To the present time, development planning that participative to needcommunity only claimed unilaterally by government Sula Regency especially Sanana subdistrict has been conductedfor well, and accordance procedure that apply. This research use two approaches outright namely qualitative andquantitative approach. Location research in Sanana subdistrict Sula regency. Data collection conducted with threeway, namely: interview, documentation and questionnaire. Data analysis unit in this research is government SulaRegency, citizen and stakeholder that engage in musrenbang Kecamatan Sanana 2011-2012. Sample withdrawaltechnique in this research is withdrawal sample non random (non probability sampling) namely Purposive Sampling.This result research show community participation level in Musrenbang Sanana subdistrict. In 2011 and 2012 includedin informing category level (level participation where community heard and allowed contend, but they do nothave ability to get guarantee that their view would be considered by holder decision.) That thing in pengaruhi olekfactor internal: age, sex, level of education and work eye points of view. While factor external: government andstakeholder own experience that is more compared by community.

Act No. 24 of 2011 is in force since one January 2014 throughout the local government, is no exception SlemanYogyakarta. However, implementation of this BPJS still encountered many problems in the field. But the boomingcommunity participation has not been matched by an adequate system so much going problems field. Moreover, lackof socialization by BPJS cause the crux of information in society. In addition, a lot of complaints from health insuranceparticipants who feel lost its facilities, especially in the referral process, medicines and other support services. Thepurpose of this study was to determine how the implementation BPJS Sleman district in managing the National HealthInsurance in Sleman. This research is descriptive quantitative research. Data collection techniques in this study questionnaireand documentation techniques. As for the number of samples in this study were 100 people with purposivesampling technique. The technique used to analyze the data in this study is the analysis technique by using the indexand Test Independent Sample T test using SPSS software. Based on the results of this study concluded that the publicperception of the Institution of Social Security ministry of health in hospitals Morangan Sleman Yogyakarta based onArticle 10 of Act No. 24 of 2011 which consists of 1) Conduct and / or receiving Participant registration, 2) Pickingup and collecting dues from participants and Employers, 3) Receive contribution of Government assistance, 4) Collectand manage data participants Social Security program, 5) Paying Benefits and / or pay for health services in accordancewith the provisions of the Social Security program and 6) Provide information regarding the conduct of theSocial Security program the participants and the community has been good with a range of index values of 2.78 s / d3.43. The results of this study also concluded that 1) there was no significant difference in perception between thegroups of beneficiaries and the contribution of non beneficiaries of contributions based on the implementation and oraccept registration of participants in the Health BPJS Sleman.2) there was no significant difference in perceptionbetween the groups receiving communities tuition assistance and contribution of non beneficiaries based data managementBPJS participants in Sleman. 3) there are significant differences in perceptions between groups of beneficiariesdues and non-beneficiary communities dues by the payment of benefits or pay for health services BPJS in Slemanand 4) there are significant differences in perceptions between groups of beneficiaries and the contribution of nonbeneficiaries dues based on the implementation of information provision BPJS Sleman

Pariwisata merupakan sektor yang bisa menunjang kemajuan suatu daerah, terutama dengan adanya peraturan mengenai otonomi daerah. Kebijakan ini diberlakukan atas dasar masyarakat daerahnya memiliki modal sehingga dapat diandalkan untuk kemajuan daerahnya, salah satunya dengan kegiatan pariwisata. Hampir setiap daerah memiliki obyek wisata sebagai identitas daerah tersebut, bahkan seperti yang kita ketahui bagaimana Provinsi Bali yang sangat fokus dalam mengelola sektor pariwisatanya hingga dapat diakui oleh dunia. Merupakan suatu langkah jitu jika industri pariwisata dipergunakan oleh daerah-daerah di Indonesia yang miskin akan sumber daya alam sebagai suatu ssarana untuk meningkatkan PAD. Namun sebagai konsekuensinya, daerah-daerah tersebut harus melakukan pembangunan terhadap potensi-potensi pariwisata masing-masing daerah, mencari dan menciptakan peluang-peluang baru terhadap produk Pariwisata yang diunggulkan. penelitian ini menggunakan pendekatan kualitatif yang dilakukan dalam penelitian deskriptif pada penelitian studi kasus. Teknik pengambilan data yang digunakan yaitu menggunakan teknik wawancara, observasi serta dokumentasi. Dalam menganalisis data yang diperoleh, peneliti menggunakan analisi data yang bersifat induktif yaitu analisis yang berdasarkan data yang diperoleh. Penelitian menunjukan hasil dari wawancara yang dilakukan peneliti bahwa dalam upaya pengembangan yang dilakukan oleh DINPORABUDPAR Kabupaten Banyumas khususnya di Lokawisata Baturraden untuk meningkatkan PAD dari sektor pariwisata masih terdapat beberapa hal yang harus di perhatikan. Kurangnya keterlibatan pegawai yang berada di lapangan dalam proses pengembangan obyek wisata menjadikan hasil yang dirasakan kurang sesuai dengan keinginan dari pemberi masukan. Kemudian yang harus menjadikan perhatian bagi dinas terkait adalah kurangnya pelatihan bagi pegawai, terutama pegawai yang berada di lapangan.

Healthcare and Social Security Agency (BPJS) is a government program, that started on January 1, 2014. at the EarlyImplementation is not yet completed. and has shor tcomings, among others payment of claims insurance JKN toGovernmentâs Partner hospitals (BPJS). The aims of this research was to describe Healthcare and Social SecurityAgency (BPJS) accountability in claims insurance handling and factors that influence, This study used descriptive andqualitative data, While the research analysis using the da ta analysis process based on the result of in depth interviewand documents.. the result showed that accountability in claims insurance handling generally the result has beenaccountable (80,5 %) although several indicators to measure showed any discrepancy / not accountable. whenmeasured with indicator refers to a predetermined scheduler that is not accountable. The presence indicator adher-ence to rules and procedures have not been fully accountable. while ability indicator for do performance evaluationand Transparency Indicator in decision-making and to implement effecti veness and cost-eff iciency perf ormance of itsduties has been accountable. Then, to determine the factor s that the effect of accountability in claims insurancehandling used a variable factor of service rules, factor of bureaucratic apparatus and factors of priority interests andservice users. Application and implementation of the third factor have relevance and has a causal impact that influ-ence the Healthcare and Social Security Agency (BPJS) in claims insurance handling.

Health care is one of the fundamental rights of the people who held the government as mandated in the 1945 ConstitutionArticle 28H Paragraph (1) Everyone has the right to live physically and mentally prosperous, residence and got a goodenvironment and healthy and receive medical care. Social Security Agency consists of BPJS BPJS Health and Employmentwhich will cover the entire population of Indonesia no later than January 1, 2019. Services BPJS many people questioned.According to Assistant Representative ORI D.I.Y. Reports BPJS services complaints procedure is quite high in 2015. Thereare also complaints of them in the management of the bureaucracy, registration, until the queues are long and the relatedpayment. Of the existing problems researchers aim to investigate the implementation of the National Health Insurance(JKN) focused on Stakeholder Relations, Financing Model and Outcome JKN in Bantul. This research approach using acombination of methods. The research location in the district of Bantul. Sources of data in this study are primary data andsecondary data. Data collection techniques in this study using interview, questioner and documentation. The unit of dataanalysis in this study is the Social Security Agency. The sampling technique using the formula Slovin. Data analysistechniques in this study using data reduction, data presentation and conclusion. According to the research there is arelationship between BPJS with Health Facilities regulated in PP No.85 Year 2013 on cooperation in improving healthservices. Hospitals and health centers in collaboration with BPJS had been running quite positive. A total of 90 healthfacilities in Bantul who cooperate with BPJS. Of health insurance financing model thats enough ideal assessed on the indexaverage of 2.74 included in either category. JKN one principle of mutual assistance means helping each one participant tothe other participants. While the outcome JKN assessed on the percentage of the guarantee of health in Indonesia (52.5%)in the province D.I.Y. (64.6%) and in Bantul (73%). Tinkat Bantul merepon public awareness by becoming participantsBPJS. Service is guaranteed for the First level services and advanced stipulated in Presidential Decree No. 19 Year 2016.And the cost of minor health for the poor. Of the average index value JKN outcome of 3:06 categorized as either couldmean that JKN program has considerable benefits for both participants.

The Ombudsman Institution is an independent institution which functions to supervise the public seissues. The existence of this institution is considered important to increase the public service especservice performance by the government or local government and its existence is guaranteed by law.progress reaches the provincial level and the This research uses the qualitative research method. Tincluding the primary and secondary data. The primary data covers interview and observation datondary data covers literature data and documentation. The analysis unit of this research is the Ombof Yogyakarta Special Region with the interviewed research subjects such as the Head, InstitutioSocialization, Cooperation, and Networking Unit, and Socialization Executive Assistant. The findingshows that the establishment of The Governor Regulation Number 69 Year 2014 about the OrganizProcedure of the Ombudsman Institution of Yogyakarta Special Region causes the incorporation of Regional Ombudsman Institution (LOD) and the Private Ombudsman Institution (LOS), to be a singlas the Ombudsman Institution of Yogyakarta Special Region and it was started in 2015. The OmbudYogyakarta Special Region performance optimization has been seen in its achievements which are ithe applicable regulations. The optimization of socialization task on public right awareness toward pby the Ombudsman Institution of Yogyakarta Special Region is considered good and optimum. The Parliament recess activity is a form of participation from the community in the planning process of developmentin the area. Perliament of the South OKU regency implement recess 3 times in one year. The process of recessactivities began with preparations of parliament to determine the place, time and all material to be delivered duringrecess implementations. Preparations of recess participants conducted to determine the aspirations to be deliveredduring recess. The aspiration to be delivered during the recess comes from Musrembangdes, all aspirations has beendelivered during the previous recess and unrealized aspirations, also in village meeting. The first thing that discussedto the implementation of the recess is consulting parliament activities before and after recess. The second things arethe expressions of aspirations by recess participant. Aspirations articulated by recess participants will be identifiedtogether by the recess participants and parliament. The results of this agenda will be used as a report aspirationsrecess and it will be submitted to the regional government. Articulate of aspirations during the discussions of KUA andPPAS will be prepared at fractions meeting by asking the opinions of each member in factions by the discussions of thegeneral statements of fractions. This study investigates the impact of autonomy special on poverty reduction.
