Abstract

For years there has not been any rigid formula for land conflict resolution in Indonesia. Structurally, the conflicts occur as the result of the centralistic-based management of the land-ownership. As such method is still being retained in reformasi era, thus the conflicts remain continue untill now particularly in some part of Indonesia. This paper discuss the claim of land rights in Perkebunan Ketajek in Jember, East Java. It also tries to offer the most possible solution for the more fair land management system. The claim of land rights itself is not just about the land ownership disputes. Moreover it is about the land system of which the social values are preserved within the society.

Abstract

This paper is about community policing under Islamic Shari’a and its position in human security. This paper is intended to explain the characteristics and security paradigm in case Wilayatul Hisbah (Shari’a Police) in the province of Aceh. This paper connects the Shari’a police presence to human security, as well as how the characteristics of the security actors associated with maintaining order in the society of Aceh (community policing) are. As a result, the security paradigm in Aceh province is defi ned as the locality value, contradictory to those off ered in the human security - to be adopted in a democratic transition regime as in Indonesia.

Abstract

Penelitian ini bertujuan untuk menemukan karakter security complex atau the pattern of amity andenmity antara Indonesia dan Australia. Secara garis besar aspek amity (kerjasama) antara kedua negara jauh lebih dominan dari pada aspek enmity-nya (permusuhan). Metode utama yang digunakan untuk menganalisis ada tidaknya hubungan kausalitas antara independent variable dandependent variable yaitu metode interpretive analytic dengan logika berpikir inductive. Pelajaran yang dapat diambil yaitu; pertama, kita tidak bisa bertindak berdasarkan harapan bahwa pihak lain akan berbuat baik pada kita. Kedua, seharusnya sejak awal kita memfokuskan diplomasikita untuk mencegah agar Australia tidak melakukan tindakan yang merugikan Indonesia. Ketiga, kita harus memahami bangsa dan negara tersebut di segala aspeknya, khususnya dinamika politik domestiknya secara lebih dalam dan lebih kritis lagi

Abstract

Current approach of the government on managing waste is still focused on localizing waste by implementing method of TPA (Final Disposal Site), in which waste materials are collected and disposed in a certain area. This approachhas receiaed wide criticisms since it failed to anticipate the ecological and environmental degradation. This paper argues that the approach in waste management should not only focused on the 'end of pipe' method but also increasing the effort of 'clean production' mechanism. Using the case of waste management in Yogyakarta, this paper suggests some steps to synergizing the approaches and highlights the important of stakeholders' participation in optimizing waste management while preserving the environment.

Abstract

Nation-state has now been challenged by many forces for not be able to fully meet its citizen's aspirations. These challenges have put the fate of national integration on the brink of bankruptcy. But beyond that challenges, nation-state has systematically grown as a strong actor in both national and international arena. The question is how to bridge those two contradictory phenomena. Herein, several strategic interventions of public policy can be adopted Consociational democracy, representative bureaucracy, local autonomy and federalism are but some suggested alternatives. For Indonesia, the last two alternatives are far more feasible than the first two. But since federalism is sometimes resisted by central government and used no more than a political arsenal by those of politicians, then local autonomy comes to the fore to be the focal agenda. Thus, the challenge ahead is to realize local autonomy by accommodating those strategic values of federalism such as opening power window to broader public participation, respecting pluralism, and enforcing political and economic justice. This last point is the theme of this paper.

Abstract

This article seeks to examine Indonesian cultural policy in comparison to Singapore and Malaysia. It focuses particularly on documentary films as a field covered by the cultural policy, which is closely associated with the creative industry. Therefore, this article analyzes various official documents regarding cultural policy and the position documentary films within that policy. While Singapore’s cultural policy is quite comprehensive and visionary in managing and regulating arts and culture, it tends to neglect documentary films as it celebrates commercial feature (fiction) films.  Similarly, Malaysian cultural policy pays scant attention to documentary films despite its nationalistic nature. Learning from those two neighboring countries, Indonesia should not only have a comprehensive cultural policy, but also a clear vision on the development of infrastructures while taking into account the fast changing ecology of documentary films in Indonesia.

Abstract

This paper discusses the importance of strengthening human security strategy at the border of Indonesia and Malaysia as a way to realize national interests. Using a case study design and qualitative approach, this paper attempt to explain the conditions of human security in border’s area. Some problems such as low level of people welfare indicates that individual security at the border is still unstbale. Underlying this argument, the government should implement the strategy of strengthening human security in border management. Through the strengthening of individual security, people’s natonalism will be strong to support the state. This strategy enough feasible to be implemented because Indonesia and Malaysia are neighboring and friendly countries, prominence of individual security issues, the cultural similarities and the failure of the implementation of the strategy of prioritizing state security.

Abstract

Social Science in Indonesia facing the challenge to he more authonomous. The science and scientist have to involve themself in a productive dialog with the Western tradition and at the same time, play a significant role in answering the problems related to the ongoing social change. It seems, it is a must for social science to escape itself from the multiple traps of assumption, theory, methodology and orientation, in order to answer successfully the challenge of dynamics of humanity and civilization.

Abstract

It is inevitable that the main weakness of social service management, whether committed by state or another actors, lies in the enforcement of justice. The root of the problem mainly lies on the social services approach which tends to be charitative and focuses more on image building. Charitative approach immediately raises the sense of unjust when the target group of clients are subordinate of service providers, while the image building motive tends to encourage the emergence of manipulative actions that offend the sense of justice. This paper offers an alternative idea of model in social services which is more equitable with emphasis on production process and mechanism, allocation and distribution of social resources to the public, as the essence of social services
