Abstract

The implementation of direct elections is a from of regional autonomy in addition to the area where given the right toregulate its own territory, the people are also exempt determine their leaders. Unfortunately there is beyond theelections held in accordance with law and justice corridore, It triggers a conflict between elements of society andgovernment, as happened in the election of a Peak District, Papua years 2011-2012, the country peak conflict thatoccurs as a result dualism Gerindra party recommendations, which the DPP and DPD Gerindra party to give S.K SimonAlon-Josiah Tenbak as incumbent Gerindra, while DPC provide recommendations to Elvis Tabuni-party Herri Dosinaen,this in because there is an emotional bond between Thomas Tabuni (DPC chairman of the country party Gerindrapeak) as a child and Elvis Tabuni (district candidate) as a father.The type of the research conducted by the authors isto use a descriptive study, where the study site is Ilaga, peak district, while the authors explore how the information isto direct observation and interviews while also utilizing literature-literatur from the published literature and analysisused is purpose random sampling analysis using descriptive to analyze the data. The peak district of Puncak Jayadistrict Proliferation of 2007, and in 2011 made this a highlight of the country election that claimed the lives of 300people died and 900 people were injured, this conflict is a conflict since most victims in law election in Indonesia.Leveling system of one man one vote democracy make electoral conflicts in Papua can not be avoided due to theimmaturity of the people on the system, so that a recommendations is the author of the government to change thesystem becomes Nokens democratic systems, which is represented by the 1025 and 1 person as a democratic peopleof Papua.

Abstract

The paper has the title of the implementation of collaborative governance in the Brosot cultural village, Galur subdistrict,Kulonprogo Regency. Research aimed to know Bagaimana Collborative Brosot cultural village implementation,Galur subdistrict, Kulonprogo Regency and factors any prejudical Collborative Brosot cultural village, Galur subdistrict,Kulonprogo. Regency Research conducted with kualititatif method, withdrawal data done through interview informationsources, observation, and study documentation. Result Research show that, Model Collaborative Governance inDesa Budaya Brosot, generally speaking is equal Model Collaborative Governance that made by Ansel and Gash. Thereis some factor culture affect that Collaborative Governance implementation in Brosot cultural village, namely: kinshiprelation, Arisan, Jam Karet, Musyawarah Mufakat, Nggih Kepanggih ra Ngaruhke, Gotong Royong and Swadaya, Mokogi,Ngombyongi, and Mosobodoa, paternalistic and the People about that is all.

Abstract

Artikel ini bertujuan untuk mengetahui pengaruh konflik Nahdlatul Wathan terhadap perilaku politik masyarakat Lombok Timur. Nahdlatul Wathan atau disingkat NW merupakan organisasi sosial keagamaan terbesar di Lombok yang berpusat di Kabupaten Lombok Timur. Nahdlatul Wathan didirikan oleh Tuan Guru Hajji (TGH) Muhammad Zainuddin Abdul Madjid pada tahun 1953. Nahdlatul Wathan bergerak dalam bidang pendidikan, sosial dan dakwah, sehingga NW mempunyai kontribusi besar dalam pembangunan dan pemerintahan. Pasca meninggalnya TGH. Muhammad Zainuddin Abdul Madjid tahun 1997, Nahdlatul Wathan terpecah kedalam dua kubu, yakni kubu Rauhun (R1) yang berpusat di desa Pancor dan kubu Raihanun (R2) yang berpusat di desa Anjani. Pecahnya Nahdlatul Wathan sebagai organisasi terbesar di Lombok Timur tentu membawa dampak bagi kehidupan masyarakat. Dengan demikian menarik untuk melakukan penelitian terkait dengan pengaruh konflik Nahdaltul Wathan terhadap Perilaku Politik Masyarakat. Metode penelitian yang digunakan peneliti adalah penelitian kuantitaif deskriptif dengan pendekatan studi kasus. Teknik pengambilan data melalui kuisioner dan studi pustaka, sedangkan teknik analisisa data menggunkan analisa statistic dengan memanfaatkan softwere SPSS.

Abstract

The purpose of this study to look at the policy implementation BPJS in Bantul and factors that influence and determinedifferences in the effect of policy towards participants PBI BPJS Health Insurance and Health Insurance PBI participantsnot. The method used is a combination of studies (mix method). The study was conducted in Bantul. Unitresearch conducted at the Office of Health BPJS Branch Yogyakarta, Bantul and Senopati Penembahan HospitalPatient Hospital Penembahan Senopati Bantul. Data collection techniques are observation, interviews, documentation,and questionnaire. Mechanical analysis of this study is to describe the implementation of Board policies BPJSusing qualitative descriptive analysis. To explain the factors that affect product moment correlation analysis was used.Furthermore, in order to explain the effect of policy towards participants PBI BPJS Health Insurance and HealthInsurance PBI participants not using Analysis of Variance (ANOVA) with the type of single classification analysis ofvariance (one way ANOVA). The results of this research, policy implementation in Bantul District Health BPJS implementedvery well. After doing research results diperolehan communication dimension index values of 4.44 (verygood), the dimensions of the resource of 4.59 (very good), the dimensions of the disposition of 4.44 (very good)and the dimensions of bureaucratic structures 4.57 (very good). Variables that affect the implementation of theImplementation of the Social Security Agency (BPJS) Health in Bantul is Context Policy (X2) which is equal to 0839(very strong). Meanwhile Content Policy variable (X1) significant correlation to variable implementation (Y) is smallerthan that of 0768 (very strong). Furthermore, there are differences in the effect of the Health Policy ImplementationBPJS PBI participants Health Insurance and Health Insurance PBI participants not at all the dimensions of the dimensionof participation with the value Fh = 100, the dimension of service to the value of Fh = 100 and a financialdimension to the value of Fh = 100.

Abstract

Village Fund Allocation given to all villages in the district of Bulungan gives hope that the greater will be the realizationof equitable development, equitable and participatory. Village Fund Allocation policy implementation makes a verysignificant change, the village that was once get a very limited budget that is managed centrally by governmentagencies above the village are now getting a large enough budget and was given the authority to manage independently.The purpose of this study was to: (1) determine the impact of policies Village Allocation Fund in the SilvaRahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu Selatan Village, and (2) determine factorscausing variations in the impact of policies Village Allocation Fund in Silva Rahayu Village, Tanjung Buka Village,Gunung Seriang Village, dan Bunyu Selatan Village.The research is a qualitative research. This study was conducted inBulungan, precisely in the Silva Rahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu SelatanVillage. Data collected through interviews, observation, and documentation. The data analysis technique used is dataanalysis with qualitative methods to measure data collection, data reduction, data presentation, and conclusion.Theresults showed that the village has an impact Village Fund Allocation most suited to the purpose of the Village FundAllocation is expected Silva Rahayu village and the village of Tanjung Buka. Village at least in accordance with theoriginal purpose of the program is the Village Fund Allocation Bunyu Selatan Village. This is due to Silva Rahayu Villageand the Tanjung Buka Village has implemented the Village Fund Allocation program in accordance with the rules andregulations. The village is still having an inhibiting factor is the village of Tanjung Buka. The quantity and quality ofhuman resources in the village Tanjung Buka still fairly minimal and require further training. Silva Rahayu village,Gunung Seriang village, and the Bunyu Selatan Village not having problems associated with factors that can influencepolicy implementation Village Fund Allocation program. In all three villages of both quality and quantity of humanresources are sufficient to implement the Village Fund Allocation program. Human resources and apparatus also hasa mental attitude that is ready to implement the program properly.

Abstract

Paper ini membahas mengenai perolehan suara yang didapatkan oleh pasangan Jokowi-JK di kota Probolinggo Jawa Timur tahun 2014, terdapat beberapa pendekatan yang dilakukan oleh tim suskses dalam menjaring suara, diantaranya melalui pendekatan marketing politik push, pass dan pull marketing. Selain itu juga menggunakan pendekatan patron-klient dan rasional choice.Penelitian ini menggunakan pendekatan kualitatif deskriptif.Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi.Marketing politik yang dijalankan semasa kampanye dirasa masih kurang berhasil messkipun jokowi hadir di Kota Probolinggo. Meskipun peran para ptron bekerja selama maksimal tapi tidak membantu banyak dalam perolehan suara karena rasionalitas para pemilih di kota Probolinggo sudah cukup berkembang dan kritis

Abstract

The research aimed to acknowledge the evaluated of  compulsory 9-year assurance in state elementary school (SDN)and private elementary school (Muhammadiyah) in the city of  Yogyakarta. Data Analysis Unit in this research is headeducation section in elementary school at the city of  Yogyakarta, head master, teacher, scholl committee and students,4 from state elementary school (SDN) and 4 from private elementary school (Muhammadiyah) in the city of  Yogyakar ta.This research used method with data collection from the data analysis process based on the result of in depthinterview and documents. This study used descriptive and qualitative data with grounded theory method. The re-search result is the number of  suitably qualified educational personnel do not achieve the target of only 40%. Thenthe number of  students who were subjected to compulsory quota admission of  new students in SDN and elementaryschools still have not meet the target. Facilities and infrastructure and Private Elementary School has not fully meet theprescribed standards, and sources of  funding / budget, State elementary school (SDN) funding sourced from Re-gional Government Budget (APBD)and State Budget (APBN). While private elementary school funding sourced fromRegional Government Budget (APBD)and State Budget (APBN) and from (donations parents, fees, dues Sacrifice,building development money, charity / special assistance). Elementary School does not collect tuition while still attract-ing private primary schools charge tuition  of  students for a nominal amount of  each school is different. The averagevalue of  private elementary school graduation is more higher than the state elementary school (SDN). Increase(CCDMA) in the city of  Yogyakarta is equal to 92% have been achieved target And (APTs) are on state elementaryschool (SDN) Patangpuluhan by 0,01% and the SD Muhammadiyah Purwodiningratan 1 by 0,01%.

Abstract

The many problems of education in Indonesia makes its own ambiguity for the executors, where policy-makersthink only of quantity without quality. One example is the Curriculum 2013, which are in a hurry to implement it soas to make the policy implementers be confusion as to a delay in textbook for teachers and training is notmaximized. This study aims to determine how the curriculum policy implementation in 2013 at a high schoolteacher in Kebumen with the location of this research is SMA Negeri 1 Kutowinangun, SMA Negeri 1 and 2Kebumen and education departments and sports Kebumen. The results of this study using the theory of George C.Edward III which indicates that the variable communication on indicators trasmisi and clarity executed well, this isbecause the education department and sports in collaboration with LPMP activities directly in the form of training,workshops, discussions, and technical guidance to teachers and principals. While the indicators consistentcommunication can be said is not consistent, which in the implementation of Curriculum 2013 regulations alwayschanging so make the school confusi implement it. Then the variable resources with indicators of humanresources (staff) and non-human (infrastructure) can be said not optimal this is because there are manyteachers who find difficulty in implementing Curriculum 2013. Variable disposition or attitude of policyimplementation can be quite good, where in the implementation of the implementers are always ready andresponsible with what is being implemented. In addition the system has to be undertaken systematically and inaccordance with the rules of Curriculum 2013. The fourth variable is a bureaucratic structure with indicatorStandard Operating Procedure (SOP) this can be evidenced by the guidelines in the implementation of Curriculum2013, then a good cooperation between agencies physical education and high school party in Kebumen.

Abstract

The study aims to determine the implementation and the factors that play a role in the PKH program conducted in thedistrict Berbah 2013. The research method used is descriptive qualitative research. Data was collected throughinterviews and documentation. The data analysis done by qualitative descriptive. The results showed: 1. Aspects ofcompliance in the implementation of CCT programs in the district Berbah can be seen from: a). PKH implementationrules in the district Berbah besides the rules of the center, are also required to attend group meetings, b). Commitmentto the rule implementing CCT implementation in districts Berbah year 2013 has been very good, c). Implementingcompliance in implementing the phases of activity in the district PKH Berbah in 2013 is good, and 2. Factors that playa role in the implementation of the poverty reduction program (PKH) in the district Berbah in 2013: a). Resource; tosource funds using budget funds I, II budget, and governmental organizations, and to human resources from thedistrict level up to the hamlet level has been good, b). Communication fellow companion if no help each activity, c).Implementing attitude if there are conditions on the ground which is not in accordance with the rules of implementationof the CCT, the immediate improvement to validate the data, d). Socio-economic conditions of communities in thedistrict Berbah fish farmers have had good production, the trade sector has also been improved.

Abstract

This thesis discusses the analysis of three Ministers decree on Ahmadiyah (a case study of conflict between FUI and GAIin Yogyakarta, 2012). The ministerial analysis and the factors that cause of conflicts is done by using the theory ofcritical discourse analysis of Norman Fairclough, Antonio Gramscis theory of hegemony, and the theory of the cause ofconflict by Simon Fisher. From the analysis, it can be concluded that the pros and cons that always arise in the processof production and consumption of three Ministers decree on Ahmadiyah. Groups for Ahmadiyah have opinion thatfreedom must not be restricted because of the position as a citizen. Constitutional guarantees and product legislationrelated to human rights also guarantees it. The group cons have argue that the activities undertaken by the Ahmadiyahis incompatible with Islam. If Ahmadiyah still do the activities, which can not themselves are Muslims. This research alsofound that the factors of causing conflict between FUI and GAI in Yogyakarta, 2012, are not a single. First, the GAI isconsidered an insult to the Muslim faith. Second, straying from MUI to GAI is the main reference for the rejection of GAI.Third, the differences in understanding of the decree about Ahmadiyah. Fourth, the unilateral allegations of each group,and the fifth, the exclusivity of GAI.
