Abstract

Along with the issuance of the Joint Regulation of Governor of Yogyakarta Special Region, Regional Police Chief ofYogyakarta Special Region, and Operational Director of PT. Jasa Raharja No.35 Year 2008 No:B/4820/XI/2008 andNo: SKEB/12/2008 about the program to improve SAMSAT’s excellent service, SAMSAT Corner was established. Vehicletax is one of tax incomes which affects regional income. Therefore, it is necessary to optimize the tax revenue ofvehicle through various efforts. One of the ways is by improving the satisfaction of vehicle taxpayers by giving anoptimal service quality. Based on the explanation above, the researcher was eager to find out the implementation ofSAMSAT Corner service at Galleria Mall in order to improve vehicle tax in 2014. In this research about the implementationof SAMSAT Corner service, a mix method –quantitative and qualitative methods – was employed. Firstly, thedata were collected quantitatively using survey approach. Then, the data were collected qualitatively. Based onthe data analysis, the implementation of SAMSAT Corner service at Galleria Mall has run well, as its index value is 3.59or in good category. SAMSAT Corner service is also influenced by several factors, among others are communication,human resources, disposition, and bureaucracy structure. Their index is 3.76, thus it is in good category as well. Thefinding in this research shows that the internal organizer of service which is maximum cannot guarantee a goodservice, because the internal assessment shows better result than the external one. Based on the analysis, it can beconcluded that the implementation of SAMSAT Corner service at Galleria Mall has run well and it gives positive effectsto society (vehicle taxpayers).However, the regulation that rules the operation of SAMSAT Corner service at GalleriaMallis not optimal yet, so it is necessary to study it again in order to have a clear regulation about SAMSAT Cornerservice.

Abstract

Gerindra Partybecome participants first general election in 2014, followed by twelve Parties. Although first-time  election in Luwu North,Gerindra Party succeeded in gaining the most votes to two after the Golkar Party and get a ration of six seats to the council. This success is supported by community leaders in Luwu North who come from the elite, like the elite bureaucrats, the economic elite (businessmen),and the political elite have major stakes in attracting community investigator to choose legislative  candidates coming fromGerindra Party. Therefore, the role of the local elite in winning Gerindra be the focus of study in this  research.This study used qualitative methods, with data collection techniques are in-depth interviews and documentation. As the informants in this study, namely, the Chairman of DPC Gerindra, six legislators from Gerindra, community leader  and Vice Regent of Luwu North.The results of this study indicate that the role of local elites on the award Gerindra using three approaches, namely positional approach to reputation and approach decision,Where the outcome of the vote Gerindra 6.5%, 39.2% of elected candidates sound, the sound of a candidate not elected 54.3% of all candidates who have as many as thirty-five candidates,so Gerindra managed to gain six seats to sit in Parliament Luwu north. In general, people in North Luwu choose legislators opted for track record is not actor or party,but because it is based on the election of community leaders who attended, besides the factor of emotional closeness, kinship and familiarity with community leaders.

Abstract

Focused on the development system capacity and capability of the public has a strong resistance when hit byproblems. PBRT program is an instrument to encourage the realization of economic, social, political andcultural as well as a means of social transformation that is expected to be able to boost the slump situation andconditions of the community that had developed over time. This innovation is quite interesting and unique,because it is the only model of development in the province ntb even in Indonesia. The approach used in thisstudy is deductive method qualitative descriptive analysis. This type of research tried to describe the actualpicture of the phenomenon occurring in the management of the Neighborhood Program Based in WestSumbawa regency. From hasi research note that based development program Rukun Tetagga being featuredprogram and the pilot program the West Sumbawa regency was not effective as expected. From the datafindings during authors examined the field can see that the program is one of the important innovations of WestSumbawa Regency in boosting success in the development of this pogram set, but do not like innovation andhope in the rules for the way it turned out this program has not been effective. Many existing resources thatare not in manfaatkan.penulis hope that this program still exist and revived the spirit of development actors inmaximizing this PBRT program.

Abstract

Penelitian ini bertujuan untuk mengetahui Model Kemitraan tentang Tata Ruang Terbuka Hijau (RTH) Hutan Kota Bunda Hayati di Tanjung Selor Kalimantan Utara. Penelitian ini menggambarkan belum effektifnya pengelolaan Hutan Kota Bunda Hayati. Serta terdapat stakeholders yang terlibat melakukan kerjasama dalam mengelola Hutan Kota Bunda Hayati.Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan menggunakan jenis data primer dan sekunder. Metode pengumpulan data dengan cara wawancara dan dokumentasi data sekunder. Hasil penelitian ini menunjukan Model Kemitraan Solid dengan melibatkan Intitut Pertanian Bogor (IPB) sebagai mitra. Model Kemitraan Solid menggambarkan jejaring diantara pihak stakeholders dengan pemerintah daerah dalam pengelolaan Hutan Kota Bunda Hayati. Kerjasama tersebut menghasilkan Master Plan pembangunan Hutan Kota Bunda Hayati.

Abstract

Strengthen central government’s  financial policy areas mor e pronounced with enactment of  Law No.28/2009 onLocal Taxes and Levies which authorizes 11 types of  local taxes, including authority to manage land and building taxRural and Urban (PBB-P2). The study was conducted in Sleman regency government to know pendaerahan process,transition and implementation as well as the picture before and after the transition of  the management PBB-P2 years2009-2013. Descriptive and qualitative research methods, data collection techniques with interviews, documentation,and questionnaires. Qualitative descriptive data analysis techniques and interactive data analysis. Conclusion research1. Tax Pendaerahan under Law No.28/2009 implemented by the authority manages the collection of  10 of the 11types of  taxes for 2-6 years on average above 100%. 2. Transition PBB-P2 management optimal implemented by theRegional Regulation and drafting the decree, the formation of  Receipt, preparation and improvement of  human re-sources, the availability of budget, equipment, data, and the establishment of  partnerships. 3. Implementation ofPBB-P2 management authority in the transition to establishment of technical regulations, administration, and man-agement system PBB-P2. 4. Picture before and after the transition of  the PBB-P2 management in Sleman regencygovernment showed its management work well. Researchers suggestion is to expand co-operation, maintenance andrenewal of  the United Nations data bases PBB-P2, increased capacity and welfare of  the United Nations managersPBB-P2.

Abstract

Reclamation is an activity held for the sake of increasing the benefits of land resources in terms of environment andsocial economic by the methods of reclamation and drainage. Coastal reclamation in Indonesia has been done sincethe year of 1979 and is continuously implemented until present time. The purpose of this research is to evaluate thecoastal reclamation program and to recognize the impact of reclamation program at Halmahera beach in Ternate. Theresearch methodology used is qualitative research, whilst the research itself is conducted in Halmahera beach in Soa-Sio village, Ternate city. Data gathering techniques used in this research are observation, interview, and documentation.The analysis of this research is done by describing the coastal reclamation program using qualitative descriptiveanalysis. The results of this research are, 1) in terms of context; regulations, the impact of reclamation needs to bereviewed, the coastal reclamation planning has been appropriate but the purpose of reclamation program is yet to beachieved and longer process is necessary in achieving the intended purpose. 2) In terms of input; human resources,facilities and infrastructure, and funding have been in accordance with the provisions. However improvement is necessaryfor a better result in the future. 3) In terms of Halmahera coastal reclamation process; an issue concerning landlicense by Legal Aid Institution (LBH) of Ternate occurs, and the application period on the year of 2013 was notutilized. Therefore, evaluation toward future reclamation program is necessary. 4) In terms of product; based on thefield observation, spatial planning in Ternate has been managed in a good manner. 5) The impacts of Halmaheracoastal reclamation program; impaired quality of seawater occurs due to ground work activities and public facilitiesconstruction during the construction process based on the indicator of Ministerial Decree LH No. 51 year 2004 aboutwater quality standard. The arousal of coastal aquatic biota disruption and coastal aquatic bio-diversity reduction,indicated by the abundance of planktons and benthos. Social jealousy due to the use of outside workers instead oflocal workers during the construction. The aesthetic improvement of the environment (safe, comfortable, beautiful)emerges for the implementation of ground care. The increase of local economic activities, signified by the economicactivities of the local area and the increase of merchants’ income. The increase of job opportunities due to theopening job field for land manager and mini market employees. From several impacts above, preventive measures andutilization of the reclamation program need to be done by government in order to increase job opportunity andsociety’s welfare.

Abstract

In the history of political contestation in South Sulawesi as the election, there has never been a woman who has wonan election. Moreover, the female candidate is a newcomer in the constituency, while his political opponents in theelection are the incumbent. an incumbent is considered to have a greater opportunity than the other candidates,because it is considered to have more capital as the level of popularity and figuritas. Women in the political contestwould also have the same opportunities as other candidates, although the participation of women in a politicalcontest still an issue - an issue that marginalize women. It still can be minimized depending on how the power ofmodality which is owned by the candidates, in which a candidate must have akumalasi more capital so as to win adispute. This study aimed to analyze and learn how modality which is owned by the candidates in the administrationof the election, studies in Indah Putri Indriani as regent elected in the district of North Luwu, South SulawesiProvince Year 2015. The method in this research is qualitative research. The technique of collecting data throughinterviews and documentation. The results of this study found four dominant modality owned by Lovely DaughterIndriani compared to the incumbent candidate. The modality is social capital, cultural, political and economic. Thisproves that the beautiful daughter Indriani as a woman and also newcomers are able to accumulate the capital ithas, so it managed to win a political contest and also became the first female Regent in South Sulawesi.

Support sources policy in Perda APBD mining sector implementation and Energi Kabupaten Bulunganwith the existence of  budget that is large and the increase human resource. Support communication inter relatedorganisation, between Dinas Pertambangan and PT. PLN as well as BAPPEDA intertwined coordination that is good.Executive body characteristic, and tendency all executive apper tain good with the existence of  program–programactivity that execute favorably. Abstract

Natural resources and biodiversity Indonesia make this country rich with potential that exists in it, the main challengeis how to both the way the government manages the resources and can be functioned as it should be for the State andthe Regions. Through the Regional Autonomy in Regions expected to be more independent in determining the wholethe activity as a subordinate of the Unitary Republic of Indonesia, Sula Islands Regional Government also has the samelegitimacy to make various policies, including in the field of tourism. Sula Islands Government has set as part of thedevelopment of tourism and economic make-Based Tourism Policy development to support the development of tourism.Sulabesi island Sula Islands has five locations coastal tourist potential to be developed as a regional destinationtour namely Wai ipa of beach, Pagama Island, Coastal Fatkauyon, Goiyofa Wai of beach,and pas ipa of beach. TourismRegions Island Beach Sulabesi have a characteristic of a typical and natural. But not yet supported by facilities andinfrastructure, including tourist facilities are good and decent for tourists.This research was conducted using qualitativeresearch methods with fenomenalogi approach to describe, analyze and interpret the sides of policies such asparticipation, networking, Organizational Structure, actor, financial, facilities, social, cultural, economic and political aswell as the interests of stakeholders.The results showed that the availability of resources have not been allocated tosupport the implementation of clear, communication and coordination has not run optimally, external conditions (social,economic, and political) impede the implementation of special regional development policy implementation in SulaIslands tourism effectively and optimally. The implication is activity-based tourism economy has not contributed optimallyto the government, private and community from an economic standpoint.

Abstract

The institutionalization of a political party is one of the factors that affect the stability of the votes or the number ofseats of a political party in the election.In the 2014 legislative election, the votes or the number of seats of theDemocrat Party of the Province of Lampung decreased compared to the 2009 legislative election. However, the vote orthe number of seats in the 2014 legislative election is still fairly stable when compared with the vote or the number ofseats of the Democrat Party in other regions.The stability of the votes or the number of seats of the Democrat Party ofthe Province of Lampung in the 2014 legislative election is interesting to study to investigate whether the stability isinfluenced by the factor of the institutionalization of the party or be influenced by other factors such as patronage andclientelism.This research uses descriptive method with qualitative approach. In this study, the researchers alsoconducted an analysis of the index of institutionalization of political party to determine the level of institutionalization ofthe Democrat Party of the Province of Lampung.This study takes the research sites in the Province of Lampung with theDemocrat Party as the research object. This study concludes that: First, the level of institutionalization of the DemocratParty of the Province Lampung is in the medium category.Second, the stability of the votes of the Democrat Party of theProvince of Lampung is not solely influenced by the institutionalization of the party, but is influenced by two otherfactors which are more dominant, namely the practice of patronage and clientelism in governor election and legislativeelection which are carried out simultaneously and the practice of patronage and clientelism performed by the DemocratParty candidates. The recommendation of this study is that the Democrat Party of the Province of Lampung mustimmediately resolve the flaws in the institutionalization dimension, especially in the number of the power of members orcadres, the number of the networking of mass organization or organizational wing of the party, so that in the future, thepotential of the power of the members or cadres and mass organizations or organizational wing of the party can runmaximally so the party machinery can operate more effectively during the elections.
