Abstract

In 2015, Anggela Markel, as chancellor of Germany, implemented an "Open Door Policy" in dealing with the refugee crisis. Until its peak, in 2018, when Horst Seehofer, who was the German federal interior minister, implemented the "Fereiwillage Ruckkher" policy, which is a German policy that limits the arrival of refugees, using the concept of Rational Choice Theory, researchers explain the background and factors that influence changes in refugee handling policies. by Germany, in this study also discusses the Islamic view, namely the concept ahwan assyarrayn regarding the policy-making process. This study uses a qualitative method with desk research data collection techniques. The results of this study indicate, among others, that the background of the change in German policy in dealing with refugees is the emergence of threats to the stability of Social Security and Politics. The internal factor is the emergence of several conflicts that occurred in Germany and the many people who oppose the arrival of refugees, leading to political threats, namely Markel's position. This policy change was taken on the basis of 'rational' or rational choices used by Germany to reduce negative impacts, including to avoid an increase in the intensity of anti-refugee violence that occurred, to minimize the threat of disruption to security, social, political stability and its compatibility with the concept of decision making in Islam, namely the concept of ahwan as-syarrayn.Keywords: Open Door Policy, Fereiwillage Ruckkher. Abstract

This research discusses Indonesia's cultural diplomacy through the MotoGP event at the KEK Mandalika international circuit. MotoGP is a motor racing championship event at the highest level in the world which is then used as an instrument in Indonesian cultural diplomacy activities towards other countries. Overall this research seeks to explain how Indonesia makes the MotoGP event a medium in Indonesian cultural diplomacy. To explain this issue, this study uses the theory of cultural diplomacy and nation branding as an analytical lens. This study uses a qualitative research method with a qualitative exploratory design that is relevant in describing Indonesia's efforts in carrying out its cultural diplomacy and branding Indonesia in the MotoGP event. This study also uses data collection techniques with literature studies and documentation studies. While the data analysis technique in this study is by reduction, data presentation, and drawing conclusions. The results of this study show that cultural diplomacy carried out by Indonesia in the MotoGP event consists of several efforts, starting with establishing the Mandalika area as one of the 5 DSP (super priority destinations), the Indonesian government also applies aspects of 3 A (accessibility, amenities, attractions ) to KEK Mandalika, the Indonesian government also held a MotoGP pre-event, namely UMKM Goes to Mandalika, these efforts were the steps of the Indonesian government in carrying out cultural diplomacy in the form of exhibitions where tourism objects were the means and recognition were the goal.

Abstract

This research aims to analyze the impact of the COVID-19 pandemic on Afghan refugees in Indonesia and the role played by the United Nations High Commissioner for Refugees (UNHCR) in meeting their needs. The COVID-19 pandemic has had a significant impact on international refugees. Many countries are restricting the movement of people and tightening screening for those entering, making it difficult for refugees to get protection and assistance. Refugees also often have limited access to health and safety services, exacerbating an already difficult situation. International refugee organizations such as UNHCR work to help refugees through these situations, for example by facilitating access to health services and providing financial assistance. However, limited resources and changing regulations complicate these efforts. This research aims to find out the role of UNHCR in handling Afghan refugees during the COVID-19 pandemic in Indonesia as well as indicative data in strengthening the facts about the role of UNHCR Indonesia. This research uses qualitative data collection methods such as in-depth interviews and focus group discussions to gather information from Afghan refugees and relevant stakeholders. This research also uses the perspective of Human Rights, Individual Security, and the concept of International Organization. Broadly speaking, the result of this research is to provide an explanation of the role provided by UNHCR in the form of protection, advocating for the provision of health facilities, providing educational facilities and providing temporary shelter. The findings of this study contribute to a better understanding of the role provided by UNHCR to refugees during the COVID-19 pandemic and the effectiveness of UNHCR's response in meeting their needs.

Abstract

Many previous studies claimed that halal certification is one of the keys to economic escalation especially during COVID-19 crises. However, the facts show that no international regime or organization has yet gathered this need to strengthen  economic opportunities for countries supporting the halal industry. For this reason, due to the absence of an international halal assembly which is can be the law protection for halal certification, this research hold a study related to one of the bodies under the Organization Islamic Cooperation (OIC), namely SMIIC or Standards and Metrology Institute for Islamic Countries, which is also an international halal regime with a focus on standardization. This research aims to analyze the significance of the international regime, namely the SMIIC on the awareness of the halal certification in Indonesia as the manifestation of AbdulHamid’s epistemological idea of cultural progress. This research also examined some challenges from the unit of analysis and proposed some recommendation. Keywords: COVID-19, Halal, Indonesia, International Regime, Islam.

Abstract

Perjanjian Perdagangan Bebas Jepang-Uni Eropa (JEFTA), yang mulai berlaku pada tahun 2019, telah menjadi katalis utama dalam memperkuat hubungan ekonomi antara Jepang dan Uni Eropa, sekaligus membuka peluang yang signifikan bagi pertumbuhan industri kreatif, khususnya anime. Industri anime tidak hanya berperan sebagai media hiburan, tetapi juga sebagai instrumen diplomasi budaya yang memiliki jangkauan luas di tingkat global. Penelitian ini telah dilakukan dengan tujuan menganalisis pengaruh JEFTA terhadap perkembangan ekonomi kreatif di sektor anime Jepang, dengan fokus pada kolaborasi antara studio anime Jepang dan Eropa selama periode 2019–2024. Metode penelitian ini mengadopsi pendekatan deskriptif kualitatif, dengan memanfaatkan berbagai sumber literatur dan analisis data dokumen untuk mengidentifikasi tren pertumbuhan. Hasil penelitian menunjukkan bahwa JEFTA telah memberikan kontribusi yang signifikan terhadap peningkatan akses pasar produk anime Jepang di Eropa melalui pengurangan tarif serta penghapusan hambatan non-tarif. Selain itu, kolaborasi lintas budaya antara studio Jepang dan Eropa telah mempercepat inovasi dalam produksi dan narasi, menghasilkan konten yang lebih relevan dan menarik bagi pasar internasional. Namun, penelitian ini juga mengungkap tantangan dalam menjaga keaslian budaya serta kualitas produk di tengah ekspansi pasar yang pesat. Untuk mengatasi tantangan tersebut, diperlukan penguatan perlindungan hak kekayaan intelektual serta pemberian insentif guna mendorong kolaborasi berkelanjutan antara kreator Jepang dan Eropa. Dengan Pengaruh Jefta, industri anime Jepang tidak hanya dapat mempertahankan identitas budayanya, tetapi juga mampu memberikan kontribusi yang signifikan bagi perekonomian global secara berkelanjutan.

Abstract

This study analyzes the collaborative efforts between Indonesia and Timor-Leste to reduce smuggling along their border regions. This qualitative research employs a document study technique, involving the analysis of secondary data obtained from books, journals, websites, and reports and this study utilizes the concepts of Border Diplomacy and International Cooperation. In pursuit of this objective, both countries have implemented border diplomacy to define their national boundaries and foster economic cooperation and cross-border collaboration to strengthen diplomatic relations and promote economic development in the border regions between the two nations. International cooperation in the border region encompasses various sectors, including the economic, social, and cultural realms, aimed at addressing issues such as smuggling. The Border Liaison Committee (BLC), led by the Vice Governor of NTT, serves as Border Liaison Committee and is responsible for coordinating social, economic, and cultural activities to enhance well-being and security in the border areas. Additionally, security cooperation in the border region involves the Indonesian National Police (POLRI) and the Timor-Leste National Police (PNTL) with the goal of addressing illegal entry, smuggling, and cross-border criminal activities. Lastly, the development of Border Crossing Posts (Pos Lintas Batas Negara - PLBN), such as PLBN Mota’ain, PLBN Wini, and PLBN Motamasin, had a significant impact on security, border, the economy, and surveillance between two countries.

Abstract

The paper analyses the possibility of monetary integration in ASEAN-5 countries, Indonesia, Malaysia, Philippines, Thailand, and Singapore for improving the stability in the region. The idea for regional monetary integration is grounded by the process of monetary union theory within the member states. In terms of volatility, by using certain assessment, the ASEAN-5 currencies are suggested to peg their national currencies into Dinar-Dirham Islamic exchange system since it empirically brings the lowest level of volatility, both during normal and crisis periods. Therefore, Dinar-Dirham could be proposed as the anchor currency for ASEAN-5 countries. The results statistically suggested that all ASEAN-5 countries could be grouped as eligible to employ Dinar-Dirham as their currencies.

Abstract

The COVID-19 pandemic as a global crisis with significant consequences has caused numerous disruptions in the regular functioning of life, business processes, dynamics, and ways of working. The consequences created only in human losses are extremely high and the recession in which countries have entered, during which many companies have gone bankrupt. This crisis has shown that the world is not ready or able to solve global crises, and the response to the COVID-19 pandemic was primarily states' responses to crisis what should account for the urgency of the situation in short, medium and long-term phases. Therefore, it is necessary to research how states responded to the crisis and compare their activities and results. The reactions of countries within the same region can be assumed to be very similar because the crisis circumstances were almost the same. The research interest of this paper has been expressed according to the analysis of policy responses of Indonesia, Mexico, and Croatia. The research design is based on a quantitative-qualitative framework consisting of a desk-top analysis of available secondary data sources, crisis management theory, case study theory approach, and, cross-national analysis approach analyzing Indonesia, Mexico, Croatia the COVID-19 state pandemic preparedness and response policy.

Abstract

One of the primary roles of the government is to regulate the private sector. Concerns regarding housing affordability are widespread among low- and middle-income households across both urban and rural areas in Indonesia, with many struggling to purchase a ome. This paper aims to highlight the issue of housing affordability and to examine the concept of government regulation from the perspective of Ibnu Taymiyyah. The theoretical foundation is based on Ibnu Taymiyyah’s value-based concept of price regulation. A qualitative method is employed, using a descriptive philosophical analysis of Ibnu Taymiyyah's thought, accompanied by interpretation of relevant texts, and contextualized within Indonesia's housing market. The purpose of this study is to emphasize the importance of government regulation as a just and proper system to prevent arbitrary practices by private actors. Government regulation, in this context, plays a critical role in supporting democratic development in Indonesia. Its implementation implies that price regulation is a necessary measure to ensure the welfare of the Indonesian state.
