Abstract

Kalampangan subdistrict is located in the north part of Palangka Raya Town in Central Kalimantan. Kalampangan was built on approximately four-meter-deep peat. At first, the land was not productive because it was very acidic. However, after many years of hard work, Kalampangan has been successful in providing vegetables, fruits, and meat for Palangka Raya and its surrounding regions. The local farmers in Kalampangan cultivate the deep peatland in an environmentally friendly way, i.e., by adding manure and ash of weeds. As a result of this local wisdom-based practice, the soil becomes fertile and productive for horticultural products, and subsequently, the plant residue is utilized for animal feed. This integrated horticulture and livestock farming have made Kalampangan the biggest produce and livestock supplier for Palangka Raya and the surrounding regions. This paper aims at describing the detailed strategies of this integration by collecting data through interviews with the local administration and farmers. Abstract

Peatlands are the stretch of ecosystem landscape with unique characteristics, both physically, chemically, and biodiversity. Anthropogenic activities in peatland use and disasters pose a threat to the preservation of the peatland ecosystem, which has impacts toward abiotic to the element of biodiversity (biotic). The purpose of this research is to model how the threat of the peatland ecosystem by using spatial data modeling. The method in this research using cloud-based GIS data analysis from Google earth engine, modeling distance parameter to variable modeling of interaction among landscapes on the peatland, and weight sum the value over raster-based spatial layer to determinate the thereat in the peatland ecosystem. The results of this study found zones where hot spots often occur. Modeling with euclidean distance to all modeling variables (except temperature) gives a clear effect on how the threats from each landscape interact with each other. We found that the threat of peatland damage in the high threat class dominates the plantation area reaching 30.9% of the total peatland area, whereas the forest landscape only has a high threat with a percentage of 1.9% and a low threat which the ecosystem is stable and natural reaching over 34.7 %. From this model, we succeeded in bringing up the idea to determine the priority area for policies where need to be done in handling the protection of peatland ecosystems, especially in plantations where the highest percentage of the ecosystem threat is in the high level with integrated peatland management. Abstract

Peatland reserves one-third of the world's carbon storage. In 1 year it is evaluated that the peatland absorbs and contains 22.5 - 43.5 gigatonnes of carbon, which is proportionate to the outflows of 17-33 billion cars. Looking back on 2015, more than 50% or 2 million hectares of peatlands were burned down causing 220 trillion rupiah loss, victims suffering from respiratory diseases, disconnection of transportation networks and threats to biodiversity. The aim of this paper is to know the strategies used to increase awareness of peatlands and these discoveries appearing the sort of data and information that required prioritization to educate and advance such awareness. The method used for this paper is divided into two for the project planning and data collection instrument. For the data collection instrument, we used the data from third parties. The project planning that we conclude are including gambutlestari.com, pilot, share information, training & education, signing the petition, and donation. Our project planning is encouraging the participation of people to increase the preventive action towards peatlands damage and indirectly fixed the peatlands damage that previously happened. In conclusion, it is a developed system to create the discussion for an educational training program. Hence, each party can embrace in communicating and advancing awareness on the peatland issue. Achieving our goal to be able to increase awareness of peatlands in Indonesia, we provide a one-stop service called “Push-Sustainable Peatlands” which can be accessed easily by everyone.

Abstract

The degradation of peatland ecosystem has been a mayor impact on the local environment as well as its surroundings such as fires, irriversible drying and dome collapse. This paper presents the application of satellite remote sensing dan GIS techniques to detect and identify peat forest healt in Kotawaringin Timur, Cental Kalimantan Province, Indonesia. Mapping the spasial distribution of peat forest healt is important for making in land management and mitigation of peatland forest fires. This study uses the integration beetwen GIS software and Landsat 8 OLI/TIRS satellite data to identify peatland healt using NDVI in Kotawaringin Timur Regency. This area were picked up as pilot project area for this research because these areas historically had many fire spots on last few years. The result data processing of landsat 8 satellite image shows that 116586,4 hectares of Kotawaringin Timur area is disturbed peatland. Base on the result of landsat 8 image processing data can be seen some areas of Kotawaringin Timur indicate green color means the peat area, and the health level of the peat forest in Kotawaringin Timur Regency is already in the damaged category. Abstract

Peatlands, with their important role, are in need of great attention, both from the government and also environmentalists. The role of corporations is really needed and is expected to be able to accelerate the improvement of the quality of peatlands, so that the benefits are maintained. Issuance of Green Bond is expected to be able to encourage the achievement of this goal. It is hoped that companies operating in and around the Peatland area will be able to create sustainable Peatland development efforts. The synergy between companies and green investors is expected to be an aspect of improving the economy, both for companies, investors and the public. Companies as publishers have an increasingly large role in maintaining the balance of peatlands. Benefits in the form of incentives from the Financial Services Authority (OJK) will also be obtained by companies that issue green bonds. Investors, especially green investors who are interested in environmental issues will have new investment alternatives. The emergence of a development program initiated by the company, of course, will also have an impact on society, in the form of the withdrawal of a number of workers, as well as the increase in other economic activities as a result of the increase in the standard of living of the community. Abstract

East Kalimantan is the location designated by President Jokowi Dodo as the new capital city of Indonesia. In terms of autonomy, the reason for moving the capital city according to the government is for the sake of equitable development. Decentralization is the idea and spirit of the founders of the state, with division of territories including their powers. This is stated in the provisions of Article 18 of the 1945 Constitution which encourage the implementation of regional autonomy in a broad and concrete manner, with the hope that disadvantaged areas can develop themselves and align themselves with other regions in order to advance welfare. The relocation of the new capital city will create new problems in this country, not only peat problems, but will result in ecological disasters. It is hoped that the relocation of the capital city will really be studied and evaluated because it will seriously threaten the sustainability of peatlands in East Kalimantan, where 0.3 million hectares are peatlands. The role of local government is very important because in its implementation in realizing good environmental governance, the ability of local governments to protect and manage the environment is needed. This study uses a qualitative research approach which is a scientific method used and carried out by a group of researchers in the field of social sciences, including education. Abstract

The forest and peat permit moratorium is a policy aimed at improving and perfecting the ongoing management of forests and peatlands. The policy also aims to continue efforts to reduce emissions from deforestation and forest degradation. This moratorium policy for forest and peat permits was created during the reign of former President Susilo Bambang Yudhoyono in 2011 and is extended every two years. In 2019, the policy was ordered as permanent moratorium by President Joko Widodo and formulated in Presidential Instruction No. 5/2019. Since the implementation of the moratorium, there has been a decrease in the rate of deforestation of forests and peatlands in Indonesia. However, forest and land fires still occur, especially in the Kalimantan region. Even in 2019, significant forest and peatland fires have occurred in Kalimantan since a similar incident in 2015. The hotspots of these fires are scattered in various provinces in Kalimantan, disrupting public health due to the thick smoke generated. This study is analyzed using the Theory of Policy Implementation by George C. Edward III. Through policy research, this research is examined qualitatively to analyze the effectiveness of the implementation of Presidential Instruction No. 5/2019 on the phenomenon of peatland fires in the Kalimantan region. The results of this study indicate that there are still weaknesses in implementing Presidential Instruction No. 5/2019 so that it is said to be less effective in eradicating forest and peatland governance. Abstract

In 2019, burned forests and peatlands reached 328 thousand hectares. The World Bank estimates that total loss from this event reached 5.2 billion USD. At least, until September 2019, there were 900,000 residents who experienced respiratory health problems and hundreds of schools in Indonesia, Malaysia and Singapore had to stop teaching and learning activities due to the haze. One of the factors that ‘fertilizes’ problems for destruction of forests and peatlands that continue to grow is difficulty to account the perpetrator. This paper will attempt to answer and solve these problems with the concept of strict liability. This research will answer two problems, how can the concept of strict liability solve the issues for peatland law enforcement? And how does the application of strict liability rules compare with Netherlands and United States? The government has pursued a moratorium policy. Starting from Presidential Instruction (Inpres) No. 10 year 2011 and extended by Inpres No. 6 year 2013 also Inpres No. 8 year 2015. However, this policy is considered unsatisfactory because there are still forestry and plantation permits issued by the government and massive forest and land burning. Therefore, there needs a solution from a repressive approach to provide a deterrent effect on forest fire perpetrators. Strict liability concept means that the defendant will still be responsible even though his activities were lawful and carried out carefully. Furthermore, strict liability is an accountability that not only eliminates elements of subjective error, but also objectively. Abstract

Many development programs in poor countries are now targeting women so that they can participate actively and get the fruits of development for their own good, including the microfinance program. However, the meaning and significance of such an idea deserve more attention. To show the set of identities, social relations, political possibilities and the ethical outcomes of ‘microfinancing women,’ the expressions of such potent combination between women and microfinance in today’s practices, the values that justify the claims, and also whose culture or what ideology which appears in the justification or reasoning for the claims are investigated. The data showed that specific women are the “promising” target. Instead of empowering women for the sake of themselves, microfinance produces entrepreneurial subjects on them so that they can enter the global market. A critical examination of microfinancing women entails a reexamination of the discourse, its implications, and the fundamental problematic ideology behind the on-going trend. Abstract

The Rohingya ethnicity in Myanmar abused in 2016 reflected an act of violence against Rohingya Muslims by the Myanmar armed forces and police. To manage conflicts that extend the humanitarian crisis in Myanmar, the role of governments is important. Because of the abuse and the complex types of human rights abuses of the Rohingya ethnicity, researchers took Rohingya ethnicity into our case study in this paper. Researchers also use the theory of Liberalism and focus on the response and the actions of ASEAN countries that are a place for these Rohingya refugees. On the actions, ASEAN has taken in the context of Liberalism. These researches use the qualitative method of analysis. Due to the data analysis, security policies consider the domestic interests of each country, which Rohingya refugees are supposed to be able to get help.
