Abstract

Abstract: Renon area is the center of the goverment system of Bali province. As one of the main street in Denpasar city, this street can represent the characteristics of Denpasar city which is the Car Free Day  was held in in every Sunday morning in this street, as a simple way to reduce the air pollution and noise. The calculation in this journal is road performance, air pollution and noise level for 2 condition that is in Car Free Day and in working day. From the calculation result of road performance, the capacity of the street is 4.110 pcu/hour with degree of saturation is 0,8. The level of street service is on D category where the flow is almost unstable with high volume of traffic. The traffic volume is mostly reached the capacity and delay is frequently occur in this street. The measurement process of the level of air pollution showed that from six parameter which tested were over all are still under the standard quality which is allowed as good and medium category. The Sulfur dioksida (SO2) which was measured in busy day showed the improvement about 6,78% from the measurement which is done in Car Free Day. The nitrogen dioksida showed the improvement for about 36,35% , the carbon monoksida also showed the improvement for about 366,25%, the total dust had the greatest improvement  for about  599,95% or six time greater rather than the level of total dust in Car Free Day. In the other hand, oxidantshowed the improvement for about 28,75%.The noises which occured in Car Free Day showed  the average level of dB(A)is 61,65 whereas in workdays showed 72,77 dB(A). At 07.30 until 07.45  in the morning , the maximum level of noises occurs in Car Free Day and in work day. The noises improvement which occured when the Car Free Day was held with workday is about 19,17%.

Abstract

Abstract : The purpose of this study is to determine how the pattern of usage, behavior and water services in the areas of business of  PAM PT.Tirtaartha Buanamulia (PT.TB) using qualitative descriptive methods such as survey research instrument (observation) and questionnaires of 337 samples, consisting of domestic water consumption and non- domestic . The result of the analysis showed that the average water consumption in some parts of sub-district of Kuta (Kedonganan village, Tuban village and Kuta village), the business area of PAM PT. TB, amounts to 243.49 liters /person /day. Average water use in the District of South Kuta (Pecatu village, Ungasan village, Kutuh village, Benoa vilage, Tanjung Benoa village and Jimbaran village) amounts 168.01 liters/person/day. Calculation of water demand for star hotels based on the results of the study on average is 726.84 liters /room/ day and non-star hotels 43.85 liters/room/day, the need of water for the restaurant and the restaurant is based on the research of 18.85 liters/seat/day, water usage for educational facilities based on the results of the study amounted to 9.99 liters/person/day, the water requirements for health facilities based on the research needs 562.13 liters /bed/day. The amount of non- domestic water needs based on research results which was 72.69 % of the domestic water needs, is the basis for the provision of water by PAM PT. TB at this time and in the future. The analysis of the results showed that the community of water users in the area of business PAM PAM PT. TB had a good perception of the PAM service; this is evidenced by the level of customer satisfaction to achieve 73.07 % PAM services for domestic and non- domestic 100 %. This study also showed the willingness of subscribers received 10 % increase in the tariff.

Abstract

Abstract :Reducing the negative effect of erosion problem efforts either by hard structure (e.g. groin construction) or soft structure (e.g. Sand nourishment) solution have been already implemented. One of the location with sand nourishment solution as well as the groin construction is located in Sanur beach, Bali. This location is in critical situation, where the infrastructure is threatened by the lack of the sediment amount and hence it will be impact on the tourism. The evaluation of the coast line changing impact due to the existing of coastal structure need to be assessed. In the worst case, where the coastline changes significantly, the efforts to solve the erosion problems are by groin shape modification and adding the new coastal structure. Simulation results show that there are three segment of the coastal area in between the groin need to be overcome, GN.4 – G7, G39 – GA2 and G32 – G37. The methodology in this study is by comparing the simulation result with the measurement data in 2012.  The evolution of coastline changing in those areas shows significant coastal recesion compare to the other places. What can be done to solve the problem is that by modifying and construct new structure. In GN.4 – G.7, we can construct breakwater paralel to the coastline in the middle. In GN 4, transforming the groin shape from T to I, in the location of G39 – GA2 we propose to omit the bending of the groin in GA2 and construct the groin parallel to the beach in between G39-GA2, in the location of G32 - G37 the breakwaters need to be constructed in the right side and in the left side of the groin G32. The modification of groin construction in the GN.4 – G7, G39 – GA2, and G32 – G37 reduces the losing of material. The coastal recession can be reduced from 6.15 m to 5.34 m in GN.4, in GA 2 from 3.4 m to 2.85 m, and in G32 from 3.69 m to 2.98 m.

Abstract

Abstract : Regency Water Supply Company (PDAM) of Denpasar city is one of the PDAM that have a healthy predicate from 2009-2012 based on the results by the assessment Development Support Agency of Water Supply System (BPPSPAM). But in fact many customer complaints are heard in the newspaper and electronic media. From PDAM of Denpasar city annual report in 2013, there were 6,738 cases of complaints regarding service and 83.38 percent came from the technical aspect. This research aims to determine the level of customer satisfaction, the indicators that affect customer satisfaction and indicators affecting what should be improved to increase customer satisfaction reviewed from technical aspect. This research was conducted in Denpasar city with the 398 respondents who are household customer PDAM of Denpasar. The analysis took based on the Importance-Performance analysis and Gap analysis. Importance-Performance analysis resulted in indicators of influence and should be improved to increase customer satisfaction. While the Gap analysis  showed the level of customer satisfaction PDAM of Denpasar city. The majority of customer were dissatisfied with the service received from technical aspects. Shown from the Gap of -1.01 and suitability level of performance and the importance is worth 0.76 (less than 1). The level of customer satisfaction PDAM Denpasar city for complaints of the piping aspect (-1.09) is at a low level satisfaction (-1,059 < I < -1,01), while satisfaction level for the water quality (-0.982), water continuity (-0.975), speed installation of new connections (-1.003) and water meters (-0.973) are at moderate levels of satisfaction(-1,01 < I < -0,961). The indicators that affect customer satisfaction are the clarity of the water, smelly water, flavored water, chemical content, hours of availability of water in the life activity, alertness operators in the installation of new connection, reading the water meter, water meter repair damage, and alertness/speed handling of complaints about the piping. Some performance indicators should be improved by the PDAM of Denpasar city to improve customer satisfaction are the clarity of the water, the smell of the water, the availability of water at life activity, alertness operators in the installation of new connections, water meters repair damage, and alertness/speed handling of complaints about the piping.

Abstract

Abstract: The construction procurement evaluation method using lowest price conforming methods often causes some quality problems for  owners and increases the probability of dispute and delay during the contract execution. On the other hand, merit point system evaluation method can provide quality assurance, but the procurement committees are often dificult to apply it, and to determaine mesurable criteria evaluation.Therefore, it is necessary for a more in-depth study to find out the criteria evaluation for construction procurement. The research conducted in Bali, and adopted inductive qualitative approach involving 45 experts participated in construction procurements using merit point system evaluation.Puposive sampling is applied to determine the respondents come from all actors included during procurement process. The data was collected through interviews, observation participant and questionnaires, and the Analytic Hierarchy Process (AHP) is choosed to analyse them. The result shows that : the merit point system evaluation for construction procurement can determine the contractor provides better quality than the lowest price conforming method when theevaluation criteria are clear, mesurable and transparant in the bidding document. There are two principle aspects that must be considered to assurethe quality that is: the technical aspect and the cost that weight consecutively 60% and 40%. The technical aspect comprises of : a) the existance of work plan (13.51%), comprising of construction methods (4.12%), supporting  equipment (4.05%), supporting material (3.46%), suporting workers (1.88%); b) competencies of human recources (19.91%), comprising of project management competencies(2.31%), existence of expert (7.92%) and certificated human resources (9.68%); c) existence of supporting equipments (15.54%) consisted of lifting support (4.79%), transportation support (6.17%), surveying support equipment(4.58%); d) the existing of time management (6.30%) consisted of network planning (4.13%), bar chart (1.03%), and S-curve (1.14%); and e) existence of quality assurance (2.14%) consisted of quality management system (1.95%), performance quality management (0.66%) and material management quality (2.14%). From price point of view, it must be evaluated the faireness of price and price offer that weighs consecutively 25.66% and 14.34%.

Abstract

Abstract : Employee transportation service is one of the traffic management method that imitate carpooling system which can decrease the used of private vehicle  that being use towards the centers of activity with employee transportation services. The purpose of this research are to analyze socio – economic characteristic, operational system, vehicle operating cost and cost reduction. This research was conducted in Lumintang Denpasar. The method that was used in this research include field survey such us questionnaire spreading to the respondent and also doing a direct interview to the related parties. Result of the analysis indicated that the majority of employee’s (88,47%) used motorcycle with average travel distance of 5 km’s, 4 employee transportation routes were planned with time cycle between 23 to 58 minutes , headway between 2 to 10 minutes and employee transportation operational cost is between Rp.252.531 to Rp.270.241 every day. operational expense saving with total Rp. 8110.332.019 and fuel saving as much as 6.624 liters a year

Abstract

Abstract : The rate of absorption of a government budget, especially on the construction projects, determine whether or not the optimal development of a region. The faster the budget absorption of the construction projects, the faster the perceived benefits. The purpose of the study was to determine the rate of the budget absorption, to find out the factors in the construction project procurement systems that affect the slow budget absorption of the Local Government of the Badung Regency as well as the efforts to minimize such delays. The data were obtained from the parties involved in the procurement of the construction projects through questionnaires as the research instruments. In addition, the data were also obtained through interviews, observations and documentations. The variables used in the study were 38 variables and 60 persons as the respondents. The data analysis was conducted through descriptive analysis, absorption analysis and factor analysis. The scoring system used a Likert scale, and data processing was conducted by SPSS. The findings of the study show that the rate of absorption of the Badung Regency Government’s construction projects for Fiscal Year 2012 - 2013 was not in accordance with the plan, but the increase was more than that of the previous fiscal year. While the results of the factor analysis by using SPSS indicate that the factors that affecting the slow absorption budget in the procurement system of most construction projects are: the fear and caution of the parties in carrying out procurement activities, the change in the activity package, the slow preparation of the Owner's Estimate (OE), the incomplete procurement documents, the misrepresentation of the procurement regulations and the slow process of procurements. And the most effective effort to enhance the budget absorption are the determination of the communication standards, the coordination and the synchronization in the procurement of construction projects with all parties involved in the procurement systems.

Abstract

Abstract :Generally, in Indonesia the subject of Occupational Health and Safety is often forgotten. This is proven with the high number of work accidents in Indonesia. In 2011, there were 99.491 incidents or on average 414 work accidents cases per day. In 2010 there were 98.711 work accidents, 96.314 cases in 2009, 94.736 cases in 2008 and 83.714 cases in 2007. This reserch is intended to asses the possible major risk of Occupational Health and Safety for The Ciputra World Jakarta building Project, and offer solutions to deal with any unexpected risk. This research was conducted with a descriptive and qualitative method. Survey was carried out to get opinions from respondents on Occupational Health & Safety risks during the construction of the Ciputra World Jakarta. There are Seventy eight (78) high risks were identified with the most being Tower Crane operation job, installation of steel column, beam, and wall with 5 risks. The 2 extreme risks were found in column casting and screeding exterior wall with 1 risk. Suggestion given is to organise training relation to Occupational Health and Safety risk to every employee, introduve shift system, allocate alternate day off to employees, provide health/medical check up, and eliminate high risk and dengerous work environment.

Abstract

Abstrac :Road handling priority determination is an important tasks faced by decision makers and is regarded as a complex multi-criteria problem. It requires a system to categorise and ranks the project order using several criteria. Officially, SK. No. 77 of the Directorate General of Highway issued in 1990 is a method used in the local government. This method however, has been considered to have limitations to determine road handling priority. Using previous studies, the Analytic Hierarchy Process (AHP) and the combination of FAHP and TOPSIS methods are considered relevant to determine road handling priority. These methods incorporates a variety of criteria which can also be considered by the decision makers. Using the AHP, the criteria of road conditions, traffic volume, economic and policy factors are 41.8%, 25.4%,  21.6 and 11.2% respectively. Meanwhile, a combination methods of FAHP and TOPSIS give the criteria of road conditions, traffic volume, economic and policy factors of 33.8%, 26.6%, 24.7% and 14.9% respectively. Both AHP and FAHP produce the same result in terms of criteria rank. This is not the case however, in the sub criteria rank. This study found that AHP gives road handling priority differently to the SK. No 77 of Directorate General of Highway (1990). In contrast, a combination methods of FAHP and TOPSIS produces road handling priority in the same way to the SK. No 77 of Directorate General of Highway (1990). Denpasar city government is suggested to consider the use of FAHP and TOPSIS method in determining its road handling priority. This method is considered to have a capability to combine many criteria using a priority weighted score. The road handling priority results therefore, are more realistic.

Abstract

Abstract : Tourism is the main sector to increase the economy of Province of Bali. A lot of components involved in this tourism industry such as hotel, restaurant, and other tourism objects. The function of tourism transportation is to connect those places. The objective of this study is to analyze the investment feasibility on the torusim transportation in the Province of Bali.   Analysis was performed on PT Gd Bali Transport and PT Amanda Legian Tours using interest rate at 15% and investment duration for 7 years. The outcome for PT Gd Bali Transport was the value of NPV Rp.(-) 11.866.640.000, IRR uncountable, BCR : 0,37 and PBP 21 years. While for PT Amanda Legian Tours was NPV Rp.(-) 875.310.000, IRR uncountable, BCR : 0,77 and PBP 9 years. That outcome indicating that tourism transportation in the Province of Bali was not financially feasible.
