism in the mass media.

Bringing about gender equality in press is not easy task. It requires five conditions to be meet simultaneously: (i) amendment of Act No. 40/1999; (ii) serious implementation of Indonesian Journalists Ethics Code; (iii) increase of woman journalists; (iv) stopping discrimination agains women in society; and (v) an atmosphere of gender justice in society.

Abstract

Through the last decade the concept of Maritime Security has been discused in many global and regional forum such as UN and ASEAN. Common agreement on the concept of Marine Security, however, have not been reached. Among the long debate is between traditional and non-traditional approach. Recent development shows a more accommodation toward the non-traditional approach. For Indonesia, this development has increased the need to a more integrated maritime security policy. This paper argues that in order to create an integrated maritime security policy, Indonesia should differs its maritime into specific zones with specific role while at the same time promoting network among actors and stakeholders.

Abstract

The zoning is not as usual and natural issues but complicated processes that determines allowed andprohibited activities of resources user. From economic views, zonation could potentially take advantagesand disadvantages, and socially it create a confl ict as consequence of limited accesses. This research asqualitative research aims to observe zones utilization and it impacts to marine resource users in Bali BaratNational Parks (BBNP). The results show that utilization of marine zoning in BBNP is to ecology-biology protection, tourist and fi sheries with resources user namely Boarding of BBNP, tourist company and fi shers. Zoning results in regulating user activities including limited activities.

Abstract

Tulisan ini menjelaskan tentang konstruksi identitas nasionalisme masyarakat perbatasandi Kepulauan Batam. Jenis penelitian ini adalah kualitatif-interpretatif, dengan unit analisa pernyataan-pernyataan, cerita-cerita, dan pandangan informan tentang bayangan nasionalis memasyarakat perbatasan. Hasil penelitian ini menjelaskan bahwa masyarakat perbatasan di Kepulauan Batam mengaku mencintai dan membela Indonesia dengan kondisi yang ‘terbelah’, karena pada saat yang bersamaan juga beririsan dengan Melayu dan kemelayuan sebagai raisond’etre yang sifatnya lintas negara. Nasionalisme yang ‘terbelah’ ini disebabkan karena pertaliandan kedekatan bersama di bawah payung Melayu yang mampu mengalahkan kekuatan ideologi negara dan teritori yang memisahkan masyarakat perbatasan, baik Indonesia, Singapura maupun Malaysia. Pengalaman sejarah dan pengalaman kultural bersama inilah yang kemudian memberikan warna, corak, atau kekhasan tersendiri bagi masyarakat perbatasan di Kepulauan Batam ketika membayangkan atau mendefi niskan nasionalisme tersebut.
