Abstract

Penelitian ini bertujuan menganalisis peran Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Ogan Ilir dalam meningkatkan literasi digital masyarakat melalui implementasi layanan administrasi kependudukan berbasis digital, khususnya Identitas Kependudukan Digital (IKD). Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Disdukcapil Kabupaten Ogan Ilir menjalankan tiga peran utama dalam peningkatan literasi digital masyarakat. Pertama, sebagai sosialisator, Disdukcapil memperkenalkan layanan kependudukan digital melalui berbagai kegiatan sosialisasi. Kedua, sebagai fasilitator, Disdukcapil memberikan pendampingan teknis dan bantuan aktivasi layanan digital kepada masyarakat. Ketiga, sebagai edukator, Disdukcapil memberikan pemahaman mengenai penggunaan layanan digital dan pentingnya keamanan data pribadi. Meskipun demikian, upaya tersebut masih menghadapi beberapa kendala, seperti kesenjangan digital, keterbatasan infrastruktur jaringan internet di beberapa wilayah, serta tingkat pemahaman masyarakat yang beragam. Penelitian ini menyimpulkan bahwa Disdukcapil Kabupaten Ogan Ilir telah berperan aktif dalam meningkatkan literasi digital masyarakat. Namun, diperlukan penguatan kolaborasi dengan berbagai pemangku kepentingan untuk memperluas jangkauan edukasi dan mendukung transformasi pelayanan publik berbasis digital.

Abstract

Street children are one of the problems in urban areas, including in the city of Palembang. The number of street children is increasing from time to time, so comprehensive and sustainable efforts are needed to resolve the problem. To make these efforts, the involvement of many parties is required, one of the parties that plays an important role is civil society organizations, namely non-governmental organizations. The Intan Maharani Foundation is one of the Civil Society Organizations that has a serious concern for fostering street children in the city of Palembang. To help improve their role, this community service activity was carried out, namely, strengthening the collaborative fostering of street children. The activity was carried out using the brainstorming and discussion method. The leaders and staff of the foundation understand the importance of collaboration with stakeholders, conducting analysis of support and resources, and designing follow-up plans for cooperation. From the results of the workshop, the Intan Maharani Foundation can build a wider stakeholder network so that it will increase its role in urban poverty issues, including street children. Abstract

This study aims to analyze the implementation of the supervisory function of the National Unity and Politics Agency (Kesbangpol) in the governance of community organizations (Ormas) in Ogan Komering Ilir Regency. The analysis focuses on administrative and substantive supervisory mechanisms, guidance as a preventive instrument, and factors affecting supervisory effectiveness within the context of local government. A qualitative descriptive approach was employed, grounded in theories of public administrative supervision and governance. Data were collected through in-depth interviews, observation, and document analysis, and analyzed interactively through data reduction, data display, and conclusion drawing. The findings indicate that Kesbangpol’s supervision has been implemented in accordance with the regulatory framework through organizational registration and legal verification, activity monitoring, and ideological as well as civic education. However, supervision remains predominantly administrative and has not been substantively optimal due to limited institutional capacity, low administrative compliance among some community organizations, and weak cross-sectoral coordination. Theoretically, this study contributes to the field of Government Studies by conceptualizing the supervision of community organizations as a governance instrument that requires institutional capacity, inter-agency collaboration, and constructive state–civil society relations in local governance.
